Space sustainability is a design requirement, not an end-of-mission clean-up task. A compliant satellite plan must control debris released during normal operations, prevent explosions and collisions, coordinate safely with other spacecraft, and dispose of the vehicle or launch stage after its mission. It must also account for re-entry risk, the chance that self-disposal will fail, and whether another vehicle could service or remove it.

There is no single global law that imposes identical requirements on every satellite. The practical rule is layered: voluntary international principles provide the baseline; technical standards turn them into engineering and verification requirements; and a national regulator, licensing authority, or agency contract determines which provisions are mandatory for a particular mission. ESA’s framework is stricter than the international baseline for missions it procures and operates.

What are space sustainability guidelines?

Space sustainability guidelines are a set of principles and technical requirements intended to keep orbital activities from creating unacceptable long-term hazards. They cover the complete mission life cycle:

  • Design and launch, including release of mission-related objects.
  • Routine operations, including collision avoidance and command security.
  • End-of-life disposal, passivation and re-entry.
  • Contingencies when a spacecraft cannot complete its planned disposal.

The best-known international baseline is the United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS) Space Debris Mitigation Guidelines. ESA says these high-level measures were approved in 2007 and are voluntary. They originated from work by the Inter-Agency Space Debris Coordination Committee (IADC). Their principles can become enforceable through national law, an operating licence, a launch approval, a procurement contract or a technical standard named by that contract.

The International Telecommunication Union’s Space Sustainability Gateway brings together IADC guidance, NASA and regulator material, ISO standards and private-sector practices. That mixture is why a mission team must identify its jurisdiction, orbit, customer and contract before quoting a numeric requirement.

The seven international mitigation measures

ESA’s summary of the UN-endorsed framework groups the baseline into seven measures. They are broad objectives rather than one universal checklist with the same legal force everywhere.

International measure What it means in a mission
Limit debris released during normal operations Do not release covers, adapters, tools, caps or other mission-related objects unless their release is necessary and controlled.
Minimize break-ups during operations Design structures, propulsion, power and software to reduce failures that could fragment the spacecraft while it is active.
Limit accidental collision probability Assess conjunction risk, maintain tracking and command capability, and plan collision-avoidance coordination.
Avoid intentional destruction and other harmful activities Do not deliberately create debris or conduct operations that unreasonably increase hazards for other missions.
Minimize post-mission break-ups from stored energy Passivate the vehicle by removing or securing residual propellant, pressure and stored electrical energy after operations.
Limit long-term presence of spacecraft and launch stages in low Earth orbit Plan a disposal path that clears the protected orbital region rather than leaving an uncontrolled object for an unnecessarily long period.
Limit long-term interference with the geosynchronous region After mission completion, prevent a spacecraft or launch stage from remaining in a way that disrupts the geosynchronous orbital environment.

These measures apply to launch vehicles and mission hardware as well as to the operational satellite. A satellite that finishes its mission safely but leaves a spent upper stage or released component behind has not addressed the whole debris problem.

How the requirements change satellite design

Start with a disposal architecture

Disposal should be selected while the spacecraft is still being designed. The team needs to reserve propellant, power, attitude-control authority, communications time and software functions for the final maneuver. A plan that depends on a nearly empty tank, a failing battery or an untested command path is not a robust disposal plan.

Design reviews should document the target disposal state, the maneuver sequence, the sensors and ground links required, and the conditions under which the plan must change. They should also examine what happens if the satellite loses propulsion, attitude control, power or communications before the planned end date.

Prevent releases and fragmentation

Fasteners, covers, adapters and other hardware can become debris if they are released during deployment or servicing. Engineers should eliminate unnecessary releases, retain hardware where practical and demonstrate that unavoidable releases are controlled.

Fragmentation prevention covers more than structural strength. Propellant systems need pressure and thermal controls; batteries and power buses need safe end-of-life states; and software must handle faults without creating unstable attitudes or uncontrolled operations. The objective is to reduce both accidental break-up during the mission and an explosion years after it ends.

Build collision avoidance into operations

Collision risk is an operational responsibility as well as a design parameter. A mission needs tracking data, conjunction screening, a way to receive warnings, authority to make a maneuver and a procedure for coordinating with other operators. These capabilities must remain available for as long as the satellite is a credible collision hazard, including the disposal phase.

ESA’s newer requirements add collision-avoidance and space-traffic-coordination provisions. Other missions may receive similar obligations through a regulator or customer, but the exact interface, response time and data source depend on the applicable authority and contract.

What is satellite passivation?

Passivation is the deliberate removal or containment of stored energy after a mission so that a dormant spacecraft is less likely to explode. ESA specifically identifies residual propellant and stored electrical energy as hazards. A passivation procedure can include exhausting or isolating propellant, relieving pressure where safe, disconnecting or discharging batteries and placing power systems in a stable configuration.

Passivation does not replace disposal. A passivated satellite can still collide with another object, obstruct a protected orbit or survive for a long time. It is one layer of risk reduction that should be completed as part of the disposal sequence and verified with telemetry or other evidence.

How long does a satellite have to deorbit?

There is no single worldwide deorbit deadline. The answer depends on the orbit, the mission class, the licensing jurisdiction, the standard edition named in the contract and whether an agency’s own policy applies.

For missions procured and operated by ESA, the updated Space Debris Mitigation Policy and Requirements took effect in November 2023. ESA reduced the maximum disposal phase in protected low Earth orbit from 25 years to five years and requires a disposal-success probability greater than 90% for covered missions. Those figures are ESA requirements for applicable missions, not a universal rule for every satellite operator.

A disposal phase is the period between the end of useful operations and the point at which the spacecraft has cleared the relevant protected region or reached the approved disposal state. During that period, the spacecraft remains exposed to conjunctions. A shorter clearance time generally reduces that exposure, but the best option still depends on propulsion capability, orbit geometry, re-entry safety and the probability that the maneuver will work.

Comparing disposal options

A mission may have more than one technically feasible end-of-life path. The correct choice is the one that meets the governing requirement with adequate reliability and acceptable risk, not simply the one that uses the least propellant.

Disposal approach Questions the design team must answer
Controlled re-entry Can the spacecraft target a safe re-entry corridor? What propulsion, navigation and communications are required, and how is ground casualty risk assessed?
Orbit lowering for atmospheric decay How long will the object remain in the protected region, and what is the probability that the planned orbit change will be achieved?
Transfer to an approved disposal orbit Will the final orbit avoid protected regions and long-term interference? Can the spacecraft reach it with the available fuel and attitude control?
Disposal after a shortened mission What reserve remains if the mission ends early, and can the vehicle execute disposal after a component failure?
Servicing or active removal Does the spacecraft provide mechanical, electrical or navigation interfaces that would let another vehicle stabilize, service or remove it if self-disposal fails?

For every option, document five measures: probability of successful disposal; time spent in a protected orbital region; collision exposure during that time; re-entry and casualty risk; and the contingency if the spacecraft cannot complete the plan. ESA’s requirements explicitly connect clearance time with collision risk and call for removal interfaces for certain protected-orbit objects that are not considered low risk.

What happens if a satellite cannot deorbit itself?

A failed self-disposal is a mission risk that should be addressed before launch. The response depends on the failure mode and on the requirements that govern the mission.

  1. Detect and characterize the failure. Determine whether the problem is loss of propulsion, attitude control, power, communications or navigation. Preserve tracking data and establish the spacecraft’s likely future orbit.
  2. Use remaining capability if safe. A degraded satellite may still be able to perform a lower-energy maneuver, change attitude, passivate or transmit useful status information.
  3. Coordinate with traffic-management authorities and other operators. Share conjunction information and avoid creating an additional collision hazard while attempting recovery.
  4. Apply the documented contingency. The plan may call for a backup disposal mode, an earlier disposal attempt, or transfer to a safer state.
  5. Consider servicing or active removal. ESA’s framework includes interfaces intended to facilitate active debris removal for certain protected-orbit objects. A spacecraft without compatible interfaces may be harder, slower or riskier to remove.

Designing for removal is not an assumption that a rescue vehicle will definitely be available. It is a way to preserve options when a satellite cannot meet its own disposal plan.

ESA’s stricter requirements for applicable missions

ESA’s updated policy applies to missions it procures and operates. In addition to the five-year protected-LEO disposal maximum and greater-than-90% disposal-success probability, ESA has introduced or strengthened requirements in several areas:

  • More stringent provisions for large constellations, where many similar spacecraft can create correlated debris and collision risks.
  • Interfaces to facilitate active removal of certain protected-orbit objects that are not classified as low risk.
  • Explicit collision-avoidance and space-traffic-coordination requirements.
  • Preliminary requirements concerning lunar-orbit debris and interference with radio and optical astronomy, which ESA says will continue to develop.

ESA’s standards index lists ISO 24113:2023, ESA Space Debris Mitigation Requirements, including a 2025 revision, compliance-verification guidelines and a design-for-demise handbook. The index demonstrates a standards and evidence ecosystem; it does not tell a project which edition applies without the mission’s contract and technical tailoring.

Design for demise and re-entry safety

Design for demise addresses what happens to a spacecraft during atmospheric re-entry. The goal is to reduce the amount of hardware that survives to the ground and to manage the resulting casualty risk. A design review should identify components that may survive, evaluate how the spacecraft breaks up and document the assumptions used in the re-entry analysis.

Re-entry safety is separate from the decision to lower an orbit. A disposal maneuver can be successful yet still require analysis of where and how the spacecraft will re-enter. Conversely, choosing an orbit that allows natural decay does not eliminate the need to consider the time spent in the protected region or the eventual ground risk.

Why the orbital environment makes these rules urgent

ESA reported in 2024 that more than 6,000 active satellites—about two-thirds of all active satellites—were between 500 and 600 kilometers altitude. This is an environmental statistic for that altitude band, not a statement that every satellite operates there.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ESA also reported that the debris population grew on net in 2023 despite improvements in mitigation. The combination of more spacecraft and persistent debris means that a satellite’s risk is affected by the behavior of other operators. Collision avoidance, reliable disposal and passivation therefore protect both the mission owner and the wider orbital environment.

A practical compliance workflow

  1. Identify the governing instruments. Record the launch and operating jurisdictions, licensing authority, customer or agency, procurement clauses and standards edition.
  2. Classify the orbit and mission. Note whether the spacecraft enters a protected LEO region, uses the geosynchronous region, operates in a constellation or has a lunar-orbit component.
  3. Set measurable mission requirements. Define debris-release controls, fragmentation limits, conjunction-response capability, passivation steps, disposal probability and clearance time.
  4. Allocate resources early. Reserve fuel, power, attitude control, communications, software and structural interfaces for disposal and possible removal.
  5. Verify by analysis and test. Use the applicable compliance-verification guidance, test fault responses and demonstrate that the disposal sequence works under credible degraded conditions.
  6. Maintain the plan through operations. Reassess conjunction exposure, remaining reserves and disposal timing as the spacecraft ages or the orbital environment changes.
  7. Close the mission with evidence. Execute disposal and passivation, retain telemetry and tracking records, and report the final state to the authority or customer that requires it.

Do satellites have to be removed from orbit?

Not every satellite is subject to a universal active-removal mandate. The usual requirement is to prevent unacceptable long-term presence or interference through a compliant disposal method. Active removal becomes relevant when a protected-orbit object cannot safely dispose of itself, is not considered low risk, or is covered by an agency rule requiring a removal interface.

Whether removal is required, permitted or merely planned depends on the mission’s governing documents. A project should not describe ESA’s removal-interface provisions as a global obligation without checking the applicable policy and contract.

How operators should interpret the international baseline

The UN COPUOS measures are best treated as a minimum design philosophy: do not release unnecessary objects, do not create fragments, avoid collisions, remove stored energy and leave the orbital environment in an acceptable state. They become concrete only when translated into a regulator’s licence, an ISO or agency standard, a customer specification or a mission-specific verification plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a real spacecraft, the controlling answer is therefore found in the current primary document for that mission. Check the exact orbit, spacecraft class, jurisdiction, procurement terms and standards edition before claiming that a particular disposal time or success probability is legally required.

ESA’s Zero Debris objective

ESA’s broader policy direction is captured by Holger Krag, then ESA Head of Space Safety: “We are seeing a dramatically increased use of space, but still insufficient technology to prevent the risks that follow. Our aim to become debris neutral in just a few years will require clearing precious Earth orbits once a mission is complete, and if the mission fails to do this, it must be actively removed by dedicated vehicles.” The statement describes an agency objective, not a universal technical rule. Read ESA’s Zero Debris approach.
