For a storage water heater, estimate the hot water your household uses during its busiest hour and choose a model whose first-hour rating (FHR) can meet that demand. Tank gallons alone do not tell you how much hot water the heater can deliver. Tankless heaters need a different calculation: compare their gallons-per-minute (GPM) rating at the required temperature rise with the fixtures you expect to run at the same time.
How to size a storage water heater
- Identify your peak hour. Think of a typical or unusually busy day and identify the hour when the most hot water is likely to be used.
- List the uses that may overlap. Include showers, baths, dishwashing, laundry, and other hot-water uses likely to happen in that hour.
- Estimate the gallons used. Add the estimated hot-water demand for those uses. The result is a planning estimate, not a guarantee of future use.
- Compare the estimate with candidate FHRs. Find each model’s FHR in its product literature or EnergyGuide materials. The U.S. Department of Energy’s older fact sheet recommends choosing an FHR within about two gallons of estimated peak-hour demand; treat this as a rule of thumb, not a code requirement or universal current standard. Read the DOE fact sheet.
ENERGY STAR defines FHR as an estimate of the maximum volume a fully heated storage water heater can supply during the first hour. Its criteria page describes FHR measurement at a 125°F outlet temperature in the UEF test method; that is a test condition, not a recommended household delivery temperature. See ENERGY STAR’s water-heater criteria.
Why tank gallons are not enough
Tank capacity is the amount of water stored; FHR estimates first-hour delivery from a fully heated tank. Similar-capacity models can have different FHRs, so compare the rating for the exact model rather than assuming nominal gallons predict performance.
If your current heater generally meets your needs, its capacity is a practical starting point when researching replacements. Check the nameplate or yellow EnergyGuide label, then compare the replacement candidates’ FHRs. If hot water regularly runs out, reassess peak-hour demand and delivery ratings instead of automatically choosing the same tank size. ENERGY STAR’s guidance for high-efficiency gas storage heaters discusses label information and replacement considerations. Read the ENERGY STAR guidance.

How to size a tankless water heater
Tankless models heat water as it flows, so size them by GPM at the temperature rise specified for the rating—not by storage-tank FHR. First identify which fixtures may run at once, estimate their combined flow demand, and determine the temperature rise needed to bring incoming water to the intended use temperature. Then check the candidate unit’s GPM rating at that temperature rise and its installation requirements. ENERGY STAR defines GPM for instantaneous heaters at a specified test temperature rise, so a tankless GPM figure cannot be compared directly with a storage model’s FHR. See ENERGY STAR’s rating definitions.
What to check when choosing among models
- Delivery rating: Compare FHR for storage heaters or GPM at the required temperature rise for tankless units.
- Demand pattern: Account for clustered or simultaneous uses, not just the number of people in the home.
- Site and energy fit: Verify fuel or electrical service, venting, available space, local code, and the specific model’s installation requirements. These vary by home and product.
- Efficiency and conditions: UEF is the overall-efficiency measure identified by ENERGY STAR. Heat-pump performance and installation suitability depend on operating conditions and model requirements.
- Replacement needs: Use the existing heater’s labeled capacity as a starting point only if it has generally met demand; confirm the replacement’s own delivery rating and requirements.
Heat-pump water heaters: account for high-demand periods
For a heat-pump water heater, follow local plumbing-code minimum FHR requirements and the manufacturer’s sizing recommendations. ENERGY STAR’s Heat Pump Water Heater Guide says: “Follow the local plumbing code’s minimum first-hour rating (FHR) requirements and manufacturer recommendations for tank sizing.” The guide explains that a larger tank can provide more stored hot water for high-demand periods and may reduce reliance on auxiliary resistance heating in hybrid mode, which is less efficient than heat-pump operation. It flags households with concentrated high draws, such as homes where people often take baths, as a reason to consider the usage pattern carefully.

Why household size alone cannot give an exact answer
There is no dependable current household-size-to-tank-size table established here, and a fixed gallons-per-person rule would miss the factors that determine whether hot water runs short. The right model depends on peak-hour use, desired overlap of showers and appliances, heater type, incoming-water temperature, fuel and electrical service, venting, available space, local code, and installation conditions. Without those details, a precise tank size or model cannot be selected responsibly.
