Runtime identity controls bind every AI-agent action to an identifiable principal and then check whether that principal is allowed to perform the requested operation, on the requested resource, in the current context. They are the difference between an agent that merely has a token and an agent whose tool calls can be limited, attributed, revoked and reviewed.

For security architects and platform teams, the practical design is layered: give autonomous workloads their own identities, issue narrowly scoped and short-lived credentials, enforce authorization at the tool or resource boundary, preserve delegation context, and require approval for high-impact operations. Identity reduces blast radius and improves accountability; it does not make an agent trustworthy by itself.

What a runtime identity control is

A runtime identity control is a mechanism that associates an action with a principal and evaluates whether that principal may take the action now. In an agent system, the principal can be the initiating person, an orchestrating agent, a sub-agent, the workload that executes code, or the service receiving a request.

NIST’s agent-identity work treats identification, authorization, auditing and non-repudiation as connected concerns. Identification answers “which principal is this?” Authorization answers “what may it do?” Auditing records what happened, and non-repudiation supports evidence that an action was tied to a particular principal and decision context.

A prompt, system message or policy instruction is not an access-control boundary. The model may misinterpret text, follow malicious instructions or produce an unsafe tool call. The enforceable boundary is the identity and credential presented to an authorization mechanism at the tool or resource being accessed.

Identity is not authority

An authenticated agent can still be over-privileged. Identity establishes who or what is making a request; authorization determines which tools, operations, records and environments that principal can use. A valid identity should therefore receive only the authority needed for its current task.

Use a user identity for bounded work

Propagating a user identity can be appropriate when a person explicitly starts a short task and the agent acts within that person’s existing authority. The downstream service can then evaluate the user’s permissions and retain the user as the initiating principal. This model is less suitable when the agent continues after the session, runs unattended or performs work outside the user’s normal scope.

Use a distinct workload identity for autonomous work

An autonomous, persistent or scheduled agent should normally have a separate service, bot or workload identity rather than reusing a developer’s personal credentials. OWASP and the Cloud Native Computing Foundation (CNCF) both emphasize independent identities for agents that operate autonomously, outside a user’s permission scope or beyond the user session. Independent identity allows access reviews, rotation and revocation without disabling a person’s account.

Many workflows need both identities. Record the initiating user when one exists and the executing agent or workload separately. That preserves the distinction between “who requested this” and “which runtime actually called the service.”

How the controls limit an agent at runtime

1. Issue a task-scoped credential

At task start, an identity service or policy component should mint a credential for the particular agent and job. The credential should identify the workload and carry only the resources and actions required. A research agent might be allowed to read a named document index; it should not receive a general database administrator role simply because one tool can technically use it.

OWASP’s least-agency guidance states: “The guiding principle is least agency: give an agent only the autonomy, tools, and access its task requires, for only as long as it needs them.” Scope can include an API, method, tenant, record set, environment and purpose, not just a broad role name.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Keep credentials short-lived

Prefer credentials that expire soon after the task or approval window ends. A short lifetime limits the period in which a stolen token can be reused; a narrow resource and action scope limits what that token can do while valid. Avoid putting long-lived production secrets in prompts, model context, source code or general configuration.

Define the whole lifecycle, not just issuance: how a token is obtained, renewed, denied, revoked and handled after expiry. Renewal should require a fresh policy decision rather than silently extending an original broad grant. Runtime behavior during an identity-service outage should also be explicit; fail-closed may protect sensitive systems, while a carefully bounded read-only fallback may be acceptable for low-risk work.

3. Authorize at the tool or resource boundary

Every consequential tool call should pass through an authorization point that can inspect the principal, operation, target, context and policy. The check belongs in the tool gateway, API, database, file service or other resource boundary—not solely in the model’s instructions.

A useful decision evaluates at least:

  • the executing agent or workload identity and, when present, the initiating user;
  • the exact tool and operation, such as read, write, delete, execute or transfer;
  • the target resource, tenant, data classification and environment;
  • task context, token age, approval state and delegation chain; and
  • conditions such as network location, maintenance window or transaction limits.

Return an explicit allow, deny or approval-required result. Do not let a model infer authorization from an error message or from the presence of a credential.

4. Add stronger checks for high-impact actions

Reading a public status page and deleting production data should not use the same path. Require explicit authorization or human approval for irreversible, financially material, privacy-sensitive or externally visible actions. Microsoft’s agent-security guidance and OWASP recommendations both emphasize least-privilege scopes and approval for sensitive operations.

An approval gate should show the approver what will happen: the agent identity, initiating user, exact operation, target, parameters, expected effect, expiry and any rollback option. Bind the resulting approval to that specific action or narrowly defined batch; do not treat an approval as a permanent role elevation.

5. Preserve delegation boundaries

Multi-agent systems introduce another principal transition. When an orchestrator assigns work to a sub-agent, record who delegated the task, which agent received it and what authority was passed. The sub-agent’s rights must not exceed the delegator’s rights or the task’s needs.

Do not share a parent token indiscriminately. Issue a credential for the child agent with an explicit audience, scope and expiry, and include a verifiable delegation reference. CNCF guidance recommends preventing an agent from reaching resources or taking actions through another agent without explicit authorization. A sub-agent should not be able to turn “summarize these files” into permission to export an entire data store.

What to record for accountability

For each consequential action, log enough context to reconstruct the decision. A practical record includes the initiating user when present, executing workload identity, delegation chain, requested tool and resource, operation parameters or a protected representation of them, policy version, decision, approval reference, timestamp, credential identifier and outcome.

NIST identifies auditability and non-repudiation as key agent-identity considerations. The exact fields, retention period and assurance level depend on your risk, regulation and incident-response policy; there is no universal schema established by the sources. Protect logs from alteration, restrict who can read sensitive parameters and correlate agent events with resource-side logs.

Choosing an identity and authorization model

Design axis Lower-control pattern Stronger runtime pattern When the stronger pattern matters
Identity model One shared account or a developer’s personal credential Distinct workload identity, with initiating user retained when relevant Autonomous, persistent, scheduled or high-impact agents
Permission scope Broad standing role across many tools and resources Task-, action- and resource-scoped authorization Any agent handling production, private or cross-tenant data
Credential lifecycle Static secret with long validity Short-lived, rotated credential with defined renewal and revocation Long-running jobs, distributed workers and compromise-prone environments
Enforcement point Prompt or system instruction alone Policy decision enforced by the tool, API or resource Always; model compliance is not a security boundary
Delegation Implicit sharing of a parent token Explicit, bounded child authority with an attributable chain Multi-agent orchestration or agent-to-agent calls
Oversight Unreviewed execution of high-impact actions Action-specific approval and tamper-resistant records Irreversible, regulated, financial or externally visible operations

An implementation blueprint

Use the following sequence when introducing an agent to organizational systems.

  1. Inventory actions and resources. List every tool, API, data set and environment the agent could reach. Separate read, write, delete, execute, export and administrative operations.
  2. Choose the principal model. Decide whether a bounded user-initiated task should propagate the user, whether an autonomous runtime needs a workload identity, and which user and agent attributes must be logged together.
  3. Create an independent runtime identity. Register the agent or workload so it can be reviewed and revoked without affecting a human account. Define an owner, operating purpose and lifecycle status.
  4. Define least-agency permissions. Map each task to the minimum tools, methods, resources and data fields required. Prefer separate identities or policies for development, test and production.
  5. Implement short-lived issuance. Mint credentials only when a task starts or an approved step begins. Set an expiry, audience and scope; specify renewal, revocation and outage behavior.
  6. Put authorization in front of tools. Validate identity, requested operation, target, context and policy at the gateway or resource. Treat malformed, ambiguous or over-scoped requests as denied or approval-required.
  7. Model delegation explicitly. When a coordinator invokes a child agent, issue bounded authority and preserve the delegator, delegatee, task and expiry. Reject calls that attempt to use another agent’s authority without a policy grant.
  8. Design approval gates. Classify actions by impact and route high-risk operations to a named approver or a narrowly defined dual-control process. Bind approval to the exact operation and time window.
  9. Instrument and test. Verify that logs contain the expected identity and decision context, that expired and revoked credentials fail, and that a compromised sub-agent cannot exceed its delegated scope.
  10. Review continuously. Remove unused tools, shorten excessive lifetimes, examine denials and approvals, rotate signing material and reassess policies when workflows or data classifications change.

Threats these controls reduce—and what they cannot solve

Runtime identity and authorization can block unauthorized tool calls, reduce standing access, make actions attributable and limit the blast radius of a stolen credential or manipulated agent. They also help expose privilege escalation and confused-deputy behavior when one agent acts on behalf of another.

CISA and international partners identify autonomy and interconnectedness as sources of risk. A legitimately authorized agent can still misuse its permissions, follow a malicious instruction in retrieved content, choose an unsafe target or pursue an inappropriate objective. Identity proves the principal and constrains the allowed action; it does not prove that the goal, input or outcome is safe.

Layer identity with tool-input validation, data-loss controls, sandboxing or secure execution, monitoring, model and retrieval defenses, rate limits and human review. For example, a write API can validate object ownership and transaction limits even after the identity policy allows the call. Keep emergency revocation available so a compromised runtime can be stopped before its credential naturally expires.

Standards and maturity in 2026

NIST announced an NCCoE concept-paper effort in February 2026 to explore how existing identity standards and practices could apply to software and AI agents. That announcement describes a project proposal and request for input, not a finalized universal agent-identity standard.

A NIST blog published in September 2026 reports stakeholder interest in identity registries, credentials, rights delegation, policy management and governance. It also notes the difficulty of consumer scenarios where an enterprise cannot control the agent or reliably distinguish it from a human. These are design questions, not evidence that one deployment model fits every environment.

A CNCF article from March 2026 discusses cloud-native workload identity, scoped tokens and emerging agentic standards. Treat those mechanisms as implementation options within an evolving landscape. Confirm the current status, interoperability and assurance of any standard or product before relying on it as a security guarantee.

Operational checklist

  • Can every agent action be tied to an agent or workload identity and, when applicable, an initiating user?
  • Are permissions limited by task, operation, resource, tenant and environment?
  • Are production credentials short-lived, protected from prompts and configuration, and independently revocable?
  • Does a real policy enforcement point decide tool and resource access?
  • Are delegation chains explicit, bounded and logged?
  • Do irreversible or high-impact actions require action-specific approval?
  • Do logs capture the decision context needed for investigation and non-repudiation?
  • Have expiry, revocation, policy-denial and identity-service-outage paths been tested?
  • Are identity controls supplemented with validation, monitoring, secure execution and human oversight?
