Ocean alkalinity enhancement (OAE) could affect marine ecosystems when the chemical change is too large, too concentrated, poorly timed, or accompanied by harmful materials. Possible risks include local shifts in pH and carbonate chemistry, different responses among species and life stages, mineral particles or trace-metal leaching, and environmental damage from mining and transporting feedstocks.

OAE is not one standardized intervention. The outcome depends on the pathway, material, dose, release site, mixing, exposure duration, and ecosystem. Evidence from laboratory studies, models, and early field trials identifies plausible hazards, but it does not yet establish whether large, long-term deployments would be safe or harmful at ecosystem scale.

What ocean alkalinity enhancement changes

OAE is a family of carbon-dioxide-removal approaches that increase seawater’s alkalinity, allowing the ocean to absorb more atmospheric CO2. Adding alkalinity also changes carbonate chemistry. Depending on the method and the amount released, nearby seawater can experience changes in pH, carbonate-ion concentration, and carbonate saturation state.

Those changes are the intended mechanism for increasing CO2 uptake, and they could eventually help counter some effects of ocean acidification. A possible benefit does not remove the need to evaluate ecological risk: a chemical change that is modest and well mixed at one site could be abrupt or concentrated at another. The National Academies summarizes the basic governance challenge in one sentence: “Any major manipulation of the ocean will have an environmental impact.”

Five main risk pathways

1. Local carbonate-chemistry excursions

The first risk is an exposure near the release point that differs substantially from the surrounding water. Organisms may encounter a temporary plume with higher alkalinity, pH, or carbonate saturation than they normally experience. The relevant questions are not simply whether pH rises, but how far it rises, how long the excursion lasts, how quickly the material mixes, and whether tides or currents carry the plume into sensitive habitat.

There is no single OAE dose or chemical threshold that can be labeled safe for every ecosystem. A release in a well-mixed offshore setting creates a different exposure pattern from one in a shallow bay, estuary, reef, or nursery ground. Repeated releases could also create a different risk profile from a one-time pulse, even if each individual event stays within a similar concentration range.

2. Different responses among species and life stages

Marine organisms do not respond uniformly to carbonate chemistry. Sensitivity can vary among taxonomic groups, species, populations, developmental stages, and physiological processes such as calcification, growth, reproduction, feeding, and survival. Eggs, larvae, juveniles, and adults may therefore experience different consequences from the same plume.

A 2025 assessment by Bednaršek and colleagues illustrates both the value and the limits of available evidence. It analyzed 68 ocean-acidification studies covering 84 unique species and 11 biological groups, then used those data to predict responses to sodium hydroxide or sodium carbonate additions. The framework identified positive, negative, threshold, parabolic, and neutral response patterns.

These categories are not a universal response curve for OAE. They are synthesized predictions based largely on related ocean-acidification experiments, not direct measurements of an entire ecosystem during a commercial-scale alkalinity release. They can help identify taxa and endpoints that deserve monitoring, while leaving open questions about food-web effects, adaptation, and interactions among species.

3. Trace metals, particles, and changes in light

Some OAE pathways use alkaline minerals rather than dissolved chemicals. The composition, particle size, purity, and weathering rate of those materials determine what organisms encounter. National Academies assessments identify possible concerns about nickel and other leachates from olivine-based materials, physical particles, and the way particles interact with organisms.

Particles can be removed by grazers, settle onto the seafloor, or remain suspended long enough to alter water clarity. Changes in light, sometimes described as bio-optical effects, could influence photosynthesis and visual feeding. A particle or leachate hazard is pathway-dependent: it should not be generalized to every OAE approach, and a potential toxic effect at one concentration does not establish damage at all doses or sites.

4. Food-web and community effects

An exposure that has little effect on one organism could still matter if it changes a prey species, a grazer, a habitat-forming calcifier, or a microbial process. The National Academies identifies uncertainty about functional diversity and community composition for some mineral pathways. This means assessments must look beyond a short-term survival test and consider whether an intervention changes which ecological roles are present and how energy moves through a food web.

Community responses can also be nonlinear. Several species may tolerate a plume individually while a sensitive species declines, changing competition or predator-prey relationships. Natural stressors such as warming, deoxygenation, disease, pollution, and existing acidification can further alter the response. Separating an OAE effect from those background pressures is a central monitoring problem.

5. Upstream mining, processing, and transport

The receiving ecosystem is only part of the environmental assessment. If an OAE program requires large quantities of rock or industrial chemicals, extraction, crushing, processing, storage, and transport can create pollution, greenhouse-gas emissions, habitat disturbance, and accident risks before any material reaches the sea.

Those lifecycle effects are distinct from direct exposure to altered seawater. An approach could have a manageable local plume but a substantial supply-chain footprint, or the reverse. A credible assessment therefore accounts for both the coastal or ocean site and the places where feedstocks are produced.

Why location, dose, and scale matter

Risk is determined by the exposure that organisms actually experience, not merely by the amount of alkalinity purchased or injected. The following dimensions should be specified for every proposed deployment.

Assessment dimension Questions that determine ecological risk
Pathway and material Is alkalinity added as a dissolved chemical, a mineral, or through an electrochemical process? What by-products, particles, or leachates can occur?
Magnitude of chemical change How much do alkalinity, pH, carbonate ions, and saturation state change relative to the local baseline?
Exposure pattern Is the change a short pulse, a persistent plume, or a series of repeated releases? Which depths, habitats, and life stages are exposed?
Transport and mixing How do tides, currents, stratification, storms, and bathymetry spread or dilute the material?
Biological setting Which species, developmental stages, habitat-forming organisms, and food-web functions occur in the affected area?
Lifecycle and governance What extraction and transport impacts occur upstream, and do site-specific monitoring, reporting, and permitting controls exist?

Scaling up is not simply a matter of multiplying a small trial. A larger release can change the size and persistence of a plume, expose more habitats, increase the chance of overlapping releases, and introduce new logistical and supply-chain pressures. Conversely, a carefully designed site may disperse material more effectively than a poorly mixed one. Claims about safety must therefore remain tied to the method, site, and operating conditions that were actually studied.

What the current evidence can and cannot show

Different kinds of evidence answer different questions. Treating them as interchangeable can make an uncertain result sound conclusive.

Evidence type What it can establish What it cannot establish by itself
Carbonate-chemistry measurements and calculations Whether a release changes alkalinity, pH, carbonate saturation, and the expected CO2 uptake under specified conditions. How every species or the whole food web will respond over years or decades.
Laboratory and mesocosm experiments Responses of selected species or communities under controlled concentrations, durations, and life stages. Responses of untested taxa, natural variability, or a dynamic ocean receiving repeated releases.
Models and synthesis frameworks Predicted sensitivity patterns and scenarios that can guide monitoring priorities. A direct observation of ecosystem-wide OAE effects in the field.
Early field trials Whether monitoring, dosing, and compliance procedures work at a particular site and scale. Long-term safety, impacts at much larger deployment volumes, or effects in different ecosystems.

The 2025 calcifier assessment is therefore useful for identifying likely sensitive groups, but its predictions should not be presented as proof of a universal ecosystem response. The National Academies’ 2026 OAE module likewise describes the science as grounded while emphasizing uncertainty across environmental effects, monitoring, and the full deployment system.

What the Sequim Bay field trial demonstrates

NOAA’s Pacific Marine Environmental Laboratory, the University of Washington, the Department of Energy’s Pacific Northwest National Laboratory, and Ebb Carbon conducted a small electrochemical OAE trial in Sequim Bay, Washington. NOAA reported experiments in November 2024 and February 2025. The treated-water volume increased from 7,000 gallons in the earlier work to 47,000 gallons in the later work, while the project maintained environmental compliance.

NOAA described the trial as demonstrating the feasibility of monitoring small alkalinity releases in a dynamic coastal environment. That is important evidence about instrumentation, operations, and compliance at that site and scale. It does not establish the absence of long-term effects, show how every taxon would respond, or demonstrate that a much larger deployment would behave the same way. Compliance in a small trial is not equivalent to proof of ecosystem-scale safety.

What a responsible monitoring program needs

Monitoring should be designed before release and matched to the pathway and receiving ecosystem. A useful plan includes the following sequence:

  1. Define the baseline. Measure natural variation in alkalinity, pH, carbonate chemistry, temperature, salinity, oxygen, particles, light, currents, and relevant biological indicators before treatment begins. A baseline must cover enough tidal, seasonal, and weather variation to distinguish an intervention signal from normal fluctuation.
  2. Describe the intended exposure. Specify the material, concentration, release rate, total volume, depth, timing, and expected plume. Include possible by-products, impurities, and particle behavior for mineral or electrochemical pathways.
  3. Track transport and dilution. Sample at the release point and along the predicted plume, including different depths and downstream habitats. Models should be checked against observations rather than used as a substitute for them.
  4. Measure biological responses. Select endpoints relevant to the site: calcification, growth, reproduction, survival, behavior, plankton composition, benthic communities, microbial processes, and food-web indicators where appropriate. Include sensitive life stages when they occur seasonally.
  5. Set attribution rules. Compare treated areas with suitable reference locations and account for tides, storms, warming, oxygen changes, pollution, and other simultaneous stressors. A detected change should not be attributed to OAE without evidence that alternative explanations are less likely.
  6. Report and adapt. Publish methods, chemical results, biological observations, deviations, and uncertainty. Predefine stop conditions and modify or halt releases if exposures exceed the approved range or unexpected biological signals appear.

The National Academies treats monitoring, reporting, and verification as necessary both to document carbon removal and to identify environmental impacts. Because OAE-specific standardized environmental-impact protocols and permitting frameworks were not yet established in its 2026 module, projects must explain how existing regulatory requirements address their particular site and pathway instead of implying that one universal checklist exists.

How to compare OAE approaches without declaring a universal “safest” method

No available evidence supports naming one pathway safest in every marine environment. A comparison should use the same questions for each proposal:

  • Added material and chemistry: identify the chemical change and any reaction products, impurities, or residual particles.
  • Local excursion: estimate the magnitude, duration, depth, and geographic spread of the change near the release point.
  • Material-related hazards: test for trace-metal leaching, particle settling, grazing, and light effects when minerals are involved.
  • Biological coverage: list the taxa, life stages, endpoints, and evidence types that support the risk estimate.
  • Lifecycle footprint: include mining, processing, energy use, transport, storage, and disposal or containment needs.
  • Governance: verify that monitoring, public reporting, emergency procedures, and permitting cover site-specific risks and cumulative releases.

This approach prevents a low-risk feature in one category from hiding a high-risk feature in another. For example, a pathway with no mineral particles may still produce a sharp local chemical excursion, while a well-dispersed chemical release may depend on a large, emissions-intensive supply chain.

What remains unresolved

Long-term and ecosystem-scale effects remain the largest open questions. Scientists do not yet have a complete record showing how repeated OAE releases affect diverse communities, sensitive habitats, biogeochemical cycles, or recovery after operations stop. The evidence also does not settle how risks change across coastal bays, estuaries, open ocean regions, polar waters, or areas already stressed by warming and deoxygenation.

Early trials can improve methods for measuring alkalinity, tracking plumes, and detecting biological changes. They should be interpreted as steps in learning how to test and govern OAE, not as a blanket endorsement of scaled deployment. The most accurate present conclusion is conditional: OAE may offer climate and acidification-related benefits, but its ecological risks are pathway- and site-specific, and the evidence is not yet sufficient to claim long-term ecosystem safety.
