If a community cannot get out of a Flock Safety agreement, it should stop treating the issue as a customer-service cancellation and start treating it as a contract, public-records, and local-government process. The signed order form and amendments control. First determine the current term, renewal deadline, notice method, termination rights, money owed, and data obligations. Then have the authorized public official, local counsel, procurement staff, and finance staff choose a lawful exit route and document every step.
A non-renewal notice can prevent a future term, but it is not the same as ending the current term early. Early termination may require a contractual right, a material breach and cure process, non-appropriation, a negotiated agreement, or a jurisdiction-specific procurement or statutory finding. Examples from other cities and towns show possible approaches, not an automatic right for every customer.
Start with the agreement that your community actually signed
Flock’s online terms say the term of each Order Form is specified in that Order Form. Your community’s executed documents may contain different dates, notice periods, remedies, or incorporated terms. Collect the complete contract file before anyone promises that service will end.

Documents to collect
- The signed master agreement, order form, and every amendment, addendum, renewal, and extension.
- Any terms incorporated by reference, including the version in force when the agreement was signed.
- Procurement approvals, purchase orders, invoices, payment records, and discount or prepayment schedules.
- Renewal notices, cancellation correspondence, vendor responses, meeting notes, and council or board minutes.
- Policies governing automated license-plate-reader data, public records, retention, litigation holds, and security.
If the file is incomplete, use the community’s public-records process to obtain it. The Athens, Georgia, contracts page is an example of a local government making Flock agreements available and directing requesters to obtain complete copies from the relevant city or county. The agency’s own records office, not a vendor summary, is the authoritative source for your contract.

Separate non-renewal from early termination
These are different legal routes with different deadlines and costs.
| Route | What it does | What must be verified |
|---|---|---|
| Non-renewal | Stops the next automatic renewal if notice is timely and valid. | Current term end date, notice window, delivery method, recipient, and proof of delivery. |
| Termination for convenience | Allows an early end without proving breach when the contract grants that right. | Who may invoke it, required notice, effective date, fees, and equipment obligations. |
| Material-breach termination | Ends the agreement after a qualifying breach and an opportunity to cure, if required. | Contract definition, evidence, cure period, and exact notice language. |
| Non-appropriation | May permit termination when a governing body does not lawfully appropriate future funds. | Clause wording, budget process, timing, and restrictions against using non-appropriation as a pretext. |
| Mutual termination | Creates a negotiated end date and closeout terms. | Written settlement, outstanding balances, data handling, and authorized signatures. |
| Procurement or statutory challenge | May support invalidation or termination when the agreement violates applicable law. | Jurisdiction-specific statutes, procurement record, counsel’s analysis, and procedural requirements. |
Do not assume that a public statement by another city creates the same right for your community. Alexandria, Virginia, says its city may stop Flock service at any time, while Hopkinton, Massachusetts, relied on counsel’s review of statutory deficiencies. Those statements describe their own arrangements and laws.
Build a clause-and-calendar checklist
Have counsel validate the dates against the executed documents. Record the results in a working table so elected officials and staff are using the same facts.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute| Item | Question to answer |
|---|---|
| Initial term | When did the first term begin, and what was its stated length? |
| Current term | Which renewal or extension is now in force, and when does it expire? |
| Auto-renewal | Does the agreement renew automatically, for how long, and on what conditions? |
| Notice deadline | How many days before expiration must notice arrive, and is the deadline calendar or business days? |
| Notice method | Must notice be mailed, emailed, sent by a designated portal, or delivered to a specific address? |
| Termination grounds | Is there convenience, breach, insolvency, dissolution, non-appropriation, or another right? |
| Cure process | How must a breach be described, and how long does the vendor have to cure it? |
| Money terms | Are prepaid fees, discounts, unpaid invoices, minimum commitments, or early-exit charges involved? |
| Hardware | Who owns cameras and related equipment, and who pays for removal, shipping, or restoration? |
| Data | Can the community export data, when may it be deleted, and what legal exceptions apply? |
| Disputes and law | Which jurisdiction, dispute procedure, and public-contract rules govern? |
Do not substitute the vendor’s current web terms for the signed version. Flock’s current online terms, last updated August 21, 2026, state that confidential information will be deleted within 90 days after termination at the customer’s request, subject to information that must be retained under law or policy. Confirm that provision applies to your agreement, the specific data, and any incorporated terms.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
Use the right exit route
If the renewal deadline is approaching
Send a non-renewal notice exactly as the notice clause requires. The official authorized to bind the community should sign or send it. State the contract and order-form numbers, identify the current term, say that the community does not renew, and request written confirmation of the end date and closeout steps. Preserve the complete notice, delivery receipt, and vendor acknowledgment.
A City of Florence, Oregon, agreement posted in May 2025 illustrates one possible rule: automatic renewal unless either party gives notice at least 30 days before the current term ends. That 30-day period is a term of that agreement, not a universal Flock deadline. Another community may have a different window, renewal length, address, or delivery requirement.
If you need to leave before the term ends
Look first for termination-for-convenience and mutual-termination language. If neither exists, examine non-appropriation, material breach, insolvency, dissolution, or other specified grounds. A community should not simply stop paying or unplug equipment without counsel’s advice; that can create a payment default, damages claim, or dispute over the effective date.
For a breach claim, identify the exact contractual duty, assemble evidence, send the required notice, and allow the stated cure period. The Florence example uses 30 days for written notice and cure of a material breach and includes specified insolvency-related rights. Your contract may not.

If procurement or statutory defects are suspected
Ask local counsel to review the solicitation, approvals, signatures, funding authority, public-meeting process, and statutes in force when the agreement was awarded. Do not declare a contract void based solely on a news report or a general opinion about surveillance technology.
Hopkinton announced on August 20, 2026, that it ended its agreement after counsel found statutory deficiencies under Massachusetts law and requested camera shutoff and removal by September 30. Town Manager Elaine Lazarus said, “Municipal contracts must comply with procurement law, and it is our duty to ensure that we meet those standards, acting in the best interests of our residents and taxpayers. Once we found deficiencies in the existing contract, we acted to end the agreement.” That is a Massachusetts-specific action, not a general shortcut for other communities.
Follow a controlled action sequence
- Assign authority. Identify the official who can issue notice or sign a termination agreement. Include the city or town attorney, procurement officer, finance director, records officer, information-technology staff, and the department using the cameras.
- Freeze assumptions. Put the expiration date, renewal deadline, disputed amounts, and desired end date on a shared calendar. Mark each date as verified or awaiting counsel’s confirmation.
- Choose the legal theory. Decide whether the immediate action is non-renewal, contractual termination, breach notice, non-appropriation, negotiated exit, or a legal/procurement review.
- Prepare the notice. Quote or accurately identify the applicable clause, state the requested effective date, direct the notice to the contractually specified recipient, and avoid claims that have not been established.
- Deliver and prove delivery. Use every method the contract requires. Save the signed letter, email headers, certified-mail record, portal receipt, and any acknowledgment.
- Request a written closeout schedule. Ask for service deactivation, account-access changes, camera and equipment removal, final billing, data export, deletion timing, and the person responsible for each task.
- Protect records. Before access is suspended or data is deleted, consult the records officer and counsel about public-records schedules, subpoenas, audits, investigations, and litigation holds.
- Report to the governing body and public. Follow local meeting, agenda, budget, and transparency requirements. Keep a concise public explanation separate from confidential legal advice.
Plan money, equipment, and service shutoff
Early exit can have financial consequences even when a community wants the cameras turned off immediately. Check for prepaid annual fees, prorated refunds, unpaid invoices, minimum payments, discount repayment, installation costs, and removal charges. A non-appropriation clause may limit future spending but does not necessarily erase amounts already earned or legally owed.

Service status should be confirmed in writing. Ask whether cameras can be disabled while a contract dispute is pending, whether the vendor will continue hosting data, and who can access the account during the transition. Alexandria’s public FAQ says its city may stop Flock service at any time, but it separately says a replacement requires fiscal, legal, and procurement coordination. Treat that as a question for your own officials, not permission to stop service unilaterally.
Handle data and public records before closing the account
Make a data inventory before deactivation: plate reads, alerts, user accounts, audit logs, exports, incident attachments, sharing records, and administrative settings. Determine which records are subject to retention schedules, open-records requests, subpoenas, investigations, or litigation holds.
- Export records in a usable format and document the date, scope, and person who performed the export.
- Revoke unnecessary user accounts and sharing permissions while preserving audit evidence.
- Obtain written confirmation of what the vendor will delete, what it will retain, and the retention authority for each exception.
- Keep the contract, notices, invoices, vendor replies, council actions, and closeout certificate in the official file.
- Coordinate deletion with the records officer; a contractual deletion request cannot override a legal preservation duty.
Asheville, North Carolina, provides a detailed example. On August 25, 2026, its City Council directed termination under the contract, requested hardware removal, suspended city access and sharing, and required existing data to be handled under applicable law, retention requirements, and preservation obligations. The resolution is a model of issues to address, not a form that overrides another community’s agreement.
Evaluate a replacement separately
Ending one automated license-plate-reader contract does not authorize a replacement purchase. If public-safety officials want another provider, begin a separate requirements and procurement process.

Alexandria says its replacement analysis considers alternatives, capabilities, data-control features, public-safety needs, procurement requirements, available options, and implementation timing. Its current public FAQ lists an Insight Public Sector contract expiration in April 2027; that date concerns Alexandria’s arrangement only.
What other communities demonstrate—and what they do not
| Community | Reported action | Limit |
|---|---|---|
| Florence, Oregon | May 2025 contract example: at least 30 days’ notice before the current term ends for non-renewal; material-breach notice and cure also use 30 days. | Those are terms of that posted agreement, not a standard for every contract. |
| Alexandria, Virginia | City says it may stop service at any time and that replacement requires fiscal, legal, and procurement coordination. | Statements apply to Alexandria’s service arrangement. |
| Asheville, North Carolina | August 25, 2026 resolution directed contractual termination, hardware removal, suspended access and sharing, and legally compliant records handling. | A council resolution cannot change another community’s contract. |
| Hopkinton, Massachusetts | August 20, 2026 announcement said counsel found statutory deficiencies; the town requested shutoff and removal by September 30. | The legal basis depends on Massachusetts law and Hopkinton’s procurement record. |
Avoid the mistakes that make an exit harder
- Relying on a verbal promise. Require written confirmation of receipt, effective date, charges, and closeout.
- Using the wrong deadline. Calculate from the current term in the signed order form, not from a vendor webpage or an old invoice.
- Sending notice from an unauthorized person. Follow signature and recipient requirements.
- Stopping payment first. Have counsel assess setoff, disputed invoices, and breach consequences.
- Deleting data too soon. Preserve records before requesting deletion or disabling access.
- Assuming another jurisdiction’s result transfers. Contract language, procurement rules, and statutes differ.
- Promising a replacement timeline. Procurement, budgeting, public input, and installation can extend beyond the contract end date.
Decision framework for officials
Before choosing a route, score each option against the facts your counsel verifies:
- Does the contract or applicable law actually authorize it?
- Can the community meet the notice deadline and delivery method?
- What payment, discount-repayment, or equipment costs result?
- When can cameras be shut off and hardware removed?
- How will data be exported, retained, deleted, or preserved?
- What procurement and implementation work is needed for a replacement?
- What council action, public notice, or community input is required?
If the answer to the first question is uncertain, pause any definitive termination statement and obtain a written legal opinion. The practical objective is not merely to make cameras stop operating; it is to end or challenge the agreement lawfully while preserving public records, controlling costs, and maintaining accountable public administration.
