The right data-center site is the one that can deliver your workload’s required power, cooling, network performance, permits and expansion on a schedule you can finance—not the parcel with the best marketing map. Before selecting a location, obtain written, site-specific assumptions and commitments from the serving utility, transmission provider, water and wastewater authorities, network carriers and permitting agencies. A nearby substation, fiber route or pipeline is not proof that your parcel has capacity or an achievable energization date.

Use the questions below to turn candidate locations into comparable, documented decisions.

1. Define the AI workload before looking at maps

Site requirements follow from the workload, not the other way around. The U.S. Department of Energy says data-center electricity demand is growing rapidly, varies by region, may be constrained by latency, and often requires firm power continuously. Write a workload brief that utilities, designers and regulators can evaluate against the same assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quantify load and growth

  • What is the initial IT load in megawatts, and what is the peak rather than average load?
  • What rack power density, accelerator mix, storage and networking equipment produce that load?
  • What facility power envelope follows after cooling, power distribution, battery systems and other overhead?
  • What load is expected at commissioning, year three, year five and ultimate build-out?
  • Which loads are interruptible, and which must run continuously?

Ask every candidate to model the same stages. A site that supports a 50 MW first phase but cannot reserve land or power for a 200 MW campus may be unsuitable even if its initial price is attractive.

Map latency and data movement

Separate training from inference. Training jobs may tolerate movement between regions if datasets and checkpoints can be transferred. User-facing inference, real-time industrial control and workloads tied to a specific data source may require low, predictable latency. Document latency targets to users, cloud or colocation partners, data repositories and other facilities, then test whether those targets remain achievable during a carrier outage.

Decide how much flexibility you have

Ask whether jobs can shift across regions or time, whether a queue can pause during grid stress, and whether a second site can take over. Flexibility can make storage, demand response or a less-constrained grid connection practical. A fixed, always-on workload needs firmer capacity and a larger reliability margin.

2. Verify deliverable power, not nearby infrastructure

Power diligence is the most common place where a location advertisement overpromises. Require a serving-utility letter or equivalent record that identifies your parcel, requested capacity, voltage, interconnection stage, required studies, upgrade scope, cost allocation and a realistic in-service date.

Questions for the utility and transmission provider

  • What firm capacity can be delivered to this specific parcel, and on what date?
  • Is the stated capacity existing, conditionally available or dependent on a new substation, transmission line or generation project?
  • Which feasibility, system-impact and facilities studies are complete, and what assumptions remain provisional?
  • What upgrades are required, who pays for each one, and what happens if the estimate or schedule changes?
  • What outage history, redundancy, voltage limits, fault-duty constraints and restoration assumptions apply?
  • What tariff, demand charges, standby charges, curtailment provisions and power-quality requirements would apply?
  • How are queue position, milestones, security deposits and withdrawal rules documented?

Federal siting criteria specifically consider transmission access, unused capacity, clean generation and required upgrades. Treat “near a transmission corridor” or “served by a major substation” as a screening clue only until the provider confirms deliverability.

Evaluate supply options as a system

Compare utility service with feasible combinations of clean generation, storage, demand flexibility and on-site generation. DOE describes these as system-level responses to data-center growth; none is automatically available at a particular parcel. For each option, ask whether it is permitted, financeable, fuel-secure and capable of meeting your reliability requirement.

If on-site generation is proposed, identify the exact air, water, noise, fuel-storage, safety and grid-connection approvals for the design and jurisdiction. A later grid connection can change the regulatory status. EPA’s July 27, 2026 announcement described a narrow interpretation for certain islanded facilities that are not connected to a public grid, do not sell electricity and are not required to report as generating units under the Acid Rain Program; it did not create a blanket exemption from other permits.

3. Treat water, cooling and energy as one decision

Cooling choices change both water consumption and electrical load. Request location-specific estimates for annual and peak water use, discharge and energy under the cooling designs you could actually build.

Water and wastewater questions

  • What annual and peak supply is contractually available, from which sources?
  • What drought, seasonal or emergency restrictions could reduce that allocation?
  • Can the municipal or industrial wastewater system accept expected flow, temperature, chemistry and peak discharge?
  • Are new mains, treatment capacity, storage tanks or pretreatment required, and who funds them?
  • What water-quality limits, monitoring and reporting obligations apply?

There is no universal water threshold that fits every AI facility. LBNL’s Center of Expertise for Data Center Energy describes modeling that estimates location-specific water use under alternate cooling-system and power-supply scenarios. Use that type of scenario analysis rather than a single generic gallons-per-megawatt figure.

Compare cooling designs

For each candidate, model air cooling, evaporative or hybrid systems and liquid-cooling configurations appropriate to the planned equipment. Record water consumption, blowdown, heat rejection, parasitic power, maintenance needs, ambient-temperature derating and performance during drought or heat waves. Ask whether a design change would require a new permit or larger electrical service.

Assess heat recovery realistically

Waste-heat recovery is useful only when a nearby off-taker needs heat at the right temperature and season. Confirm a potential customer, pipeline or heat-exchanger route, operating schedule, ownership and backup heat source. Do not count theoretical heat demand as a credit in the site model.

4. Prove network performance and physical diversity

Ask carriers and network providers for parcel-specific serviceability, not a map showing a fiber route nearby.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How many physically diverse fiber entrances can reach the building?
  • Are routes in separate ducts, poles, rights-of-way and central offices, or do they converge upstream?
  • Which carriers can provide the required wavelengths, ports, cloud on-ramps and committed bandwidth?
  • What latency, jitter, packet-loss and restoration targets are contractually available?
  • Can construction crews obtain rights-of-way and permits on the same schedule as the building?

Validate routes with field surveys and carrier letters. A second carrier using the same bridge, conduit or backhaul node is not true diversity.

5. Screen land, hazards and construction access

Confirm that the developable area—not just the total acreage—supports buildings, substations, cooling equipment, water infrastructure, stormwater controls, security setbacks and future phases.

Site and hazard questions

  • What do geotechnical borings show about bearing capacity, settlement, groundwater and rock excavation?
  • Does terrain permit heavy equipment, transmission routes, drainage and emergency access?
  • What floodplain, wildfire, seismic, extreme-heat, tornado, hurricane, drought or air-quality risks apply?
  • Are there contaminated soils, protected habitats, wetlands, cultural resources or hazardous-material constraints?
  • Can construction traffic, cranes, transformers and fuel deliveries reach the parcel?
  • Is expansion land controlled by the project, and can utilities and roads be extended into it?

Federal siting criteria call out terrain and soil durability, air quality, community effects and resource access. Commission independent surveys early; a low land price does not compensate for remediation, flood elevation work or an inaccessible transformer route.

6. Map permits and the critical path

Create a permit register with the issuing authority, application prerequisites, public-hearing dates, appeal periods, expected decision date and dependency on other permits. Include zoning, building, environmental, water withdrawal and discharge, air emissions, on-site generation, fuel storage, transmission, wetlands, stormwater and road permits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask authorities for written answers

  • Is the proposed use allowed by right, conditional approval or rezoning?
  • Which studies must be complete before an application is accepted?
  • What standards govern noise, backup generators, lighting, water discharge and construction hours?
  • What public notice, consultation, environmental review or cultural-resource process is required?
  • Which permit is on the critical path, and what events could pause or restart its clock?

Put permit dates beside utility and construction milestones. A site with a nominally faster grid connection can still lose its schedule to a lengthy air, water or zoning review.

7. Evaluate community, environmental and workforce effects

Large AI facilities can affect electricity prices, water access, public health, noise, traffic, natural resources and local employment. Ask the local authority and community representatives how those impacts are measured and mitigated.

  • Could the project compete with households, farms or existing industry for electricity or water?
  • What noise levels, night lighting, traffic volumes and construction disruption are expected?
  • Which air emissions result from routine testing, emergency generation or fuel storage?
  • What workforce is available for construction, commissioning, operations, maintenance and security?
  • Are training programs, housing, transport and emergency services adequate?
  • What community-benefit, mitigation or monitoring commitments will be requested?

Document assumptions instead of treating incentives or local enthusiasm as approvals. Community acceptance is a schedule and operating-risk issue, not merely a public-relations exercise.

8. Build a delivered-cost and schedule model

Compare total cost to an operating facility, not land price or a headline electricity rate. Use the same scope, escalation assumptions, contingency and commissioning date for every site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost or schedule element What to include Evidence to request
Land and development Purchase or lease, grading, roads, surveys, remediation and security Parcel control documents, geotechnical and environmental reports
Power delivery Tariff, demand charges, substations, transmission, interconnection studies and upgrades Utility study, cost allocation, milestones and reliability terms
Generation and storage Equipment, fuel supply, emissions controls, batteries, replacement and interconnection Permit path, fuel contract and performance guarantees
Water and cooling Mains, treatment, cooling equipment, chemicals, discharge and drought resilience Water and wastewater capacity letters plus scenario model
Network Entrance construction, diverse routes, carrier service and recurring bandwidth Carrier quotations and route-diversity survey
Permits and schedule Consultants, studies, hearings, delay contingency and carrying cost Agency calendars and critical-path schedule
Expansion Future land, utility reservations, roads, cooling and network extensions Master plan and written reservation terms

The official sources establish why these dimensions matter, but they do not provide comparable parcel-level prices. Require each provider to state exclusions, escalation, confidence ranges, refundable deposits and the consequence of missed milestones.

9. Compare candidates with weighted decision criteria

Do not declare a universal best region. Weight criteria according to the workload and record why a score was assigned.

Criterion Evidence for a high score Typical failure signal
Time to energize Utility-backed date tied to completed studies and funded upgrades “Power is nearby” with no parcel commitment
Firm capacity and reliability Documented capacity, redundancy and outage assumptions Capacity depends on an undefined future project
Delivered power cost Tariff and upgrade allocation modeled through full build-out Energy-only price omits demand and transmission charges
Water and cooling Peak supply, discharge acceptance and multiple cooling scenarios Annual water estimate ignores drought or peak demand
Latency and connectivity Physically diverse routes, carrier commitments and tested latency Several providers share one route
Permitting Critical path, hearing dates and agency confirmation Zoning or air approvals treated as automatic
Land and hazards Verified soil, flood, heat, wildfire and expansion studies Usable acreage is far below advertised acreage
Community and environment Impact assessment and mitigation plan accepted by stakeholders Unpriced opposition, resource conflict or workforce shortage
Expansion headroom Controlled land and reserved utility, water and network capacity Phase two requires a new queue position

10. Use a staged diligence process

  1. Write the workload brief. Set IT load, growth, latency, uptime, mobility, water and emissions constraints.
  2. Screen broadly. Eliminate parcels without plausible transmission, network, water, land or permitting paths.
  3. Request written utility and authority responses. Obtain capacity, upgrade, cost, schedule and permit assumptions tied to the exact parcel.
  4. Commission independent technical studies. Cover geotechnical conditions, hazards, flood, water, cooling, air quality, fiber routes and traffic.
  5. Model scenarios. Test cooling and power alternatives, drought, heat waves, outages, delays, load growth and expansion.
  6. Price the delivered facility. Include recurring and one-time costs, contingency, incentives, taxes and schedule carrying cost.
  7. Score and red-team the shortlist. Have a separate team challenge optimistic assumptions and identify dependencies with no owner.
  8. Make commitments conditional. Tie land closing or major equipment orders to enforceable power, water, permits and schedule milestones.

What current federal examples do—and do not—prove

In April 2025, DOE identified 16 potential federal sites and invited input on development approaches, technology, operations and economics. In July 2025 it announced four sites advancing toward solicitations: Idaho National Laboratory, Oak Ridge Reservation, Paducah Gaseous Diffusion Plant and Savannah River Site. These are dated federal initiatives, not completed projects or a universally available list of locations. Each private project still needs parcel-specific power, water, network, permitting and community diligence.

Red flags that should stop a site from advancing

  • A broker or developer cites distance to a substation, pipeline or fiber route without a utility, water-authority or carrier letter.
  • The energization date appears before interconnection studies, permits or upgrade funding are complete.
  • Power capacity is quoted without voltage, reliability, curtailment or demand-charge terms.
  • Water is described as “abundant” without peak allocation, drought rules or wastewater acceptance.
  • Expansion depends on land, transmission or water that is not controlled or reserved.
  • On-site generation is presented as permit-free based on a narrow regulatory interpretation.
  • Cost comparisons omit upgrades, carrying cost, contingencies or schedule risk.

The decision standard is simple: advance only assumptions that a responsible provider or authority has documented for your parcel, design and date.
