Start with the project address, not the marketing brochure. A planned data center can involve separate zoning approvals, electrical substations, environmental permits, water and sewer work, and utility cost decisions. Before you make an offer, identify the project’s exact stage, read the local planning file, then follow each related permit and infrastructure application to the agency that controls it. Noise conditions, generator testing, water demand, grid upgrades and resale effects are all site-specific.

This checklist shows what to verify, which documents matter, how to compare two homes near different proposals, and where the evidence cannot support a confident prediction.

1. Establish exactly what is proposed

Use the parcel number or street address to find the city or county planning case. A company announcement is not the same as a filed application, an approval, construction or an operating facility. Record the project name, applicant, parcel boundaries, current case number and every agency involved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify the project stage

Stage What it means for a buyer What to verify
Announced A concept or site search may have been publicized, but no complete entitlement may exist. Whether an application has actually been filed and which parcel is under consideration.
Filed Plans are being reviewed and may change before a decision. Application drawings, traffic and acoustic studies, hearing dates and public-comment deadlines.
Approved Construction is allowed only under the written conditions and other permits. Final site plan, conditions, appeal status, expiration dates and required inspections.
Under construction Noise, truck traffic, dust and temporary utility work may be the immediate issue. Construction hours, haul routes, erosion controls and schedules for substations or transmission work.
Operating Actual equipment and operating practices can be observed. Operating permits, complaint records, monitoring results and any modification applications.

Do not treat a withdrawn, expired or appealed approval as settled. Ask the planning department which documents are legally controlling today and whether a new hearing, appeal period or permit decision is scheduled.

2. Check zoning, site design and enforceable conditions

Find the entitlement path

Ask whether a data center is permitted by right on the parcel, requires rezoning, or needs a special or conditional-use approval. Those paths determine who can object, what findings officials must make and whether conditions can be imposed. Verify the zoning district and any overlay rules for the home’s actual jurisdiction; a rule from another county is not a substitute.

Read the drawings, not just the use description

Obtain the latest site plan and look for building height, setbacks, loading areas, parking, retaining walls, landscaping, lighting, access roads and the location of cooling equipment and generators. Mark the proposed building, equipment yards and utility corridors on a map with the home, bedrooms, windows and outdoor living areas. A home that is farther from the main building may still face a substation, generator yard or service road.

Separate data-center approval from substation approval

A new electrical substation or public utility facility may have its own review. Fairfax County’s public information describes a separate public-facilities review for a substation in one local process. Use that as a prompt to search your own jurisdiction’s utility and planning dockets rather than assuming the data-center case covers every piece of infrastructure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the conditions line by line

Collect the staff report, decision, approved plans, written conditions, meeting minutes and any recorded development agreement. Identify conditions that specify equipment locations, enclosure design, landscaping, hours, testing, monitoring, complaint handling, emergency access or future expansion. Note who enforces each condition and what remedy exists for a violation. A promise in a presentation is weaker than a condition attached to an approval or permit.

3. Follow the public process and deadlines

Planning portals and clerk websites usually list agendas, staff reports, exhibits, written comments, hearing recordings and appeal instructions. Save the date of each decision and the deadline for administrative or judicial appeals. If a case is pending, a purchase contract may be signed before the public record is complete, so make the project status a written disclosure and contract contingency where appropriate.

Questions for the planning office

  • What is the current zoning case number and decision status?
  • Are any rezoning, special-use, site-plan or variance hearings scheduled?
  • Which plan set is the approved version, and have amendments been filed?
  • Which conditions are binding on the owner and successors?
  • Who inspects landscaping, noise barriers, construction hours and post-approval compliance?
  • Is a substation, transmission line or road improvement being reviewed in a separate case?

Montgomery County’s 2026 ordinance guide is a useful question list even where it is not law. It identifies materials a municipality may request, including energy use, thermal-impact mitigation, water feasibility for a nonpublic source, drought response, wastewater capacity, pre- and post-construction noise studies, emergency response, electronic-waste handling and decommissioning. The guide expressly is not a full model ordinance, and another jurisdiction may require fewer, different or additional documents.

Decibel Meter, Tadeto Digital Sound Level Meter Portable SPL Meter 30dB to 130dB MAX Data Hold with LCD Display Backlight A/C Weighted for Home Factories
  • 【Accurate Measurement】 The measuring range of the sound level meter is 30dB to 130dB . Highly accurate with ± 2.0 dB. Real-time monitoring can give you accurate data on the sound level in the area.
  • 【A/C Weighted Measurement】 The A weighted simulates the frequency characteristics of low-intensity human ear noise, which is suitable for the detection of ambient noise. The C weighted simulates the frequency properties of high-intensity noises of the human ear, which are suitable for the sound pressure analysis of machine motors and machines. More professional measurement methods provide users with a more perfect user experience.
  • 【Fast and Slow Measurement】 The sound level meter has the function of converting the fast and slow response rate. The fast response rate uses a time constant of 0.125s/time for general environmental measurement. The slow response rate uses a 1s/time constant, which is used for environmental measurements with relatively large changes in noise levels.
  • 【Digital LCD Display 】 The digital display is a 4-digit LCD display with a resolution of 0.1 dB. Backlit LCD digital display, the reading effect is clearer in dark places. When the battery is low, the LCD display will display a low voltage icon, indicating that the power is low at this point and the battery needs to be replaced.
  • 【Convenient and Lightweight 】Tadeto sound level meter is lightweight and easy to carry. It's widely used in factories, transportation, car, baby room and audio system offices, sound quality control in homes, schools, and construction sites.

4. Map noise sources and read the acoustic study

Identify every source

Do not limit the review to the server building. Cooling towers, chillers, rooftop equipment, transformers, pumps, truck movements and backup generators can have different sound characteristics and schedules. Ask whether the acoustic assessment modeled normal operation, maximum cooling load, generator testing, emergency operation and construction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check measurement locations and assumptions

Look for the dates, weather, background sound, receptor locations and time periods used. A measurement at the property line may not represent a bedroom window or backyard. Confirm whether the report evaluates nighttime conditions and tonal or low-frequency sound, not just an overall average. Compare predicted levels with the local ordinance and with any stricter project condition.

Look for controls that can be enforced

Read where equipment must be placed, whether barriers or acoustically treated enclosures are required, and whether limits apply at a property line or a named receiving location. Check generator testing days and hours, notification requirements and remedies for exceedances. In an April 21, 2026 St. Louis announcement, conditional-use approval for one project required noise-emitting equipment, including backup generators, to be away from primary frontages and enclosed in acoustically treated structures. That approval also limited generator testing to specified weekday windows and excluded bad-air-quality days. Those terms apply to that project, not to data centers generally.

Make your own site observations

  1. Visit on a weekday morning, afternoon and night, and include a weekend visit.
  2. Stand in the rooms and outdoor areas where you expect to spend time; note existing traffic, industrial, mechanical and aircraft sounds.
  3. Return during weather conditions that could change sound propagation, while staying on public or permitted property.
  4. Record date, time, wind, temperature, location and what you heard.
  5. If useful, use a consumer sound-level meter for consistent observations. Treat readings as personal documentation, not proof of regulatory compliance; they do not replace a qualified acoustic study.

5. Investigate electricity, substations and possible household costs

Trace the power system

Ask whether the project requires a new substation, transmission line, distribution upgrade, switching station or wider right-of-way. Find the utility application and the agency or public utility commission reviewing it. These facilities can have a different location, construction schedule and visual impact from the data center itself.

Separate the data center’s bill from grid investment

A facility’s announced megawatt demand does not tell you whether your residential bill will rise. Separate four questions: who pays the data center’s energy charges; who pays for new generation or transmission; how the utility allocates shared upgrades among customer classes; and what rates the regulator ultimately approves. Fairfax County says its residents do not directly pay for the electricity data centers use, while warning that customers may pay a portion of grid-improvement costs. The county also notes that treatment depends on usage, customer class and state decisions. That is a local explanation, not a nationwide rule.

Read the cost-allocation record

Search utility tariffs, commission filings, hearing notices and final orders for project-specific facilities, contributions in aid of construction, transmission cost sharing and security deposits. Ask whether the application identifies costs that could be socialized across customers or recovered only from the project. Do not convert a proposed infrastructure budget into a forecast of your own bill without a regulator’s allocation decision.

6. Check water, sewer and stormwater capacity

Determine the water source and cooling design

Find the expected demand, peak demand and source: potable water, reclaimed water, a private or nonpublic source, or a design intended to minimize water use. Ask whether drought restrictions or a drought-response plan applies, and whether the project has to fund a larger water main, storage or treatment upgrade.

Review wastewater and sewer records

Look for sewer-capacity calculations, interceptor or lift-station work, discharge limits, treatment-plant approvals and the entity that will own and maintain new lines. Confirm whether a sewer-service-area amendment is needed and whether connection costs are assigned to the applicant, existing ratepayers or both.

Follow stormwater and wetland permits

Large cleared sites can alter runoff even when the data center has no direct effect on your water bill. Read construction-stormwater plans, detention or infiltration designs, floodplain and wetland reviews, erosion controls and inspection requirements. Ask how complaints are handled after construction.

The Wisconsin Department of Natural Resources’ Port Washington project page illustrates why these records may be separate: the project has DNR reviews for wetlands, stormwater and air emissions; municipal water-main and sewer-interceptor plans; a sewer-service-area amendment; and an environmental analysis. It is an example of a process, not a list of permits required everywhere.

7. Review air permits, generators and environmental analysis

Find construction and operating air permits

Backup generators can require state or local air permits even if they operate infrequently. Check the number and type of engines, fuel, emissions assumptions, operating limits, testing allowances, monitoring and reporting duties. Read the public comments, agency responses and any hearing record.

Understand what an environmental review covers

Depending on the jurisdiction, environmental documents may examine stormwater, wetlands, water quality, heat, traffic, socioeconomic effects or alternatives. Note which impacts were studied, which were excluded and what mitigation became a binding condition. Absence of a topic in one agency’s review does not prove that the impact is zero.

8. Investigate construction traffic and long-term access

Request the traffic impact study, construction-management plan and haul routes. Identify proposed truck entrances, employee parking, delivery hours, road widening, signal changes and emergency access. Compare those routes with the home’s driveway, school trips and pedestrian paths. Construction can be disruptive before the facility operates, and a permanent service road can remain active afterward.

Check whether blasting, pile driving, night work, lane closures or utility trenching is allowed. Confirm the complaint contact and whether construction-hour limits are enforceable conditions or merely expected practices.

9. Assess views, lighting, heat and expansion risk

Use the site plan and elevations to determine what the home will see from its primary rooms and yard. Verify tree-preservation, landscape-screening and replacement requirements, and whether screening must remain after a future expansion. Review pole, rooftop and security lighting plans, including shielding and operating hours.

Look for maximum impervious area, cooling discharge or heat-mitigation commitments in the application. Search for development phases, reserved expansion areas and options on neighboring parcels. Buying next to phase one may mean living beside a later equipment yard or substation unless the approved plan limits expansion.

10. Treat home-value evidence as local, not guaranteed

There is no universal percentage by which a data center changes a nearby home’s value. Fairfax County states, “Fairfax County has not analyzed home values near data centers.” The county summarizes a 2023 George Mason University Center for Regional Analysis study as finding no marginal negative effect from proximity after accounting for industrial properties. It also summarizes a 2026 National Association of Realtors study as finding no statistical evidence that data centers automatically lower nearby home values.

Best Value
Extech 407732-KIT Sound Level Meter Kit, 35-130dB, with Calibrator
  • Datalogs up to 16,000 readings with USB interface for downloading to a PC
  • Triple LCD displays humidity, temperature, and date (year, month, and day)
  • Programmable from keypad or PC
  • Selectable data sampling rate
  • User programmable audible and visual alarms

Those summaries do not predict appreciation or resale value for one address. They do not eliminate effects from noise, views, construction, traffic, utility infrastructure, local taxes or a particular market’s buyer preferences. Fairfax County’s own fiscal figures illustrate why local context can differ: it reported 20 standalone data centers operating and 11 under construction as of August 2026, and estimated $110.6 million in data-center tax revenue for tax year 2026, about 1.9% of its FY 2027 General Fund revenue. Fiscal benefit to a county is not evidence that a particular neighboring home will gain value.

Build a comparable-sales question

Give a local appraiser or real-estate professional the project file, current approval status and distances to each proposed source. Ask for comparable sales near similar industrial or utility uses, not just an average neighborhood price. Request an explanation of adjustments for sound, view, traffic, construction stage and buyer disclosure. Treat the result as a market opinion that can change when the project is approved, built or modified.

11. Compare two homes with the same framework

Distance alone is a poor ranking method. Use a side-by-side record for every candidate property.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison Questions to answer
Project stage Is it announced, filed, approved, under construction or operating? Are appeals or amendments pending?
Physical relationship How far are the home, bedrooms and yard from the building, generator yard, cooling equipment, substation and access road?
Noise evidence What receptors and operating modes did the acoustic study include? Which limits, enclosures and testing windows are enforceable?
Power infrastructure Are new substations or lines needed, and what does the utility or regulator’s cost-allocation record say?
Water and sewer What source, demand, capacity upgrades, drought plan and wastewater conditions apply?
Environmental permits Which air, stormwater, wetland and water-quality permits are issued, pending or appealable?
Public process What hearings, comment periods, inspections and appeal deadlines remain?
Resale evidence What relevant nearby sales and professional valuation analysis exist for this market?

Prefer the home with the clearer, enforceable record and fewer unresolved infrastructure decisions, not automatically the one with the larger measured distance.

12. Use a documented pre-offer and pre-closing checklist

Before making an offer

  • Save the current zoning map, case number, site plan, elevations and decision documents.
  • Write down distances and sight lines from the home to each proposed structure and utility facility.
  • Complete visits at multiple times and retain dated observations.
  • Ask the seller for written disclosure of the project and any notices received.
  • Obtain a local comparable-sales or appraisal opinion that identifies the project status.
  • Ask your lender and insurer whether a nearby industrial or utility project affects underwriting, insurance or required disclosures.

Before the inspection and contingency deadlines expire

  • Confirm whether approvals, permits or appeals changed after your offer.
  • Check the planning, environmental and utility dockets again for new conditions or hearings.
  • Have an inspector evaluate windows, insulation, HVAC placement and outdoor equipment in relation to the proposed noise sources.
  • Ask a qualified professional to interpret an acoustic report if predicted levels are close to a legal limit or your tolerance.
  • Put any promised disclosure, access, screening or project-status representation in writing.

Before closing

  • Verify the latest approved plans and that no expansion, substation or transmission application was added.
  • Check final appeal status and the expiration or vesting date of approvals.
  • Review any recorded easements, utility rights-of-way, development agreements and notices affecting the parcel.
  • Retain copies of the records so a future buyer receives an accurate project history.

13. Know what the records cannot answer

Public files can establish approvals, limits, schedules and responsible agencies, but they cannot guarantee that a future operator will never seek an amendment, that a sound barrier will feel adequate in every room, or that resale demand will behave a certain way. A permit may also be pending, appealable or conditioned on later construction documents.

When a material question remains unresolved, describe it precisely: “the substation cost allocation is pending,” “the acoustic study does not model emergency operation,” or “the sewer-capacity review is incomplete.” That is more useful than labeling the property safe or unsafe. Recheck live records immediately before a binding purchase decision because local rules, permit conditions, utility tariffs and project status can change.
