AI agents should treat government websites as untrusted environments and operate with narrowly limited authority. The essential safeguards are task-scoped permissions, strong identity controls, isolation of page content from agent instructions, human approval for consequential actions, data minimization, continuous monitoring, regular security assessment, and tamper-resistant audit records.
No single government standard currently covers every agent that visits a government website. The checklist below combines current official guidance on agent security, privacy, and federal information governance with clearly identified implementation practices for website interaction.
What makes government-website interactions high risk?
An agent may only be reading a public page, or it may be filling a benefits form, changing an account, submitting a filing, paying a fee, or downloading records. Those activities have very different consequences. A design that is acceptable for read-only retrieval can be unsafe for an irreversible submission.
Government pages also contain text, documents, scripts, forms, and user-generated material that the agent did not author. NIST identifies indirect prompt injection from adversarial data as an agent-security concern. In practical terms, content retrieved from a page must be treated as data to analyze—not as authority to change the task, reveal secrets, or grant new permissions. That design rule is an implementation implication of NIST’s threat description, not a government-website-specific NIST standard.

The current official material is still developing. NIST’s January 12, 2026 request for information describes an emerging security effort, while its AI Agent Standards Initiative, updated August 14, 2026, identifies authentication, identity infrastructure, and related standards work as active areas. Do not represent either publication as a finished technical standard for all government websites.
The minimum safeguard set
1. Define one task and a hard stopping condition
Give the agent a precise objective, permitted website domains, allowed operations, data fields, and a stop condition. “Find the status of this application” is materially safer than “handle everything related to this application.” Require the agent to stop when the requested operation falls outside the named task, when identity is uncertain, or when a page asks for information not listed in the task.
2. Grant the least authority needed
CISA and partner agencies recommend avoiding broad or unrestricted agent access, especially to sensitive data and critical systems. Translate that principle into separate permissions for reading, downloading, drafting, submitting, and changing account data. Use read-only credentials for retrieval, and do not let a retrieval agent inherit a person’s full authenticated browser session. Fine-grained task permissions are an implementation translation of CISA’s general access-limiting guidance.
3. Keep a human in control of consequential actions
Require an explicit human review immediately before an action that could create a legal, financial, benefits, employment, licensing, immigration, tax, or personal-record consequence. The reviewer should see the exact destination, fields, attachments, totals, declarations, and identity being used. Approval must be specific to that action and expire if any material input changes. Provide a visible cancel path and make it possible to revoke the agent’s credentials while a task is running.

4. Use strong, separate identity controls
Authenticate the agent, the human who delegated the task, and the government account separately where the service supports it. Use a credential issued for the smallest practical scope and duration. Avoid sharing a broad human credential with an autonomous process; if a service cannot provide a narrower identity, limit the agent to drafting or read-only work and require the human to perform the final sign-in and submission.
5. Minimize information at every boundary
Send only the fields required by the task to the model, the government site, and any external service. Do not upload an entire identity document when a required number or date is sufficient. Redact unrelated names, account numbers, medical details, and correspondence from prompts and logs. Define a retention period and delete temporary downloads, screenshots, cookies, and extracted text when the task ends, subject to applicable recordkeeping obligations.
Threats and the control that addresses each one
| Threat or failure mode | Required control | What is established versus inferred |
|---|---|---|
| Overbroad permissions or privilege escalation | Use task-scoped access; separate retrieval from submission and account changes; stop when scope is exceeded. | CISA names privilege escalation and recommends limiting broad or unrestricted access. Fine-grained permissions are an implementation translation. |
| Indirect prompt injection or hostile page text | Keep task policy and authorization outside the page-content channel; treat retrieved instructions as untrusted; validate every proposed action. | NIST names indirect prompt injection from adversarial data. The isolation pattern is a practical inference. |
| Misaligned objectives or specification gaming | Write explicit goals, prohibited actions, approval gates, and stopping conditions; require human confirmation before consequential submission. | NIST identifies specification gaming and misaligned objectives; CISA calls for oversight. |
| Credential compromise or confused identity | Use strong authentication, scoped credentials, short-lived sessions, and clear separation between human and agent identities. | CISA recommends strong identity management; NIST identifies agent authentication and identity infrastructure as active work. |
| Privacy leakage or unnecessary disclosure | Minimize inputs, outputs, and retention; restrict third-party access; redact unrelated sensitive information. | NIST describes re-identification, inference, tracking, and surveillance risks. These controls are implementation implications. |
| Undetected failure or abuse | Threat-model the workflow, monitor continuously, assess security regularly, and preserve protected audit evidence. | These activities are explicit CISA recommendations. |
How to isolate untrusted website content
Separate data from control instructions
Place the user’s task, authorization rules, and allowed actions in a protected control layer. Place page text, downloaded documents, OCR output, and form labels in a data layer marked untrusted. The model may summarize or extract from that data, but text inside it must not be able to alter the task, disclose credentials, approve a submission, or expand the domain allowlist.
Validate before every state-changing step
Use deterministic checks outside the model where possible. Confirm that the domain and path are expected, the operation is on an allowlist, the fields match the user’s request, and no new recipient, payment amount, attachment, or declaration has appeared. If a page contains an instruction such as “ignore previous rules,” “upload your secret,” or “send this information elsewhere,” treat it as hostile content and stop rather than negotiating with it.

Constrain downloads and active content
Permit only file types and sizes needed for the task. Scan downloaded files before extraction, keep them in an isolated workspace, and prevent documents from directly invoking tools, sending mail, or changing credentials. A public document can be useful evidence while still being an unsafe source of executable instructions.
Human approval that is meaningful
A human-in-the-loop control is ineffective if the reviewer sees only “Approve?” Display a concise action preview containing:
- the government service, exact URL, and account identity;
- the fields and values to be submitted, including calculated totals;
- documents, permissions, or declarations that will be attached or accepted;
- the reason the agent believes the action satisfies the task;
- any uncertainty, missing information, or policy violation detected; and
- the time limit for approval and the cancellation method.
Require renewed approval after material changes, a redirect to a different service, a failed authentication, or a request for additional sensitive information. For high-impact decisions, the agent should draft and explain, while an authorized person performs the final submission.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Identity, credentials, and session handling
- Create a dedicated task identity. Use a service account or delegated identity limited to the named government service when available.
- Keep secrets out of prompts and page text. Retrieve credentials through a protected broker or user-controlled sign-in flow; never let the model read or repeat passwords, recovery codes, or private keys.
- Limit session lifetime. Expire sessions after inactivity, require reauthentication for sensitive operations, and revoke tokens when the task ends or an anomaly occurs.
- Separate environments. Run browsing, document processing, and action execution in isolated components so a compromised page cannot directly reach credential stores or unrelated systems.
- Verify the destination. Check the approved domain, certificate state, and expected navigation before entering personal data. Treat an unexpected redirect or newly introduced third-party host as a stop condition.
Privacy and information governance
NIST’s Cybersecurity, Privacy, and AI material discusses risks including re-identification, stronger inferences about people, behavioral tracking, and surveillance. A safe agent therefore needs a data inventory, not just a security setting.

- Classify information before processing it: public, internal, confidential, or specially sensitive.
- Use the least identifying representation that still completes the task.
- Prevent model providers or plugins from retaining submitted content unless an approved policy permits it.
- Encrypt stored records and restrict who can inspect prompts, screenshots, extracted documents, and action logs.
- Set deletion rules for temporary data, while preserving records that law or an approved government process requires.
- Tell the user when information will leave the organization’s controlled environment.
These are operational safeguards derived from the privacy risks NIST describes; they are not a universal legal checklist. The applicable privacy, civil-rights, civil-liberties, accessibility, records, and sector-specific requirements depend on the agency, service, user, and jurisdiction.
Logging, monitoring, and assessment
CISA recommends threat modeling, continuous monitoring, and regular security assessments. Record enough context to reconstruct what happened without creating a new privacy hazard. A protected audit record should normally include:
- the task description, policy version, and initiating human identity;
- the agent identity, credential scope, session start and end, and software version;
- domains and pages accessed, downloads made, and tools invoked;
- data submitted or changed, with sensitive values masked where possible;
- proposed actions, human approvals, rejected actions, errors, and final outcomes; and
- credential revocations, alerts, incident references, and retention or deletion events.
Protect logs from the agent itself, restrict access, monitor for unusual navigation or repeated failed authentication, and alert on attempts to reach unapproved domains or exfiltrate data. Test whether an operator can reconstruct a failed transaction and prove who approved it.

A practical deployment sequence
- Map the workflow. List every page, document, identity, data field, tool, and state-changing operation.
- Threat-model the path. Consider hostile page content, malicious downloads, credential theft, privilege escalation, unintended submissions, privacy leakage, outages, and duplicate transactions.
- Choose the lowest-risk mode. Start with read-only retrieval; add drafting; add supervised submission only after controls are tested.
- Implement policy gates. Enforce domain, operation, data, and approval allowlists outside the model.
- Test adversarially. Insert fake instructions into pages and documents, alter form values, trigger redirects, expire sessions, and simulate duplicate submissions.
- Run a limited pilot. Use non-sensitive or synthetic records, monitor every action, and define a rollback or manual recovery procedure.
- Review regularly. Reassess permissions, model behavior, dependencies, logs, privacy impact, and applicable rules after service or agent changes.
Choosing an operating mode
| Operating mode | Suitable authority | Required safeguards | Residual risk |
|---|---|---|---|
| Read-only retrieval | Public pages and approved records; no account changes. | Domain allowlist, untrusted-content isolation, download controls, privacy filtering, monitoring. | Incorrect extraction, poisoned content, or disclosure through prompts and logs. |
| Drafting for human submission | Agent prepares fields or documents but cannot submit. | All read-only controls plus field validation, redacted previews, human review, and a separate human sign-in. | Human may approve an inaccurate or manipulated draft. |
| Supervised submission | Agent may submit a named transaction after explicit approval. | Short-lived scoped identity, exact action preview, approval expiry, duplicate-submission protection, immutable audit evidence, and immediate revocation. | Irreversible error, service-side ambiguity, or compromised session. |
These modes are design patterns, not official categories. Select the least autonomous mode that meets the user’s need.

Policy context and responsibility
A 2024 U.S. Code compilation of Title 40, section 11301 reflects federal requirements for covered agency information resources, including compliance with applicable law and policy and the monitoring, auditing, and documentation of safeguards. A separate 2023 Title 15 compilation includes executive-order context on records, cybersecurity, confidentiality, privacy, and data-protection risks when federal agencies use generative AI.
Those compilations concern federal agency operations and include scope and exceptions. They are not blanket instructions for every private person or company using an agent on a public website, and a compilation alone does not confirm that an order remains current. Operators must identify the rules that apply to their organization, the service, and the information involved.
What current guidance does not establish
- There is no single, final NIST or CISA standard specifically governing every AI agent that visits a government website.
- The official material cited here provides no general incident rate, accuracy benchmark, or performance guarantee for such agents.
- No particular browser, hardware security key, model, vendor, or commercial tool is required by these sources.
- Human approval reduces risk but cannot correct a misleading preview, an incorrect identity, or a compromised environment unless the surrounding controls are trustworthy.
The safest default is to keep agents read-only until the task, identity, data flows, approval point, monitoring, and recovery process have each been tested. Increase authority only in small, reversible steps, and retain a person who is accountable for the final consequential action.
