What should an e-commerce business look for in a last-mile delivery partner? Compare each candidate on five things: whether it can legally and operationally serve your destinations and marketplaces, whether its measured performance supports the delivery promise shown at checkout, the complete cost and contract, integration and tracking visibility, and returns capability. Then test the same parcel profile and service requirements with current quotes. There is no universally best carrier; the right choice depends on your products, countries, channels, and customer promise.

Start with the delivery promise your business must keep

Last-mile delivery is the part of fulfillment that moves a parcel from a local depot or regional hub to the customer. It is also the stage customers judge most directly: a late, misrouted, damaged, or untraceable parcel becomes a support case even when every earlier warehouse step was correct. Selecting a partner therefore starts with the promise you publish, not with a carrier’s marketing label.

Define the promise in operational terms

Write down the delivery commitment for every important lane and sales channel. Include the order cut-off, processing time before handoff, transit time, weekend and holiday treatment, and the point at which a delivery is considered late. A statement such as “two-day delivery” is incomplete unless you specify whether the clock starts at payment, at warehouse dispatch, or at the carrier’s first scan.

  • Destination: countries, regions, postcodes, islands, remote areas, military addresses, and any marketplace-specific zones.
  • Parcel profile: typical and maximum weight, length, width, height, dimensional weight, contents, value, and whether parcels are fragile, hazardous, temperature-sensitive, or unusually shaped.
  • Service level: economy, standard, expedited, same-day, nominated-day, time-window, or pickup-point delivery.
  • Customer options: safe-place instructions, address changes, redirection, locker or shop drop-off, signature, and delivery-day selection.
  • Returns: expected return rate, reasons for return, cross-border movement, label method, and the time allowed for a customer to send an item back.

Use this profile consistently when asking every provider for a proposal. A quote based on a carrier’s sample parcel or a different country mix cannot tell you which proposal is better for your operation.

Verify destination coverage and marketplace eligibility

A carrier that serves your warehouse address may not serve every customer postcode, sales channel, or returns route you use. Check coverage country by country and channel by channel before comparing prices.

Map the physical network

Ask for a serviceable-postcode file or an equivalent coverage tool, then test your actual order history against it. Confirm treatment of remote and offshore areas, cross-border handoff, customs documentation, duties, and address formats. Find out whether the quoted service is delivered by the named carrier throughout the journey or transferred to a local partner for the final leg. The handoff can change tracking events, claims procedures, and delivery-time accountability.

Check each marketplace’s own rules

Marketplaces can impose requirements that do not apply to ordinary direct-to-consumer orders. Zalando’s partner guidance, updated June 15, 2026, states that approved last-mile carriers are customer-facing for the final stage, permits one last-mile carrier per shop country under the stated setup, and may require a separate authorized returns carrier when the delivery carrier is not approved for returns. Those are Zalando rules, not universal industry rules; check the current policy for every marketplace you use.

Record eligibility in a lane matrix so a provider cannot appear suitable simply because it covers your largest country.

Lane or channel Questions to answer Evidence to request
Domestic direct orders Are all target postcodes covered, including remote areas? Who performs the final handoff? Coverage list, exclusions, subcontractor policy, and service map
Cross-border orders Who handles customs, duties, and local delivery? What events appear in tracking? Lane-specific service description, customs workflow, and sample tracking record
Marketplace orders Is the carrier approved for this marketplace and shop country? Are there one-carrier or label rules? Current marketplace policy confirmation and carrier authorization
Returns Is the outbound carrier also authorized for returns? Can customers return across borders? Returns authorization, label format, drop-off or pickup coverage

Demand performance evidence against your customer promise

Do not treat an advertised transit time as proof that a carrier can meet your checkout promise. Request performance data that uses the same definition of “on time” you use with customers.

Ask for comparable metrics

At minimum, request delivery-on-time rate, first-attempt delivery rate, loss and damage rate, average and percentile transit times, scan compliance, and exception rates. Ask for the period covered, countries and services included, parcel volume, and whether the figures are measured by the carrier or audited independently. A single average can hide a long tail of very late deliveries, so request a percentile such as the 95th-percentile transit time where available.

Clarify every service-level definition. “Delivered in two days” might exclude weekends, remote postcodes, weather events, or the time before the first carrier scan. Ask how the clock starts, which events stop it, and what remedy applies when the service level is missed. Obtain separate figures for your own parcel characteristics rather than accepting a network-wide number that combines envelopes, pallets, and parcels.

Align tracking with marketplace requirements

Walmart Marketplace requires sellers to choose a service and carrier that meet the Expected Delivery Date and to provide accurate tracking after handoff. This illustrates a marketplace policy, not a universal carrier standard. Confirm that the carrier produces the required tracking format, sends an initial acceptance scan promptly, and exposes milestone events your marketplace can ingest.

Evaluate exceptions, not just successful deliveries

Ask what happens when an address is incomplete, a recipient is absent, a parcel is damaged, or a delivery vehicle cannot reach the address. Review sample exception codes and escalation times. A carrier with a slightly slower headline service can be operationally stronger if it identifies exceptions early and gives your support team a usable resolution path.

Compare the complete cost and contract, not the headline rate

Request a quote built from your real weights, dimensions, destinations, service mix, and monthly volume. A low base rate can be overtaken by fuel, residential, remote-area, oversize, peak-season, address-correction, and re-delivery charges.

Build a landed cost model

Calculate cost per delivered parcel and cost per successful order, not only cost per label. Include the base transport charge, fuel or index adjustments, accessorial surcharges, taxes, duties where applicable, packaging-related dimensional-weight effects, return transport, and expected claims or re-delivery costs. Model at least three volume levels so you can see how minimums, tier thresholds, and seasonal peaks change the result.

Cost component What to pin down in writing
Base transport Price by lane, service, weight break, dimensional rule, and billed zone
Surcharges Fuel formula, remote or residential fees, oversize rules, peak fees, address correction, and re-delivery
Returns Label fee, transport charge, pickup or drop-off cost, and treatment of undeliverable parcels
Protection and claims Included liability, declared-value options, exclusions, filing deadline, and settlement method
Contract Term, volume commitment, rate-review mechanism, notice period, service credits, and termination rights

DHL’s U.S. business help materials identify surcharges, service-level definitions, shipment protection, and contract topics as items businesses need to examine. That is useful as a checklist, but it does not establish that DHL or any other provider is the cheapest for your operation. Published service descriptions cannot replace a current, lane-specific quote and contract review.

Read the protection and liability clauses

Check whether loss or damage compensation is limited by parcel type, declared value, packaging standards, or proof requirements. Confirm who owns the claim when a local partner performs the final delivery and how long you have to report a problem. If your products are high value, calculate the cost of additional protection rather than assuming standard carrier liability covers the selling price.

Test integration, tracking, and exception visibility

Integration is not just whether a label can be printed. It is whether order data, shipment status, customer notifications, and exceptions move reliably between your store, warehouse, carrier, marketplace, and support team.

Trace the full event flow

Ask a provider to demonstrate the sequence from order import to label creation, pickup confirmation, first scan, in-transit milestones, delivery, and return. Check whether events arrive through an API, webhooks, a file exchange, or a portal export; how often they update; and what happens when an event is missing or duplicated. Verify that tracking pages can show a customer-friendly status without exposing internal codes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match the integration to your actual stack

List the platforms you use for storefront, marketplace orders, warehouse management, customer service, and returns. Confirm supported versions, authentication method, rate limits, test environment, error handling, and who pays for implementation or custom work. DHL describes platform and data integrations among its business capabilities, but compatibility still has to be tested with your specific systems and workflow.

Shopify’s 2026 guidance notes that some businesses can be adequately served by built-in fulfillment and carrier coordination. A separate delivery-management or tracking system is justified when you coordinate multiple carriers, need routing or allocation rules, require unified customer notifications, or cannot give support agents a reliable view from existing tools. Do not add software merely because it is available.

Define operational ownership

  • Who monitors failed labels, stalled scans, and address errors?
  • Which team receives an exception and how quickly must it act?
  • Can support agents see the same status a customer sees?
  • What is the escalation route for a lost parcel or missed delivery promise?
  • How are outages communicated, and is there a manual label or manifest fallback?

Treat returns as a separate capability

Outbound delivery and reverse logistics are related but not interchangeable. A carrier may be permitted to deliver marketplace orders yet not be authorized to handle returns, or it may offer returns only in selected countries.

Specify the customer return journey

Confirm whether the customer receives a prepaid label, a QR code, a printable label, or an address; whether drop-off, locker, or pickup is available; and whether the customer can track the parcel. Ask where the return is first scanned, how long it takes to reach your facility, and who handles undeliverable returns.

DHL documents multiple U.S. return-label and drop-off methods. Use those as examples of capabilities to verify, not as proof that every market or product category has the same options.

Connect transport events to refund decisions

Decide which return events trigger an automated acknowledgment, inspection, refund, replacement, or customer message. Separate “label created” from “parcel accepted” and “parcel received at your facility”; confusing those events can create premature refunds or frustrated customers. Include return transport and processing labor in your total-cost model.

Use a controlled comparison process

Once two or more providers pass the eligibility screen, compare them with the same assumptions and documented evidence.

  1. Freeze the business profile. Export a representative period of orders and summarize destinations, weights, dimensions, service levels, volumes, value bands, and returns.
  2. Separate mandatory requirements from preferences. Mark marketplace authorization, legal restrictions, hazardous-goods capability, delivery promise, and required integrations as pass/fail items.
  3. Issue an identical request for proposal. Give every provider the same lanes, parcel samples, forecast volumes, peak dates, service definitions, and return scenarios.
  4. Validate the data. Request metric definitions, sample invoices, surcharge schedules, tracking payloads, claims terms, and a draft contract rather than relying on a sales summary.
  5. Run a technical and operational pilot. Test labels, manifests, scans, notifications, exception handling, customer support access, and returns with real or representative parcels.
  6. Score and negotiate. Apply weights that reflect your priorities, then negotiate the few terms that materially affect risk: service-level remedies, surcharge caps, volume flexibility, claims deadlines, data access, and termination rights.
  7. Set review triggers. Agree on monthly performance reporting and the conditions that prompt a lane change, corrective plan, or rebid.

Use customer behavior as context, not as a carrier ranking

DHL eCommerce’s 2026 global survey reports that 40% of surveyed shoppers currently pay a premium for delivery and returns subscriptions. It also reports that 37% said they had canceled such a subscription; among those respondents, 51% cited cost and 35% cited changes in delivery speed. These figures describe subscription behavior, not universal dissatisfaction with carriers and not a direct measure of which carrier you should select. They can, however, help you test whether a paid delivery program is delivering enough speed and value to justify its price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use your own order data to determine whether customers value speed, predictable windows, pickup choices, or low-cost returns. A premium service makes sense only when its incremental cost is covered by conversion, retention, margin, or support savings that you can measure.

Common selection mistakes and how to avoid them

Choosing the lowest published rate

Why it fails: the rate may exclude the destinations, dimensions, surcharges, or returns that dominate your actual mix.

Fix: compare an all-in cost per delivered order using identical parcel and lane assumptions.

Using one marketplace’s policy as an industry rule

Why it fails: approval lists, one-carrier rules, tracking requirements, and return authorizations vary by marketplace and country.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: maintain a dated eligibility record for each channel and recheck it before changing carriers.

Accepting a headline transit time

Why it fails: the clock, exclusions, and late-delivery remedy may differ from your customer-facing promise.

Fix: demand metric definitions and lane-specific performance evidence, including exceptions and late-tail behavior.

Assuming outbound capability includes returns

Why it fails: returns can require separate authorization, labels, facilities, and tracking events.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: test a complete return from customer instruction through receipt and refund trigger.

Adding software before mapping the workflow

Why it fails: a new platform can create cost and another failure point when existing fulfillment tools already meet the need.

Fix: document the specific visibility, routing, or multi-carrier problem first, then test whether an integration solves it.

A practical go/no-go checklist

  • All required countries, postcodes, products, and marketplaces are covered.
  • Marketplace authorization and return authorization are confirmed for the relevant shop country.
  • The delivery promise has a written start point, end point, exclusions, and remedy.
  • Performance data is comparable to your parcel profile and includes exception reporting.
  • The quote includes base rates, surcharges, returns, protection, taxes, and peak assumptions.
  • The contract defines rate changes, volume commitments, claims, data access, service credits, and exit rights.
  • Tracking events reach your store, marketplace, warehouse, and support process accurately.
  • Customers have a documented return label, drop-off or pickup, and tracking journey.
  • A pilot has tested labels, scans, exceptions, notifications, claims, and returns.
  • You have an owner, dashboard, and review cadence for post-launch performance.

The strongest partner is the one that meets your mandatory coverage and marketplace rules, supports a promise you can defend with measured data, delivers a transparent total cost, integrates with the systems your staff actually use, and handles returns with equal clarity. If no proposal meets those conditions, change the promise, the lane design, or the operating model before signing a long-term contract.
