For current Indian works contracts, keep a contract-wise evidence trail: the signed agreement or work order, a separate ledger for each job, tax invoices and adjustments, customer and bank payment evidence, supplier and input records, and accounts showing tax payable, collected and paid. Reconcile those records to GST returns and remittances.
The phrase “service-tax receipts” can refer to two different regimes. GST came into force on 1 July 2017, and an immovable-property works contract is now treated as a supply of services. A receipt from before that date must be tested under the historical Service Tax and VAT rules that applied to the transaction, not under current GST rules.
Start with the transaction date and tax regime
Construction recordkeeping depends first on when the work, invoice and receipt arose. The GST Council’s explanatory material states: “A works contract is treated as supply of services under GST.” That framework applies from 1 July 2017. Under the earlier system, the service component of a works contract could attract Service Tax while the goods component was handled through state VAT.

Current GST invoice or retention rules should not be applied retroactively.

Core records for a current GST works contract
Rule 56 requires records that identify each works contract, the people for whom it was executed, payments received and the goods or services used to perform it. The following set gives an auditor a continuous path from the job agreement to the customer’s payment and the tax remitted.
| Record | What it establishes | Details to retain |
|---|---|---|
| Signed contract or work order | Who hired the contractor and what job was agreed | Customer name and address, job reference, scope, location, milestones, price, tax terms, start and completion provisions, amendments and approved variations |
| Separate contract ledger | How money received relates to one specific job | Each receipt, date, amount, customer, invoice or milestone reference, advance, retention, adjustment and outstanding balance |
| Tax invoices and adjustments | What was billed and how GST was calculated | Supplier identity and GSTIN, invoice number and date, recipient details as applicable, description, taxable value and tax charged; keep credit notes, debit notes and issue or receipt records |
| Payment evidence | Whether and when the billed amount was actually received | Bank statements, customer remittance advice, payment-gateway records, cheque evidence, receipt vouchers and advance documentation, as applicable |
| Supplier and input records | What goods and services were purchased and used on the job | Supplier names and addresses, purchase invoices, delivery records and records of goods or services consumed in executing the contract |
| Tax and return records | How tax was accounted for and paid | Tax payable, tax collected and tax paid ledgers, return workings, filed returns, challans or other payment confirmations and reconciliations to invoices and collections |
| Electronic record controls | Whether digital records remain usable and trustworthy | Readable files, access controls, backups, audit history where available and the required digital authentication for electronic records |
1. Preserve the contract identity
Keep the executed agreement, purchase order or letter of award with every amendment. Rule 56 specifically calls for the names and addresses of persons on whose behalf the works contract is executed. A practical file also includes the project address, internal job number, scope drawings or schedules, milestone certificates and correspondence approving variations. These documents explain why an invoice was issued and prevent receipts from being detached from the work that generated them.
2. Maintain one ledger for each works contract
A general cashbook is not enough to demonstrate what was received for a particular project. Maintain a separate account or sub-ledger for every contract. Post each advance, progress payment, retention release, refund, credit-note adjustment and final settlement with its date and reference. Link the entry to the relevant invoice and milestone. This contract-level payment detail is the central requirement for proving receipts.

3. Keep invoices, credit notes and debit notes together
Under the cited invoice rule, a service invoice generally must be issued within 30 days of the supply, subject to exceptions. Rule 46 invoice particulars include the supplier’s identity and GSTIN, invoice number and date, recipient information as applicable, description of the service, taxable value and tax charged. Preserve the original invoice and every subsequent adjustment in sequence. If an advance is later adjusted against a progress invoice, retain the advance record and the adjustment trail rather than replacing the original entry.
4. Build a payment trail
An invoice demonstrates that an amount was billed; it does not, by itself, establish that the customer paid it. Keep the bank statement or other payment record, customer remittance advice and internal receipt entry that together identify the payer, amount and date. For cheques, retain the cheque details and deposit evidence. For electronic transfers, preserve the transaction reference. For advances, retain the receipt voucher or equivalent accounting entry and show how it was applied to later invoices.

The rules require accounts of payments and advances but do not prescribe one universal form of receipt evidence. Use the payment method that actually occurred and reconcile it to the contract ledger. A single bank statement line without a customer reference may be difficult to match; obtain remittance advice or another contemporaneous confirmation when the narration is unclear.
5. Retain input and supplier documentation
Do not limit the file to customer invoices. Rule 56 also covers goods and services received for the contract and goods and services used to execute it. Keep supplier invoices, delivery or service-completion records, supplier identity details and the job allocation used in your accounts. These records support the cost and input-tax entries and help explain the value and timing of the work billed to the customer.
6. Separate the tax trail
Maintain accounts showing tax payable, tax collected and tax paid. Each tax entry should be traceable to invoices, credit or debit notes, the relevant GST return and the payment confirmation. Reconcile the contract ledger to the sales register, return data and tax challans at each filing period. Investigate differences caused by advances, retention money, cancellations, credit notes or timing between invoicing and collection instead of carrying unexplained balances.
A practical reconciliation workflow
Use the following sequence for every project and repeat it at each reporting period:
- Assign a job reference. Put the same reference on the signed contract, work-order amendments, purchase records, invoices and payment entries.
- Record the commercial event. When an advance, milestone approval or other billing event occurs, record the date, amount, taxable value and applicable tax in the contract ledger.
- Issue and archive the invoice. Check the Rule 46 particulars and the ordinary 30-day service-invoice deadline, allowing for any applicable exception.
- Capture the receipt. Post the customer’s payment, identify the bank or payment reference, and attach remittance advice or receipt-voucher support where relevant.
- Match the receipt to the invoice. Apply partial payments, retentions, advances and credit notes explicitly so the remaining balance is visible.
- Reconcile to tax records. Tie invoice tax to the tax-collected ledger, the return working and the payment confirmation. Document timing differences rather than altering original entries.
- Close the project file. Add the completion certificate, final account, release of retention, unresolved claims and a final ledger showing no unexplained receipt.
Transaction proof and tax-accounting proof are different
Audits often require both kinds of evidence. Neither group alone proves every fact.
Rank #3
| Evidence group | Typical records | Question answered |
|---|---|---|
| Transaction proof | Contract, work order, milestone certificate, invoice, credit or debit note, customer remittance advice and bank or payment record | What work was agreed, billed and paid, and by whom? |
| Tax and accounting proof | Contract ledger, sales and purchase ledgers, tax payable/collected/paid accounts, filed returns and remittance confirmations | How was the transaction recorded, reported and settled with the tax authority? |
Cross-reference the two groups with a job number and invoice number. A payment that appears in the bank account but cannot be assigned to a contract should be resolved while the project team and customer still have the supporting information.
How long must GST records be kept?
CGST Act section 36 sets a general retention period of 72 months for covered accounts and records, counted from the due date for furnishing the annual return for the year to which the records relate. This is a statutory period stated by Parliament in 2017, not a recommendation to discard files exactly six years after the invoice date.
If an appeal, revision, proceeding or investigation is pending, the Act extends retention until one year after final disposal or the ordinary period, whichever is later. Put a legal hold on the affected project file when a notice or dispute arrives. Do not destroy related electronic backups, correspondence or payment records while the matter remains open.
Section 36 is not necessarily the only rule affecting a particular business or dispute. Contract terms, litigation holds, lender requirements and other tax laws can require longer preservation.

A Comptroller and Auditor General audit report gives a historical contract example referring to Service Tax Rule 4A invoice details and documentary proof of remittance. That example is not a complete checklist for every historical transaction. The exact invoice, payment, valuation and return rules depend on the period, contract and applicable exemptions. Have a qualified Indian tax professional verify a specific historical assessment.

GST records do not automatically replace income-tax accounting records. The Income Tax Department separately discusses business books, supporting bills and signed expenditure vouchers. What must be kept, and for how long, depends on the taxpayer’s type, tax year and applicable provisions. Preserve purchase bills, expense vouchers, payroll or subcontractor support and the financial statements used for income-tax filings, and confirm the current rule for the contractor’s facts instead of relying on a general turnover threshold.
Electronic storage that survives an audit
Electronic records are permitted under the GST rules, subject to digital authentication requirements. A workable control system should:
- store the original invoice and any signed amendment in a non-editable or version-controlled format;
- use consistent project, customer and invoice identifiers across accounting and document systems;
- back up bank statements, payment references, returns and challans separately from the live accounting database;
- restrict deletion and record who approved credit notes, write-offs and manual journal entries;
- test that archived files can still be opened and read; and
- retain an export that can be produced promptly if the accounting system is replaced.
A folder, spreadsheet or bookkeeping application is only a storage method. Buying one does not itself establish compliance; completeness, traceability and retention do.
