Centrus Energy (NYSE American: LEU) combines a nuclear-fuel supply business with government and technical-services work. Before buying, investors should weigh its dependence on third-party supply and government funding against the capital, schedule, regulatory, and customer risks involved in expanding production. A DOE task-order award and a large backlog do not by themselves establish future profit, commercial-scale output, or a likely share-price return.

How Centrus makes money—and where the exposure sits

Centrus reports two business segments. Its LEU segment supplies nuclear-fuel components to commercial customers, primarily utilities that operate nuclear power plants. Technical Solutions performs uranium-enrichment work for the nuclear industry and government, as well as advanced manufacturing, engineering, and other technical services. Centrus’ 2025 Form 10-K says LEU provides most of the company’s revenue, making the fuel-supply business central to understanding its risks.

LEU is not simply a uranium-mining business. Centrus describes a supply model that uses contracted purchases, spot purchases, inventory, and third-party suppliers. It sells fuel components under contracts as well as through other arrangements, so its ability to obtain material, fulfill deliveries, and manage the costs of supply can matter as much as demand for nuclear power.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This distinction matters when assessing the business: demand for nuclear electricity does not automatically translate into higher Centrus revenue or margins. The company must procure the relevant fuel components, meet customer delivery terms, and manage costs and contract obligations. Investors should therefore consider supply access and execution alongside the broader outlook for nuclear power.

The 2025 Form 10-K describes a backlog that includes medium- and long-term sales contracts and contingent commitments extending through 2040. That can provide visibility, but backlog is not equivalent to guaranteed, evenly timed cash flow or profit. Investors need to understand the conditions attached to commitments, the supply available to fulfill them, and when deliveries and associated payments are expected.

Backlog also needs to be considered against the obligations it represents. A long-dated commitment may provide a view of possible future business while leaving questions about when material can be delivered, whether supply is secured, and how customer or contract conditions affect conversion into sales. The reported horizon through 2040 is not a promise of a particular amount of annual revenue.

Could geopolitical or trade changes disrupt supply?

Centrus’ June 30, 2026 Form 10-Q identifies geopolitical conflicts, the war in Ukraine, sanctions and other trade measures, import and export restrictions, and actions by third parties as risks to procuring, transporting, delivering, and selling LEU or collecting payment for it. The company also identifies reliance on third-party suppliers as a business risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 2025 annual report describes long-term supply arrangements, including the TENEX contract, alongside the company’s reliance on several external supply sources. This creates exposure to the terms and performance of counterparties and to changes in the rules governing international trade. A restriction does not automatically mean that all deliveries stop: the effect depends on the applicable law, any waivers, contract terms, and the actions of customers and suppliers.

For investors, this is more than a question of whether a named supplier can deliver. A disruption or change in trade rules could affect the timing and availability of material, the sequence of customer deliveries, and the cost of obtaining replacement supply. Those effects could also influence payment collection if customer schedules or contractual arrangements are affected. The filing identifies these as risks but does not quantify a specific impact or establish that a disruption will occur.

What to monitor

  • Changes to U.S. import restrictions and any applicable waivers, as well as relevant Russian export permissions.
  • Whether suppliers can meet contracted quantities and delivery schedules, and whether alternative sources are available if a source is constrained.
  • The cost and margin effects of replacing or rescheduling material, along with any effect on customer deliveries or payment collection.

These are linked risks: an alternative source may reduce dependence on a particular supplier but could come with different timing, availability, or economics. The company’s filings identify the exposure; they do not establish that a specific disruption will occur or quantify its future financial impact.

How much does Centrus depend on government contracts and funding?

Government-backed work creates potential business, but also ties some activity to appropriations, federal decisions, and contract execution. Centrus names government shutdowns, the level of appropriated funding for HALEU, the government’s ability to meet its obligations, and the receipt of additional task orders under HALEU production, LEU production, and deconversion contracts among its risks. The company also says the timing and scale of government or commercial demand for HALEU and LEU are uncertain.

A contract announcement should therefore be read as one step in a longer process, not as proof that all expected work is funded, completed, or profitable. Investors should distinguish the existence and scope of a task order from appropriations, performance milestones, payments, and any later awards needed to support a broader program.

It is useful to separate several different questions that can be blurred together: Is there an awarded contract or task order? What scope and funding does it cover? Are appropriations and government obligations available to support the work? Has the company performed the required work and earned payment? Does the broader program require future task orders? The company identifies uncertainty in these areas, so an announced award alone cannot answer them all.

What the DOE Inspector General found—and what it did not find

A March 18, 2026 audit summary from the U.S. Department of Energy Office of Inspector General (DOE OIG), report DOE-OIG-25-25, discusses the historical HALEU demonstration-project procurement. The summary says restrictive requirements limited competition and that DOE awarded a sole-source contract to a contractor that had financial risks and questionable viability at the time. The OIG concluded that DOE may not have received best value and stated: “Limiting competition for awards is generally not in the Government’s best interest.”

The same summary recounts that DOE invested $397 million from June 2012 through September 2015 to support centrifuge technology research, development, and demonstration. That is historical program context, not current Centrus cash or the value of a present contract. The audit findings concern the earlier demonstration procurement; they are not a finding that Centrus’ current work is invalid or that the newer Piketon expansion task order will be withdrawn.

The appropriate takeaway is about oversight and procurement context, not a conclusion about the newer award. Investors can follow future contract disclosures and oversight findings, while keeping the historical audit’s scope clear. It does not establish the terms, procurement process, funding status, or eventual outcome of the 2026 expansion task order.

Can the $900 million Piketon task order become commercial production?

On January 6, 2026, Centrus announced that it had been selected for a $900 million DOE task order to expand its Piketon facility for commercial-scale HALEU production. The company said federal funding is intended to support a broader, multi-billion-dollar expansion that also includes additional LEU production. The $900 million figure is the announced task-order value, not evidence that Centrus has already received that amount in cash, booked it as earnings, completed the expansion, or begun commercial-scale deliveries.

The award should be viewed as an opportunity with execution steps still ahead, rather than as a completed operating asset. Its value to shareholders depends on the contract’s funded scope, performance and payment terms, the costs of carrying out the work, and whether the planned capacity can be built and used. The announcement does not by itself state a risk-adjusted schedule for completing the commercial-scale expansion or establish the economics of future production.

Turning an award into operating capacity requires a sequence of steps. Investors can use the following questions to separate the announced opportunity from the work and commercial outcomes that still need to be realized:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Funding and scope: What do the final task-order terms require, how is funding provided, and what work or milestones are covered?
  2. Engineering and procurement: Are the engineering plans, equipment, materials, and supplier arrangements in place for the planned expansion?
  3. Construction and commissioning: What must be built, tested, and commissioned before the facility can produce at the intended scale?
  4. Regulatory and operational readiness: What approvals, licenses, staffing, and operating procedures are needed before production and delivery?
  5. Customers and ramp-up: Are there committed customers and supply arrangements to support output, and how quickly can production reach a commercially useful level?

These steps are related. A change in scope or funding can affect procurement and construction; a delay in commissioning can push back the start of production; and capacity alone does not establish that customers will buy output at a profitable price. Investors should look for company disclosures that address each stage rather than infer progress from the award value.

Centrus’ 2025 Form 10-K provides earlier-program context. It describes the HALEU Operation Contract as having DOE options subject to DOE discretion and congressional appropriations. The company reported producing and contractually delivering the 900-kilogram HALEU UF6 target for Phase 2; later contract modifications extended the period to complete work. Those milestones demonstrate work performed under the earlier contract, but do not establish the schedule, costs, economics, or commercial demand for a new, larger facility. The reviewed filings and announcement do not establish a risk-adjusted schedule for the commercial-scale buildout.

Could demand, competition, or customer concentration weaken the business case?

The June 2026 Form 10-Q identifies a possible extended imbalance between LEU supply and demand, market-pricing trends, limited supply, dependence on deliveries, significant competition from major producers, and limitations on competition in foreign markets. It also flags revenue dependence on the largest customers and concentration in sales backlog.

These risks can work in different directions. Limited supply can be relevant to the company’s ability to obtain material, while pricing trends and a prolonged supply-demand imbalance can affect the commercial setting in which contracts are fulfilled. Competition from major producers may matter when customers select suppliers, and limitations on foreign-market competition can affect the markets in which Centrus can compete. The filing names these exposures but does not provide a basis for assuming a particular price or market outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Customer concentration is another reason to look beyond total sales or backlog. Dependence on the largest customers means that the timing or condition of a small number of customer relationships may matter disproportionately. Investors can check successive filings for any changes in reported concentration and consider how concentrated sales commitments interact with the company’s own supply obligations.

For investors, a useful comparison with other nuclear-fuel and enrichment businesses is not simply which company has the largest headline opportunity. Examine how contract duration and quality, supply diversity and reliability, exposure to market prices, customer concentration, and government-contract share differ. For prospective HALEU business, distinguish a policy or demand narrative from customer commitments and repeatable commercial purchases.

Backlog deserves the same scrutiny. A headline total can conceal contingent commitments, delivery obligations, supply coverage, customer concentration, and a long or uneven timeline to revenue. The 2025 Form 10-K’s description of commitments extending through 2040 does not mean that all of that backlog is certain revenue or that it will convert into cash or profit on a predictable schedule.

Will expansion require more capital or dilute existing shareholders?

Centrus identifies its ability to implement planned Piketon and Oak Ridge expansions and raise capital for them as risks. The June 2026 Form 10-Q reports the following figures for the six months ended June 30, 2026:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Measure Reported amount Why it matters
Cash used in operating activities $16.7 million Shows that operations used cash during this six-month period.
Capital expenditures $94.8 million Measures spending on capital assets during the same period.
Net proceeds from common-stock issuance $53.9 million Indicates that issuing stock was one source of funding during the period.

These are period-specific reported figures, not a full-year forecast. Consider them together: operating cash use, investment spending, and proceeds from equity issuance help frame the funding question, but they do not by themselves establish the company’s future cash needs, financing plan, or ability to fund every planned project.

The combination makes ongoing capital discipline worth watching. Capital expenditures exceeded the reported operating cash used in the first six months of 2026, while common-stock issuance provided net proceeds during the same period. That comparison does not establish how future projects will be funded or whether additional share issuance will occur. It does show why investors should assess cash generation, planned investment, and financing sources together rather than treating any one figure as a complete picture.

The filing reports 19,233,658 Class A shares and 719,200 Class B shares outstanding as of August 1, 2026. Share issuance can provide financing but may dilute existing holders’ ownership. Centrus also identifies long-term liabilities, including convertible notes and postretirement health and life-benefit obligations. Investors assessing the financing risk should check subsequent filings for additional share issuance, debt terms and maturities, and capital commitments rather than treating the June-period numbers as a projection.

For an existing shareholder, dilution is about ownership percentage as well as the funding raised: issuing shares increases the share count, so each existing share represents a smaller proportion of the company. Whether financing supports valuable growth or imposes an unattractive cost cannot be determined from the issuance figure alone. Review the amount, terms, and timing of any later financing alongside the projects and obligations it is intended to support.

What regulatory, operational, and technology risks remain?

Centrus’ June 2026 filing identifies regulation and policy changes involving the SEC, DOE, DOC, and NRC, as well as natural disasters, pandemics, cybersecurity breaches, and the continued availability of contracts and funding. A change in regulation or in how a license or contract is interpreted could affect operations or market access. The filing lists these as risk categories; it does not, on its own, establish a particular enforcement action or operational failure.

Operational readiness also matters to an expansion whose intended output depends on specialized equipment, suppliers, staffing, construction, and commissioning. A delay or shortfall at one stage could affect later stages and the timing of expected capacity. The sources cited here do not quantify the likelihood or financial cost of any particular delay, so an investor should avoid treating a production date or ramp rate as established unless the company supports it with current, specific disclosures.

Cybersecurity and natural-disaster risks belong in the same operational review as contract performance and facility readiness. Centrus names these risks in its filing, but does not thereby establish that a particular breach, event, or interruption has occurred. The practical question is whether new company disclosures identify an incident or a change in risk, and whether operations, contract work, or funding availability are affected.

A practical checklist before making an investment decision

  • Read the latest 10-Q and 10-K for changes to supply arrangements, trade restrictions, customer concentration, contract terms, and disclosed risks.
  • Separate funded and awarded work from options, contingent commitments, proposed expansion spending, and future task orders.
  • Track whether announced project milestones are followed by evidence of engineering progress, procurement, construction, commissioning, and customer demand.
  • Review operating cash flow, capital spending, equity issuance, debt obligations, and share counts together across successive filings.
  • Assess contract and backlog quality by looking beyond headline totals to conditions, delivery timing, supply coverage, and customer concentration.
  • Evaluate the stock’s price and your own risk tolerance independently. The company disclosures and announcements discussed here do not establish whether LEU shares are cheap or expensive or predict a future return.

Investors may also find it useful to keep a simple timeline of what is announced versus what is completed: task-order scope and funding; progress on engineering and procurement; construction and commissioning; required operational approvals; customer commitments; and actual production and deliveries. That approach helps prevent an award, an earlier demonstration milestone, or a long-dated backlog figure from being mistaken for completed commercial performance.

Centrus has disclosed both a significant growth opportunity tied to HALEU and expansion work and material uncertainties around supply, government funding, execution, demand, and financing. The central investment question is whether the company can convert contracts and planned capacity into funded, deliverable business while managing those exposures. Its filings caution that forward-looking statements “are not guarantees of future performance, events or results” and involve known and unknown risks, uncertainties, and other factors that may be beyond the company’s control.

Frequently Asked Questions

Does Centrus’ $900 million DOE task order mean it has received $900 million in cash?

No. Centrus announced selection for a $900 million task order on January 6, 2026. The announced value is not evidence that the full amount has been received, recorded as earnings, or converted into completed capacity. Investors should review the final scope, funding, milestones, and payment terms.

Could restrictions on Russian or other foreign supply stop all Centrus deliveries?

Not automatically. Centrus identifies geopolitical conflict, sanctions, trade measures, import and export limits, and third-party supply as risks. The effect of a particular restriction would depend on applicable law, any waivers, contract terms, and the actions of counterparties.

Has Centrus demonstrated HALEU production capability?

Centrus’ 2025 Form 10-K says it produced and contractually delivered the 900-kilogram HALEU UF6 target for Phase 2 of an earlier DOE operation contract. That milestone does not establish the schedule, cost, economics, or commercial demand for the newer commercial-scale expansion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do Centrus’ backlog and nuclear-energy demand guarantee future profit?

No. The company describes medium- and long-term sales contracts and contingent commitments through 2040, but backlog is not guaranteed, evenly timed cash flow or profit. Supply coverage, conditions, delivery timing, customer concentration, and pricing all matter.

Could Centrus issue more shares to fund expansion?

The company identifies its ability to raise capital for planned expansions as a risk. It reported $53.9 million in net proceeds from common-stock issuance during the six months ended June 30, 2026, and reported its share count as of August 1, 2026. These figures do not establish whether further issuance will occur, so investors should check later filings for financing terms and changes in shares outstanding.

The Bottom Line

Centrus Energy offers exposure to nuclear-fuel supply and government-backed HALEU work, but the investment case depends on more than the size of an award or backlog. Investors should weigh third-party supply and trade exposure, appropriations and contract performance, customer and market concentration, expansion execution, capital requirements, and possible dilution. The cited company filings and announcements do not determine whether LEU shares are fairly valued or suitable for a particular investor.
