An effective internal audit office needs accountable leadership, enough qualified people to deliver its approved risk-based plan, and a deliberately balanced mix of business, risk, control, technology, data, communication and project skills. The Institute of Internal Auditors (IIA) does not prescribe one universal headcount, job-title list or professional credential. The appropriate design depends on the organization’s mandate, risk profile, complexity, sector, jurisdiction and use of internal or external resources.
What an internal audit office is expected to deliver
Internal audit provides independent, objective assurance and advisory services that help an organization evaluate and improve governance, risk management and control. The office should be able to translate its charter and risk assessment into an achievable audit plan, perform engagements to a consistent method, communicate useful conclusions and follow up on agreed actions.
That outcome requires more than a collection of people with accounting backgrounds. The team must collectively understand how the organization creates and protects value, how its major processes work, which risks could prevent its objectives, how controls are designed and operated, and how evidence can be evaluated. It also needs enough authority and independence to obtain records, data, people and other information without management interference.

Which roles should an internal audit department have?
Titles vary by organization. A small office may combine several responsibilities in one person, while a large or regulated organization may have layers of managers and specialist teams. The following roles describe accountabilities, not a mandatory organizational chart.
| Role | Core accountability | Capabilities needed |
|---|---|---|
| Board or audit committee | Approves the charter and protects independence, authority, positioning and access; oversees whether resources are sufficient; supports the chief audit executive’s direct communication with the board. | Governance oversight, informed challenge, understanding of risk and control, willingness to address resource or independence deficiencies. |
| Chief audit executive (CAE) | Leads and manages the function, aligns strategy and plan to the mandate, obtains and deploys resources, maintains stakeholder relationships, communicates results and ensures performance and quality. | Strategic planning, risk-based prioritization, leadership, resource management, professional judgment, communication, relationship management and quality oversight. |
| Audit manager or supervisor | Supports planning, scoping, staffing, supervision, methodology, review of workpapers, communication and quality improvement. | Engagement management, coaching, technical review, scheduling, issue evaluation and clear communication. |
| Internal auditor or engagement team member | Performs assurance and advisory work, gathers and evaluates evidence, develops findings and conclusions, communicates with process owners and monitors agreed actions. | Risk and control analysis, interviewing, documentation, data analysis, critical thinking, writing and professional skepticism. |
| Specialist, co-sourced professional or guest auditor | Supplies expertise that the core team does not possess, such as cybersecurity, complex technology, actuarial, engineering, regulatory or highly specialized sector knowledge. | Deep subject expertise, ability to work within the audit methodology, independence and effective transfer of knowledge to the team. |
In every structure, the CAE retains ultimate accountability for the function even when work is delegated. The IIA Standards state: “The chief audit executive is responsible for managing the internal audit function in accordance with the internal audit charter and Global Internal Audit Standards.”
What does a chief audit executive do?
The CAE turns the board-approved mandate into an operating function. This includes maintaining a strategy, preparing a risk-based plan, estimating the people and specialist time required, assigning work, resolving conflicts over scope or access, and reporting significant results and themes. The CAE also explains what the function cannot deliver when resources are insufficient rather than silently accepting an unrealistic plan.

The CAE is responsible for developing people and maintaining a quality assurance and improvement program. The IIA’s Standard 10.2 says: “The chief audit executive must establish an approach to recruit, develop, and retain internal auditors who are qualified to successfully implement the internal audit strategy and achieve the internal audit plan.” Delegation can distribute execution, but it does not transfer that accountability.

What should the board or audit committee provide?
The board or audit committee should approve the charter, confirm the CAE’s appointment or removal where applicable, review the strategy and plan, and meet with the CAE privately. It should protect the CAE’s access to senior management, records, systems, physical locations and employees. When the committee sees a gap in staffing, specialist access or independence, it should require management and the CAE to address it or formally accept the resulting coverage risk.
What skills should an internal auditor have?
The IIA’s Global Practice Guide: Internal Auditing Competency Framework, dated July 10, 2025, groups competencies by role, proficiency and development needs. It is intentionally flexible: each organization can reflect its priorities in the desired mix of competencies and proficiency levels. Use the categories below to assess the team collectively and then assign role-specific expectations.
Professional practice and ethics
Every auditor needs working knowledge of the applicable Standards, the organization’s methodology and the ethical requirements governing integrity, objectivity, confidentiality and due care. Professional judgment matters when evidence is incomplete, management disagrees with a finding or a potential conflict affects an assignment. Auditors should recognize personal bias, disclose impairments and protect sensitive information.
Governance, risk, controls and the organization
Auditors must understand how the organization is governed, how objectives are set, which risks threaten those objectives and how controls are designed and operated. They should be able to distinguish a control deficiency from a symptom, assess whether a control addresses the underlying risk and explain how a recommendation supports business objectives. Coverage should match the business model and sector; relying exclusively on financial-accounting knowledge leaves gaps in operational, conduct, regulatory, technology and strategic risk.

Engagement delivery and project management
Engagement teams need to define objectives, scope and criteria; build a workable timetable; identify and test relevant evidence; document procedures; evaluate the significance and root cause of issues; and reach supportable conclusions. Project-management skills keep fieldwork, review, issue validation and reporting on schedule. They also help an auditor recognize when scope must change and obtain approval rather than allowing an engagement to drift.
Data analysis and technology awareness
Modern audit work often requires extracting, cleaning and analyzing transaction or system data, then explaining the limitations of the data and the implications of the results. The team should understand technology risks relevant to the organization, including access, change management, resilience, privacy and information security. A core auditor need not be an engineer, but the office must have a dependable way to obtain that depth through staff or specialist resources.
Communication and relationship skills
Auditors interview process owners, listen for how work is actually performed, test explanations respectfully and challenge unsupported assertions. They must write concise findings that connect condition, criteria, cause, effect and agreed action. They also need to communicate differently with an operating team, senior management and the board: technical accuracy is essential, but so are clarity, proportion and timing.
Leadership, resourcing and continuous improvement
CAE and manager roles require strategy, talent development, resource deployment, stakeholder management, performance measurement and quality improvement. Staff at every level need supervision, feedback and mentoring suited to their responsibilities. The function should learn from engagement reviews, stakeholder feedback, missed deadlines, recurring findings and changes in the risk environment.

How to determine staffing and proficiency
Do not begin with an auditor-to-employee ratio. The Standards distinguish three resource questions: appropriate resources are the right mix of knowledge, skills and abilities; sufficient resources are enough in quantity; and effective deployment assigns them in a way that optimizes delivery of the approved plan.
- Confirm the mandate. Read the charter, board expectations, legal or regulatory requirements and the approved risk-based audit plan. List the services the office is expected to provide and the parts of the risk universe that must be covered.
- Translate the plan into capability demand. For each planned engagement, identify the subject knowledge, technology or data skills, language or geographic needs, management level, independence safeguards and proficiency required.
- Map current capacity. Record each person’s experience, proficiency, available hours, development goals and any conflicts that prevent assignment to particular areas. Include time for planning, supervision, training, quality work, leave and follow-up rather than counting every paid hour as fieldwork.
- Document gaps. Separate a quantity gap (not enough hours) from a capability gap (missing expertise), an independence gap (a conflict or impaired reporting line) and a deployment gap (the right person assigned at the wrong time).
- Select the response. Recruit permanent staff, train or mentor current auditors, redeploy work, use a specialist, co-source or outsource a defined activity, invite a qualified guest auditor, or apply technology where it improves efficiency and effectiveness.
- Report residual risk. The CAE should tell senior management and the board what the function cannot cover, the consequence for the plan and the proposed remedy. Resource limitations should never be hidden by labeling an incomplete review as full assurance.
- Reassess regularly. Revisit the mix when strategy, regulation, systems, threat patterns, acquisitions, geography or the audit plan changes. Maintain succession planning for the CAE and other critical roles.
Choosing between staffing options
No single model fits every organization. Compare options against the actual gap rather than treating one arrangement as inherently superior.
| Option | Best use | Questions and safeguards |
|---|---|---|
| Permanent internal staff | Recurring coverage, institutional knowledge, relationship continuity and development of a durable capability. | Can the organization recruit and retain the needed skills? Are workloads sufficient for supervision, training and quality activities? |
| Develop current staff | Closing predictable skill gaps and building succession capacity. | What proficiency can be reached within the plan’s timeframe? Who will coach, review and protect independence while the person develops? |
| Co-sourcing or outsourcing | Short-term capacity, specialized expertise, geographic reach or an independent perspective. | Define scope, confidentiality, access, conflicts, deliverables, supervision and knowledge transfer. The CAE remains accountable for the function. |
| Guest auditors | Adding temporary subject or business-unit knowledge for a particular engagement. | Check objectivity, prior responsibility for the area, confidentiality and the quality of supervision and documentation. |
| Technology and data tools | Increasing coverage, repeatability and efficiency in data-heavy work. | Validate data quality, access rights, logic, exception handling and human review; automation does not replace professional judgment. |
Evaluate each choice for plan coverage, collective proficiency, independence and conflict safeguards, speed and continuity, cost, quantity of resources, and access to sector, technology and data-analysis expertise.

A highly skilled team cannot provide effective assurance if it lacks authority or independence. The board establishes and protects the function’s positioning. If the CAE or an auditor holds a nonaudit responsibility, the board and CAE should assess whether that creates an actual, potential or perceived impairment and apply safeguards. Safeguards may include alternative reporting, independent review, a temporary reassignment or use of an external resource. The protection must be real and documented, not merely a statement that the person will “remain objective.”
Quality assurance is an ongoing management responsibility
The CAE must maintain a quality assurance and improvement program for the function. It should address conformance with the Standards, performance objectives, assessments and continuous improvement. Quality activities include engagement supervision and review, monitoring delivery against the plan, stakeholder feedback, periodic assessments and tracking corrective actions from quality findings.
Quality is not a separate specialist job that can be ignored when the office is busy. Managers need time to review work, auditors need feedback and the CAE needs reliable measures such as plan completion, cycle time, validated stakeholder feedback, aging of action plans and recurring themes. Metrics should illuminate performance and risk, not encourage teams to close weak engagements simply to meet a target.

Common design mistakes and how to correct them
- Copying another organization’s headcount. Replace a borrowed ratio with a workload and capability map tied to the approved plan.
- Hiring only accounting profiles. Add operational, technology, data, regulatory, sector and communication capabilities where the risk universe requires them.
- Treating certifications as a complete skills test. Use qualifications as evidence of education or commitment, but evaluate demonstrated proficiency and team coverage. No single credential is a universal requirement for every role.
- Leaving the CAE without authority. Put reporting, access, appointment, removal and escalation rights clearly in the charter and have the board enforce them.
- Using specialists without integration. Define their scope and independence, supervise their work and capture knowledge so the core team can understand the conclusion.
- Ignoring non-fieldwork capacity. Reserve time for risk assessment, planning, supervision, quality, training, communication and follow-up.
- Failing to disclose an uncovered area. Escalate the limitation, its effect on assurance and the decision required from management or the board.
A practical target operating model
For a small office, one CAE may supervise a few generalist auditors and bring in specialists for discrete engagements. A growing office can add a manager who owns methodology, scheduling and review while auditors develop sector or technology depth. A complex organization may use several managers, specialist capability and co-sourced capacity, but it still needs a single accountable CAE and a coherent methodology.
Whatever the size, document five things: the charter and reporting lines; the annual or rolling risk-based plan; a competency matrix showing required and available proficiency; the resource and development plan; and the quality assurance and improvement program. Review those documents together when the organization’s risks change. This makes staffing a governance decision linked to coverage and residual risk, rather than a contest over an arbitrary number of positions.
Putting the model into practice
The strongest internal audit offices are designed backward from the assurance the organization needs. Start with the mandate and risk universe, identify the knowledge and quantity required to execute the plan, and then build a balanced combination of leaders, managers, auditors and specialists. Protect independence through board oversight and direct access, and keep the capability current through development, succession planning and quality improvement. That approach produces a function that can explain not only what it audited, but why the work was sufficient, appropriate and reliable.
