Technological sovereignty is an organization’s practical ability to control the technology, data, infrastructure and operational choices that its important work depends on. It is not a badge that a vendor earns because it is local, open source, self-hosted or located in a particular country. A sovereign choice preserves decision rights: you can access and govern your data, keep essential services running, understand your dependencies, integrate with other systems, and move or change providers when circumstances require it.
For a software buyer, the useful question is therefore not “Is this product sovereign?” but “Which dependencies would limit our choices, and can we operate, secure or replace this capability if needed?”
Technological sovereignty is a set of capabilities, not a label
The European Commission defines tech sovereignty as “Europe’s ability to act independently in the digital world by developing and controlling key technologies, data, and infrastructure, while reducing reliance on non-EU providers.” That is an EU policy perspective, but the underlying decision problem applies to organizations anywhere: retain meaningful control over critical digital capabilities while benefiting from connected markets and specialist providers.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAt organizational level, sovereignty means having enough rights, knowledge, technical options and operational capacity to make consequential choices. Those choices include where data is processed, who can access it, how systems are secured, how software is changed, and how an essential service is restored or replaced. A company can use an external cloud or a proprietary application and still retain substantial control if it has enforceable access rights, usable exports, independent operational options and a credible transition route. Conversely, a self-hosted or open-source system can be non-sovereign if only one contractor understands it, critical components are unavailable, or the organization cannot maintain security.

What sovereignty is—and what it is not
It is not isolation
Sovereignty does not require cutting an organization off from international suppliers or shared networks. The European Commission’s eDelivery material treats cross-border interoperability as compatible with autonomy. Open standards can allow several conformant implementations, so an organization can change providers without breaking the network. The aim is agency and choice while remaining interoperable.
It is not the same as data residency
Keeping servers in a country may address one legal or policy requirement, but physical location does not by itself determine who controls encryption keys, who can administer the service, which parent-company laws apply, or where support and subcontracting occur. A provider can store data locally while relying on foreign software, remote administrators or proprietary interfaces that make exit difficult. Location is one input in a wider assessment of jurisdiction and effective control.
It is not guaranteed by an open-source licence
Source access, permission to modify and the ability to reuse software can improve transparency and flexibility. The OECD’s Development Co-operation Report 2021 notes that proprietary technology can create lock-in and silos, while adaptable digital public goods can be adopted, adapted and scaled in ways that preserve flexibility. Yet a licence does not supply maintainers, security expertise, documentation, replacement parts, hosting skills or migration tooling. Those operational conditions determine whether the legal rights are usable.

Why software buyers should care
A dependency becomes strategically important when losing access, control or switching ability could interrupt an essential process, expose sensitive information, weaken compliance or impose a large and sudden cost. Dependencies can arise from a core application, a data format, an identity service, a cloud platform, an embedded analytics engine, a support contract or a small subcontractor that supplies a critical component.
Lock-in is often cumulative. A system may begin with a simple subscription, then accumulate proprietary data structures, custom integrations, trained staff, automated workflows and long retention obligations. The resulting exit cost is not merely a licence fee; it includes data conversion, parallel operation, testing, retraining, regulatory validation and the risk of service interruption. Portability and interoperability reduce those switching costs, but only when they work in practice and alternatives are available.
Assess sovereignty across several dimensions
The European Commission’s Cloud Sovereignty Framework separates sovereignty objectives into multiple contributing factors. Use the following questions when comparing software or cloud options. A single proxy—such as country of incorporation or an open-source label—cannot answer all of them.

A practical sovereignty assessment in five steps
- Inventory critical assets. List software, cloud services, datasets, infrastructure, identity systems, interfaces and digital assets tied to important workflows. Include assets operated by suppliers, not only systems inside your network.
- Rank consequences. For each asset, record the effect of losing access, confidentiality, integrity, service continuity or migration ability. Mark regulatory, safety, financial and productivity impacts. The European Commission’s Digital Sovereignty Self-assessment Tool starts by identifying critical dependencies and critical digital assets, then supports transition planning.
- Map dependencies end to end. Draw data flows and integrations. Record contractual terms, renewal dates, termination assistance, identity and access arrangements, hosting locations, applicable legal regimes, vendors and subcontractors, proprietary formats, required skills and operational support. Identify dependencies that are invisible in the product brochure, such as a single sign-on service or an export that omits historical metadata.
- Test realistic alternatives. For the highest-priority assets, request a full export and inspect it in another system. Test API interoperability, backup restoration, key control, logging, identity integration and a small workload move. Determine whether an alternative provider or an internal team could actually operate the system, not merely whether the contract permits it.
- Choose accept, mitigate, diversify or transition. Document the decision, owner, trigger conditions and review date. Mitigation might include escrow, a second provider, replicated data, additional documentation or a negotiated exit clause. Transition is justified when the dependency’s consequences and switching barriers exceed the value and performance the incumbent provides. Revisit the decision when the service, contract, law, ownership, architecture or threat profile changes.
Questions to ask a software or cloud provider
Data and exit
- Which records, metadata, permissions, configurations, logs and backups can we export?
- Are exports machine-readable and documented without proprietary tools?
- How often may we export, what does it cost, and can we perform a test export before signing?
- What assistance, access and retention period apply after termination?
Control and jurisdiction
- Who can access our data and production systems, including support personnel and subcontractors?
- Can we supply and control encryption keys, and can access be limited by role, location or approval?
- Where are data storage, processing, backups and support performed, and which legal entities are involved?
Operation and security
- Could another qualified provider deploy and run the service using the available documentation and interfaces?
- What are the patching, vulnerability disclosure, incident-notification and recovery commitments?
- Which components are proprietary, open source or supplied by third parties, and how are they updated?
- Can we obtain logs, audit evidence, configuration state and security-relevant events in a usable format?
Interoperability and change
- Which APIs and standards are public, versioned and supported for the life of our contract?
- Are there documented limits, proprietary extensions or features that cannot be reproduced elsewhere?
- What happens if the product is discontinued, materially changed, acquired or no longer available in our jurisdiction?
How to evaluate open-source and self-hosted options
Open source can improve sovereignty when it gives the organization inspectable code, adaptation rights, multiple deployment choices and a community or supplier base that can be changed. Evaluate the complete operating model:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Skills: Is there an internal team or more than one qualified external provider?
- Maintenance: Are releases regular, dependencies tracked and security fixes distributed promptly?
- Documentation: Can a new team build, configure, upgrade and recover the system?
- Governance: Who controls the project, accepts changes and decides its direction?
- Migration: Are data formats, APIs and configuration portable to another implementation?
- Cost: What staffing, monitoring, hosting, support and compliance work replaces the subscription?
A proprietary service may still be the more resilient choice when it supplies scale, specialist support and strong controls that the organization cannot reproduce. The decision should compare controllability and transition options with capability, reliability and total operating cost—not assume that one licensing model always wins.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Planning a proportionate transition
Do not attempt to replace every provider simply to achieve a symbolic form of independence. Concentrate effort where a dependency could cause the greatest harm. A transition plan should name the target state, technical path, people, budget, timetable and fallback.

For a data-heavy application
Define the records that must remain usable, including relationships, retention labels, permissions and audit history. Run trial exports, convert them into an independent format, load them into a test system and reconcile counts and business rules. Keep the incumbent available during parallel testing, then set a cutover and rollback point.
For a cloud workload
Separate application code, infrastructure definitions, secrets, observability and data services. Identify provider-specific dependencies, test restoration in an alternative environment and measure the time and skills required. A nominally portable virtual machine is not a practical exit if its identity, networking, database or monitoring services remain proprietary.

Common mistakes
- Using geography as a shortcut: A local data centre does not settle legal access, key control or supplier dependence.
- Counting a licence instead of capability: Source access without skills, maintenance and secure operations may not improve autonomy.
- Accepting “export available” without testing: An export that omits metadata or requires a paid professional service may not lower switching costs.
- Ignoring the supply chain: A prime contractor may depend on a single identity, database, analytics or support provider.
- Optimizing for independence at any price: Replacing a reliable service can create greater security, resilience or cost risks if the organization cannot operate the alternative.
- Leaving the assessment static: Ownership changes, new laws, product updates and staff turnover can alter sovereignty without a new procurement.
Governance after procurement
Assign an owner for each critical dependency and maintain a register containing the asset, business process, data classification, provider, jurisdiction, subcontractors, interfaces, export method, recovery objective, exit estimate and review date. Exercise the highest-impact export or recovery path periodically. Include portability, assistance, audit access, security notification and change-of-control terms in contracts, then verify them technically. Review the register after major architecture, legal, supplier or threat changes.
Bottom line
Technological sovereignty is the preserved ability to decide and act when technology, law, markets or threats change. Start with the assets that matter most, map every dependency around them, test portability and independent operation, and choose a mitigation or transition plan proportionate to the consequences. Country of hosting, vendor identity and licence type can inform that analysis, but none can replace evidence that your organization can govern, secure, continue and—when necessary—change the systems on which it relies.
