Telecom companies building advanced technology internally need two things at the same time: deep knowledge of communications networks and the software, data, cloud, security and integration capabilities used to run modern digital systems. The technical stack is only half the answer. Reliable data, test environments, production-grade platforms and governance must connect research to measurable improvements in service quality, customer experience, operating cost, capacity or revenue.

The practical target is not an isolated innovation lab. It is a repeatable path from an idea to a safe, observable and supportable network or customer product.

The capability stack an in-house telecom team needs

Networks are moving from fixed appliances toward software functions and composable IT. That change means telecom research and development must work closely with product, operations and service teams rather than handing prototypes over a wall. TM Forum describes this shift in its 2024 report on the future of telecom R&D: In search of innovation: the future for telecoms R&D.

Data is the first AI infrastructure project

AI projects usually fail before model training when data is fragmented, poorly defined or inaccessible to the people who must operate the result. TM Forum’s report Building an AI strategy: telcos put the foundations in place argues that operators need company-wide data infrastructure, appropriate processes and relevant skills before AI can be deployed broadly. Its evidence combines interviews with 20 communications service providers and a survey of 104 executives across 73 telcos; those figures describe the study’s evidence base, not the percentage of operators with any particular capability.

Build a common data foundation

  • Define shared meanings for customers, sites, cells, circuits, incidents, orders, faults and service-level measures.
  • Capture lineage, ownership, quality rules, retention periods and permitted uses for each important data set.
  • Combine batch records with streaming telemetry where decisions depend on current network state.
  • Provide controlled access so data scientists, network teams, product managers and auditors see consistent information without creating uncontrolled copies.
  • Record labels, training windows and known gaps so model evaluations can be reproduced.

Match compute and model size to the job

Not every telecom use case needs the largest model or a centralized data center. Choose processing location according to latency, bandwidth, privacy, reliability and cost. A near-real-time radio optimization task may need execution close to the network edge, while a planning forecast can run centrally. Keep a measured baseline so a more complex model is adopted only when it improves the business or operational outcome.

Software-defined network engineering and cloud-native platforms

In-house development requires engineers who understand both telecom behavior and modern software delivery. Core skills include service decomposition, API design, containerization, orchestration, infrastructure as code, automated testing, observability and progressive delivery. Network specialists remain essential because software abstractions do not remove requirements for radio behavior, signaling, timing, capacity, availability or regulatory compliance.

Platforms to standardize

  • Development: version control, code review, reproducible builds, dependency tracking and automated security checks.
  • Runtime: supported container and orchestration environments, policy enforcement, autoscaling and resilient storage.
  • Operations: metrics, logs, traces, event correlation, configuration management and rollback procedures.
  • Interfaces: documented APIs and schemas that let internal systems and approved partners compose services without bespoke point-to-point code.

A platform team should publish a small set of supported patterns instead of letting every project invent its own pipeline. This reduces the operational burden when prototypes become network-critical services.

Integration and assurance for multi-vendor and Open RAN systems

Open interfaces and multi-vendor architectures can broaden the supplier ecosystem and allow more tailoring, but they also create integration work that a single-vendor stack may hide. The UK Department for Science, Innovation and Technology identifies this trade-off in its Telecoms supply chain diversification: independent report and recommendations. Systems integration may be performed by the operator, a vendor or a specialist integrator; the operator still needs enough internal expertise to specify acceptance criteria and own the resulting service.

What an assurance function must test

  • Interoperability: interfaces, protocol behavior, timing and configuration across suppliers and software versions.
  • Performance: throughput, latency, capacity, availability, energy use and behavior under failure or overload.
  • Security: identity, isolation, supply-chain provenance, exposed interfaces, update paths and recovery from compromise.
  • Operability: monitoring, alarms, troubleshooting data, upgrade and rollback procedures, and compatibility with existing operations systems.

Use staged laboratories, not production as a test bed

Laboratory environments should reproduce the relevant network conditions and let teams repeat tests with known configurations. The UK report describes SONIC Labs as supporting earlier-stage products, while the UK Telecoms Lab focuses on security and interoperability testing for more mature products. These facilities illustrate a progression: validate basic behavior early, then subject near-production systems to deeper assurance before field deployment.

The same report describes the UK Open Networks R&D programme as £250 million. The reviewed report page does not establish that figure as current funding or a global benchmark, so operators elsewhere should treat it as a UK policy detail rather than a universal investment requirement.

Cybersecurity, reliability and safety engineering

Advanced telecom technology operates in critical environments where an incorrect change can interrupt emergency communications, enterprise connectivity or large geographic areas. Security therefore belongs in architecture and delivery pipelines, not as a final audit.

Minimum controls for internal platforms

  • Use strong identity, least-privilege roles, short-lived credentials and approvals for sensitive actions.
  • Separate development, test and production environments, with controlled promotion between them.
  • Scan code, images, dependencies and infrastructure definitions continuously, and maintain an inventory of what is deployed.
  • Make logs tamper-resistant and retain enough context to reconstruct model, configuration and operator decisions.
  • Test backup, failover, rollback and incident-response procedures under realistic conditions.

Reliability engineering should define error budgets, recovery objectives and change windows appropriate to each service. AI components need additional checks for data drift, unsafe outputs, degraded confidence and behavior outside their training conditions.

Governance for AI that can act on networks

Predictive analytics can remain advisory; an AI agent that changes configuration, routes traffic or opens a customer-impacting workflow requires explicit boundaries. TM Forum’s September 28, 2026 summary of its AI-Native Telco Forum says operators should define which actions agents may take, what data they can access and when human approval is mandatory. It also identifies trusted data, shared definitions, architecture, standards and observability as prerequisites for dependable decisions. The summary is available at From AI adoption to the AI-native telco: Five takeaways from the AI-Native Telco Forum.

Write an agent control policy before deployment

  1. List every tool and system the agent could call, including read-only sources and write operations.
  2. Classify actions by impact: informational, reversible, customer-affecting, or safety-critical.
  3. Set approval thresholds, rate limits, maintenance-window restrictions and automatic rollback conditions.
  4. Require a human review path for actions outside the agent’s tested scope or confidence level.
  5. Log the input data, model version, recommendation, approval, action and observed result for audit.
  6. Run the agent in simulation or shadow mode until its decisions meet defined reliability and security criteria.

As Joann O’Brien, TM Forum’s vice president for Composable IT and Ecosystems, put it: “Scaling AI solutions is not solely an AI problem. It is an architecture, data, operating-model and organizational-readiness problem.”

Connect research to products and operating results

A research group should have a defined route into product management, network operations, finance and customer support. Each initiative needs a named owner, a target user, a baseline and a decision date. Useful measures include service quality, customer experience, mean time to repair, energy or operating efficiency, capacity utilization and revenue from a new programmable service.

Commercial intent matters even for long-horizon work. TM Forum’s 2026 6G reporting emphasizes commercialization, monetization, programmability and operational readiness, framing 6G as a business platform rather than a science project. The report announcement is at 6G networks must be built for commercialization at scale. A technically impressive capability that has no credible user, service model or operational owner should remain an experiment instead of consuming production resources.

Choosing an internal, partner or hybrid model

No single sourcing model fits every telecom capability. Decide separately for the parts that create competitive advantage, the parts that require scarce expertise and the parts that must be controlled for safety or compliance.

Decision axis Internal emphasis Ecosystem or partner emphasis Question to resolve
Control versus specialist access Retains architectural knowledge, data context and long-term control Adds vendors, research institutions, cloud providers and specialist integrators Which knowledge or control would be dangerous to lose?
Single-vendor simplicity versus multi-vendor flexibility Fewer integration combinations and a narrower test matrix More supplier choice and potentially more innovation Can the organization fund interoperability and assurance work?
Central versus edge execution Central processing can simplify management and consolidate compute Edge processing can reduce latency and data movement Where do latency, privacy, resilience and cost requirements point?
Experiment versus production Internal teams can iterate against real operational context External platforms may accelerate prototypes Is data quality, security, observability and support readiness sufficient for live use?

A practical implementation roadmap

  1. Choose a valuable problem. Define the customer or operational pain, baseline performance, constraints and a measurable outcome.
  2. Map the required data and interfaces. Identify owners, quality gaps, latency needs, permissions, network systems and external dependencies.
  3. Assemble the team. Include telecom domain experts, software and platform engineers, data specialists, security, operations and a product owner.
  4. Build a thin, testable slice. Use supported APIs and deployment patterns, with synthetic or carefully governed production data.
  5. Test in layers. Start with unit and integration tests, then performance, resilience, security, interoperability and user-acceptance tests in a lab.
  6. Run in shadow or limited mode. Compare recommendations with current operations, monitor failure modes and establish rollback before granting write access.
  7. Release progressively. Use a small geography, customer cohort or network segment, with explicit success and stop criteria.
  8. Operate and learn. Track outcome metrics, drift, incidents, support load and total cost; feed those findings into the next release decision.

Common failure modes and corrections

  • Starting with a model instead of a problem: require a baseline and a named business or operational owner before selecting technology.
  • Fragmented data definitions: establish shared terms, lineage and quality accountability before scaling AI.
  • Prototype-only culture: give research teams access to production engineering, security, operations and support requirements early.
  • Underestimating integration: budget for multi-vendor test automation, version compatibility and troubleshooting, not just component procurement.
  • Unbounded automation: define permissions, approvals, observability and rollback before an agent can change a critical system.
  • Overbuilding infrastructure: match compute, model complexity and deployment location to latency, workload, reliability and cost requirements.
  • Measuring activity rather than value: replace counts of prototypes or patents with service, customer, efficiency, capacity or revenue outcomes.

What “ready” looks like

A telecom company is ready to develop advanced technology in-house when it can move a change through a controlled path: a clearly owned problem, trustworthy and accessible data, engineers who understand both networks and software, repeatable integration and security tests, observable production platforms, and governance matched to the impact of each automated action. Partnerships can extend that capability, but they do not remove the operator’s responsibility for architecture, assurance, resilience and measurable results.
