Measure whether developers adopt the tool, whether its output is useful, whether representative work moves through development more effectively, whether quality and review standards hold, how the workflow feels to the people doing the work, and whether any improvement supports a business goal. Set a baseline and agree on success criteria before the pilot starts. No single usage statistic or published productivity figure can establish that an AI coding tool will benefit your team.
Use a measurement chain, not one headline metric
A useful evaluation follows the path from tool use to organizational impact. Google Cloud’s March 19, 2025 framework describes four stages—adoption, trust, acceleration, and impact. For a team pilot, it helps to make code quality and developer experience explicit alongside that chain: speed is not a win if it creates defects, review burden, or a worse working experience.
- Adoption: Are the intended developers using the tool on work it is meant to support?
- Trust and usefulness: Are suggestions useful enough to keep, and what happens when they are not?
- Acceleration: Does representative work move through the team’s development process more effectively?
- Quality and risk: Does the resulting work satisfy the team’s correctness, maintainability, reliability, and review standards?
- Developer and workflow experience: Does the tool affect focus, collaboration, review, or time spent verifying and correcting output?
- Business impact: Do observed changes plausibly support the organizational goal the pilot was designed to address?
These stages answer different questions. Usage and acceptance can help explain why a tool is or is not having an effect, but they do not prove that delivery improved. Delivery measures show what changed in the workflow, while quality and experience checks reveal costs that a speed metric can miss. Business indicators connect the pilot to organizational priorities, but changes in those indicators may have causes beyond the tool.

Adoption: confirm the tool reaches its intended users
Track active use and relevant interactions, such as suggestions or chat requests, to see whether the tool is being tried for the work included in the pilot. Define the eligible population and denominator in advance: for example, which developers were invited, which were expected to use the tool, and which tasks counted as eligible. A raw interaction count is hard to interpret without that context. More prompts can mean more use, but not necessarily more useful work.

Separate access from sustained use. A developer who has access but does not try the tool is different from one who uses it regularly and decides it does not fit their workflow. When possible, examine adoption by intended role or task type rather than treating all activity as interchangeable. Be clear about what the usage measure captures; activity is evidence of exposure, not a productivity result.
Trust and usefulness: look beyond acceptance rate
Acceptance rate and accepted lines can indicate whether developers retain suggested code. They are useful diagnostics, not a verdict on correctness, maintainability, or time saved. A suggestion may be accepted and later rewritten during review; a rejected suggestion may still have helped a developer consider an approach. Generated or accepted code volume should therefore be interpreted alongside delivery outcomes and quality checks.
Pair telemetry with feedback about why suggestions were accepted, edited, or rejected. Ask whether output was relevant, required substantial correction, or created extra verification work. That context helps distinguish a tool that is useful for a narrow set of tasks from one that fits the broader work the team hoped to support.

Choose delivery measures that match the pilot’s intended effect. Examples include time or iteration needed to complete and review representative work, and delivery indicators the organization already uses. Google Cloud’s framework also identifies completed story points or tickets over time as possible measures. These counts require care: estimates, ticket size, definitions of “done,” and task mix can vary, so a higher count alone does not show that equivalent work was completed more efficiently.

Use a defined observation period and compare like with like where feasible. Include the work from initial implementation through review and correction, rather than measuring only the moment when code is first produced. If the tool shortens initial coding but increases review or rework, a coding-only measure may overstate the benefit. Choose measures that reflect the part of the delivery process the tool is expected to change.
Quality and risk: keep the quality bar visible
Assess the resulting code against the same standards used for comparable work. GitHub’s controlled code-quality study examined functionality, readability, reliability, maintainability, conciseness, and likelihood of approval. These dimensions make a more useful quality checklist than a simple count of merged changes. Apply relevant automated tests and human review in the team’s own context; a study’s dimensions do not replace the team’s engineering standards.
Pull-request merge rate can be one signal of review outcomes, but it is not a standalone quality verdict. GitHub described a May 13, 2024 enterprise study with Accenture that included DevOps telemetry and considered merge rate as one measure of code quality from maintainers’ or coworkers’ perspective. Interpret it with review criteria and defects: a merge says that a change passed through a process, not that all dimensions of long-term quality have been established.
Developer and workflow experience: measure the human cost and benefit
Ask developers whether the tool changes their ability to focus, stay in flow, collaborate, or complete work with confidence. Also ask how much time they spend checking, correcting, or explaining generated output. A short survey or structured interviews can capture friction that usage logs do not show. Collect feedback from reviewers as well as tool users, since the workflow effect may extend to people who did not generate the code.

In a 2023 survey, GitHub asked 500 U.S.-based developers at companies with more than 1,000 employees about developer experience, collaboration, and AI coding tools. Respondents valued collaboration and code quality above output quantity and efficiency as performance measures. That is a result from a particular survey population and sponsor context, not a universal ranking, but it illustrates why teams should not equate individual output volume with a healthy development process.
Business impact: connect outcomes to the pilot’s purpose
Choose a business indicator before the pilot and state how it is expected to relate to engineering changes. Google Cloud names revenue, market share, and time to market as possible organization-specific impact measures. Which indicator makes sense depends on the team’s goal; a pilot intended to reduce time to market should not be judged as if it were designed to change revenue directly.
Do not treat a business KPI shift as proof that the coding tool caused it. The available framework does not establish a universal causal formula. Record other changes during the observation period and describe the relationship as evidence allows: for example, a delivery measure improved during the pilot and is consistent with the intended goal, while other factors may also have contributed.

Set up a pilot that can answer a real question
Before enabling the tool, decide what decision the pilot should inform: whether to expand use, change the eligible tasks, improve onboarding, or stop. Then define a baseline, the intended users, tool and version, eligible work, observation period, and quality guardrails. This prevents a team from choosing a favorable metric after seeing the results.

- Write the hypothesis. State what workflow change the tool is expected to produce and for whom. Keep the hypothesis specific enough to test, such as reducing iteration time on a defined class of work without increasing defects or review effort.
- Choose a small scorecard. Select at least one measure for use, usefulness, delivery, quality, and experience, plus a business indicator if the pilot is meant to support one. Specify definitions, data sources, and the period for each measure.
- Record the baseline. Capture the same measures for a relevant period before the pilot, or identify a suitable comparison group if one is feasible. Note differences in task type, developer experience, and workflow that could affect interpretation.
- Run on representative work. Include the kinds of tasks the team expects to use the tool for, not only work that is unusually easy to isolate or demonstrate. Keep task eligibility and exclusions explicit.
- Collect quantitative and qualitative evidence. Pair workflow telemetry with developer and reviewer feedback. Document corrections, review friction, and notable quality issues instead of treating them as anecdotes to discard.
- Review results against the agreed criteria. Examine the whole scorecard, including guardrails. Explain what changed, for which work and users, and what remains uncertain before deciding to expand, adjust, or end the pilot.
Where feasible, compare similar work under clearly described conditions. A comparison is only informative if the groups or tasks are sufficiently comparable and the measurement definitions remain consistent. Google Cloud cautions that narrow, task-specific experiments can overstate how well a result generalizes to everyday development. Treat a pilot as evidence about its own setting, not a promise about every team or task.
Why published productivity results do not predict your team’s result
Published studies have reported sharply different outcomes because their developers, tasks, tools, and settings differ. These findings illustrate why local measurement matters; they should not be averaged into a forecast.
| Study | What was measured | How to interpret it |
|---|---|---|
| GitHub, 2022 | In a randomized experiment, 95 professional developers writing a JavaScript HTTP server finished 55% faster on average with Copilot. Reported task-completion rates were 78% with Copilot and 70% without. | This was one bounded exercise and a vendor-authored study. It is not an expected productivity gain for a different team or work mix. |
| METR, 2025 | In a randomized trial, 16 experienced open-source developers completed 246 tasks in mature projects. Allowing early-2025 AI tools increased task completion time by 19%. | The result applies to the study’s developers, tasks, and tool period. It does not establish that AI coding tools generally slow development. |
The contrast is a reason to test the work your team actually does. Task scope, familiarity with the tools, project maturity, and quality expectations can all affect what a result means. A controlled task can answer a narrow question about that task; it does not automatically describe the full cycle of implementation, review, maintenance, and collaboration in an organization.
Compare tools on consistent axes
If the pilot evaluates multiple candidates, use the same task definitions, observation window, and measurement rules for each. A benchmark can help characterize an agent’s capability on selected tasks, but benchmark performance is not itself evidence of productivity improvement in your team’s full workflow.

| Comparison axis | Questions to answer |
|---|---|
| Task performance | Can the tool complete representative tasks? How successful is the result, and how much human correction is required? |
| Delivery | How long or how many iterations does comparable work take through completion and review? What do the organization’s existing delivery indicators show? |
| Code quality | Does the result meet expectations for functionality, reliability, readability, maintainability, conciseness, and review outcome? |
| Adoption and trust | Do intended users adopt it for eligible work, and do they find its output useful? Treat these as diagnostic signals. |
| Developer and workflow experience | How does it affect focus, flow, collaboration, and time spent reviewing or correcting generated work? |
| Business relevance | Does an observed delivery change plausibly support the goal selected for the pilot, over an appropriate period? |
There is no established universal weighting or composite score for these axes. Choose priorities based on the work the team expects the tool to support and the risks it must control. For example, a team working on critical systems may give reliability and review burden more weight than raw task speed; a team trying to shorten a particular delivery bottleneck may focus on that workflow while retaining quality guardrails.
Common measurement mistakes
- Treating accepted code as productivity. Acceptance and line counts show interaction with output, not whether the delivered result is correct, maintainable, or faster to produce overall.
- Measuring only the easiest task. A narrow experiment may not represent the team’s usual work. Define which work is in scope and avoid generalizing beyond it.
- Counting tickets without checking comparability. Ticket totals and story points can shift because estimates, scope, or task mix changed. Pair them with clearer workflow measures and consistent definitions.
- Ignoring review and correction. A tool can change who does work and when. Measure verification and rework rather than looking only at code generation time.
- Using one study as a forecast. The GitHub and METR findings concern distinct settings; neither supplies a universal expected effect for another team.
- Claiming business causation too quickly. State what was observed and what else changed during the pilot instead of assigning a KPI movement to the tool without support.
A practical scorecard to take into the pilot
A concise scorecard is enough if its measures answer distinct questions. Agree on the definitions and success thresholds before the pilot, and preserve a record of the work and conditions being compared.
- Adoption: active use among eligible developers, with the eligible population and relevant interactions defined.
- Usefulness: acceptance or retention patterns plus reasons for edits and rejections.
- Delivery: time or iterations through completion and review, alongside an existing delivery indicator where appropriate.
- Quality: automated test results, human review, defects, and the team’s selected maintainability or reliability checks.
- Experience: developer and reviewer feedback about focus, collaboration, verification, correction, and workflow friction.
- Business relevance: the preselected organizational indicator and a cautious explanation of how engineering changes relate to it.
The scorecard should make trade-offs visible rather than compressing them into a single number. A pilot can show strong adoption but no delivery change, faster completion with more correction, or a workflow improvement that has not yet moved a business indicator. Each outcome suggests a different decision; keeping the measures separate helps teams respond to what the evidence actually says.
