“Near a nuclear plant” is not a power strategy. Before choosing land, establish exactly how electricity would reach the data center, which entity would own and operate each asset, and whether the combined project can satisfy nuclear licensing, grid, water, hazard, security, emergency-planning, community and long-term nuclear obligations. A site that is excellent for fiber or latency may be unsuitable for a reactor, while a plant with available generation may not provide firm service to a new data-center load.

The framework below is U.S.-oriented and draws on the 2026 EPRI co-location guide, Department of Energy (DOE) guidance dated April 8, 2025, federal siting direction issued in 2025, and Nuclear Regulatory Commission (NRC) materials. It is a diligence framework, not a finding that any particular location is suitable. Answers depend on the reactor design, cooling system, load profile, connection structure, ownership and jurisdiction.

1. Define the proposed arrangement before discussing the site

Ask what “near” means in legal, electrical and operational terms. A data center can be close to a nuclear station yet buy ordinary grid power, or it can be electrically coupled to the station. Those arrangements have different reliability, licensing, cost and security consequences.

Arrangement Questions to resolve Distinctive risks or issues
Grid supply Which utility and balancing authority will serve the load? What transmission and substation upgrades are required? The data center receives power through the grid; proximity to the plant does not guarantee that nuclear output serves it. Interconnection queues, congestion and transmission cost allocation apply.
Behind-the-meter Where is the meter and who controls dispatch, protection, outages and any residual grid service? The project may reduce some network transfers but can raise questions about resource adequacy, reliability and whether other customers bear transmission costs.
Direct connection Will a dedicated line connect the data center to one unit, several units or a new nuclear module? Who owns the line and protection equipment? A single reactor can become a single point of failure. A direct connection still needs an outage plan, backup supply and utility or grid-operator review.
Restart or brownfield project Is an existing or retired plant being restarted, and what licenses, inspections, environmental reviews and upgrades remain? Schedule and scope depend on the plant’s condition and regulatory path; a data-center construction schedule cannot be assumed to match restart readiness.
New nuclear construction Which design, fuel, cooling system and licensing pathway are proposed? Is the site characterized for that design? First-of-a-kind projects can require long development periods and substantial upfront capital. Technology selection can change the site data and permits required.

Identify the owners of the reactor, data center, land, substations, transmission assets, water systems and backup generators. Name the operators and the licenses or contracts each party will hold. EPRI advises evaluating the nuclear and data-center locations together: fiber routes, network latency and workforce access may favor one parcel, while meteorology, hydrology, geology and licensing constraints may rule it out for nuclear use.

2. Can the electrical arrangement meet the data center’s actual load?

Build a realistic load case

Provide the utility and nuclear operator with an initial load, peak demand, power factor, ramp rate, phased expansion schedule and required service date. Include cooling, pumps, batteries, security systems and construction loads rather than counting only servers. State how much capacity is needed on day one and at each expansion stage, and identify the maximum coincident demand.

Match contracted capacity to physical capability

Ask how much nuclear output can actually be dedicated or contracted after station-service requirements, operating reserves, other customers and grid obligations are considered. “Installed capacity” is not the same as deliverable capacity at the data-center meter. Require a power-flow and protection study that covers normal operation, contingencies, voltage, frequency, fault current and power quality.

Plan for every outage mode

A direct line to one reactor can interrupt the data center when that unit refuels, undergoes maintenance or trips unexpectedly. Obtain a written supply plan for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • planned refueling and maintenance outages;
  • unplanned reactor trips and transmission faults;
  • regional grid disturbances and extreme-weather events;
  • substation, transformer and dedicated-line failures; and
  • planned construction or commissioning outages.

Determine whether resilience comes from multiple reactor units or modules, two independent grid feeds, on-site generation, batteries, fuel cells, demand response or a combination. For each layer, specify ride-through duration, black-start capability, fuel storage, emissions limits, maintenance intervals and the time required to transfer loads. Do not describe a supply as uninterrupted unless the contractual and engineering design supports that claim.

Account for schedule and economics

DOE identifies nuclear generation as a potential around-the-clock source but also notes that new reactors take time to deploy and can have high first-of-a-kind costs. Ask for a critical-path schedule covering licensing, long-lead equipment, interconnection, substations, transmission, water infrastructure and data-center commissioning. Treat every date and price as a project estimate, not a guarantee.

3. Is the combined site physically and environmentally suitable?

Complete site characterization

NRC siting and environmental-review materials identify meteorology, hydrology, geology, geotechnical engineering and seismology as core topics. Obtain site-specific records and identify gaps in:

  • extreme wind, temperature, precipitation, lightning and tornado data;
  • river, coastal, dam-break and groundwater flooding;
  • seismic hazards, soil stability, liquefaction and subsurface conditions;
  • surface-water and groundwater availability and quality; and
  • nearby industrial, transportation or natural hazards that could affect either facility.

Ask whether the selected reactor design’s hazard assumptions fit the measured site. A data-center parcel can be developable while the adjacent nuclear parcel fails a design-basis requirement; the two conclusions cannot be substituted for each other.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Resolve water and cooling constraints

Quantify withdrawals, consumption, discharge temperature and chemical treatment for both the nuclear plant and the data center. Identify competing municipal, agricultural, industrial and ecological users, seasonal restrictions, drought exposure and groundwater limits. Confirm which federal, state and local water permits are needed, who will hold them and how curtailment would affect generation or computing operations.

Evaluate cumulative environmental effects

Map construction phases, transmission corridors, roads, noise, visual effects, air emissions, wetlands, habitats and traffic. Determine whether environmental review covers the nuclear facility, data center, shared infrastructure and cumulative impacts together or in separate proceedings. A phased build can create impacts before the nuclear project is licensed, so the schedule should show which review applies to each activity.

4. How will safety and emergency operations interact?

Set physical boundaries and buffers

Define protected and controlled areas for the plant, data-center access zones, shared roads, gates and utility corridors. Establish standoff distances and keep ordinary data-center traffic, contractors and deliveries from interfering with nuclear security or emergency access. Document who can enter each zone, under what screening and escort rules, and how boundaries change during an incident.

Assess data-center hazards, not just server hardware

Review diesel or gas generators, bulk fuel, batteries, hydrogen systems, refrigerants, transformers, warehouses and construction equipment. Model fire, explosion, smoke, toxic releases, exhaust plumes and water runoff that could affect nuclear safety systems, air intakes, control-room habitability or emergency routes. EPRI specifically cautions that extended generator operation, emissions and fire require evaluation near nuclear operations.

Integrate emergency planning

Identify the applicable emergency-planning and notification arrangements, including any established protective-action zones. Decide how plant emergency planners, local responders, the data-center incident team and public authorities will exchange information. Test staffing assumptions: a large data center may operate around the clock with a workforce unfamiliar with nuclear procedures. Provide training, accountability methods, shelter or evacuation instructions, alternate communications and access for fire, medical and law-enforcement services.

5. Can physical and cyber security remain separate?

Separate access and responsibilities

Inventory shared fences, roads, parking, warehouses, water lines, communications paths and contractors. A shared property line can create an unintended route into a protected nuclear area. Specify background checks, badging, visitor controls, surveillance, guard responsibilities and incident-command authority for each operator.

Design independent digital architectures

NRC cybersecurity guidance, including Regulatory Guide 5.71 (revised February 2023), addresses protection of plant digital systems and networks, emergency-preparedness functions and offsite communications. Keep nuclear operational technology, safety systems and emergency communications segregated from data-center corporate networks and customer environments. Define one-way gateways where appropriate, remote-access prohibitions, patching authority, logging, vulnerability handling and notification timelines. Decide who reports a cyber event when a shared telecom route, substation or control system is involved, and exercise loss of normal communications.

6. Who pays, approves and carries risk?

Assign infrastructure costs

Create a responsibility matrix for generation, interconnection studies, substations, transmission upgrades, dedicated lines, backup generation, storage, roads, water systems, fire protection and shared communications. Include recurring costs for maintenance, fuel, security, insurance, grid services and replacement of major equipment.

Test grid and customer-cost effects

Ask the utility and grid operator whether the proposed load changes resource adequacy, transmission use, congestion, ancillary-service requirements or reliability margins. Behind-the-meter designs can still rely on the grid during outages and may use network services; DOE notes that cost allocation for such use is an open policy issue in many projects. Do not assume that a power-purchase agreement settles who pays for upgrades or network access.

Map every approval and liability

List approvals from the NRC, utility, balancing authority, environmental and water agencies, local governments, landowners and, where applicable, tribal governments. For each approval, record the applicant, evidence required, public-hearing or consultation steps, appeal risk and schedule dependency. Contracts should allocate responsibility for construction delays, cost overruns, outages, environmental releases, worker safety, insurance, regulatory penalties and changes in scope. Include termination rights and remedies if the nuclear project is delayed or the data-center load does not materialize.

7. What will nearby communities experience?

Describe impacts in locally understandable terms

Prepare site-specific information on land conversion, water use, noise, views, traffic, construction hours, workforce housing, emergency planning, taxes, jobs and pressure on local services. Explain which effects are temporary and which continue for decades. Distinguish benefits promised by a developer from benefits secured through enforceable agreements.

Consult early and continuously

Ask local and tribal governments, residents, businesses and emergency services what information they need and what concerns they have raised. Provide public participation, document access, consultation and grievance channels throughout development and operation. EPRI observes that a nuclear deployment in a community that does not want it is unlikely to succeed; community acceptance is therefore a schedule and permitting issue, not a public-relations afterthought.

8. Who owns the nuclear obligations after the data center changes?

Fuel and transport

Identify who will procure, qualify, insure and transport uranium or specialized fuel for the selected design. Confirm routes, security arrangements, carrier responsibilities and regulatory approvals. These duties should not be left implicit in a data-center lease or electricity contract.

Spent fuel and radioactive materials

Assign responsibility for spent-fuel cooling, on-site storage, security, monitoring and eventual disposal arrangements. State what happens if the data center closes, changes owners or terminates its power contract while the reactor continues operating.

Decommissioning and remediation

Document decommissioning, financial-assurance, site-remediation and long-term monitoring duties. Federal 2025 siting direction expressly includes spent-fuel management and remediation after operations cease. Require funding mechanisms and successor obligations that survive bankruptcy, sale of the data center, lease expiration or early termination of a power agreement.

Use a common scorecard for sites and power options

When comparing parcels or connection models, score every option against the same evidence rather than ranking proximity alone:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Connection and capacity: deliverable megawatts, phasing, metering, protection and interconnection status.
  2. Outage resilience: reactor-unit diversity, grid feeds, backup generation, storage, fuel duration and restoration time.
  3. Schedule and licensing maturity: reactor status, permits, environmental reviews, long-lead equipment and critical-path dependencies.
  4. Grid effects and cost allocation: transmission use, congestion, reliability studies and the party paying for upgrades.
  5. Physical suitability: hazards, geology, flood exposure, water availability, cooling and environmental constraints.
  6. Safety and security interfaces: buffers, fire and fuel hazards, emergency access, cyber segregation and incident command.
  7. Community and local approvals: consultation, tribal and local-government positions, services, traffic and enforceable benefits.
  8. Capital, operating and liability allocation: ownership, insurance, outage damages, overruns and exit rights.
  9. Long-term nuclear duties: fuel, spent fuel, decommissioning, remediation and financial assurance.

Mark an item “not established” until the responsible party supplies a study, permit condition, contract term or regulator determination. A scorecard is useful only when assumptions, dates and owners are visible.

A practical diligence sequence

  1. Write the project definition: identify the reactor status, connection type, load phases, owners, operators and proposed land boundary.
  2. Request utility and grid studies: obtain power-flow, stability, protection, interconnection, outage and cost-allocation analyses.
  3. Launch site characterization: commission hazard, geotechnical, hydrologic, water-balance and environmental studies for the specific design and parcel.
  4. Develop integrated safety and security plans: map buffers, fire and fuel scenarios, emergency routes, communications and cyber boundaries.
  5. Open the approval and community record: identify every agency, consultation requirement, public process, local concern and schedule dependency.
  6. Contract the long term: assign fuel, spent-fuel, decommissioning, remediation, insurance, financing, outage and change-of-control duties.
  7. Re-test the decision at each gate: update assumptions when the reactor design, load forecast, water conditions, grid rules or ownership changes.

The decision is ready for an investment or land commitment only when the project can show how power is delivered during normal and abnormal conditions, how the two facilities remain safe and secure, who pays for shared infrastructure, how the public participates and who remains accountable for nuclear obligations long after the data center’s initial build-out.
