Ask for site-specific numbers, assumptions, permits, and enforceable monitoring—not a generic “data center average.” A credible proposal should show peak and annual electricity demand, annual and maximum-day water use, cooling and discharge details, modeled noise at receiving properties, and who pays for utility and grid upgrades. Confirm each claim with the local zoning office, water and wastewater provider, air-permit agency, and electric utility because no single national water figure, noise limit, or infrastructure-cost rule applies to every facility.
Start with the project’s basic operating profile
Request the complete application and ask the developer to define the facility’s design capacity, operating schedule, expansion phases, and assumptions for a fully built campus. A campus that appears modest in its first phase may have a much larger ultimate load. Ask for figures at full operation and identify whether they are modeled, contracted, permitted, or measured after opening.
- Location and jurisdiction: Identify the municipality, county, water provider, wastewater utility, air-permit authority, electric utility and regional grid operator.
- Operating case: Ask for normal operation, seasonal peaks, emergency operation, generator testing and any routine on-site generation.
- Public records: Obtain the land-use application, utility correspondence, cooling plans, water and energy estimates, noise study, generator inventory, permits and proposed monitoring reports.
- Accountability: Get the name and contact information for the office that investigates noise complaints, the agency issuing water or discharge approvals, the air-permit office and the utility handling interconnection.
Use the project’s own engineering estimates rather than applying a national rule of thumb. The Congressional Research Service (CRS) says cooling choices can trade water consumption against electricity use, so an approach that saves water may increase power demand, and vice versa.

Questions about water use
Ask for annual consumption and maximum-day demand
Ask, “How much water will it use?” Require two numbers at full operation: projected annual consumption and maximum single-day demand, including summer or other seasonal peaks. Annual totals reveal the long-term resource commitment; maximum-day demand determines whether pipes, pumps, tanks and treatment plants can serve the site during the most stressful period.

Request the calculation sheet showing assumptions for outside temperature, humidity, IT load, redundancy, maintenance and expansion. Ask whether the estimate includes potable water, make-up water, water used for testing, domestic use, fire systems and any separate industrial process.
Identify the source, legal authorization and drought plan
Ask whether supply will come from a municipal system, groundwater, a river or reservoir, reclaimed water, or a combination. Request the applicable allocation, withdrawal permit, service agreement and any conditions on seasonal or drought use. Ask the water utility whether it has evaluated the project’s peak draw, drought scenarios and effects on existing customers, and what upgrades are required.
Clarify who pays for new wells, treatment capacity, mains, storage, pumps and emergency connections. A statement that “the utility has capacity” should be supported by written utility correspondence and a defined construction schedule.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDemand a cooling-system description
Require a diagram and plain-language explanation of the proposed cooling design: air cooling, a closed or fluid loop, cooling towers, or a hybrid. Ask how the design changes by season and during partial load, and what happens if a cooling component is offline.
CRS describes cooling towers as using evaporation to transfer heat and requiring replacement water. It notes that “There are two principal sources of water demand from cooling towers.” Evaporation is the water that leaves with the heat; blowdown is the deliberate discharge used to remove concentrated minerals and prevent scale. Ask the developer to quantify each stream separately.

- 【Accurate Measurement】 The measuring range of the sound level meter is 30dB to 130dB . Highly accurate with ± 2.0 dB. Real-time monitoring can give you accurate data on the sound level in the area.
- 【A/C Weighted Measurement】 The A weighted simulates the frequency characteristics of low-intensity human ear noise, which is suitable for the detection of ambient noise. The C weighted simulates the frequency properties of high-intensity noises of the human ear, which are suitable for the sound pressure analysis of machine motors and machines. More professional measurement methods provide users with a more perfect user experience.
- 【Fast and Slow Measurement】 The sound level meter has the function of converting the fast and slow response rate. The fast response rate uses a time constant of 0.125s/time for general environmental measurement. The slow response rate uses a 1s/time constant, which is used for environmental measurements with relatively large changes in noise levels.
- 【Digital LCD Display 】 The digital display is a 4-digit LCD display with a resolution of 0.1 dB. Backlit LCD digital display, the reading effect is clearer in dark places. When the battery is low, the LCD display will display a low voltage icon, indicating that the power is low at this point and the battery needs to be replaced.
- 【Convenient and Lightweight 】Tadeto sound level meter is lightweight and easy to carry. It's widely used in factories, transportation, car, baby room and audio system offices, sound quality control in homes, schools, and construction sites.
Separate evaporation, recycling and discharge
Request a water balance showing how much is evaporated, recycled internally, sent to wastewater treatment, discharged directly, or stored. Ask for expected wastewater volume and composition, including cooling-tower blowdown, treatment chemicals, temperature and mineral concentrations. Confirm whether the wastewater provider has accepted those characteristics and whether pretreatment or a new discharge permit is needed.
Ask whether annual water use and maximum-day demand will be published after opening, with the same boundaries used in the application. Pennsylvania’s 2026 Responsible Infrastructure Development (GRID) requirements are one jurisdiction-specific example that calls for annual water-consumption reporting, tracking maximum single-day demand, and recycling or closed-loop cooling where feasible; those requirements do not apply nationwide. See the Pennsylvania GRID requirements.
| Water question | Evidence to request | Why it matters |
|---|---|---|
| How much annually and on the maximum day? | Full-load model with seasonal assumptions | Shows both resource commitment and utility peak stress |
| Where does it come from? | Utility letter, withdrawal or service permits | Establishes legal supply and drought exposure |
| What leaves the site? | Water balance and wastewater characterization | Reveals blowdown, treatment needs and discharge impacts |
| Who pays for upgrades? | Cost-allocation agreement and construction plan | Distinguishes developer costs from costs shifted to other customers |
Questions about electricity demand and grid costs
Get both peak megawatts and annual megawatt-hours
Ask for expected peak demand in megawatts (MW) and annual consumption in megawatt-hours (MWh) for each phase and for the completed campus. The load includes servers and networking equipment plus cooling, power conversion, lighting, pumps, batteries and other facility infrastructure. Ask for the split between IT load and non-IT overhead and for the assumed power-usage effectiveness (PUE), if used.
DOE says data-center electricity demand is growing, varies by region and can affect a regional grid when load rises steeply. Because many facilities operate continuously, ask for hourly or seasonal load shapes, not just an annual average. Request actual peak and annual figures for publication after commissioning.
Confirm the serving utility, interconnection and regional capacity
Ask which utility territory and grid region will serve the site and whether the utility has issued a capacity or interconnection study. Identify the substation, transmission, distribution and protection work required, the schedule for each project, and whether equipment is dedicated to the data center or shared with other customers.

Switch to SONE to better understand perceived loudness, making this db meter useful for music, audio systems, acoustic checks and instrument noise control..
- FAST/SLOW Response with MAX/MIN Tracking: The spl meter includes FAST and SLOW response settings. FAST response, 0.125s per reading, is useful for changing noise levels, while SLOW response, 1s per reading, is suitable for steady-state noise. MAX/MIN value tracking helps record peak and minimum noise levels over a period of time.
- Easy-to-Use Sound Meter for Daily & Professional Needs: Designed with data hold, clear LCD display, anti-slip grip and a windbreak ball, this sound meter is practical for indoor and outdoor use. Package includes 1 sound level meter, 2 AAA 1.5V batteries and 1 user manual, so you can start measuring noise right away.
Ask, “Who pays for the infrastructure improvements?” Require a written breakdown covering generation, transmission, substations, distribution, backup feeds, metering and storage. Determine which costs are assigned directly to the project and which could enter general rates. Ask what happens if the project is delayed, downsized or canceled after the utility begins construction.
Examine generation, storage and emissions
If the site will use on-site generation or batteries, request fuel type, capacity, runtime, emissions permits, fuel deliveries, operating hours, startup and shutdown procedures, testing schedule and expected noise. Backup generators that run only for emergencies have a different air and noise profile from engines used routinely to supply power or participate in the grid.
DOE identifies new generation, storage, grid expansion, efficiency, proactive planning and demand resources as tools for meeting data-center demand. Ask whether the operator can curtail or shift load during grid stress, how often that flexibility may be called, and whether the commitment is enforceable through a tariff, interconnection agreement or permit rather than a voluntary statement.
| Power topic | Questions to put in writing |
|---|---|
| Load | What are full-build peak MW, annual MWh, hourly profiles and IT versus facility load? |
| Grid work | Which generation, lines, substations and distribution upgrades are needed, and when? |
| Cost responsibility | Which costs are project-funded, shared, or recovered through rates? |
| On-site supply | What fuel, permits, runtime, testing and emissions apply to generators or storage? |
| Flexibility | What curtailment is possible during emergencies, and what document makes it binding? |
Pennsylvania’s GRID process illustrates how a state may set project-specific capacity, cost and reporting conditions. Its described clean-firm-energy schedule starts at 10% and reaches 32% by 2035 for covered projects. Treat that schedule as Pennsylvania-specific, not as a national requirement. The federal context is described by the Department of Energy’s clean-energy resources guidance.
Questions about noise and air-quality-related equipment
List every source and every operating mode
Ask, “What noise levels will cooling equipment produce at the property line?” Require separate modeled contributions from cooling fans, HVAC units, chillers, pumps, transformers, generators, battery or other energy-storage systems, and any on-site generation. Ask for normal full operation, nighttime operation, generator testing, emergency operation and maintenance scenarios.

Loudoun County’s official guidance states: “Data center campuses can include a variety of noise sources that generate sounds at a range of frequencies.” Use that principle to ensure the study does not model only the loudest obvious equipment while omitting transformers, rooftop systems or intermittent engines.
Check frequency, baseline and measurement method
Ask whether the analysis reports overall A-weighted decibels (dBA) and also evaluates tonal and low-frequency sound. Persistent tonal sound can be more aggravating than broadband sound at a similar overall level. Typical dBA limits may not capture low-frequency or steady tonal noise adequately.
Request baseline measurements, weather conditions, equipment operating states, microphone heights, property-line or façade locations, averaging periods and uncertainty. Ask whether octave-band or C-weighted measurements are included. Loudoun County explains that these methods cover a wider frequency range but require specialized equipment and trained personnel.
Demand mitigation and independent verification
Ask what mitigation is included in the design: quieter equipment, acoustic enclosures, barriers, setbacks, building placement, variable-speed controls or restricted testing hours. Require predicted levels at the nearest homes and other noise-sensitive locations, not only at the site boundary.

Loudoun County currently cites a 55 dBA maximum at the receiving property line for residential properties under its zoning provisions. That number is local and cannot be applied elsewhere. Its guidance also notes that research on long-term low-frequency noise impacts remains incomplete; a generic decibel reading is not, by itself, proof of a health effect or legal violation. Read the county’s noise and air-quality guidance.

| Verification | Independent post-construction testing and a corrective-action process |
Understand which agency handles each issue
Do not assume one zoning hearing resolves water, power, noise and air quality. Local land-use approval may be separate from water allocation, wastewater discharge, air permits for generators and electric interconnection.
- Planning and zoning: Site use, setbacks, building placement, noise conditions and application disclosures.
- Water and wastewater utilities: Supply capacity, drought planning, treatment, discharge limits and infrastructure charges.
- Air-permit agency: Generator emissions, fuel storage, operating hours and testing records.
- Electric utility or grid operator: Interconnection, transmission and distribution upgrades, reliability studies and tariffs.
Minneapolis preliminary zoning recommendations, for example, call for disclosure of expected water and electricity use, generators, a sound-attenuation plan and written evidence of utility coordination. These are local proposals, not a nationwide template. The city’s planning page is at Minneapolis data-center planning.
Use published figures carefully
National statistics can provide context but cannot answer what a particular project will consume.
- CRS reported approximately 176 terawatt-hours (TWh) of U.S. data-center electricity use in 2023, about 4.4% of annual U.S. electricity consumption. The estimate, reported in 2025 from a 2024 Lawrence Berkeley National Laboratory report, excludes cryptocurrency mining and is not a forecast for a specific facility.
- CRS cited a 2021 study estimating roughly seven cubic meters of water per megawatt-hour. That is a study estimate whose result depends on cooling technology and accounting boundaries, not a universal benchmark.
- Pennsylvania’s 2026 GRID requirements describe a covered-project clean-firm-energy schedule from 10% to 32% by 2035. It is a state program tied to its own eligibility and approvals.
- Loudoun County’s 55 dBA residential receiving-property-line limit applies under the county provisions it cites; another jurisdiction may use a different limit, measurement point or frequency adjustment.
For the national electricity and water context, consult the CRS report, Data Centers and Their Energy Consumption: Frequently Asked Questions, dated August 26, 2025: CRS report PDF.
A practical question list for a hearing or public-record request
- What are annual water consumption and maximum single-day demand at full operation, including seasonal peaks?
- What is the source of that water, which permits or agreements authorize it, and who pays for supply upgrades?
- Which cooling technologies are proposed, and what are the evaporation, recycling and discharge volumes?
- What are peak MW and annual MWh for each phase and the completed campus?
- Which generation, transmission, substations, distribution upgrades or storage projects are required?
- Which costs are assigned to the developer, shared with other projects or recovered from ratepayers?
- What are modeled sound levels at the nearest homes during full-load daytime, nighttime, testing and emergency operation?
- Does the noise study cover tonal and low-frequency sound, and who will conduct independent post-construction testing?
- What generator fuels, emissions permits, operating hours and testing schedules apply?
- What data will be published after opening, how often, and which agency enforces each condition?
For a plain-language set of questions used in a county listening session, see Thomson-McDuffie County’s data-center Q&A.
The Bottom Line
The useful answer is not a national average. It is a documented, enforceable account of this facility’s peak and annual water and power demand, cooling and discharge system, every noise source and frequency, required utility work, and the people or agencies responsible for paying, measuring and correcting impacts.
