Before you book a sale fare or room, compare the total price for your exact dates and travelers, then check what the price includes and what happens if plans change. A low advertised rate can come with baggage or seat fees, mandatory hotel charges, or cancellation terms that make it a poor fit. The U.S. rules below apply only within their stated scope; check the seller’s terms and the rules where you are booking.
Compare the full price for the same trip
Compare offers using the same itinerary or stay dates, number of travelers, and services you actually need. For flights, include applicable government taxes and fees and mandatory carrier surcharges. U.S. Department of Transportation guidance says airfare advertisements must show these amounts in the displayed total price. For hotels, compare the total for the whole stay, not just the nightly rate. Under the Federal Trade Commission’s fee-rule guidance, required charges such as resort fees and vacation-rental cleaning fees must be included in displayed total prices.
For a package or other travel offer, account for service charges, taxes, and processing fees before comparing it with alternatives. A charge may still be payable at the property, so check the offer’s breakdown and payment terms. DOT: Buying a Ticket · FTC: Rule on Unfair or Deceptive Fees—Questions and Answers

For flights, check what the sale fare includes
Read the fare rules
Do not assume a discount applies to a flexible fare. DOT notes that discounted fares often have stricter restrictions, which may include nonrefundability, baggage limits, or no seat assignment. Check the fare type and terms for the specific flight before paying; two fares on the same route may offer different flexibility and inclusions.

Add only the extras you need
Check the airline’s charges for baggage, advance seat selection, meals, Wi-Fi, pet travel, priority check-in, travel insurance, or unaccompanied-minor service if relevant. Add the cost of the services you expect to use to your comparison, rather than treating every optional extra as necessary. DOT says optional services cannot be preselected in a way that makes customers opt out; customers must affirmatively agree to pay. Airlines and ticket agents are also required under DOT’s 2024 fee-disclosure rule to disclose baggage, change, and cancellation policies before ticket purchase. DOT: Airline Fees · DOT: 2024 airline fee-disclosure rule announcement
For hotels, inspect the exact room’s cancellation terms
There is no single cancellation rule established for every hotel, booking channel, room type, and rate. Before payment, find the cancellation deadline, any penalty after that deadline, and how a refund would be issued. Read the terms attached to the exact room and rate you selected; a sale price alone does not tell you whether it is refundable.

Check who is taking the booking
Confirm whether you are booking directly with the airline or hotel, or through a travel agent or online travel agency. The DOT’s airline 24-hour cancellation-or-hold requirement applies to qualifying tickets purchased from airlines, not tickets booked through third-party agents. If you book through an intermediary, check that seller’s cancellation and change procedures as well as the airline’s or hotel’s terms.

When the U.S. airline 24-hour rule applies
For a ticket bought at least seven days before departure, the airline must either allow cancellation within 24 hours for a full refund without penalty or hold the reservation at the quoted price for 24 hours without payment. The airline need not offer both options. This is a rule for qualifying airline bookings—not a general 24-hour right to cancel hotel reservations or third-party bookings. DOT: Buying a Ticket
