Choose a payment infrastructure provider by matching its capabilities and obligations to your actual payment flows, markets, volume profile, operating model and roadmap—not by picking the longest feature list or the lowest headline fee. A defensible selection compares coverage, reliability, integration, total economics, security responsibilities and support against identical real-world scenarios.
Start with a precise definition of your payment requirements
An RFP is only comparable when every provider is answering the same business question. Write the operating brief before inviting proposals, and make it specific enough that a vendor cannot answer with a generic product presentation.
Map every payment flow
List each flow the service must support: customer pay-ins, payouts, refunds, recurring billing, marketplace or platform payments, and any movement of funds between sub-merchants or accounts. Identify whether transactions are online, in-person or both, and whether you need hosted checkout, an embedded experience, direct API control or several of these options.

Ask providers to identify which steps are included in their proposed service and which require another provider, product or manual process. Require a written capability matrix rather than accepting a general statement that the platform “supports payments.”

Describe your business model and operating markets
A narrow domestic merchant use case has different priorities from a platform serving many countries and sub-merchants. State your legal entity structure, customer types, channels, launch countries, expected expansion markets, currencies and settlement destinations. Include whether you need local acquiring or local market expertise, and how quickly you expect to add markets or payment methods.
Document expected transaction counts and value by month, season and channel. Include peak-day and peak-hour assumptions, not only an annual average. Providers need this information to explain capacity, pricing tiers, risk controls and operational support in terms relevant to your business.
Separate current needs from the roadmap
Mark each requirement as needed at launch, needed within a defined phase, or exploratory. Ask vendors to distinguish capabilities available in the proposed service today from roadmap items, partner-dependent features and custom work. A promised future capability should not receive the same score as a tested launch capability.

Build a coverage map that follows the customer journey
Coverage is more than a list of logos or payment methods. Compare what a customer can actually use in each target market and how money reaches your business.
Payment methods and channels
Create a market-by-market inventory of required card types, bank-based methods, wallets and other relevant methods. Record whether each method works in your intended online or in-person channel, supports recurring or one-time payments, and is available through the exact service being proposed. Ask how a method is enabled, tested and monitored, and how quickly a new method can be activated.
Countries, currencies and local acquiring
For every operating country, ask which currencies can be presented to customers, processed, settled and reported. Distinguish customer-facing currency support from settlement-currency support. Confirm where the provider has local acquiring or operational expertise, what entity contracts with you, and whether cross-border processing changes authorization, settlement, fees or support.
Settlement destinations and timing
Require a schedule showing settlement timing and destination for each relevant flow and currency. Ask what happens on weekends, holidays, returns and account changes. Confirm whether the reporting date reflects transaction time, settlement time or another event, because finance teams need that distinction for cash forecasting and reconciliation.

Include a change-management question: how are new countries, currencies and methods requested, approved, priced and rolled out? A provider that meets today’s map but makes expansion slow or opaque can become an operational constraint.
Test reliability, resilience and scale with evidence
Feature parity does not compensate for an outage during a demand spike. Ask for historical availability where the provider can supply it, the contractual service-level agreement, exclusions, incident communications and failover procedures. There is no universal uptime threshold that suits every fintech; the right commitment depends on your customer impact, transaction criticality and recovery requirements.
Request comparable performance evidence
Ask for evidence of performance at loads comparable to your anticipated peak, including transaction throughput, latency definitions and any relevant regional limits. Have the provider explain whether figures cover the complete payment path or only one API component, and whether scheduled maintenance, degraded dependencies or customer-caused errors are excluded.
Understand outage and failover behavior
Get the incident process in writing: detection, customer notification, escalation, status updates, recovery objectives and post-incident reporting. Ask what happens to an authorization, webhook, refund or payout request when a dependency is unavailable. Determine whether requests can be retried safely, how duplicate transactions are prevented and what records are available after recovery.
Match contractual commitments to business risk
Review the SLA’s measurement window, service definition, exclusions, credits and termination rights. A marketing availability figure is not a substitute for a commitment that covers the services you will actually use. Include peak-season support and capacity planning in the commercial discussion rather than treating them as informal assurances.
Evaluate integration and daily operations as part of the product
Implementation effort and finance operations can outweigh a small difference in processing fees. Assess the complete developer and operations experience.
Inspect APIs, SDKs and documentation
Request the API specifications, SDKs, hosted or embedded options, authentication model, versioning policy and deprecation notice period. In a sandbox, exercise the flows you will launch, including successful and declined payments, refunds, disputes, retries, webhooks and payout events. Documentation should show request and response examples, error handling, idempotency and test data for the relevant methods.

Measure implementation support
Ask for an implementation plan with milestones, responsibilities, test and certification steps, migration assistance and launch support. Identify the provider’s technical contacts, response commitments and process for escalating a production-blocking defect. Confirm what support is included and what is charged separately.

Require transaction-level records that can be matched to fees, refunds, disputes, adjustments and payouts. Ask whether reports and webhooks expose stable identifiers, event timestamps and settlement references. Demonstrate a payout-to-transaction reconciliation using representative data, then document how exceptions are investigated and corrected.
Check compatibility with your ledger, treasury, fraud, customer-support and accounting systems. A technically elegant API is not sufficient if finance staff must reconcile files manually or cannot explain a payout to a customer.
Compare total economics using identical scenarios
Headline processing rates conceal costs that appear only when your actual payment mix is modeled. Give every candidate the same transaction scenarios and require an itemized response.
Request a complete price schedule
Ask vendors to separate transaction costs, settlement costs, cross-border charges, currency conversion, refunds, disputes, chargebacks, payouts, minimums, commitments, optional modules and implementation fees. Require definitions for every line item and state whether a charge is per transaction, percentage-based, fixed, recurring or conditional.

Provide representative volumes by country, method, currency and channel. Ask for effective cost under normal, peak and expansion scenarios, including failed or reversed transactions where fees still apply. Compare the same assumptions across providers; otherwise a lower quoted rate may simply exclude a cost another provider included.
Connect economics to performance
Ask vendors to define the denominators behind authorization, acceptance, fraud and chargeback metrics before using them in a scorecard. Determine whether reported performance is measured globally or for your market and method mix, and whether it includes retries or only first attempts. A cheaper service that produces lower acceptance or slower settlement can have a higher business cost.

Make PCI DSS and security responsibilities explicit
Outsourcing payment processing does not eliminate the merchant’s obligations. PCI Security Standards Council guidance applies to entities handling cardholder data, including arrangements where processing is performed by a third party. PCI SSC states: “However, this does not remove the merchant’s responsibility to ensure account data is properly protected by the third party.”
Verify evidence for the exact service
Request current PCI DSS evidence that covers the services, environments and regions you will use. A provider’s broad statement that it is “PCI compliant” is not enough; confirm the scope, validation date, covered services and any exclusions. Ask how changes to the service affect the evidence you rely on.
Document the shared-responsibility boundary
Write down which requirements remain with your team and which are performed by the provider. Include account-data handling, access control, configuration, logging, incident response, personnel responsibilities and any integrations you operate. Confirm your validation obligations with the entity managing your compliance program, such as an acquirer or payment brand.
Establish third-party oversight
PCI SSC’s third-party service-provider FAQ describes oversight as “performing due diligence, having appropriate agreements in place, identifying which requirements apply to the customer and which to the TPSP, and monitoring the compliance status of TPSPs at least annually.” Put an owner and review date on that monitoring. Agreements should require timely notification of material incidents, changes in compliance status and responsibility boundaries.
PCI DSS guidance is not a complete legal or regulatory analysis for every fintech business model. Assess licensing, data-protection, safeguarding, money-transmission and other obligations separately for each jurisdiction and product.

Support quality becomes most visible during a failed payout, disputed transaction or partial outage. Ask for support hours, channels, severity definitions, response and restoration commitments, named escalation routes and the process for communicating incidents to your customers.
Request references or relevant implementation examples where available, while recognizing that another company’s experience may not match your scale or market. Discuss the roadmap for capabilities that affect your launch and expansion. Record which commitments are contractual, which are standard operating practices and which are product plans.

Use an evidence-based RFP process
- Freeze the requirements. Publish your flow, market, volume, channel, settlement and roadmap assumptions, including peak demand.
- Send identical scenarios. Give every candidate the same representative transactions, currencies, methods, refunds, disputes and payout cases.
- Collect a capability matrix. Require each answer to identify current service coverage, dependencies, limitations and any third party involved.
- Test the critical paths. Use the sandbox and documentation to exercise authorization, decline, retry, webhook, refund, dispute and reconciliation flows.
- Validate resilience claims. Review SLA language, historical service information, incident procedures, failover behavior and comparable-load evidence.
- Reconcile the economics. Apply the same volume and method assumptions to itemized fees, settlement costs, cross-border activity, refunds and disputes.
- Close the control gaps. Obtain service-specific PCI DSS evidence, sign responsibility agreements and assign annual compliance monitoring.
- Score and negotiate. Weight criteria according to customer harm, financial exposure, launch timing and expansion strategy; negotiate only after gaps and assumptions are visible.

Common selection mistakes and how to avoid them
Choosing the lowest visible rate
Fix this by comparing a complete, representative cost model that includes settlement, cross-border activity, refunds, disputes, optional services and the effect of acceptance performance.
Accepting a feature-list answer
Fix this by requiring a flow-by-flow matrix and testing the documented paths in a sandbox. Mark partner-dependent or roadmap features separately from capabilities available for launch.
Using a global uptime claim without context
Fix this by reviewing the service definition, exclusions, measurement method, historical evidence and failover behavior for the exact APIs and regions you will use.
Treating PCI outsourcing as a transfer of responsibility
Fix this by obtaining service-specific evidence, documenting the shared boundary, conducting due diligence and monitoring the provider’s compliance status at least annually.
Leaving reconciliation until after implementation
Fix this by testing transaction-to-fee-to-payout matching before contract signature and requiring stable identifiers, timestamps and exception-handling procedures.
What a defensible decision looks like
The best provider is the one whose verified coverage, resilience, integration model, economics, controls and support fit your particular flows and growth plan. Keep the same scenarios for every finalist, preserve the assumptions behind every metric and treat contractual evidence as distinct from a sales promise. This approach lets a domestic fintech optimize for simplicity while a multi-market platform can justify greater operational complexity for broader coverage—without pretending that either profile has a universally superior provider.
