When a school cannot fill teaching posts or cover absences, the safest response is a staged continuity plan: identify which classes and student services are at immediate risk, deploy qualified substitutes consistently, protect essential learning time, provide targeted catch-up support, and work on recruitment and retention at the same time. No single intervention restores normal instruction everywhere, and rules for who may teach, supervise or tutor differ by jurisdiction.

Temporary absence and persistent vacancies should be reported separately. A short absence may need a one-day cover plan; a vacancy lasting a term requires a stable timetable, named instructional responsibility and a review of student progress. The examples below draw on official guidance from the United States, England and Australia, so a school must check its own licensing, safeguarding, labor and funding requirements before acting.

What happens when there are not enough teachers?

Staff shortages can increase class sizes, require more substitute teaching, place teachers outside their certified subject areas and, in severe cases, contribute to school closures. In a December 16, 2021 letter, the U.S. Secretary of Education described related effects as difficulty providing transportation, interrupted meals and mental-health services, larger classes, more students taught by substitutes or teachers uncertified in the assigned area, and disruptive closures in the most extreme cases. That description explains the risks; it is not a statement that every school experiences all of them.

Two historical survey figures show why leaders monitor the problem closely rather than relying on anecdotes. The U.S. Department of Education cited an EdWeek Research Center survey in which “one in four district leaders and principals” reported severe shortages, and a National Association of Secondary School Principals survey in which 68 percent of principals said they were concerned about shortages and that hiring qualified teachers had become more difficult since COVID-19. Both figures are from 2021 and should not be read as current prevalence rates.

First response: protect learning and essential services

Map the gaps by risk, not just by vacancy count

Within a day or two, create a live list of every uncovered lesson, affected year group, subject, specialist service and supervision duty. Mark whether the problem is a single absence, a recurring absence or an unfilled post. Prioritize younger pupils, examination classes, students with legally required support, laboratory or practical work, and provision such as meals, transport, counseling and safeguarding supervision. A timetable that appears covered can still leave a critical service unstaffed.

  • Name an accountable leader for each affected class or service.
  • Record the planned adult, their qualifications, the room, the learning objective and the escalation contact.
  • Flag groups that have lost consecutive lessons so recovery support can be scheduled rather than left to chance.
  • Tell families and students what is changing, how attendance and assignments will work, and whom to contact.

Separate continuity from catch-up

Continuity means keeping a safe, coherent lesson running now. Catch-up means addressing knowledge or practice that students have missed. Combining both in an improvised lesson can overload the adult and obscure whether pupils have learned the intended content. Keep the original curriculum sequence where possible, then use assessment evidence to select later catch-up work.

How to use substitute teachers more effectively

The U.S. Department of Education’s 2021 shortage guidance recommended building a high-quality substitute pool. It gave consistent placement in one school for a year as an example of a way to improve stability. That is a recommendation, not a guarantee and not a requirement that every district can meet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a repeatable cover process

  1. Maintain a verified pool. Track availability, grade and subject experience, background checks, required credentials and completed orientation. Do not assume that a person who can supervise a class is legally permitted to teach a regulated subject.
  2. Match the assignment. Send the substitute the timetable, seating plan, safeguarding procedures, emergency contacts, lesson materials and any accessibility information that may lawfully be shared.
  3. Prefer continuity. When a vacancy will last more than a few days, offer a consistent substitute or small team rather than changing adults every morning. A stable adult can learn routines and coordinate with the department.
  4. Provide in-school oversight. Assign a named teacher or leader to check the lesson plan, answer questions and review student work. Oversight is especially important when the substitute is outside the subject area.
  5. Close the loop. Require a short handover recording attendance, work completed, incidents, student questions and pupils who need follow-up.

England’s Department for Education examined how schools use supply teachers, including deployment, procurement, management, professional development and workforce characteristics. Its 2024 study surveyed 1,500 supply teachers and a representative sample of schools, and interviewed 60 supply teachers, 22 leaders and seven providers. Those are study-sample counts, not evidence that one deployment model improves attainment.

How workforce and resource planning can reveal workable capacity

Shortages are often made worse by schedules that hide unused capacity, duplicate administrative work or move the most experienced teachers away from the classes with the greatest need. England’s school workforce-planning guidance, updated October 21, 2024, sets out six principles and school case studies for reviewing workforce and resources. It is guidance for schools in England, not a universal staffing formula.

Run a local review

  1. Describe the service you must protect. List curriculum entitlement, special educational support, pastoral care, meals, transport, examinations and safeguarding duties.
  2. Compare demand with available time. Use the actual timetable, contracted hours, part-time patterns, release time and known absences. Do not count a teacher as spare merely because a lesson has been canceled.
  3. Test alternatives together. Consider timetable changes, shared planning, specialist rotation, central preparation of materials and administrative redistribution before adding classes to already overloaded teachers.
  4. Check student impact. Ask which option preserves subject access, feedback, relationships and reasonable class sizes for the pupils most affected.
  5. Cost the full arrangement. Include pay, agency or travel costs, training, technology, supervision and the time existing staff spend coordinating it. The available guidance does not provide a universal price.
  6. Review at a fixed date. Set a two- or four-week checkpoint with attendance, completed curriculum, assessment and staff-workload evidence, then stop or adjust arrangements that are not sustainable.

Use reassignment carefully

Moving a qualified teacher can solve one uncovered lesson while creating a larger gap elsewhere. Before reassignment, check certification, preparation time, contractual limits, class size, special-needs provision and the effect on the teacher’s original pupils. Volunteers, teaching assistants and community members may support activities under supervision where local rules allow, but they should not be treated as unrestricted substitutes for licensed teachers.

Can tutoring help students who missed instruction?

Yes, for identified academic needs, tutoring can be a useful additional layer. England’s 2024 non-statutory guidance describes tutoring as intensive one-to-one or small-group support that can support academic progress. It does not establish tutoring as a replacement for a regular classroom teacher or quantify its effect specifically during a shortage.

Design a targeted tutoring cycle

  1. Identify the gap. Use classwork, brief diagnostic checks, attendance and teacher observations to specify the knowledge or skill that needs attention.
  2. Set a narrow goal. Define what the pupil should be able to do, how often sessions will occur and when progress will be checked.
  3. Choose a suitable tutor. Verify subject knowledge, age-group experience, safeguarding checks and any required registration. Match language, accessibility and schedule needs.
  4. Connect tutoring to class teaching. Share the intended sequence and misconceptions with the responsible classroom teacher so sessions reinforce, rather than contradict, current work.
  5. Monitor access and results. Track attendance, short assessments, student feedback and whether the timetable is displacing core lessons, meals or support services.
  6. End or adapt deliberately. Continue only while the defined need remains; otherwise return time to classroom learning or address a different priority.

Small-group tutoring may reach more students, while one-to-one sessions can address a precise barrier. The trade-off is not only cost: leaders must also consider tutor availability, rooming, travel, safeguarding, equitable access and the coordination time required.

Plan for persistent vacancies, not just tomorrow’s absence

Emergency cover cannot solve a workforce pipeline problem. Australia’s National Teacher Workforce Action Plan illustrates a systems approach with five connected priorities: improve teacher supply; strengthen initial teacher education; retain teachers through support and workload reduction; elevate the profession; and improve information about future workforce needs. The plan was agreed on December 15, 2022, and its public page was updated in September 2025. It is Australian policy, offered here as an example rather than a rule for other systems.

Translate the priorities locally

  • Supply: identify shortage subjects and locations, then target recruitment, return-to-teaching routes and paid placements where authority and funding permit.
  • Preparation: work with preparation providers on supervised practice, mentoring and realistic information about the role.
  • Retention: reduce avoidable paperwork, protect planning time, provide induction and coaching, and address workload patterns that drive early exit.
  • Professional status: give teachers meaningful instructional leadership, recognize expertise and communicate the value of the work to the community.
  • Forecasting: combine enrollment projections, retirement, part-time patterns, subject demand and local labor data so recruitment begins before a vacancy becomes an emergency.

Retention actions usually influence staffing more slowly than filling a daily cover slot, but they reduce the repeated disruption caused by turnover. Set separate milestones for immediate coverage, one-year retention and multi-year pipeline development.

Measure What it tells leaders Warning sign
Lessons covered by an appropriately qualified adult Whether the timetable is genuinely staffed Coverage rises only because unqualified or unsupervised adults are being counted
Consecutive days with the same responsible adult Whether students have instructional continuity Frequent changes and missing handovers
Curriculum tasks completed and assessed Whether coverage preserves learning, not just supervision Work is assigned but feedback and checks are absent
Attendance, behavior and safeguarding incidents Whether disruption is affecting safety or engagement Patterns concentrated in uncovered classes
Student support access Whether meals, transport, counseling and required plans continue Service cancellations hidden by a “covered” timetable
Teacher workload and absence Whether the solution is shifting the shortage onto existing staff Extra duties, missed planning or rising absence

Local checks before assigning anyone to a class

Because the location and school system are unspecified, obtain written confirmation from the relevant authority, union or legal adviser on:

  • teacher licensing, subject and age-group requirements;
  • background checks, safeguarding training and supervision ratios;
  • labor agreements, workload limits, planning time and consultation duties;
  • funding eligibility for substitutes, tutoring, transport or student services;
  • privacy and accessibility rules for sharing student information;
  • attendance, examination and special-education obligations; and
  • approval for volunteers, agency staff, remote instruction or cross-school deployment.

Keep the decision record: the identified risk, options considered, qualifications checked, student groups affected, review date and the person accountable. That record helps a school explain why a temporary arrangement was safe and when it should end.

Common failure modes and better alternatives

  • Counting supervision as teaching: a quiet room is not proof of curriculum progress. Require a lesson objective, materials, adult responsibility and work review.
  • Rotating adults without handover: use a shared class brief and a named coordinator so each substitute starts with accurate information.
  • Solving every gap with overtime: protect planning and recovery time; otherwise the workaround can increase absence and deepen the shortage.
  • Buying tutoring before diagnosing need: identify the specific gap and monitor attendance and progress before expanding a program.
  • Applying another country’s rule locally: treat United States, England and Australia examples as policy illustrations, then verify local law and funding.
  • Announcing a permanent fix for a temporary crisis: set an end date and review evidence so an emergency measure does not become an unsupported staffing model.

A practical decision sequence

  1. List every uncovered class and essential service, separating temporary absences from persistent vacancies.
  2. Protect high-risk students, regulated provision and safety-critical services first.
  3. Deploy verified, appropriately qualified adults and favor consistent placement for continuing gaps.
  4. Use a workforce-and-resource review to adjust schedules and remove avoidable workload without creating a new deficit.
  5. Offer targeted tutoring only for diagnosed needs, with safeguarding, access and progress checks.
  6. Measure coverage, continuity, learning evidence, services and staff workload at a fixed review date.
  7. Invest in supply, preparation, retention, professional status and forecasting so the next disruption is less severe.
