Industrial AI has no single, universal safety standard. The correct framework depends on what the system does, whether it can influence a physical hazard, whether it is part of a safety-related control function, the equipment and sector involved, and the jurisdiction. In practice, organizations combine machinery risk assessment (usually starting with ISO 12100), AI-risk management (ISO/IEC 23894 or the voluntary NIST AI Risk Management Framework), and functional-safety standards such as ISO 13849-1 or IEC 62061 when AI affects a safety-related control system.

Why one “industrial AI safety standard” does not exist

Industrial AI covers very different systems: a model that predicts bearing wear, software that recommends production settings, a vision model that rejects defective parts, an optimizer that changes process parameters, and an autonomous controller that can alter a robot’s motion. Those uses do not create the same hazards or legal duties.

The first distinction is between AI risk management and machinery safety. AI-risk frameworks address issues such as data, model behavior, human interaction, monitoring, updates, and organizational accountability. Machinery standards address hazards arising from machines, their interfaces, operating modes, maintenance, and foreseeable misuse. A company may need both. An AI governance framework cannot substitute for a machine risk assessment, and a machine risk assessment does not by itself address every AI lifecycle risk.

The second distinction is whether the AI is inside, or relied upon by, a safety-related control function. A production-forecasting model that never commands a hazardous actuator is different from a model whose output is used to stop a press, limit robot speed, or permit access to a dangerous zone. Once a safety function is involved, the applicable functional-safety standards and their evidence requirements become central.

The standards map

Need Reference What it contributes Important boundary
Organization-wide AI risk management ISO/IEC 23894:2023 Guidance for organizations developing, producing, deploying, or using AI products, systems, and services. It helps integrate AI-risk management into normal activities and functions. It is contextual and customizable guidance, not a machinery-specific safety standard.
Voluntary AI risk framework NIST AI Risk Management Framework 1.0 Organizes trustworthiness considerations across AI design, development, use, and evaluation. NIST describes it as voluntary and says it is being revised. It does not establish legal compliance or machinery functional safety.
Machinery risk assessment and risk reduction ISO 12100:2010 Machinery terminology, hazard identification, risk estimation and evaluation, risk reduction, documentation, and verification. ISO lists a successor draft in development, so check the publication status before relying on a newer edition.
AI/ML implications in machinery ISO/TR 22100-5:2021 Explains how bounded AI and machine-learning applications can be considered in machinery risk assessment. It excludes unpredictable AI acting beyond specified limits and AI used in safety systems, including safety-related sensors and safety-related control-system parts.
Safety-related control functions ISO 13849-1:2023 Methods and requirements for designing and integrating safety-related parts of control systems, including software, for high-demand and continuous modes. It does not define every application-specific safety function or the performance level required for a particular machine.
Machinery functional safety IEC 62061 Design, integration, and validation of machine safety-related control systems within the IEC 61508 family. It does not cover every machine-level safety requirement, safeguarding issue, or certain electrical hazards.
Additional functional-safety guidance IEC TS 63394:2023 Additional guidance for applying IEC 62061 or ISO 13849-1. It does not replace either standard.
EU high-risk AI obligations Regulation (EU) 2024/1689 Requires a continuous risk-management system for high-risk AI, including intended use and reasonably foreseeable misuse. Applicability depends on legal classification and use case; machinery and other product legislation may apply at the same time.

Start with the machine and the AI system boundary

Before selecting a standard, write a system definition that a safety engineer, AI engineer, integrator, operator, and regulator would interpret in the same way. Record:

  • The AI’s intended purpose and prohibited uses.
  • The machine, robot, process plant, or coordinated machine group it can observe or influence.
  • Inputs, outputs, interfaces, actuators, network connections, and human decisions.
  • Operating modes, autonomy, operating limits, environmental assumptions, and fallback behavior.
  • Who develops, supplies, integrates, deploys, maintains, updates, and operates the system.
  • The lifecycle covered: commissioning, normal production, setup, cleaning, maintenance, foreseeable misuse, decommissioning, and software updates.

This boundary prevents a common error: treating a model as an isolated software component when its output changes a physical process. It also reveals whether several machines form one safety-relevant system even though different suppliers provide the components.

Classify what the AI actually does

Monitoring and prediction

Condition monitoring, anomaly detection, predictive maintenance, and energy forecasting usually inform a human or another non-safety process. They still require AI-risk controls for data quality, drift, false alarms, cybersecurity, and operator reliance. If an alarm automatically changes a hazardous operating state, classify that downstream action rather than the model’s marketing label.

Recommendation and optimization

A model may recommend setpoints, schedules, recipes, or inspection decisions while an authorized person approves them. The risk assessment should examine automation bias, approval timing, incorrect recommendations, and what happens when the model is unavailable. Optimization becomes more safety-critical when the recommendation is written directly to a controller or changes a limit that a safety function assumes.

Inspection and machine vision

Vision systems can detect defects, people, tools, or intrusions. A quality-inspection result is not automatically a safety function. If the same camera is used to detect a person and initiate a protective stop, the sensing and control chain must be assessed under the applicable functional-safety approach; ISO/TR 22100-5 does not cover AI used in safety systems.

Direct control

AI that commands motion, pressure, temperature, speed, access, or shutdown can create or mitigate physical hazards. Identify every hazardous outcome from a wrong, late, missing, manipulated, or out-of-distribution output. Determine whether the AI is part of a safety-related control function or merely operates behind an independent, conventionally engineered safety layer. Do not assume that testing a machine-learning model establishes a required performance level or safety integrity claim.

A practical assessment sequence

  1. Define purpose and boundaries. Document intended use, foreseeable misuse, interfaces, autonomy, operating limits, lifecycle phases, and organizational roles.
  2. Classify the AI role. Separate monitoring, recommendation, optimization, inspection, and direct control. Mark any output that can create, increase, detect, or mitigate a physical hazard.
  3. Perform the machinery assessment. Where machinery is in scope, use ISO 12100:2010 as the starting method. Identify hazards, estimate and evaluate risks, apply the hierarchy of risk reduction, and verify the resulting measures across relevant lifecycle phases.
  4. Analyze AI-specific risks in parallel. Use ISO/IEC 23894:2023 or NIST AI RMF to structure questions about data provenance, model behavior, performance changes, human interaction, monitoring, security, updates, and organizational accountability. Treat these as prompts for an engineered process, not as a replacement for hazard analysis.
  5. Determine whether a safety function is involved. Trace the complete sensing, logic, communication, and actuation chain. If it is safety-related, evaluate ISO 13849-1:2023 or IEC 62061, including software, architecture, diagnostic capability, independence, and validation within the selected standard’s scope.
  6. Check sector and jurisdictional rules. Identify machinery, electrical, pressure, robotics, process, workplace, and product-safety requirements that apply in the installation’s jurisdiction. For the European Union, separately assess the AI Act classification and any product legislation.
  7. Set evidence and change controls. Keep traceable requirements, assumptions, hazard records, model and data versions, verification and validation results, monitoring results, incidents, approvals, and triggers for reassessment.

How ISO 12100 and ISO/TR 22100-5 fit together

ISO 12100:2010 is the general machinery risk-assessment and risk-reduction starting point. Its method covers identifying hazards and estimating and evaluating risks during relevant phases of the machine life cycle, followed by hazard elimination or sufficient risk reduction. ISO says the 2010 edition remains current while a successor draft is being developed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ISO/TR 22100-5:2021 adds AI/ML context for machinery applications designed to act within specified limits. “Bounded” matters: the assessment can rely on a defined operating domain, known interfaces, and explicit assumptions. The technical report does not address unpredictable AI acting beyond those limits, and it expressly excludes AI used in safety systems such as safety-related sensors and safety-related control-system parts. Therefore, citing the technical report does not justify putting an unconstrained learning system in a protective-stop chain.

When ISO 13849-1 or IEC 62061 is needed

Use a functional-safety standard when the AI is in, controls, or changes the behavior of a safety-related control function. The choice depends on the machine, architecture, engineering practice, and applicable sector guidance; it is not made solely because a system uses machine learning.

Question ISO 13849-1:2023 IEC 62061
Primary focus Safety-related parts of control systems, including software, for high-demand and continuous modes. Design, integration, and validation of machine safety-related control systems.
What it does not provide It does not specify every application-specific safety function or the required performance level for a machine. It does not cover every machine-level safety requirement, safeguarding, or certain electrical hazards.
How to use it with AI Analyze the AI’s role in the safety-related control architecture and demonstrate the required characteristics through the standard’s design and validation process. Assess the AI-enabled subsystem as part of the safety-related control system and validate the complete function under the standard’s requirements.

IEC TS 63394:2023 provides additional guidance for applying IEC 62061 or ISO 13849-1. It is supplementary, not a substitute. In either route, an AI model’s accuracy on a test set is only one piece of evidence. The safety case must address faults, uncertainty, diagnostics, failure response, independence, configuration control, and validation of the complete function.

AI-risk management across the lifecycle

ISO/IEC 23894:2023 is useful for assigning responsibilities and integrating AI-risk work into normal organizational processes. NIST’s AI RMF 1.0 offers a voluntary way to organize trustworthiness considerations in design, development, use, and evaluation; NIST says it is being revised. Neither framework is a machinery certification.

A practical lifecycle record should connect:

  • Requirements: intended use, operating domain, limits, safety assumptions, and human responsibilities.
  • Data: provenance, labeling, representativeness, quality controls, privacy or confidentiality constraints, and data changes.
  • Performance: acceptance criteria, uncertainty, false positives and negatives, edge cases, and conditions outside the operating domain.
  • Human interaction: alert meaning, response time, authority to override, training, workload, and safeguards against automation bias.
  • Operations: runtime monitoring, logs, incident handling, access control, cybersecurity, backup modes, and safe behavior when the model or network fails.
  • Change management: model retraining, new data, software dependencies, sensor replacement, process changes, and triggers for repeating the risk assessment.

European Union requirements and dates

For an EU deployment, determine whether the system is high-risk under Regulation (EU) 2024/1689 and whether machinery or other product-safety rules also apply. High-risk systems require a continuous, iterative risk-management system that considers risks arising from intended use and reasonably foreseeable misuse. The AI Act classification is a legal question tied to the use case and product context, not a label that can be inferred from the word “industrial.”

The European Commission’s July 2026 page describes draft, non-binding guidance and states that, under its revised enforcement timeline, rules for AI integrated into products such as robotics and industrial machinery apply from 2 August 2028. That date and the guidance status can change. Before making a compliance decision, check the current consolidated regulation, Commission guidance, national implementation information, applicable product rules, and the official standards catalogue.

A technical standard gives the AI Act’s presumption of conformity only when it is harmonized and published in the Official Journal, and only for the requirements its scope actually covers. Buying or following a standard is not the same as obtaining that presumption.

Evidence, monitoring, and reassessment triggers

Maintain a traceable file from system definition through operation. At minimum, retain the hazard analysis, AI-risk records, safety requirements, architecture, assumptions, data and model versions, test evidence, validation results, approvals, monitoring design, incidents, and corrective actions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define reassessment triggers before deployment. Examples include a new model or training set, changed sensors, a new operating environment, altered production speed, a new machine mode, a safety incident or near miss, recurring out-of-domain inputs, a change in the human approval process, or a new legal or standards edition. For an EU high-risk system, Article 9’s risk-management duty is continuous and iterative, so a one-time commissioning assessment is insufficient.

Common mistakes and how to correct them

  • Choosing a standard from the technology label. Correct it by starting with hazards, machine functions, and the AI’s actual authority.
  • Using ISO/IEC 23894 or NIST AI RMF as a machinery certificate. Use them for AI governance and lifecycle risk; perform the machinery and functional-safety work separately.
  • Treating a quality or monitoring model as harmless. Trace its outputs into alarms, setpoints, overrides, maintenance decisions, and operator behavior.
  • Putting bounded-AI guidance around an unbounded system. Confirm the operating limits and fail-safe behavior; ISO/TR 22100-5 excludes unpredictable AI beyond specified limits.
  • Assuming model validation proves functional safety. Validate the complete safety-related control function, including faults, diagnostics, independence, and actuation.
  • Assuming a standard automatically proves EU compliance. Verify harmonization, Official Journal publication, covered requirements, and the current legal timeline.
  • Stopping after commissioning. Monitor deployed behavior and repeat the assessment when the model, data, machine, process, people, or legal context changes.

A concise decision rule

If the AI only informs a non-safety decision, establish AI-risk governance and assess the affected process. If it changes a machine’s behavior, perform the machinery risk assessment and analyze the resulting hazards. If it participates in a safety-related control function, apply the relevant functional-safety standard and validate the complete chain. If the system is placed on the EU market or used in an EU-regulated context, add the AI Act and other product-law analysis. These layers complement one another; none is a universal replacement for the others.
