The best first stop is the American Job Center serving the area where you will live. Ask specifically for reentry employment services, training or credentials, employers open to second-chance hiring, and the state contact for the Federal Bonding Program. If you are still incarcerated, ask your reentry counselor about release-preparation classes, vocational programs, and services that continue after release.
Start with the American Job Center in your destination area
American Job Centers (AJCs) provide the most practical national entry point for local job help. The U.S. Department of Labor says roughly 2,400 centers deliver services funded through the Workforce Innovation and Opportunity Act (WIOA). A center can assess your skills, help build a job plan, prepare you to apply and interview, refer you to training, and connect you with employers or other agencies.
Services are organized locally, so do not assume that every center offers the same classes or accepts the same documents. When you call or visit, say that you are seeking employment after incarceration and ask these questions:
- Does this center have a reentry specialist or a partner organization serving people with records?
- Which occupational training, credentials, apprenticeships, or work-based learning programs can I apply for?
- Can you refer me to employers that consider applicants with criminal records?
- What help is available for transportation, identification, housing, childcare, or legal barriers that could prevent me from starting work?
- Who is the state contact for Federal Bonding, and how would a bond work for an employer considering me?
Bring identification and any release, supervision, education, or work-history documents you have. The center can tell you what is required in your state; national program descriptions do not establish a single document list or guarantee an open training slot.

Federal and grant-supported routes to ask about
Reentry Employment Opportunities (REO)
The Department of Labor’s Reentry Employment Opportunities program funds projects designed to improve workforce outcomes for justice-involved young people and adults formerly incarcerated. A funded project may provide career assessment, an individualized plan, occupational skills training, credentials, apprenticeships, job placement, mentoring, employer connections, and follow-up. REO is a funding umbrella rather than one nationwide application. You generally need to locate a grantee or partner serving your community through an AJC, correctional facility, probation or parole office, or community organization.
Ask whether a local project is enrolling people with your custody history, age, release date, and destination address. A grant award by itself does not prove that a provider has an open intake or that you qualify.
Pathway Home
Pathway Home is a Department of Labor initiative for adults in state correctional facilities and local or county jails. It is built around pre-release services that continue after release. That continuity can prevent a common break in support: learning a trade or preparing a résumé inside, then losing contact with the program as soon as you leave custody.
If you are incarcerated, ask the facility’s reentry staff whether it or a partner participates in Pathway Home. If you have already been released, ask an AJC or reentry nonprofit whether a participating provider serves your destination county. Participation, eligibility, enrollment dates, and follow-up services are local questions.
Partnership on Reentry Opportunities in Workforce Development (PROWD)
PROWD is a partnership of the Department of Labor, Department of Justice, and Federal Bureau of Prisons (BOP) for federally incarcerated adults. Services are staged across three points: a federal correctional institution, a residential reentry center or home confinement, and the community after release from BOP supervision.

- 90W Pass-Through Charging: Achieve optimal charging with 90W pass-through power to your laptop, supported by a total input of 100W, with the hub reserving 10W for operational efficiency. (Note: Wall charger not included.)
- Quick Data Transfers: Accelerate your productivity with rapid data transfers using a high-speed 5Gbps USB 3.0 port and two 480Mbps USB 2.0 ports.
- 4K HDMI Display: Enhance your visual experience with a hub capable of delivering 4K resolution at 30Hz in both mirror and extend modes. Note: This device is not compatible with Linux.
- What You Get: Anker USB-C Hub (5-in-1, 4K HDMI), welcome guide, 18-month warranty, and our friendly customer service.
Ask BOP staff whether your institution and destination community participate. The program is not a universal benefit for everyone leaving a federal facility, and a person leaving a state prison or county jail would need a different route.
Second Chance Act programs
The Bureau of Justice Assistance (BJA) supports Second Chance Act grants for education and employment during incarceration, as well as transitional and community-based reentry services. Government agencies and nonprofit organizations deliver the services. Depending on the project, help can include job preparation, training, case management, connections to employers, and practical support after release.

BOP Release Preparation Program and federal prison education
For people in federal custody, BOP’s Release Preparation Program includes classes on résumé writing, job search, and job retention. BOP also describes vocational and occupational education and placement of appropriate inmates in Residential Reentry Centers before release.

What employment help may include
No provider offers every service. Ask for a written description of what is included, when it starts, and how long follow-up lasts. Common components are:
| Service | What it can do | Questions to ask |
|---|---|---|
| Assessment and planning | Identify skills, interests, barriers, and a realistic occupation; create an individual employment plan. | Will I receive a written plan and a named case manager? |
| Résumé and job-search preparation | Translate prison work, education, military service, or volunteer experience into a résumé; practice applications and interviews. | Can staff explain how to answer record-related questions accurately? |
| Occupational training | Teach skills for a target field through classroom instruction, labs, or work-based learning. | What credential is issued, how long is training, and are costs covered? |
| Apprenticeships and credentials | Provide paid or structured work experience and an industry-recognized credential where a participating program exists. | Are there registered apprenticeships in my destination area? |
| Employer connections and placement | Introduce candidates to employers, arrange interviews, or help complete hiring paperwork. | Does placement mean an introduction, an interview, or a job offer? |
| Retention and follow-up | Help resolve workplace problems, transportation failures, scheduling issues, or early job loss after hiring. | How long can I call for support after I start work? |
| Stabilizing referrals | Connect you with transportation, housing, childcare, identification, family-unification, or legal assistance that affects your ability to work. | Is help provided directly, or only through an outside referral? |
The Department of Labor’s fiscal year 2025 budget justification identifies those practical supports among services or referrals associated with REO projects. BJA descriptions of Second Chance Act programs likewise include transitional and community-based support. Availability depends on the particular provider.
How to use services before and after release
If you are still incarcerated
- Tell your counselor your destination. Employment support is more useful when staff know the county or city where you will live, not just the facility where you are housed.
- Request release-preparation and vocational schedules. Ask about résumé, job-search, job-retention, occupational education, and work assignments, plus any completion certificate.
- Ask about continuity programs. Find out whether your facility or destination participates in Pathway Home, PROWD, or a Second Chance Act project, and who will contact you after release.
- Collect records you can lawfully keep. Request copies or verification of certificates, education, job duties, dates of employment, identification, and release conditions.
- Make a first-week plan. Write down the AJC address and phone number, transportation route, supervision appointments, and the name of the reentry contact who will meet you.
If you are already in the community
- Contact the AJC serving your address. State that you need reentry employment help and ask for a reentry specialist or partner referral.
- Complete an assessment and set one target occupation. A specific target makes it easier to choose a short credential, apprenticeship, or employer list instead of applying randomly.
- Remove immediate barriers. Ask for referrals for identification, transportation, housing, childcare, legal questions, or other issues that could cause you to miss training or work.
- Build an honest application strategy. Get coaching on record-disclosure questions, occupational licensing rules, and how to describe verified skills without minimizing or misrepresenting your history.
- Ask about bonding before an employer decides. A workforce specialist can explain the state process and provide information an employer can evaluate.
- Keep follow-up appointments. Report interviews, job offers, schedule conflicts, and early workplace problems so staff can intervene while support is available.
Federal Bonding can address an employer’s hiring concern
The Federal Bonding Program offers fidelity bonds to employers to address certain risks associated with hiring people whose backgrounds create employment barriers. According to a January 2024 Department of Labor fact sheet, the bond covers the first six months of employment at no cost to the applicant or employer.
The same fact sheet reports a 99% success rate, with 1% of claims processed. That is a Department of Labor program statistic from that dated fact sheet, not an independently evaluated current outcome and not a promise that a particular employer will receive a bond or that a hire will succeed.

Ask an AJC or your state workforce agency how bonding works locally, which jobs and employers qualify, what information the employer must submit, and whether the request must be made before your start date. Do not wait until after a hiring problem to ask; the workforce agency can explain the timing.
How to compare two local programs
When several providers call themselves reentry or second-chance services, compare the details rather than the label:
| Decision point | What a strong fit looks like | What to verify |
|---|---|---|
| Timing and continuity | Support begins before release, continues in the community, and includes follow-up after hiring. | Exact start date, handoff contact, end date, and missed-appointment policy. |
| Employment pathway | A clear sequence from assessment to training or work-based learning, employer contact, and placement. | Credential name, training hours, employer partners, and what “placement” means. |
| Practical support | Direct help or reliable referrals for transportation, housing, childcare, identification, and legal issues. | Whether assistance is available now, has a waitlist, or requires another agency. |
| Local fit and access | The provider serves your destination, custody system, age group, and supervision status. | Eligibility, documents, open intake, language access, transportation, and wait time. |
National program descriptions cannot answer those local questions. Get the provider’s name, phone number, eligibility rules, and next appointment in writing before relying on a referral.

No program is listed at the facility
Ask the counselor for the AJC serving your release destination and for community partners, not only programs operating inside the facility. Call the AJC yourself as soon as you can and explain your release date.

You have no identification or reliable transportation
Tell the case manager before enrolling in training or accepting an interview. REO- and Second Chance-related providers may offer or refer you to identification, transportation, housing, or other stabilization help, but the exact assistance is local.

An employer is worried about the record
Request coaching on lawful, accurate disclosure and ask whether the employer can use the Federal Bonding Program. A bond addresses certain fidelity risks; it does not erase a record, guarantee a license, or require an employer to hire.
You miss an appointment after release
Call the provider immediately, explain the reason, and ask for the next available appointment. A missed meeting should not end support unless the provider’s written policy says so; obtain that policy rather than assuming.
You do not know which program you qualify for
Give the provider complete facts: state or federal custody, facility or jail, release date, age, destination county, supervision status, work history, and any training already completed. Eligibility often turns on those details.

A short checklist for your first contact
- Destination city, county, and state
- Release date and custody system
- Current supervision or parole conditions
- Identification and any certificates you possess
- Previous jobs, prison work assignments, education, and interests
- Transportation, housing, childcare, health, or legal barriers
- Questions about training funds, apprenticeships, second-chance employers, and Federal Bonding
Employment after prison is usually a sequence of services rather than one application: preparation before release, a local workforce connection, training or employer contact, and follow-up that addresses practical barriers. Start with the AJC, use facility staff and reentry partners to find continuity, and confirm every eligibility and intake detail with the provider serving your destination.
