Animals transported long distances by sea can face a chain of stresses rather than one isolated hazard. Heat or cold, humidity, poor airflow, thirst, hunger, fatigue, ship movement, unfamiliar handling, restricted movement, injuries, disease, port delays and weak emergency arrangements can accumulate across preparation, loading, waiting, the voyage and unloading.
The severity depends on species, age and condition, weather, sea state, vessel and deck design, stocking density, journey duration, and whether trained people can observe and help the animals. There is no single injury, illness or mortality rate that represents every species and voyage.
The whole journey creates the risk
Sea transport is not limited to the hours when a vessel is moving. The relevant period starts when animals are selected and prepared, continues through gathering and loading, includes time in trucks or holding areas at the port, covers the voyage itself, and ends only after unloading and recovery. A delay at the terminal can therefore be as important as an additional day at sea.

Main hazards and what they do to animals
| Hazard | Possible welfare consequence | What changes the exposure |
|---|---|---|
| Heat, cold, humidity and inadequate airflow | Difficulty maintaining body temperature, heat stress, cold stress, respiratory problems, dehydration and collapse | Species, coat or fleece, stocking density, deck enclosure, ventilation capacity, weather and route |
| Thirst, hunger and fatigue | Dehydration, weakness, prolonged hunger, inability to recover and greater susceptibility to illness | Journey and waiting time, supply planning, access to drinkers and feeders, delays and individual needs |
| Ship movement and sea conditions | Motion stress, loss of balance, falls, difficulty standing or lying, fatigue and injury | Sea state, vessel motion, deck layout, footing, species and previous travel experience |
| Loading and handling | Fear, handling stress, bruising, falls, fractures and exhaustion | Handler training, ramp design, noise, crowding, force used and the animals’ temperament |
| Crowding or restricted movement | Inability to adopt normal posture, lie down or thermoregulate; more contact injuries and conflict | Species-appropriate space, headroom, group composition, deck configuration and duration |
| Disease and poor hygiene | Respiratory, gastrointestinal or other illness spreading between animals; worsening of pre-existing conditions | Fitness screening, mixing, sanitation, ventilation, observation and access to veterinary care |
| Port delays and emergency access | Extended confinement, missed feed or water, exposure to unsuitable weather and delayed treatment or unloading | Documentation, schedules, port facilities, contingency plans, communications and weather disruption |
Heat, cold and ventilation
Animals need an environment that permits thermoregulation. A vessel can be technically seaworthy yet unsuitable for a particular load if air exchange is inadequate or heat and moisture build up on an enclosed deck. High humidity can make heat dissipation harder, while cold drafts or wet conditions can increase cold stress. Dense stocking increases heat and moisture production and reduces each animal’s access to better airflow.
WOAH calls for vessel design and ventilation suited to the species, number of animals and expected conditions. Space must allow animals to maintain a normal posture and use the available airflow. Route planning should account for weather at loading, during the crossing and at the destination; extreme heat or cold may make transport inappropriate rather than merely uncomfortable.
Water, feed, rest and fatigue
Long journeys can extend the interval before animals receive water, feed or a meaningful opportunity to rest. Delays may consume the margin built into a schedule. Weak or dehydrated animals cope less well with ship motion and temperature changes, and fatigue can make it harder to remain standing when the deck moves.
Provision must match species and individual requirements. Monitoring should cover whether animals can reach drinkers and feeders, whether equipment is functioning, and whether consumption and physical condition are changing. A plan that assumes an on-time arrival is not enough; supplies, staff and facilities must cover foreseeable waiting and disruption.

Motion stress and sea conditions
Rolling, pitching and vibration can produce motion stress and make standing or lying difficult. Animals unfamiliar with transport may be less able to adjust. Poor footing, sudden vessel movement or a collision with another animal can turn fatigue into an injury. The evidence does not establish one universal wave height, speed or crossing duration that is safe for every species and ship, so decisions must use the expected sea conditions, vessel characteristics and animals’ condition together.
Handling, loading and unloading
Welfare risks begin before departure. Gathering, sorting, ramp movement and confinement can cause fear and physical injury, especially when animals are hurried, shouted at or forced. WOAH recommends quiet loading without unnecessary noise, harassment or force and calls for competent, trained handlers. Unloading is another high-risk transition: tired animals may stumble, and an unfamiliar facility can increase separation and handling stress.
Space, posture and rest
Space is not simply a headcount calculation. Animals need enough floor area and headroom to stand in a normal position, adjust their balance and lie normally when the species requires lying rest. Overcrowding restricts movement, increases contact and conflict, traps heat and can prevent weaker animals from reaching water. Excessive space can also allow animals to be thrown against partitions during heavy motion, so the appropriate arrangement is species- and vessel-specific rather than “more is always safer.”
Injury, illness and observation limits
Injuries may arise from loading, falls, collisions, unstable footing or prolonged pressure from other animals. Disease risk increases when animals are mixed, stressed or kept in damp, poorly ventilated conditions. Regular observation is essential because an animal in distress may be unable to reach a drinker, lie safely or move away from a dominant group member. Closed or poorly accessible decks make detection and intervention harder, especially when crew cannot safely enter during bad weather.

Why individual animals need different protection
WOAH identifies several groups that may need additional attention or special conditions:
- Very young or very old animals, whose reserves and ability to regulate temperature may be limited.
- Very large or obese animals, which may have difficulty with space, footing or movement.
- Excitable or aggressive animals, which can injure themselves or others in confined groups.
- Animals prone to motion sickness or with little experience of transport or human handling.
- Animals in late pregnancy or heavy lactation, whose nutritional, hydration and resting needs are increased.
Fitness for travel is a selection decision, not something to fix after loading. Animals that are ill, injured, exhausted or otherwise unable to cope with the expected conditions should not be placed on a long sea journey. Acclimatization, temperament, body condition and the likely weather all belong in the assessment.
What is specific about cattle on roll-on/roll-off ferries
The European Food Safety Authority (EFSA) identified four principal concerns for cattle transported on roll-on/roll-off ferries. These findings apply to that species and ferry scenario, not automatically to every ship or animal.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Total time inside vehicles: cattle may remain in trucks during port waiting as well as the crossing, so the welfare burden is the combined period rather than sailing time alone.
- Weather disruption and motion: delays or cancellations caused by weather can prolong confinement, while vessel movement creates motion stress.
- Reduced ventilation: when vehicles do not receive sufficient natural airflow, heat and humidity can rise inside them.
- Emergency difficulty: attending animals or removing vehicles can be difficult during a serious incident, particularly when access routes, ramps or ship operations are constrained.
These risks are especially important when a schedule leaves little margin for a missed sailing. A ferry plan should therefore evaluate vehicle ventilation while stationary and underway, not just the ship’s general ventilation system.

Welfare consequences identified for horses and donkeys
EFSA’s 2022 assessment for horses and donkeys lists a broad set of possible welfare consequences associated with transport. They include gastro-enteric disorders, handling stress, heat stress, injuries, isolation stress, motion stress, prolonged hunger and thirst, respiratory disorders, problems resting, restricted movement, sensory overstimulation and separation stress.
This is a species-focused hazard assessment, not a statement that every horse or donkey experiences every consequence on every sea journey. It shows why a single “safe transport” label is inadequate: a journey may be acceptable for one well-prepared group yet unsuitable for animals with poor fitness, inadequate space or severe weather exposure.
Port waiting, paperwork and disruption
Port operations can create a separate welfare bottleneck. The European Commission’s 2020 report on animals exported by sea described consignments being approved with incomplete or incorrect paperwork and without enough consideration of weather en route or at the exit port. When loading is delayed or several vehicles arrive together, the report found that a lack of contingency plans and animal facilities at ports can have a major welfare impact.
Documentation is therefore an animal-welfare control, not only an administrative formality. Health certificates, customs information, schedules, vehicle details and emergency contacts must be accurate before loading. If a document error prevents departure, animals may remain confined in vehicles or holding areas while staff try to resolve it. A workable plan identifies where animals can be watered, fed, rested or unloaded if the original route fails.

How operators can reduce the risks
1. Assess the animals and the route before loading
- Screen every animal for fitness, injury, illness, pregnancy stage, age, body condition and ability to cope with the predicted conditions.
- Separate animals that need different space, supervision or handling, and avoid mixing incompatible groups.
- Review the entire timetable, including travel to the port, likely waiting, crossing time, arrival procedures and possible weather delays.
- Check forecasts and sea conditions for each leg, and postpone or redesign the journey when extreme heat or cold makes welfare unacceptable.
2. Match the vessel and deck to the load
- Confirm that ventilation can maintain suitable conditions for the species and stocking level on every occupied deck, including when vehicles are stationary.
- Provide enough floor area and headroom for normal posture, balance and lying, with partitions and footing suited to the animals and expected motion.
- Ensure drinkers, feeders, lighting and access routes can be inspected and serviced safely.
- Plan for animals to be observed regularly rather than relying on a single check at departure or arrival.
3. Use trained handlers and calm procedures
Handlers should understand species behaviour, signs of heat stress, dehydration, respiratory trouble, injury, exhaustion and inability to rise. Loading should proceed quietly, without unnecessary noise, harassment or force. Supervisors should have authority to stop a procedure when animals are falling, fighting, overheating or being pushed beyond their capacity.
4. Monitor and record during the journey
WOAH’s journey log expectations include daily inspection and important events, morbidity and mortality and actions taken, climatic conditions, feed and water consumed, medication and mechanical defects. Records make it possible to identify deterioration early and show whether a problem was corrected. Observation should cover access to resources, posture, injuries, abnormal behaviour, breathing, temperature-related distress and animals that are isolated or unable to move normally.
5. Prepare an emergency-management plan
The plan should identify foreseeable adverse events, response steps, responsible people, communication channels and recordkeeping. It should explain what happens if a vessel is delayed, a vehicle loses ventilation, weather prevents docking, an animal becomes unable to stand, or unloading is blocked. Contact details and decision authority must be available to crew, transporters, port staff and veterinary personnel. A contingency plan is only useful if facilities, equipment and staff can actually carry it out.
How to compare two proposed sea journeys
A meaningful comparison uses the same species and similar journey assumptions. Evaluate the following questions rather than ranking ships or routes by reputation:
- Which option gives the animals less total time in vehicles and holding areas, including port waiting?
- Can the vessel maintain airflow and acceptable temperature and humidity on every relevant deck?
- Do space, headroom, partitions and footing permit normal posture, safe balance and rest?
- What sea conditions are likely, and how much schedule margin exists for a weather delay?
- Can people reach animals, provide water or feed, treat injuries and unload safely during an emergency?
- Are health documents, customs requirements, port facilities and responsibilities confirmed before departure?
- Does the plan account for vulnerable individuals rather than treating the consignment as uniform?
Evidence that concerns cattle on roll-on/roll-off ferries or transport of equids should not be presented as a universal ranking of all vessels. The comparison must preserve the species, vessel type and disruption scenario studied.
What the evidence can—and cannot—tell you
WOAH Chapter 7.2 provides sea-transport recommendations and documentation expectations. EFSA’s opinions provide scientific assessments of welfare consequences, including the cattle ferry scenario and the broader equid transport assessment. The European Commission report describes problems in the EU export context in 2020; it is not a current global prevalence estimate.
The available sources identify hazards, consequences and controls but do not establish one comparable cross-species rate for injury, illness or death at sea. Any statistic must therefore be tied to its original species, route, vessel type, year and measurement method. A number from one voyage cannot be used as the risk for all long-distance animal transport.
