Before buying a luxury item abroad, verify that the seller is authorised, calculate the full cost after any realistic tax refund and import charges, and get return, warranty, and repair terms in writing. A low sticker price or a “tax-free” label is not enough: the refund may be conditional, and the country where you bring the item home may still require a declaration or charge tax or duty.
Start with the purchase you can verify
For a handbag, watch, piece of jewellery, or other high-value item, assess the seller and the transaction—not just the product’s appearance. The safest starting point is the brand’s own boutique or a retailer the brand identifies as authorised. If you are considering another seller, ask the brand how to verify that seller before paying.
Request an itemised invoice showing the exact item or model, its price and currency, and the seller. Keep the payment record as well. If the brand provides product identifiers or authenticity documentation, ask for those records and retain them with the invoice. A box, receipt, serial number, or convincing visual details do not, on their own, establish authenticity. There is no universal inspection test that applies to every luxury item or brand.
Be cautious if a price is unusually low, but treat that as a reason to investigate rather than proof that the item is counterfeit. The European Commission warns that counterfeit goods can harm consumers and the environment and identifies customs authorities as a frontline against infringing goods. If you cannot establish who is selling the item or obtain clear purchase documentation, the apparent saving may not justify the risk.

Questions to ask the seller
- Is this shop listed by the brand as an authorised retailer?
- Will the invoice identify the exact model or product, price, currency, and seller?
- What product identifiers or brand documents will be provided, if any?
- What are the written return, warranty, and repair terms for this exact purchase?
- If you are seeking a VAT refund, what paperwork and customs-validation process does the shop use?
Try to get the answers before completing the transaction, while you can still compare sellers or decide not to buy. The European Commission’s counterfeit guidance explains the risks but does not set a universal luxury-goods authentication checklist. Do not let a particular packaging detail, serial number, or visual check substitute for a seller the brand recognises and a clear invoice.
Work out whether it is cheaper after you get home
Compare the same model and configuration, not just products that look similar. Start with the foreign price converted to your home currency, then account for every cost and condition that could change the final amount. A headline price does not show whether you will receive a refund, how much an operator may retain, what your card or currency exchange will cost, or what your home country may charge on arrival.

- Write down the item’s purchase price and currency, and the exchange rate or conversion method you expect to use.
- Subtract only a VAT refund you appear eligible to claim. Ask the seller what process applies and what fees or deductions may reduce the refund; do not assume the full VAT amount will be returned.
- Add any currency-conversion spread or card fee that applies to your payment.
- Check the customs authority for the country where you will enter with the item. Add any applicable duty or tax and account for any declaration requirement.
- Consider the practical cost of after-sales support, including where an authorised repair can be arranged and whether the warranty applies where you live.
The result is a more useful comparison than “price abroad versus price at home.” It is still an estimate until you confirm the rules for your destination, route, item, value, and travel date. The sources cited here do not establish that any particular city or luxury item is cheaper abroad.
Keep the calculation conservative. If you are not certain that you qualify for a refund, do not subtract it as though it were guaranteed. Likewise, do not treat a destination’s personal allowance as a discount until you have checked that it applies to your circumstances and whether you must still declare the item. A lower sticker price can be offset by refund deductions, conversion costs, arrival charges, or less convenient service access; there is no single overseas price comparison that works for every traveler.

Understand the difference between a VAT refund and import charges
VAT paid in the country where you shop and customs charges in the country where you bring the item are separate questions. EU guidance says private shoppers generally pay VAT once in the country where they shop. A qualifying resident from outside the EU may be able to claim VAT back on eligible goods, subject to national requirements and the required customs process. That refund does not decide whether another country will charge tax or duty when the traveler returns.
Nor does a “tax-free” or airport duty-free purchase automatically make the item exempt at your destination. EU guidance notes that destination limits may apply even when there is no EU-side limit on airport duty-free purchases. U.S. Customs and Border Protection (CBP) likewise says that goods bought in a duty-free shop can be subject to duty upon entry into the destination country. Check the rules for the country you will enter with the goods, rather than relying on the shop’s label.

For an eligible purchase in the EU, a person resident outside the EU may claim a VAT refund if the goods and refund documents are presented to customs on departure within three months of purchase. Customs validation is required before leaving. This is not an automatic discount at checkout: eligibility, national minimum purchase values, other criteria, and procedures vary by country. A seller or a third-party VAT-refund operator may handle part of the process.
Before completing the sale, ask the shop:
- Whether it can provide the required refund documents for your purchase and your residency status.
- Which process or refund operator applies and what fees or deductions may be taken.
- Where and how customs must validate the paperwork before you leave.
- Whether the goods need to remain available for inspection and what documents you must have with you.
Do not budget on receiving a particular refund amount until you know the applicable procedure and deductions. A shop’s participation does not by itself establish that every traveler or purchase qualifies.
Make the three-month deadline part of your travel plan, rather than assuming the refund can be handled later at home. The requirement described by the European Commission is to present the goods and refund documents to customs on departure within three months of purchase, with customs validation before leaving. The process is not harmonised across EU countries, so check the national minimum value and steps for the country where you shop. If a third-party operator is involved, ask how its process and fees affect the amount you could receive.

Destination customs: check your own route and circumstances
Look up the official customs authority for the country where you will enter with the item. Confirm the personal allowance, whether you must declare the purchase, how duty and tax are calculated, and whether goods bought at a duty-free shop count. Rules can depend on your residence, the country of purchase, your route, the type and value of the goods, and the date you travel. Keep proof of the amount paid so you can support the value you declare.

Exact treatment cannot be determined from the purchase country alone. If your route includes multiple countries, or you are unsure where a customs declaration is required, check the official guidance for each relevant entry point before departure.
Do not assume that a purchase is outside the rules because you intend to use it while traveling, carry it rather than ship it, or bought it in an airport shop. The relevant question is how the customs authority at your destination treats the goods and your circumstances. The French and U.S. examples above show why a figure or procedure from one jurisdiction should not be applied to another; consult the authority for the place you will enter.
Get return, warranty, and repair terms in writing
Do not assume that a return policy or warranty will work the same way at home as it does where you buy the item. Ask the seller for the terms that apply to this transaction and confirm any brand service conditions that matter to you. EU consumer-rights information covers areas such as guarantees, returns, pricing, shipping, and product safety, but it does not settle the outcome for every brand, seller, or purchase.

Before paying, get written answers to the following questions:
- Returns: What is the return window, when does it begin, and what exclusions apply? Must the item be unused, and where must it be returned?
- Refund method: If the seller accepts a return, how will the refund be issued, in what currency, and will the original payment method be required?
- Warranty: How long is coverage, where does it apply, and what proof of purchase is needed?
- Repairs: Where can the item be assessed or repaired, and can you use an authorised service location where you live?
- Service costs: Who handles shipping or other costs if the item needs repair or must be sent back across a border?
Do not rely on a verbal assurance that a warranty is international or that a local store will accept a return. Coverage and service access need to be confirmed for the specific brand, purchase, and location. If a term is important to your decision, ask for it in the seller’s written terms or in a written response you can retain.
Think through the timing as well as the headline promise. If you discover a problem after returning home, a short return window or a requirement to deal with the original seller may make an otherwise generous policy difficult to use. Ask whether the seller requires the item to be returned to the purchase country, whether any exclusions apply, and what documentation the brand or service centre needs. EU consumer-rights information is useful context, but it does not guarantee a particular outcome for a luxury brand or cross-border purchase.

Save the itemised sales invoice and payment record together with any VAT refund forms and customs validation. Retain product identifiers, authenticity documents supplied by the brand, and the written return, warranty, and repair terms. These records help establish what you bought and what you paid if you seek a refund or service, or if customs asks for the item’s value and description. CBP’s cited declaration form requests both value and description of acquired goods.
A practical way to avoid losing paperwork while traveling is to keep originals in a safe place and make readable digital copies. A digital copy is useful for reference, but it does not replace any original document that the refund process or customs authority requires you to present. Keep the item and its records accessible if the applicable customs process calls for inspection.
