Indian space startups can use IN-SPACe for several different purposes: regulatory authorization, access to selected Department of Space or ISRO facilities, proposal-based seed funding, technical mentorship, experimental data, technology transfer and, potentially, space-sector investment. These are separate routes with their own eligibility rules, calls, fees, agreements and monitoring. IN-SPACe is not an automatic grant provider or a general-purpose incubator.
The practical starting point is to identify what your company needs—permission to conduct a space activity, prototype finance, validation data, facility time, licensed technology, investment or training—then apply through the specific IN-SPACe opportunity that matches it.
What IN-SPACe does for private space companies
IN-SPACe is the Indian government’s single-window interface between the Indian Space Research Organisation (ISRO), the Department of Space and private space companies. Its mandate is to promote, enable, authorize and supervise space activities undertaken by non-government entities (NGEs).

The word “authorize” is important: authorization is a regulatory and administrative pathway. It is not itself a grant, investment, incubation package or entitlement to use an ISRO laboratory.

IN-SPACe may connect a startup to support mechanisms, but the company must satisfy the conditions of the relevant scheme, call or agreement.
Services an Indian space startup may obtain
1. Single-window authorization for space activities
A startup undertaking a regulated space activity can use IN-SPACe as the interface for authorization and related coordination. Depending on the activity, this can include launch vehicles, satellites, space-based services, infrastructure and use of government-controlled premises or facilities.
Authorization establishes whether and how an NGE may conduct the proposed activity. It does not guarantee funding, a launch slot, laboratory access or commercial approval from every other authority. Treat the authorization file as a compliance and supervision process, separate from any request for money or technical assistance.

2. Competitive seed funding
IN-SPACe has a seed-fund scheme for Indian space startups and micro and small enterprises. Applications are submitted through the IN-SPACe Digital Platform when a call is open. The published guidelines describe proposal evaluation against:
- technical or business innovation;
- relevance to the space sector and the stated call;
- commercialization potential; and
- the ability to scale beyond the initial project.
Selected projects are monitored after approval. A call is not continuously open by default: IN-SPACe issues application windows and deadlines separately, so a startup should rely on the active notice rather than an old scheme document.
3. Prototype support, mentorship and validation data
A dated example is the 2025 AI INSPIRED opportunity. It offered seed funding to develop a prototype application or technology, mentorship, ISRO facility support and experimental Earth-observation data for validation. The listed proposal deadline was August 31, 2025, which has passed. Unless a newer notice replaces it, that opportunity should be treated as closed.

The example shows what a future call might bundle, but it does not create a standing entitlement. A selected team may receive guidance while refining its concept, access to specified data for testing, or a route to validate performance in a government facility. The exact deliverables depend on the call and the project’s approved work plan.

4. Access to Department of Space and ISRO infrastructure
IN-SPACe’s remit includes enabling private companies to share relevant infrastructure and premises controlled by the Department of Space or ISRO. In practice, access is proposal-specific. The startup must show why the facility is needed, what work will be performed, the technical requirements and the expected outputs.
Facility access can involve scheduling, safety and security rules, technical supervision, data-handling controls and an agreement defining responsibilities. The AI INSPIRED announcement also indicated that shortlisted applicants needed to submit an applicable fee for certain forms of support. There is therefore no single public “ISRO facility price” that applies to every startup or every experiment.
5. Technology transfer and government data algorithms
Technology transfer is another possible route. The AI INSPIRED opportunity described access to Department of Space data algorithms as part of the support package. A startup could use such a transfer to build or validate a product instead of developing an equivalent capability from scratch.
The asset, license or algorithm available to a company is determined by the active opportunity and the resulting agreement. Startups should confirm the permitted field of use, duration, redistribution rights, technical support, security obligations, one-time or recurring fees and ownership of improvements. The older seed-fund guidelines establish an application and monitoring route, but they do not establish that every algorithm, license term or fee is currently available.

This is an investment-fund announcement, not evidence of a grant scheme. The reviewed announcement does not specify the fund’s current deployment status, eligibility, investment instrument, ticket sizes, application procedure or whether startups can apply directly. Founders should not represent the fund as money they can automatically claim. They need a current fund notice or an authorised fund manager’s instructions before relying on it in a financing plan.
7. Short-term technical training
IN-SPACe lists a short-term course on advances in propulsion systems for launch vehicles, satellites and landing missions, conducted with ISRO, the National Council for Vocational Education and Training (NCVET) and BIT Mesra. The listing provides a 2026 schedule and fee, but registration status can change. This is a skills programme, not proof that a startup receives incubation, authorization or funding by enrolling.
How the support routes compare
| Route | Main purpose | Typical eligible applicant | What may be provided | Timing and cost caveat |
|---|---|---|---|---|
| Authorization | Permission and supervision for an NGE’s space activity | Non-government entity proposing an activity within IN-SPACe’s remit | Regulatory review and coordination; possible pathway to use relevant government infrastructure | Process and conditions are activity-specific; authorization is not a grant |
| Seed-fund call | Prototype or early-stage technology development | Indian space startup or micro and small enterprise meeting the live call’s criteria | Competitive seed funding, followed by monitoring | Only available during published calls; evaluation considers innovation, relevance, commercialization and scale-up |
| Facility and data support | Testing, validation and technical development | Shortlisted or selected proposal under a relevant opportunity | Specified ISRO or Department of Space facility support and, in the 2025 example, experimental Earth-observation data | Scheduling, technical conditions and applicable fees may apply |
| Mentorship | Refining a concept or development plan | Teams selected by the relevant opportunity | Expert guidance connected to the approved project | Availability and scope depend on the call |
| Technology transfer | Adopting government-developed technology or algorithms | Applicant satisfying the opportunity and transfer agreement | Specified Department of Space data algorithms or other listed assets | Licensing, fees, security and use rights must be confirmed in the agreement |
| Venture capital | Equity or other investment for growth | Not stated in the November 2025 announcement | Potential access to a ₹1,000 crore sector fund | Current deployment, terms and direct-application route were not stated |
| Training | Build propulsion and related technical skills | Applicants accepted to the listed course | Short-term instruction with ISRO, NCVET and BIT Mesra | 2026 schedule and fee were listed; availability may have changed |
How to apply for IN-SPACe support
- Define the request. Decide whether you need authorization, prototype funding, a test facility, Earth-observation data, mentorship, a technology license, investment or training. Combining several needs in one vague request makes it harder to match the correct route.
- Find the active opportunity. Check the IN-SPACe Digital Platform and current official notices. Do not use the August 31, 2025 AI INSPIRED deadline as if it were still open, and do not assume that an older seed-fund guideline is a current call.
- Check applicant status. Read the call’s definition of an eligible NGE, startup or micro and small enterprise. Some opportunities may require a DPIIT-recognized startup or other proposal-specific status; there is no single eligibility rule for every service.
- Match the work to the support. Describe the technical problem, the space application, the prototype or experiment, the facility or data required, milestones, commercialization path and scale-up case. For a technology transfer request, identify the algorithm or asset and explain how it will be used.
- Submit through the stated channel. The seed-fund guidelines direct applicants to the IN-SPACe Digital Platform. Follow the live notice for formats, attachments, declarations, deadline and any application fee.
- Prepare for evaluation and clarification. Reviewers may assess innovation, relevance, commercialization and scale-up potential. Keep technical evidence, budgets, intellectual-property information and a realistic delivery schedule ready for questions.
- Read the agreement before accepting. A selected project may have monitoring, reporting, facility-use, data-security, licensing or fee obligations. Confirm what is supplied, what the startup must pay, who owns results and what happens if milestones are missed.
What a startup should prepare before requesting facility or data access
- A precise experiment or validation objective, including measurable outputs.
- Hardware, software, environmental, safety, bandwidth and data-volume requirements.
- A schedule that fits the facility’s available windows rather than assuming immediate access.
- Names and roles of the technical team responsible for operating equipment and handling data.
- Information-security, confidentiality and export-control procedures where applicable.
- A budget that separates seed funding from facility charges, applicable fees, travel, insurance and commercial development.
- A plan for publishing, licensing or commercialising results without breaching government data or technology-transfer conditions.
This preparation does not guarantee approval. It lets IN-SPACe and the relevant facility determine whether the request is technically suitable and what agreement is required.
Costs, obligations and timing
IN-SPACe support does not have one universal price list. Seed funding is competitive rather than a fee-for-service purchase. Facility or data support may carry an applicable fee, as indicated for certain forms of support in the AI INSPIRED opportunity. Technology transfer can involve licensing or other charges, but the exact amount and terms must be taken from the active agreement. The propulsion course listing includes a fee, although the amount and registration status may change.
Selection also creates obligations. Seed-fund recipients are subject to monitoring under the published scheme guidelines. Facility users may have safety, access, scheduling and reporting requirements. Data and algorithms can carry restrictions on storage, disclosure, redistribution and permitted use. A founder should treat those obligations as part of the project budget and schedule, not as administrative details to resolve after approval.
Common mistakes to avoid
Confusing authorization with financing
Authorization allows a regulated activity to proceed under specified conditions. It does not mean that IN-SPACe will pay for development or invest in the company.

Assuming every startup receives ISRO access
Infrastructure sharing is within IN-SPACe’s remit, but access is conditional on a suitable proposal, facility capability, approvals, scheduling and any applicable charges.
Treating a past call as permanently open
The AI INSPIRED example closed on August 31, 2025. Calls, deadlines and eligibility can change, so use the live Digital Platform notice.
Promising venture-fund money to investors or employees
The ₹1,000 crore figure refers to the announced size of a contribution agreement reported on November 10, 2025. The announcement did not establish direct startup access or investment terms.
Ignoring transfer restrictions
Receiving a government algorithm or data set may require a separate agreement. Clarify licensing, fees, security, permitted users and commercial rights before building a product around it.
Which route fits your immediate need?
- You need permission to operate: start with the authorization route for your proposed space activity.
- You need money to build an early prototype: monitor seed-fund calls and check whether your company meets the live startup or MSE criteria.
- You have a prototype but lack validation infrastructure: look for a call offering facility, test or experimental-data support and prepare a detailed validation plan.
- You need government-developed algorithms: look for a technology-transfer opportunity and examine the license before committing to the product architecture.
- You are raising growth capital: treat the announced venture fund as a potential financing channel whose current application route and terms still need confirmation.
- Your team needs propulsion expertise: verify the listed 2026 course schedule, fee and registration status before applying.
The most reliable advice for a founder is to verify the current IN-SPACe notice, eligibility language, fees, facility conditions and agreement terms at the time of application. Official programme pages establish the routes described above, but live availability and operational details can change.
