Before an AI agent connects to organizational accounts, data, tools, or infrastructure, require a named owner and dedicated identity, task-specific least privilege, scoped credentials, a bounded execution environment, verified software and tool provenance, independent authorization checks, human approval for consequential actions, and logging, alerting, and security testing. The model is only one part of the risk: the tools, orchestration layer, and environment determine what the agent can reach if it behaves unexpectedly.

Why an AI agent needs controls beyond a model review

An AI agent can use tools, retrieve information, and take actions on behalf of a user or service. That makes its security depend on more than whether its model usually gives safe answers. If the connected tools can read sensitive files, send messages, change permissions, or run code, a mistaken or manipulated agent may be able to do those things too.

Anthropic’s response to a NIST request for information describes four layers to consider: the model, tools, orchestration harness, and execution environment. That is the respondent’s framing, not an official NIST finding. It is useful because controls at the outer layers can limit the consequences of a model failure: a model may produce an unsafe instruction, but narrow permissions, a sandbox, and an independently enforced approval gate can prevent it from becoming an unsafe action. Anthropic’s RFI response

Do not treat prompt wording or a vendor’s claim that its model resists prompt injection as a replacement for access controls. OWASP identifies excessive functionality, excessive permissions, and excessive autonomy as common contributors to excessive agency. The practical question is not only what the agent is intended to do, but what it can actually do through every connected tool and account. OWASP LLM06:2025, Excessive Agency

What to require before installation

1. A documented identity, owner, purpose, and authority

Assign an accountable owner and record the specific task the agent is approved to perform. Document which users or services it acts for, the data it may read, and the actions it may take. Give it an identifiable workload or agent identity; do not bury activity in a broad shared administrator account.

Define the credential lifecycle before connecting anything: how credentials are issued, scoped, stored, rotated, and revoked. A deployment should make it possible to attribute an action to the agent identity and the relevant user or service context. NIST’s National Cybersecurity Center of Excellence (NCCoE) concept paper highlights identity, authentication, authorization, credential management, audit, and binding an agent’s actions to human authorization as questions for agent deployments. It is a concept paper seeking input, not a finished agent-control standard. NIST’s announcement of the concept paper

2. Least privilege at every boundary

Grant only the capabilities, data access, and downstream permissions needed for the documented task. Separate read access from write access where the systems allow it. Prefer a narrow, purpose-built operation over unrestricted shell access or arbitrary URL fetching when either would be broader than the job requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Enforce authorization in the downstream system for each request and in the context of the user or service involved. Do not rely on the model to remember its limits or decide whether it is allowed to act. Check the full path: an agent with a harmless-looking interface may still inherit powerful permissions from the account or tool behind that interface. OWASP’s guidance on excessive agency and its agent security checklist recommend controlling tools, permissions, and autonomy rather than leaving those decisions to the agent. 3. Isolation and limits on the blast radius

Run local tool servers and code execution in a sandbox or otherwise restricted environment. Limit filesystem access to necessary paths; disable network access unless the task needs it, and allowlist destinations when it does. Separate sensitive payment, authentication, or personal-data tools from general-purpose tools. Set rate limits, quotas, and timeouts so a runaway loop or repeated calls cannot consume unlimited resources or rapidly multiply the impact of a mistake.

Do not assume that a transport choice creates isolation. OWASP cautions that using standard input/output transport does not, by itself, restrict a process’s filesystem access, network access, or access to credentials. Those limits must come from the actual execution environment and its configuration. OWASP MCP Security Cheat Sheet

4. Verified software, publisher, and tool definitions

Before installation, identify the publisher and source. Review the code or, where that is not practical, the tool definitions, declared permissions, dependencies, and behavior relevant to the proposed connection. Verify signatures or checksums when available, and pin versions and schemas so an update cannot silently change what the agent is authorized to invoke.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For local installation, show the complete command to the person approving it and get explicit consent before connecting a new server. Review or obtain consent again if its tool definitions change. Do not let a web page or other untrusted content trigger an installation. OWASP’s MCP guidance also calls out package-name typosquatting and post-installation “rug pulls,” in which a package or its behavior changes after an initial review. OWASP MCP Security Cheat Sheet

5. Untrusted prompts, documents, and tool output

Treat external documents, messages, web pages, retrieved passages, and tool responses as untrusted input. They may contain instructions intended to redirect the agent, even when they appear inside otherwise useful content. Keep such content distinct from trusted control instructions, and validate tool inputs and outputs in trusted code before they can affect another action.

Authorize each subsequent action independently. For example, a document that asks an agent to share a file must not itself grant permission to share that file. Text filters can help flag suspicious content, but OWASP cautions that filtering does not prove that what remains is safe. OWASP MCP Security Cheat Sheet and OWASP AI Agent Security Cheat Sheet

6. Approval gates for consequential actions

Require explicit human approval or approval from a policy engine before actions that are destructive, financial, externally visible, permission-changing, involve data sharing, or otherwise have high impact. The approver needs to see the complete action parameters and target—not just a short, agent-written description that may omit an important detail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The component that executes the action must independently verify both the approval and the agent’s authority to perform it. An agent-generated confirmation, summary, or claim that a user approved an action must not bypass that check. This distinction matters: a review screen is not a meaningful control if the execution path will proceed without validating the approval. OWASP MCP Security Cheat Sheet and OWASP LLM06:2025

7. Data minimization and credential protection

Send the agent only the sensitive information needed for its task. Apply the organization’s classification and retention rules, and use encryption in transit and at rest as appropriate for the data and systems involved. Keep credentials out of plain-text configuration and out of reach of unrelated tools. OWASP’s MCP guidance recommends OS-native secure credential storage for OAuth tokens and cautions against sharing credentials across MCP servers. OWASP MCP Security Cheat Sheet and OWASP AI Agent Security Cheat Sheet

8. Auditing, alerting, and retained test evidence

Log tool calls with their parameters, timestamps, and user context, while redacting secrets and personal data from records. Alert on events such as new tools, unusual call frequency, or privileged queries, and route records into the organization’s existing monitoring process. Logs should support both investigation and a clear account of which identity initiated an action.

Before production, test realistic abuse cases: prompt injection, unauthorized data access, permission escalation, and unintended high-impact actions. Repeat testing after significant changes to prompts, tools, memory, retrieval, policy, or model provider. Retain the tested configuration and version, the abuse cases, expected outcomes, observed approval or denial behavior, and accepted residual risks. That evidence helps reviewers understand what was tested and what risk remains; it is not a guarantee that every failure mode has been found. How to compare candidate agents

When more than one candidate can do the job, compare the actual controls and evidence rather than treating general safety claims as equivalent. Ask the vendor or deployment team to demonstrate the permissions, authorization path, and failure behavior for the proposed configuration.

Evaluation area What to establish Useful evidence
Capabilities and scopes Can tools and data access be limited to the task? Can read and write permissions be separated? Configured scopes and a demonstration that an out-of-scope request is denied.
Identity and credentials Is there a distinct, attributable agent or workload identity? Can credentials be scoped, rotated, and revoked? Identity configuration, credential-handling procedure, and audit records tied to the identity and user context.
Isolation Can filesystem, network, memory, and user boundaries be restricted as needed? Execution configuration and tests showing that disallowed paths or destinations are inaccessible.
Approval enforcement Can high-impact actions be held for approval, and does the execution component validate it independently? A test showing the action is denied without valid approval and proceeds only when the required authority is present.
Untrusted content Are retrieved content and tool outputs kept from acting as trusted instructions? Adversarial test cases and the resulting tool-call decisions.
Provenance and updates Can publishers, packages, versions, dependencies, and tool-schema changes be reviewed? Source and version information, integrity checks where available, and a change-review process.
Monitoring and testing Are tool calls auditable, alerts actionable, and security tests repeatable? Redacted sample records, alert rules, test cases, observed results, and documented residual risks.

A claim that the model resists prompt injection is not a substitute for these controls. As Anthropic’s RFI response puts it, “Agent security is a property of the whole system, not just the model.” That statement is Anthropic’s, not NIST’s. Anthropic’s RFI response

A practical installation gate

Use a staged review so that installing a package does not automatically become permission to connect it to production systems.

  1. Write down the approved task. Name the owner, users or services represented, permitted data, permitted actions, and the systems in scope.
  2. Inventory the connection. List each tool, server, account, permission, credential, data source, and network destination the agent would use. Remove capabilities that do not serve the task.
  3. Review the source and configuration. Verify publisher and version, inspect available code or tool definitions and dependencies, check signatures or checksums when available, and pin versions and schemas.
  4. Set boundaries before granting access. Configure the agent identity and scoped credentials, sandbox execution, restrict files and network access, set timeouts, quotas, and rate limits, and separate sensitive tools.
  5. Connect in a controlled environment. Display and review the full local installation command, obtain explicit consent for the server connection, and avoid production credentials until the intended scopes and restrictions are confirmed.
  6. Test denied as well as allowed behavior. Exercise prompt injection, out-of-scope reads and writes, attempts to escalate permissions, and high-impact actions without approval. Verify that trusted enforcement blocks unauthorized calls.
  7. Enable audit and response procedures. Confirm useful tool-call logging and alerts, define how to disable the agent and revoke credentials, and retain the configuration, test results, and residual-risk decision.
  8. Re-review material changes. Reassess when tools, schemas, prompts, memory, retrieval, policy, versions, or the model provider change; repeat relevant tests before relying on the changed deployment.

If a candidate cannot demonstrate a control that matters to the proposed task—such as revoking its credentials, preventing an unauthorized write, or pausing a consequential action—treat that as an unresolved risk. Reduce the connected capability, add an independent enforcement layer, or do not connect it to the affected system.

What current guidance does—and does not—establish

NIST announced on February 5, 2026 that its NCCoE had released a concept paper exploring software and AI agent identity and authorization. The public-comment deadline was April 2, 2026. As of the NIST AI security overview accessed October 13, 2026, single-agent and multi-agent control overlays are described as work in development. These resources are useful context, but they do not amount to a finalized, universally applicable agent-control standard. NIST’s announcement and NIST AI security overview

OWASP’s Agent Control Standard page, dated September 1, 2026, describes runtime middleware hooks for policy enforcement. It is an OWASP resource, not a binding law or a universal certification requirement. Use applicable organizational policies and legal obligations as well, and make a deployment-specific risk decision based on the agent’s access and potential impact. OWASP Agent Control Standard
