Carry and wear a properly fitted, serviceable U.S. Coast Guard-approved wearable personal flotation device (PFD) for every person, plus a safe way to remove water, reliable communications, sound and visual signaling suited to your route, and equipment matched to your boat or kayak. Prevent swamping by staying within the capacity plate, balancing the load, and avoiding conditions your craft cannot handle. If water comes aboard, protect people first, call for help, stay with the vessel when that is safer, and make yourself visible.

The essential swamping-safety kit

Swamping is usually a stability and water-management problem that becomes a survival emergency when people enter cold or rough water. The right kit addresses five jobs: keeping people afloat, preventing additional water entry, removing water when it is safe, summoning rescuers, and making the group easy to locate. Federal carriage rules vary with vessel length, type, activity, and operating waters, so treat the list below as a practical baseline rather than a complete legal checklist.

Safety job Gear to carry Important qualification
Keep people afloat One properly sized, serviceable, Coast Guard-approved wearable PFD per person Wear it underway; a PFD stored in a locker cannot help someone thrown overboard. Children under 13 generally must wear one underway under federal rules, subject to below-deck or enclosed-cabin exceptions and differing state rules.
Remove water Bailer or bucket, manual bilge pump, and (for paddlers) sponge Use only while the craft remains stable and bailing does not expose anyone to greater danger.
Attract attention Whistle or other approved sound-producing device, plus route-appropriate visual signals A human voice is not the required sound signal for small U.S. vessels; visual-signal rules depend on waters and vessel.
Call for help Marine VHF radio or another dependable emergency communication method; waterproofed phone where coverage is realistic Choose equipment for distance from shore, traffic, weather, and local requirements.
Assist a capsized paddler Spare paddle, paddle leash, paddle float, towline or floating throw line, and throw bag These are National Park Service paddling recommendations, not a universal federal checklist; practice using them before an emergency.

Wear the right PFD before trouble starts

The U.S. Coast Guard explains that a wearable PFD can provide buoyancy after unexpected immersion or when fatigue, injury, or cold makes swimming ineffective. Its central warning is direct: “A wearable PFD can save your life, but only when you wear it.” Read the Coast Guard guidance at Life Jacket Wear / Wearing your Life Jacket.

Fit and selection

  • Choose a Coast Guard-approved label for the activity and water conditions. Match the stated weight and chest-size range to the wearer, and select a design that permits the paddling, fishing, or motorboat movements you actually make.
  • Inspect straps, buckles, zippers, fabric, flotation material, and the approval label. Replace a unit that is torn, waterlogged, oil-soaked, moldy, or otherwise no longer serviceable.
  • Keep every PFD immediately reachable. Do not bury it beneath fuel cans, dry bags, or fishing tackle.
  • Inflatable models have specific age, weight, swimming-ability, cartridge, and service limitations. Follow the individual label and current Coast Guard instructions rather than assuming an inflatable is suitable for every passenger or condition.

U.S. carriage basics

Coast Guard guidance says each person aboard needs an approved, serviceable, properly sized wearable PFD. Federal rules generally require children younger than 13 to wear one while underway, with exceptions for a child below deck or inside an enclosed cabin; a state may impose stricter requirements. The current Coast Guard FAQ is at Frequently Asked Questions. The same FAQ says vessels greater than 16 feet generally need an approved throwable flotation device, while canoes and kayaks are exempt from that length-based throwable requirement. Confirm the rule for your boat and waterway before departure.

Carry equipment that can remove water

A swamped boat may remain afloat if you can reduce the water level without destabilizing it. Carry a bucket or bailer sized for the craft and a manual bilge pump that you can operate from a secure position. A sponge helps a kayak or canoe remove the final shallow layer after bulk water is gone. NSW Government boating guidance specifically lists a bucket and bilge pump after swamping; that advice is general emergency guidance from an Australian state authority, not U.S. carriage law. See Capsizing and swamping.

Keep the bailer and pump tethered or stored where they remain reachable after a rollover. Before launching, check that hoses, valves, and electrical connections work and that the pump can discharge overboard rather than back into the bilge. No single pump capacity fits every hull: select a manual or powered pump for the boat’s volume, compartment layout, and likely failure modes. Never lean over a gunwale, climb onto an unstable bow, or delay a distress call merely to retrieve a pump.

Communications and signaling equipment

Sound signals

For a U.S. vessel under 39.4 feet (12 meters), the Coast Guard FAQ says you need an efficient means of making an audible signal, such as a handheld air horn, athletic whistle, or installed horn. A shout does not satisfy that requirement. Keep a whistle attached to each paddler’s PFD and protect air horns from water and accidental discharge. Vessels 39.4 feet or longer have more specific sound-appliance requirements; check the federal guide for your vessel.

Radio, phone, and distress signals

A marine VHF radio is usually the most useful way to call nearby vessels and emergency services when you are on navigable water. Carry it where a person in the water can reach it, and use a waterproof case or float if it is handheld. A phone can supplement the radio, but signal coverage, battery life, and wet touchscreens make it a poor sole plan offshore or in remote waterways.

Visual distress signals are required in specified U.S. waters, with exceptions. The exact flares, electronic signals, or day/night equipment depend on the route and vessel, so do not assume one flare kit is legal everywhere. Check the current Coast Guard requirements and the relevant state boating authority. Keep signals within their expiration dates, in waterproof packaging, and accessible without opening a packed gear stack.

For longer ventures, leave a float plan with a trusted person. A 2026 Coast Guard preparedness release recommends sharing your route and trip details so someone can raise an alert if you do not return as expected: Coast Guard urges preparedness during National Safe Boating Week.

Additional gear by craft type

Small motorboats

  • Read the capacity plate and keep people and equipment inside its limits. Store heavy items low and near the centerline; secure loose fuel, batteries, coolers, and anchors so a sudden turn cannot shift the load.
  • Know how to start, stop, and manually operate the bilge pump. Inspect the hull, drain plugs, through-hull fittings, and built-in flotation before every trip.
  • Carry the required throwable flotation device where it can be reached immediately, not beneath a seat or inside a locked compartment.
  • Anchor from the bow, never the stern. A stern-set anchor can pull the transom under as waves or current load the rode, a risk identified in NSW emergency guidance.

Canoes and kayaks

The National Park Service Point Reyes paddling list suggests a bilge pump or bailer, sponges, one paddle per paddler plus a spare, paddle leash, paddle float, towline or floating throw line, throw bag, and a spray skirt for kayaks. It also lists communications and signaling options such as a radio, waterproofed phone, whistle, mirror, strobe, or flares. These are contextual NPS recommendations, not a universal legal checklist. Read Your Safety While Boating and match the kit to your hull, skill, water temperature, remoteness, and group size.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practice wet exits, assisted rescues, paddle-float re-entry, towing, and throw-bag use in controlled conditions. If a kayaker cannot re-enter, NPS guidance advises staying with the capsized kayak because the boat is larger and easier for rescuers to see than a swimmer alone.

Prevent swamping before launching

Respect capacity and stability

Do not exceed the capacity plate or the manufacturer’s stated people, weight, horsepower, or gear limits. Load passengers and equipment evenly, keep the center of gravity low, and avoid sudden standing, leaning, or high-speed turns. Waves, hull damage, and a badly distributed load can combine to swamp a craft even when its total weight appears acceptable.

Match conditions to the craft

Check wind, wave height, current, water temperature, visibility, and forecast changes. Ohio Department of Natural Resources guidance emphasizes balanced loading, controlled turns, and avoiding rough water or bad weather beyond the craft’s capability. A calm launch site does not guarantee calm conditions on an exposed crossing. Postpone, shorten the route, or choose protected water when the forecast exceeds your experience or boat’s limits.

Secure and inspect everything

  • Close hatches, fit drain plugs, and verify that cockpit and deck drains are clear.
  • Secure dry bags and fuel so they cannot roll underfoot or shift to one side.
  • Keep a paddle or propulsion method usable after a capsize; a spare paddle is especially valuable for a kayak group.
  • Tell every passenger where PFDs, the radio, whistle, bailer, and emergency signals are located.

What to do when the boat is swamped

Use this people-first sequence as a decision framework, not as a rigid script. Waves, fire, entanglement, cold, traffic, and injury can change what is safest.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Get everyone protected. Ensure each person has a properly fastened PFD. If someone is not wearing one, hand over an accessible PFD only when doing so does not put another person in the water. Keep the group together and account for every passenger.
  2. Assess immediate threats. Move clear of propellers, lines, breaking waves, and shipping lanes. If the craft is taking on water rapidly or turning turtle, stop nonessential tasks and prepare to call for help.
  3. Transmit a distress call. Use the marine radio first when available; provide your position, number of people, vessel description, injuries, and the help needed. Use a phone or other emergency device as a supplement, and activate visual signals when appropriate.
  4. Stay with the vessel when it is safer. A partially flooded boat or capsized kayak can provide flotation and a larger target for rescuers. NSW guidance and NPS paddling guidance both recommend staying with the vessel when possible. Abandon it only when remaining alongside creates a greater danger, such as fire, collision, entrapment, or being swept into hazardous water.
  5. Remove water only if the craft remains stable. Use the bailer, bucket, or bilge pump from a secure position. Do not send a person below deck, lean far over the side, or make bailing the priority while someone is injured or drifting away.
  6. Increase visibility and preserve warmth. Use whistles, mirrors, strobes, flares, bright clothing, or waving only when safely accessible. Keep people together, minimize unnecessary swimming, and use the boat or other flotation to get out of cold water. Take signaling equipment with you if abandoning is unavoidable.

NSW Government material mentions EPIRBs, flares, and V-sheets in its local context. Those references should not be read as U.S. federal carriage requirements; U.S. obligations depend on vessel, route, and state rules.

Legal minimums are only a floor

The Coast Guard reported 3,887 verified recreational boating incidents, 556 deaths, 2,170 injuries, and approximately $88 million in property damage for calendar year 2024 on its Boating Safety Division homepage: U.S. Coast Guard Boating Safety Division. In the same year’s data, 76% of fatal-incident victims with a known cause of death drowned, and 87% of victims whose PFD use was known were not wearing a PFD, according to the Coast Guard FAQ. Those figures describe recreational boating incidents overall; they do not establish that swamping alone caused the deaths.

Use the federal requirements as a starting point, then check the boating authority for your state, the specific waterway, and the vessel’s activity. A legal minimum may not include a pump, spare paddle, waterproof radio, towline, thermal protection, or a float plan that makes sense for a remote trip.

Inspect and stage the kit

At the start of the season and before each outing, inspect PFD buoyancy and closures, test the radio and horn, check batteries, examine pump hoses and bailer handles, and replace expired visual signals. Rinse salt and sand from hardware, dry equipment fully, and store it where a person in the water can reach it. Rehearse a short drill: one person calls for help, another accounts for passengers, and another demonstrates bailing without destabilizing the boat. Familiarity reduces the temptation to search through bags while the craft is filling.

When comparing any two pieces of safety gear, evaluate approval for your jurisdiction, fit and user size, accessibility underway, maintenance and serviceability, compatibility with the craft, and suitability for the expected water conditions. A product that is technically capable but inaccessible, unmaintained, or too difficult for the user to deploy is not a dependable safety system.
