A small-satellite launch procurement plan should connect mission requirements to a suitable launch route, then assign ownership for licensing, safety evidence, integration, acceptance, schedule changes and operations before anyone signs an agreement. It is not a universal vendor checklist: the right plan depends on the spacecraft, target orbit, contracting route, provider requirements and applicable jurisdiction.

NASA’s 2026 small-spacecraft guidance provides a useful planning framework, but it does not establish universal prices, lead times or contract terms. Commercial and non-U.S. teams should confirm requirements with the actual launch provider, contracting parties and relevant regulators.

Start with the mission baseline, not a launch quote

Before comparing providers, write down what the mission needs and what it can tolerate. This baseline is the reference for judging whether a launch service is technically compatible and whether its schedule, control and integration demands are acceptable. NASA’s platform guidance similarly starts with mission needs and the payload envelope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the mission and payload inputs

  • Orbit and deployment: target orbit, permitted orbit range, deployment conditions and any orbit-related operational needs.
  • Schedule: desired launch window, latest acceptable launch date, tolerance for a date change and any dependencies tied to deployment timing.
  • Payload envelope: mass, dimensions, mechanical and electrical interfaces, and relevant environmental requirements.
  • Mission profile: intended lifetime, operational concept and any mission-specific constraints that could affect launch or deployment.
  • Risk posture: the level of mission assurance the team requires and the risk it is prepared to accept in exchange for cost, schedule or access.
  • Control needs: whether the team must control launch timing, orbit, spacecraft operations, changes to the mission, or data handling and delivery.

Do not insert generic numerical margins or assumed lead times into this baseline. The NASA material does not establish universal values. Derive margins from the mission analysis and the selected provider’s current requirements, then record the source and revision of each controlling requirement.

Turn assumptions into decision criteria

For each baseline item, label it as mandatory, negotiable or desirable. A mission that must reach a narrow orbit or has little schedule tolerance may need more control than one able to accept a range of deployment opportunities. This distinction helps prevent a low initial quote from obscuring a basic mission mismatch.

Also record the cost of being wrong: for example, the consequence of a delayed launch, changed deployment orbit, unavailable interface, or inability to meet a safety requirement. Those consequences belong in the decision criteria and risk plan, not only in engineering notes.

Choose a launch route that matches the control the mission needs

Compare launch routes as different service structures, not simply as differently priced versions of the same product. NASA distinguishes rideshares in which a primary spacecraft can drive important requirements from dedicated rideshare missions composed of small spacecraft. A rideshare can use capacity on a launch with another primary mission, but the other mission and provider may constrain orbit, schedule and permitted spacecraft behavior.

Route What the plan should test Key procurement question
Dedicated launch Whether the mission’s orbit, timing, payload envelope and control needs justify a launch arrangement centered on the small-satellite mission. Which launch, integration and mission-specific services are included, and which remain the customer’s responsibility?
Traditional or anchor-payload rideshare Whether the mission can accept the primary mission’s orbit, schedule and safety constraints. Which requirements are set by the primary mission, and what happens if its schedule or mission needs change?
Dedicated rideshare Whether a launch carrying only small spacecraft can meet the mission’s deployment and schedule needs. How are orbit, manifest, integration interfaces and deployment opportunities defined for the participating spacecraft?
Brokered or integrated rideshare Whether the intermediary is matching the spacecraft to an opportunity, performing integration work, or doing both. Who is the contracting party for each service, and who owns the technical interfaces and deliverables?
Hosted orbital service Whether the mission needs a hosted payload or service rather than its own spacecraft bus and launch arrangement. What level of customization, operational authority, schedule control and data delivery is contractually promised?

NASA’s VADR contract is a specific NASA procurement vehicle, not an open commercial purchasing program for every team. It covers eligible NASA or NASA-sponsored missions and includes standard launch services and streamlined CubeSat launch services across dedicated launches, anchor-payload rideshares and traditional rideshares. A team should establish its eligibility and contracting route rather than treating VADR as a generally available option.

Distinguish broker from integrator

A broker may match a spacecraft with a launch opportunity and help negotiate schedule, integration, safety testing or cost. An integrator may provide multi-mission manifesting and compatibility analysis, physical integration, or both. The titles alone do not define the contracted scope.

For every quoted task, identify the organization that performs it, the party that accepts the result and the person on the customer team who tracks it. Explicitly ask who supplies the dispenser or separation hardware: NASA’s guidance notes that this may be supplied by the integrator or by the spacecraft customer. Do not assume hardware, safety review, launch-site processing or mission-specific services are included just because an intermediary coordinates the opportunity.

Compare hosted services with a bus-and-launch approach

If a team is considering hosted capacity, compare technically applicable service models such as a dedicated spacecraft, shared hosted capacity, a multi-payload mission or software-only hosting. The comparison should address customization, budget, schedule, operations, data delivery and the team’s control over the payload or service. A hosted arrangement can shift responsibilities to the provider; purchasing a bus can offer more tailoring and control while increasing customer integration and operations work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the quote comparison a scope comparison

Do not compare headline launch prices unless the underlying scopes are comparable. Put each provider or intermediary’s offer into the same decision matrix and record what is included, excluded, assumed or still subject to definition.

Comparison axis What to record
Orbit and deployment Compatibility with the mission baseline, deployment conditions and any permitted range or constraint.
Schedule and control Window offered, date flexibility, manifest dependencies, customer decision rights and treatment of changes.
Payload and interfaces Envelope compatibility, interface definition, required analyses, verification evidence and physical integration scope.
Total cost and scope Quoted fees and the services or hardware included, plus customer-provided items and separately priced work.
Assurance and heritage Mission assurance approach, risk posture and relevant flight heritage for the service and mission context.
Safety and licensing Provider constraints, required evidence, support offered and approvals the customer must secure.
Control and data Authority over operations and changes, data rights, processing, storage and delivery terms where applicable.
End of life Disposal approach, required actions, responsible party and evidence or reporting obligations.

For hosted services, add explicit criteria for cybersecurity, operational authority, data processing and storage, delivery guarantees and service-level terms. NASA’s hosted-service guidance identifies service-level agreements as part of the typical agreement structure, particularly where operations or data delivery are provided.

Use written scoring definitions if the team wants a ranked matrix, but do not present a score as an objective answer. NASA does not publish a universal formula for weighting these criteria. Record who sets the weights, why mission priorities support them and which mandatory criteria can disqualify an otherwise attractive offer.

Run licensing and safety as a workstream with named owners

Licensing is not automatically transferred to the launch provider or broker. NASA’s 2026 launch chapter says spacecraft owners or operators must obtain applicable licenses, and providers require evidence before integration or launch. The approvals depend on the mission and jurisdiction; a planning list is not a legal determination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain a licensing register

For each possible approval, track jurisdiction, responsible organization, submission status, dependencies, required evidence and the latest-needed date. Determine applicability with the relevant authority and contracting parties. Possible approvals identified in NASA’s CubeSat resources include:

  • Radio-frequency authorization.
  • Remote-sensing licensing.
  • Approval for laser use.

NASA’s CubeSat resource index points to FCC small-satellite guidance, NASA spectrum guidance, IARU coordination and NOAA remote-sensing application information. These resources can help locate relevant guidance, but the index itself does not decide which rules apply to a particular spacecraft.

Prepare the provider’s evidence package

NASA identifies orbital-debris information, materials and venting data, spacecraft-specific models and safety-related analyses as typical documentation. The plan should assign an owner and due date to each item, identify who reviews or accepts it, and connect its completion to integration gates. Ask the actual contracting party for its current Rideshare User Guide and requirements baseline; public descriptions may not capture the controlling revision or mission-specific conditions.

For rideshares, capture provider- or primary-mission-specific do-no-harm rules. These may constrain transmitters, post-separation deployments and hazardous materials. Record each constraint against the design, verification evidence and approval path so it does not surface for the first time during integration review.

Define contractual interfaces, acceptance and change control

Before signing, turn the selected service into a clear map of parties, scope and handoffs. NASA’s hosted-service procurement guidance names several useful agreement artifacts: statement of work, interface control documents, verification and validation plans, acceptance test procedures, lifecycle reviews and service-level agreements. Their applicability and level of detail should be tailored to the service being purchased; hosted-service guidance is not a universal launch contract template.

Specify the agreement package

  • Statement of work: services, deliverables, exclusions, assumptions and dependencies.
  • Interface control documents: technical and organizational interfaces, revision control and approval authority.
  • Verification and validation plans: evidence required to show that requirements and interfaces are met.
  • Acceptance procedures: test methods, acceptance criteria, review authority and disposition of nonconformances.
  • Schedule and decision gates: review milestones, required inputs, decision owners and consequences of missed dependencies.
  • Change control: how changes to payload, interface, schedule, manifest or service scope are proposed, assessed, approved and priced.
  • Commercial and risk terms: fees, assumptions, delay or cancellation handling, anomaly response and responsibility transfer.
  • End-of-life provisions: required disposition approach and which party performs, funds and documents the actions.

Make acceptance observable

Use acceptance criteria that identify what evidence is due, who evaluates it and what outcome permits the next step. NASA’s hosted-service examples of decision gates include payload acceptance review, environmental test reports, a mission operations plan, a commissioning report and a data handover specification. Select only the gates relevant to the purchased service and define their inputs, approval authority and effect on payment or schedule where negotiated.

For launch-only agreements, negotiate provisions with the provider and legal counsel. State who owns licensing, launch integration, anomaly response and end-of-life disposition rather than relying on assumptions about what a provider, broker or integrator usually does.

Build schedule risk around dependencies, not a public launch date

Use a milestone schedule tied to the provider’s current interface and safety requirements. NASA notes that CubeSat manifests and launch dates can change, so an award announcement or public manifest should not be treated as a guaranteed flight date. The reviewed NASA material establishes no comparable cross-provider lead-time or delay-rate statistic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Track at least the following milestones and connect each to its predecessor and responsible owner:

  1. Licensing and other regulatory submissions, including approval dependencies.
  2. Design closure against the applicable interface and safety requirements.
  3. Completion and review of test evidence and safety documentation.
  4. Payload delivery and provider or integrator acceptance.
  5. Launch-site processing and integration activities.
  6. Operational readiness, including the mission operations plan where applicable.

For each critical dependency, define a contingency: what the team will do if the date moves, a manifest changes, an approval is late or a required test fails. Decide in advance who may authorize a schedule or design change, what impacts must be assessed, and when the team will trigger a fallback or replan. Seek current provider-specific schedule information rather than substituting old market averages.

Assign procurement ownership before the agreement is signed

A small team may have one person covering multiple functions, but the plan should still name an accountable owner for each responsibility. Keep the launch provider, broker, integrator and spacecraft team’s obligations distinct; a party that coordinates work is not necessarily the party that performs or accepts it.

Work area Plan owner should ensure
Mission baseline Requirements and tolerances are approved by mission leadership and provided to prospective contracting parties.
Provider and route selection Quotes use comparable scope assumptions and unresolved items are visible to the decision-maker.
Licensing Applicable approvals, evidence, status and latest-needed dates are tracked with the responsible organization named.
Technical integration Interfaces, hardware provision, analyses, reviews and acceptance evidence have named performers and approvers.
Contract and changes Scope, acceptance, fees, schedule dependencies, change authority and responsibility transfers are documented.
Schedule and risk Milestones, critical dependencies, contingency actions and decision gates are kept current.
Operations and end of life Operational authority, data obligations and end-of-life responsibilities are assigned where they are part of the service.

Review these assignments at each major decision gate. If the team cannot identify who supplies a required item, approves a document, pays for a change or responds to an anomaly, that unresolved interface belongs on the procurement action list before signature.
