Do not accept “sovereign” as an answer by itself. Ask the provider to identify every legal entity and country that can reach your data, map where each data type is stored or processed, explain who can decrypt or administer it, and prove those statements with contract terms, architecture diagrams, audit records and demonstrations. Data stored in your country may still be subject to a provider or parent company in another jurisdiction; conversely, a foreign legal relationship does not automatically mean anyone can technically read encrypted data.
Start by separating residency, jurisdiction and control
Data residency is a location question: in which country or region are data, backups, inference jobs, logs and support records stored or processed? Legal jurisdiction asks which governments’ laws can bind the entities that possess, control, administer or can technically access those data. Operational control asks who holds keys, approves privileged access, changes models and can export or delete information.
These dimensions can diverge. The U.S. Department of Justice explains that obligations under the CLOUD Act concern covered providers subject to U.S. jurisdiction and data in their possession, custody or control, regardless of where the data is stored. Whether a particular company or subsidiary is subject to that jurisdiction, and whether it controls data held by an affiliate, is fact-dependent. The law therefore does not establish either “unlimited foreign access” or automatic immunity for every provider.

A credible answer is deployment-specific. It names the service, region, plan, model-routing configuration, subprocessors, support locations and contract version. A country name, local incorporation, customer-managed keys or open model weights can each be useful, but none alone proves complete sovereignty.

Ask which legal entities can reach the service
Request a corporate and responsibility map, not just the name on a sales proposal. For each entity, obtain its legal name, place of incorporation, parent relationships, role and access rights.
- Which entity signs the contract?
- Which entity operates the infrastructure and control plane?
- Which entity owns or controls the operator?
- Which entity provides first-line, engineering and emergency support?
- Which affiliates, contractors or subprocessors can administer systems or obtain customer content?
- For each data category, which entities have possession, custody or control?
Ask which countries’ laws may apply to each entity and how the provider handles conflicting demands. The answer should describe review, challenge and notification procedures rather than promise that the service is “immune.” Ask whether the process distinguishes ordinary subpoenas, emergency access, national-security requests and orders issued through international agreements. A U.S.–UK CLOUD Act agreement, for example, sets a framework for qualifying orders and safeguards, but it applies only when its specific conditions are met.
Questions about legal demands
- How does the provider validate the requesting authority and scope?
- Will it challenge an overbroad, unlawful or conflicting demand?
- When legally permitted, how quickly will it notify the customer?
- What records show the request, decision, disclosure and any nondisclosure restriction?
- Can the customer require a named government-request contact and escalation path?
Have counsel review the result for the countries and regulated data involved. The DOJ’s explanation is general information, not individualized legal advice.

Demand a complete data-flow and residency inventory
Require a written matrix that follows information from collection through deletion. “Primary database in Germany” is insufficient if prompts are routed to another region for inference, copied to a global support system or retained in a backup facility.

| Data or system | Questions to answer | Evidence to request |
|---|---|---|
| Prompts, uploads and responses | Where are they received, processed, cached, replicated and backed up? Can failover cross a border? | Service-specific architecture and flow diagram; region settings |
| Conversation history and account identifiers | What is retained, for how long and under which deletion trigger? | Retention schedule and contract clause |
| Logs, telemetry and diagnostics | Which fields leave the selected region? Can support view them? | Log schema, destination list and sample records |
| Safety, abuse and fraud signals | Are they linked to content or used for model improvement? | Data-use policy covering the exact tier |
| Support tickets and bundles | Who can download, inspect or store them, and in which countries? | Support-location and access-role list |
| Backups and disaster recovery | Where are copies and replicas, how often are they overwritten and when are they destroyed? | Backup topology and deletion certificate format |
| Fine-tuning and evaluation corpora | Are they isolated by tenant, reused for another customer or sent to a model supplier? | Training-use terms and isolation design |
| Embeddings, vector indexes and caches | Where are derived objects created, indexed, backed up and accessed? | Retrieval architecture and equivalent retention/access controls |
Include system prompts, feedback, billing records, usage metrics, cached model context, agent traces and evaluation artifacts. Microsoft guidance treats embeddings and vector indexes as regulated data objects with residency, access and audit requirements comparable to their source datasets. Do not assume that a derivative is harmless because the original document was deleted.
Transfers and location controls
Ask for every cross-border transfer, its purpose, destination, legal or contractual mechanism and deletion behavior. Confirm whether you can select a location, disable cross-region fallback and prevent support access from outside an approved geography. Ask what happens during an outage: does the service stop, degrade locally or fail over to a different country?
Test who can decrypt, administer and support the workload
Encryption at rest is not the same as customer control. Ask for the key hierarchy and a threat model that explains when plaintext exists and who can obtain it.
- Who generates and holds root, tenant and session keys?
- Can provider personnel read plaintext despite customer-managed keys?
- Can the customer revoke a key or support grant immediately, and what service functions stop?
- Are privileged rights disabled by default, time-limited, purpose-bound and approved?
- Can the customer see who accessed which data, from where and at what time?
- Are remote support sessions recorded and included in an immutable audit trail?
The European Commission’s sovereignty criteria emphasize effective customer control of cryptographic access, visibility into access events, auditability and verifiable removal. Ask for a redacted audit sample showing a prompt read, administrator action, configuration change and support session—not merely a screenshot of a dashboard.

Sovere’s security page states, “Your team holds the key and decides when each update goes in.” Treat that as the provider’s description of its own system, not independent evidence or a general property of sovereign AI. Also ask whether the claim applies to every service tier, region, backup and subprocessor. A compliance badge does not make your deployment compliant; your configuration, policies and operating practices still determine the outcome.
Question the AI model and derived-data lifecycle
An AI request can leave the advertised platform even when the storage region is local. Obtain a model-by-model routing description.
Model routing and tools
- Which model, version and hosting location handles each request?
- Can a request be sent to a third-party model, web search, plug-in, agent or external tool?
- Are system prompts, conversation history or attachments forwarded to that service?
- Can network egress be disabled, and how is “no external network” technically verified?
Updates and training use
- Who approves model, adapter, retrieval-system and safety-policy changes?
- Are changes recorded, tested, rolled back and announced before production use?
- Are prompts, outputs, feedback or fine-tuning data retained or used to train any model?
- Does an opt-out cover all regions, tiers, subprocessors and human review programs?
Derived artifacts
Ask where embeddings, indexes, caches, evaluations, safety artifacts and agent traces are created and stored. Require equivalent access, deletion, backup and transfer controls for those objects. Google’s sovereign-cloud descriptions present residency and administrative-access controls as product capabilities; verify which controls apply to your exact service, region and configuration rather than relying on a general product page.

- Deployment-specific architecture and data-flow diagrams, including failover and support paths.
- Current subprocessor, operator and support-location lists, with change-notice terms.
- Contract clauses for residency, access, model training, legal demands, incident notice, deletion and export.
- Role and key-management descriptions, threat model and privileged-access procedure.
- Redacted audit records for content access, administration, model updates, configuration changes and deletion.
- A live demonstration or controlled test of region selection, key revocation, access approval and network isolation.
- Independent assurance reports, with their scope, dates, exceptions and exclusions.
Run a test tenant with synthetic but realistic data. Confirm the observed destinations of prompts, logs and embeddings; request an export; revoke support access; and obtain deletion evidence. Record the service version and configuration because a generic demonstration may not match production.
Compare deployment models on the dimensions that matter
Use a scorecard rather than a single “sovereignty” label.
| Dimension | Questions for every option | What a strong answer contains |
|---|---|---|
| Legal control | Who owns, contracts, operates and supports it? Which laws and affiliates can reach it? | Named entities, jurisdiction analysis and legal-demand procedure |
| Data location | Where are storage, inference, support, telemetry, backup, failover and derived artifacts? | Complete flow map with selectable locations and exceptions |
| Operational access | Who has privileged access? Who approves it? Who holds keys? | Customer-controlled keys, time-bound access and immutable logs |
| AI lifecycle | How are models sourced, routed, updated and trained? What happens to derivatives? | Versioned routing, change control and equivalent derivative-data controls |
| Evidence | Can claims be checked in contracts, diagrams, reports, logs and demonstrations? | Current, scoped artifacts that match the proposed configuration |
| Exit and resilience | Can data, logs, indexes, policies and model assets move elsewhere? | Documented formats, tested export, deletion proof and continuity plan |
| Operating burden | Who supplies facilities, patching, monitoring, staffing and recovery? | Explicit responsibilities, costs and service-level assumptions |
On-premises deployment can change who operates hardware and where processing occurs, but it does not automatically resolve legal exposure, model provenance, software supply-chain risk, support access or update control. A provider-operated “local” region can offer strong technical controls while leaving a foreign parent with legal or administrative reach. Score both dimensions instead of treating either architecture as inherently sovereign.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDefine export, deletion and migration before signing
Ask for an exit specification covering prompts, responses, uploads, logs, embeddings, vector indexes, configurations, access policies, model adapters and audit history. Require documented formats, APIs, rate limits, dependencies, licence terms and the assistance included during migration.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
Clarify what “deleted” means for primary storage, replicas, caches, backups, training sets, model artifacts and subprocessors. Ask when deletion begins, when it completes, what exceptions apply to legal holds and how proof is delivered. A deletion certificate that covers only the primary database is not proof that copies and derived assets are gone.
Test portability before production. Export a representative tenant, restore it in an alternative environment, verify policy and audit continuity, and measure which features depend on vendor-controlled components. The European framework treats technical documentation, know-how, verifiable removal and ease of migration or integration as sovereignty criteria, not optional extras.
Use this procurement sequence
- Classify data. List regulated, confidential, personal, export-controlled and business-critical information, including likely embeddings and logs.
- Send the entity and lifecycle questionnaire. Require answers for each service, region, tier and model route.
- Map exceptions. Identify support, telemetry, failover, backups, subprocessors and legal-request paths outside the preferred geography.
- Inspect evidence. Match diagrams, contracts, audit samples and demonstrations to the proposed configuration.
- Run a controlled test. Observe network destinations, access approvals, key revocation, exports and deletion.
- Negotiate enforceable terms. Put locations, access, training use, notice periods, incident duties, deletion timelines and export formats in the contract.
- Assign ongoing ownership. Set review dates for subprocessors, model changes, legal developments, audit records and exit tests.
Red flags that require a precise follow-up
- “The data is local” without a map of inference, support, backup and telemetry.
- “We are sovereign” without named entities, parent relationships or legal-demand procedures.
- Customer-managed keys presented without an explanation of provider plaintext access.
- Training opt-out language that excludes feedback, abuse review, fine-tuning, embeddings or subprocessors.
- Deletion promises that omit backups, caches, indexes, model artifacts or legal holds.
- Compliance certificates with no scope, date, configuration or exception list.
- Open-weight or on-premises claims used to avoid questions about support, updates, supply chain and jurisdiction.
- A refusal to provide a sample audit record, export schema or deletion proof.
The decision standard is simple: every material claim should be traceable to a contract commitment, technical design, independent assurance artifact, audit record or observed behavior. If the provider cannot show who can access data, where each copy travels, which laws may reach the responsible entity and how you will leave, the sovereignty claim is not yet established.

Can a foreign government access data stored in our country?
Possibly, depending on the entities that possess or control the data, their jurisdiction and the legal process used. Local storage alone neither proves access nor prevents it; obtain the provider’s entity map and legal-demand procedure for the exact service.
Who at an AI provider can see prompts and files?
The answer should identify role categories, locations, approval requirements, key access, support-session controls and audit records. Ask for a scoped list covering provider staff, affiliates, subprocessors and emergency personnel.
Are embeddings and vector indexes covered by the same controls as source files?
They should be. Treat them as regulated derived data and require equivalent residency, access, backup, deletion and audit controls.
Does an on-premises model eliminate jurisdiction risk?
No. It may reduce external processing and change the operator, but ownership, support, software updates, model provenance, supply-chain components and legal obligations still require separate answers.
