Choose a bitcoin exchange only after checking that it legally serves your location, understanding the complete cost of buying and withdrawing bitcoin, deciding who will control the private keys, and verifying the platform’s security and disclosures. Availability, protections, fees, limits and custody arrangements can differ by country and can change, so confirm the current terms for the exact legal entity that will hold your account.
This checklist helps you compare exchanges on the transaction you actually plan to make rather than on advertising, a single headline fee or an unverified ranking.
Start with your location and the legal entity
An exchange is not one worldwide service with identical rules. The company accepting your account, the services it may offer and the protections that apply depend on your residence and sometimes on the product you use. Before comparing prices, establish whether the platform can legally open and maintain an account for you.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Confirm availability for your residence
- Enter your actual country, state or province during the platform’s onboarding flow; do not rely on a friend’s experience in another jurisdiction.
- Check which features are available locally. Buying, selling, recurring purchases, bank transfers and bitcoin withdrawals may have separate eligibility rules.
- Read the current terms for your region, including identity-verification requirements, transaction limits and restricted activities.
Identify the company behind your account
Look for the legal name and address in the customer agreement, privacy notice and fee schedule. The brand shown in an app may differ from the company that contracts with you or holds assets. Record that entity, its jurisdiction and any stated regulator, registration or licensing information. A registration is not a promise that you cannot lose money, but knowing which entity is responsible tells you where to look for official records and complaints procedures.
#1 Best Overall
- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
Use the right regulatory context
U.S. guidance is not a worldwide checklist. The SEC Office of Investor Education and Assistance custody bulletin dated December 12, 2025 describes staff views for investors; it explicitly says the bulletin is educational guidance, not a rule or regulation. If you live elsewhere, consult the regulator and consumer-protection framework that applies to the legal entity serving you. Do not infer current protections from an older alert or from a licence issued to a different affiliate.
Calculate the total cost, not just the advertised trading fee
Your cost is the difference between the money you pay and the bitcoin you can actually withdraw. A low posted trading fee can be outweighed by a wide spread, a payment-method charge or an expensive withdrawal.
List every possible charge
| Cost area | What to check | Why it changes the result |
|---|---|---|
| Quoted price or spread | Whether the displayed buy price differs from the underlying market price and whether the spread is included in the quote. | A “zero-fee” purchase can still cost more through the price you receive. |
| Trading fee | The maker/taker or transaction rate for your order type, account tier and trading pair. | Rates may vary with volume, order method or region. |
| Payment and deposit | Charges for bank transfer, card, instant payment or another funding method, plus any minimums or holds. | The cheapest funding route may not be the fastest, and a hold can delay withdrawal. |
| Bitcoin withdrawal | The platform’s withdrawal charge, whether it changes with network conditions and whether a network fee is passed through. | This directly reduces the bitcoin that arrives in your own wallet. |
| Other account or custody charges | Recurring, account, transfer, setup, inactivity or closing fees. | A small trade can become expensive if fixed charges recur. |
Before funding an account, run a sample calculation using the amount, payment method and withdrawal size you expect to use. Record the quoted price, explicit fee, deposit cost, withdrawal charge and the final bitcoin amount. Repeat the calculation for each exchange at the same moment; otherwise market movement can make the comparison misleading.

Read the fee schedule and transaction preview
Use the platform’s live fee schedule and the final order preview rather than an old article or a search snippet. Check whether fees are deducted from your cash or from the bitcoin amount, whether a minimum withdrawal applies and whether a pending deposit must clear before coins can leave. The SEC staff bulletin recommends asking custodians about transaction, asset-transfer, annual asset-based, setup and closure fees. Those categories are useful prompts even when an exchange labels them differently.
Verify that you can access and withdraw bitcoin
Buying exposure to a bitcoin price is not the same as receiving bitcoin in a wallet you control. If your plan includes self-custody, payments or moving coins to another service, withdrawal terms are a primary selection criterion.
Check the withdrawal policy before depositing
- Is on-chain bitcoin withdrawal available to your account and region, or is the service limited to internal transfers?
- What are the minimum and maximum amounts, daily limits and verification tiers?
- How long can a new deposit, password change or security review delay a withdrawal?
- Is the fee fixed, variable or calculated from network conditions?
- Does the exchange support the address format and network you intend to use?
Terms can change, so confirm them immediately before a large transfer. Make a small test withdrawal to an address you control, verify the transaction on a public block explorer, and only then consider moving a larger balance. A successful test demonstrates the current process; it does not guarantee future availability.

Understand custody: who controls the keys?
A crypto wallet does not contain physical coins. It stores the keys or passcodes that authorize transactions. With exchange custody, the exchange or its custodian manages the private keys associated with your balance. You rely on that organization’s security, solvency, accounting and withdrawal policies.

Questions for an exchange-custody arrangement
- Who technically holds the keys: the exchange, a named third-party custodian or several providers?
- Are assets held in hot storage, cold storage or a combination, and what proportion is outsourced?
- Who can approve a withdrawal, and are customer assets segregated in the records and wallets?
- What happens to withdrawals during a hack, operational outage, regulatory action or insolvency?
- What does any insurance cover, and what is excluded—for example, theft from an individual account, lost credentials or a custodian failure?
Do not treat an “insured” label as a blanket guarantee. Ask for the policy scope, limits, beneficiaries, exclusions and the event that triggers a claim. A platform can be secure today and still become inaccessible after a shutdown or bankruptcy.
Compare exchange custody with self-custody
| Factor | Exchange custody | Self-custody |
|---|---|---|
| Who controls the private keys? | The exchange or its custodian controls access on your behalf. | You control the keys and authorize transactions directly. |
| Convenience | Easy trading, account recovery and integrated funding. | You must set up, back up and operate the wallet yourself. |
| Main failure exposure | Hack, account freeze, withdrawal suspension, shutdown or insolvency of the provider. | Lost, destroyed or stolen keys and recovery information. |
| Responsibility | You must secure account credentials and follow the provider’s procedures. | You are solely responsible for key security and recovery. |
| Recovery of a permanent loss | Depends on the provider’s policies and legal process; access is not assured. | There is no central party that can restore a permanently lost recovery phrase. |
Bitcoin.org states that no one—not developers, miners, wallet providers or exchanges—can recover funds permanently lost from a self-custodied wallet. Self-custody removes the exchange as key holder, but it does not remove risk; it transfers operational responsibility to you.

Consider a hardware wallet only if self-custody fits your plan
A hardware wallet is a physical cold-storage device category that keeps signing keys away from an internet-connected computer during normal use. It can be worth investigating for a reader who has decided to self-custody, but it costs money and adds setup, backup and recovery duties. It is not required for every exchange user, and the device does not protect funds if you reveal the recovery phrase or approve a fraudulent transaction.
Evaluate account security and support
Security has two layers: the exchange’s controls and the controls around your own account. Strong controls reduce preventable account takeover but cannot guarantee that the platform itself will remain solvent or online.
Account controls to look for
- Multi-factor authentication that does not depend solely on a vulnerable text message, where a stronger option is available.
- Withdrawal address allowlists, new-address delays, device and login alerts, and a clear process for locking an account.
- Separate permissions for trading, funding and withdrawals, especially for a business account.
- Documented account-recovery steps that do not require handing a support agent your password or recovery phrase.
- Support channels with published response expectations and a way to escalate a locked or fraudulent account.
The SEC custody bulletin recommends a strong, unique password and multi-factor authentication. Keep recovery information private, use a password manager where appropriate, and treat unsolicited messages as possible phishing. No legitimate support interaction should require your private key or recovery phrase.

Read proof-of-reserves claims with care
“Proof of reserves” is a voluntary assessment intended to show reserve assets at a point in time. The SEC Investor.gov alert warns that such assessments may not provide meaningful assurance that customer liabilities are fully covered. They are not automatically equivalent to an audited financial-statement examination.
Questions to ask about a report
- What date and time does the snapshot cover, and how frequently is it repeated?
- Which assets are included, and are customer liabilities, loans, rehypothecation or off-chain obligations disclosed?
- What procedures did the provider perform, and what level of assurance does the report offer?
- Is the provider independent, and are its qualifications and standards identified?
- Can customers verify that the balances included relate to their claims, rather than only viewing an aggregate wallet list?
Use the report as one disclosure to investigate, not as a substitute for understanding the legal entity, custody agreement, withdrawal record and financial risks. A snapshot cannot by itself establish that every customer can withdraw during a crisis.
Build a like-for-like comparison
When two or more exchanges are available in your jurisdiction, compare the same transaction and document the result. This prevents a platform with a cheaper headline rate but poorer access or custody terms from appearing automatically better.
| Comparison axis | Evidence to record |
|---|---|
| Availability and legal entity | Eligible residence, contracting company, jurisdiction and applicable registration or regulator. |
| Total cost | Quoted price or spread, trading fee, funding charge, withdrawal fee and recurring account charges for your scenario. |
| Bitcoin access | On-chain withdrawal availability, limits, processing holds, supported address type and network-fee treatment. |
| Custody and failure exposure | Key holder, storage model, outsourced providers, withdrawal suspension process and insurance exclusions. |
| Account security and support | Multi-factor options, recovery controls, withdrawal safeguards, alerts and support escalation. |
| Disclosure quality | Clarity of fee, custody, risk, conflict and proof-of-reserves information, including dates and scope. |
Mark an item “not stated” when the platform does not explain it. Lack of disclosure is itself a comparison result; do not fill gaps with assumptions or a marketing claim.
A practical selection process
- Define the use case. Write down whether you need a one-time purchase, recurring buys, active trading, payments or long-term holding. Note the amount, funding method and whether you will withdraw to self-custody.
- Filter by jurisdiction. Confirm availability and the legal entity serving your address. Save the current customer agreement and fee schedule.
- Price one realistic transaction. Use the same cash amount, order type, payment method and withdrawal size on each candidate. Include spread, explicit fees, funding cost and withdrawal charge.
- Test access. Check limits and holds, then make a small purchase and withdrawal if you intend to move bitcoin off-platform.
- Review custody and failure scenarios. Identify the key holder, storage arrangements, insurance exclusions and the stated response to freezes, outages or insolvency.
- Harden the account. Set a unique password, enable multi-factor authentication, configure withdrawal protections and verify official support channels before adding a larger balance.
- Recheck periodically. Fees, availability, legal entities, limits and custody disclosures can change. Revisit the documents before a major transfer rather than relying on a comparison saved months earlier.
Red flags that should stop or slow a decision
- The platform will not identify the legal entity or the jurisdiction governing your account.
- The final purchase price is hard to see, or the spread and fees are disclosed only after funding.
- Bitcoin withdrawals are unavailable, indefinitely delayed or subject to unexplained limits.
- Custody, third-party providers, insurance exclusions or insolvency treatment are vague.
- A proof-of-reserves badge is presented as if it were a complete audit, with no scope, date or liability information.
- Support asks for a password, private key or recovery phrase, or pressures you to bypass normal security steps.
If a service fails these basic checks, do not compensate by depositing a smaller amount unless you understand why the risk is acceptable. Convenience is not a substitute for a clear exit path.
Sources for the key risk checks
The SEC custody bulletin covers fees, third-party custody, private-key risks and account-security practices, while noting that it is staff guidance rather than a regulation. Bitcoin.org’s bitcoin guidance explains the consequences of exchange custody and permanent loss in self-custody. The SEC proof-of-reserves alert explains why a voluntary assessment should not be treated as proof that customer liabilities are covered. An older Investor.gov alert on bitcoin and virtual-currency investments is historical risk guidance; do not use it to claim that current protections apply in your jurisdiction.
