Measure more than whether the model appears accurate in a demo. Before rollout, define the job and intended users, compare the pilot with a relevant baseline, test it under deployment-like conditions, and set explicit limits for performance, reliability, user impact, trustworthiness, and operating cost. Then compare the evidence with those limits and record a go/no-go decision, including what happens if production results deteriorate.
Start with the decision the pilot must support
An AI pilot is not successful merely because it produces plausible outputs. Its evidence must answer a management question: does this system improve the intended process enough to justify its risks, controls, and operating burden?
Define the use case and boundaries
Write down the task in observable terms. “Use AI to improve support” is too broad; “draft replies for the billing queue, with an agent approving every message” identifies the task, users, input data, human role, and decision boundary. Record what the system is not allowed to do, such as making a final eligibility decision or sending an unreviewed customer communication.

Choose a baseline before collecting pilot results
Compare the pilot with the process it could replace or change. Depending on the use case, the baseline may be a human-only workflow, an existing rules engine, a simpler model, or a representative benchmark. Keep the comparison fair: use the same task definition, input population, time period, and success criteria. A faster system that creates more rework may be worse than the current process.
The NIST AI RMF Playbook Measure guidance recommends documenting the comparison, methods, metrics, and uncertainty. Without that record, an impressive pilot score cannot show whether the organization actually improved.
The AI pilot scorecard
Use one scorecard with measures that map to the stated purpose and risks. The following dimensions cover the evidence most companies need; select the measures that fit the system rather than treating every metric as mandatory.

1. Measure task success and output quality
Turn the purpose into observable outcomes
Define what counts as a successful case before scoring outputs. For a document-classification pilot, success could require the correct category and a usable confidence indication. For a coding assistant, it could require tests passing, security checks completing, and a reviewer accepting the change. For summarization, factual coverage and omission of material details may matter more than stylistic preference.
Track both aggregate performance and the kinds of errors. Separate harmless formatting issues from errors that could cause financial, safety, legal, or reputational harm. A single average score can conceal a small set of severe failures.
Use outcome-based and human-rated measures
Where an automatic label exists, calculate the appropriate task metric and keep the definition with the result. A success rate is successful eligible cases divided by eligible cases; state how eligibility and success were judged. For generative outputs, use a documented rubric and trained reviewers, with more than one reviewer when subjective judgments affect the decision. Record agreement, disagreements, and adjudication rules rather than presenting a reviewer score as objective fact.

Measure the work that follows the model: edit distance, rework, escalation, correction time, and the proportion of outputs rejected. An output that looks acceptable but requires extensive checking may not deliver a net benefit.
Document the test set and uncertainty
Describe data sources, sampling dates, inclusion and exclusion rules, labels, tools, model version, prompts or configuration, and evaluation code. Report uncertainty appropriate to the metric and sample, and state limitations on generalizing beyond the tested population. The NIST AI RMF Measure function calls for performance or assurance criteria to be demonstrated in conditions similar to deployment.
2. Test reliability and robustness
Cover representative variation
Run the pilot on the inputs, languages, file formats, user roles, traffic patterns, and exception cases expected after rollout. Include missing, ambiguous, adversarial, and unusually long inputs when they are plausible. Record when the system refuses, times out, returns an unusable answer, or falls back to a human.
Disaggregate results by relevant user or case groups. Do not infer that strong overall results apply equally to every group or operating condition. If a group cannot be evaluated because data is unavailable, document that limitation and the resulting risk.
Measure operational dependability
Track availability, latency, queue failures, rate limits, dependency outages, and recovery time alongside model quality. A system that is accurate when available but repeatedly unavailable can damage the workflow. Test the fallback path, including whether users know when the AI is unavailable and can complete the task without it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsSet drift and change checks
Record the model, data, prompts, retrieval sources, and other material configuration used in the pilot. Compare production behavior with pre-deployment results after launch. Define who reviews a change and what evidence is required before updating the system. The NIST Playbook recommends monitoring changes between pre-deployment and production behavior and deciding in advance what happens when measures exceed acceptable limits.

3. Measure user and workflow impact
Observe real work, not just survey enthusiasm
Measure cycle time, throughput, completion, queue age, handoffs, and rework against the baseline. Observe whether users follow the intended review procedure, whether they copy outputs without checking, and whether the tool shifts effort to another team. Adoption is informative but not proof of value; users may adopt a tool because it is mandatory or because no alternative exists.
Collect structured feedback
Ask users and domain experts about usefulness, failure modes, clarity, workload, training, and situations in which they would not trust the output. Combine ratings with open-ended incident reports and direct observation. Give affected people a way to report a problem or appeal an outcome when the system influences them. Feedback channels should identify the case, preserve relevant output and context, and route urgent issues to an accountable owner.
Check for automation bias and skill effects
Design the workflow so reviewers can see source information, uncertainty or limitations where appropriate, and a clear way to reject or correct an output. Measure override rates and the quality of overrides, not only whether a reviewer clicked “approve.” Consider whether repeated use changes staff skills, staffing needs, or accountability.

4. Measure trustworthiness risks
List plausible harms before selecting metrics. The relevant set depends on the application, but commonly includes safety, security and resilience, privacy, fairness and bias, transparency, accountability, and effects on people or communities. The NIST Measure guidance advises monitoring incidents, error patterns, and unintended effects as well as average performance.
Safety and harmful output
Define prohibited outcomes and test realistic scenarios that could trigger them. Track severity, frequency, detectability, and time to containment. A rare but catastrophic failure may require a stricter gate than a frequent, easily corrected formatting error.
Privacy and security
Check what data enters prompts, logs, retrieval systems, and vendor services; who can access it; how long it is retained; and whether outputs reveal confidential information. Test prompt injection, unauthorized retrieval, data leakage, abuse, and denial-of-service conditions when applicable. Record unresolved risks rather than silently treating an unmeasured area as safe.

Fairness and disparate impact
Choose groups and outcomes that are relevant to the use case, then compare error rates, quality, access, and adverse outcomes where the data and legal context permit. Explain limitations such as small samples or missing demographic information. Do not claim fairness from equal average accuracy alone.
Transparency and accountability
Document the system’s purpose, data and model dependencies, known limitations, user responsibilities, escalation path, and decision owner. Test whether users can understand when AI contributed to an outcome and whether an affected person can obtain review or correction when appropriate.
5. Measure operational and business value
Connect metrics to the original business problem
Choose a small set of outcome indicators tied to the reason for the pilot: reduced processing time, improved first-contact resolution, fewer defects, increased access, or another defined result. Use the baseline and the same measurement period where possible. Do not substitute a generic AI score for the business outcome.
Count the full operating burden
Include integration, data preparation, monitoring, human review, security controls, support, training, incident response, and replacement or rollback work. Compare the benefit with these recurring and one-time resources. The NIST AI RMF Playbook Manage guidance frames the decision as weighing benefits against negative risks and deciding whether the intended purpose is achieved.
Separate pilot novelty from durable value
Early users may work more slowly because they are learning, or more quickly because experts are giving the pilot unusual attention. Measure after the workflow stabilizes and state which effects are temporary. If the pilot depends on a specialist who cannot support production volume, that dependency belongs in the decision record.

How to run a decision-ready pilot
- Write the evaluation question. State the task, intended users, affected people, deployment boundary, business objective, and unacceptable outcomes.
- Select the baseline. Define the current process or relevant alternative and the exact comparison population.
- Build a representative test plan. Include normal, edge, ambiguous, and failure cases; document sampling, labels, tools, model configuration, and expected operating conditions.
- Instrument the workflow. Capture inputs, outputs, timestamps, failures, human actions, corrections, incidents, and costs while protecting sensitive data.
- Set gates before interpreting results. For each critical measure, name the acceptable limit, the owner, the review cadence, and the correction, rollback, or stop action if the limit is exceeded. Limits are organization- and use-case-specific; NIST does not prescribe one universal threshold.
- Run the pilot with safeguards. Use access controls, human review, escalation, logging, and a tested fallback. Keep the pilot population and operating conditions close to the planned deployment.
- Analyze results and uncertainty. Report aggregate and subgroup results, error severity, confidence or uncertainty information, missing measures, and limits on generalization. Compare production-like behavior with the baseline.
- Record the decision. Approve, restrict, iterate, or stop. State residual risks, required mitigations, accountable owners, rollout conditions, and the evidence that would trigger reassessment.
Comparing multiple candidate systems
If several systems are under consideration, evaluate them on the same task, data, workflow, and review rules. A common comparison matrix prevents one candidate from benefiting from an easier test or a different definition of success.

| Comparison axis | What to compare |
|---|---|
| Quality and error severity | Task outcome, useful-output rate, correction burden, and consequences of failures |
| Reliability and robustness | Performance across representative inputs, edge cases, availability, latency, and recovery |
| User groups | Results and usability for relevant populations, roles, languages, and accessibility needs |
| Trustworthiness | Safety, privacy, security, resilience, fairness, transparency, accountability, and incident response |
| Workflow impact | Cycle time, adoption, overrides, escalations, training, and displaced or added work |
| Operating burden | Integration, data preparation, monitoring, human review, support, and change management |
| Business value | Outcome improvement relative to the baseline, total resource requirement, and residual risk |
There is no universal weighting for these axes. Management should make tradeoffs visible and align them with the organization’s risk tolerance, rather than allowing a single favorable metric to decide the purchase or rollout.
After rollout: keep measuring
Approval is the start of operational measurement, not the end. Compare live measures with the pilot’s pre-deployment results and watch for data or behavior drift, new error patterns, incidents, changing user behavior, and impacts that emerge as the context changes. Keep the same feedback and appeal channels used during the pilot, and define review triggers for material model, data, prompt, vendor, or workflow changes.
Set a reporting cadence appropriate to the risk. High-impact systems may require continuous alerts and rapid human intervention; lower-risk tools may use periodic sampling. In either case, preserve enough evidence to reconstruct what the system did, which version produced it, who reviewed it, and what corrective action followed.
Common pilot mistakes and fixes
- Demo-only evaluation: Test representative production inputs and the complete workflow, including fallback and review.
- One headline accuracy number: Add error severity, subgroup results, uncertainty, reliability, and business outcomes.
- No baseline: Measure the existing process or a relevant alternative under comparable conditions.
- Thresholds chosen after the results: Set limits and responses before interpreting the pilot.
- Ignoring unmeasured risk: List unavailable or unsuitable measures, explain why, and assign an owner for the remaining uncertainty.
- Measuring only benefits: Track incidents, privacy, security, fairness, safety, user burden, and operating cost alongside gains.
- Stopping at launch: Compare production behavior with pilot results and monitor drift and new impacts.
- No accountable decision: Record who approved, restricted, iterated, or stopped the system and the conditions attached to that decision.
Useful evaluation guidance
The NIST AI RMF Core Measure function and the NIST AI RMF Playbook Measure section provide detailed guidance on validity, reliability, safety, robustness, context, uncertainty, and monitoring. The Manage section addresses tradeoffs, residual risk, mitigations, and go/no-go decisions. NIST says AI RMF 1.0 and the Playbook are being updated, so check the current revision when establishing your governance process.
For organizations that need specialized evaluation capability, NIST announced the adaptable TEVV-Athlon Framework for Evaluating AI Systems on August 7, 2026. Its premise is that evaluation requirements differ across AI applications. NIST’s ARIA program likewise emphasizes technical and contextual robustness rather than accuracy alone.
