Ask the provider to document six things before you sign or renew: the exact uptime commitment and its calculation, exclusions and remedies, facility redundancy and certification, independent security assurance, physical-access controls, and tested continuity and incident-response procedures. A Tier label is useful context, but it is not an uptime guarantee or a complete security assessment. Match every answer to your workload, regulatory duties, recovery objectives, and contract.

Start with the service you are actually buying

Data-center providers may offer colocation, managed hosting, dedicated infrastructure, or a cloud service from several facilities. An answer about the provider generally is not enough. Put the exact service, building, room or region, network option, and contract entity in every question and in the final agreement.

Ask for written answers and supporting evidence. Record the document title, version, reporting period, site covered, and any confidentiality restrictions. Marketing pages can describe capabilities; only the contract, audit reports, certifications, test records, and operating procedures show what applies to your service.

Questions about uptime, resilience, and the SLA

Define the availability promise precisely

  • What availability commitment applies to this exact service and site?
  • Is availability measured per device, virtual service, application endpoint, facility, network, or customer account?
  • What is the measurement period: calendar month, rolling period, quarter, or another interval?
  • What monitoring system records downtime, and can the customer inspect raw events, incident tickets, or monthly reports?
  • When does an outage clock start and stop? Does partial degradation count, or only a complete loss of service?

Do not convert a percentage in a sales presentation into an annual downtime allowance until the provider confirms the calculation method. A commitment that excludes several categories of interruption can produce a very different practical result from the headline number.

Identify every exclusion

Request the complete SLA definition and ask the provider to explain each exclusion with an example. Typical categories include scheduled maintenance, emergency maintenance, customer equipment or configuration, third-party network events, denial-of-service attacks, utility failures, and force-majeure events. Ask whether an exclusion still applies when the provider failed to give required notice, used an unapproved maintenance window, or did not follow its own procedures.

Ask what happens when the commitment is missed

  • What service credits or other remedies are available?
  • Is a credit automatic, or must the customer file a claim within a deadline?
  • How is the credit calculated, and is there a monthly or annual cap?
  • Are credits the sole remedy, or can repeated failures trigger termination, migration assistance, or damages?
  • Do credits apply separately to facility power, cooling, network connectivity, and the managed service?

Have counsel compare the remedy with the business impact of an outage. A small credit may not compensate for regulatory reporting, lost transactions, or an emergency relocation.

Examine power, cooling, and distribution paths

Ask the provider to map the complete power and environmental chain from utility entrance to your equipment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How many utility feeds, generators, fuel arrangements, uninterruptible power systems, and distribution paths serve the load?
  • Which components can be maintained or replaced without taking your service offline?
  • Where are the single points of failure, including shared switchgear, control systems, fuel pumps, cooling loops, and building services?
  • What capacity remains after a generator, chiller, UPS module, or distribution path is removed for maintenance or fails?
  • How are temperature, humidity, smoke, water, and other environmental conditions detected and handled?

Request current one-line diagrams or an equivalent controlled description, with sensitive details redacted if necessary. Ask how often the design is reviewed after equipment additions or tenant changes.

Use Tier classifications correctly

Uptime Institute defines Tier III as concurrently maintainable: planned maintenance or replacement of capacity components and distribution paths can occur without shutting down the IT load. Tier IV adds fault tolerance, meaning a single unplanned event should not interrupt the critical load. The classification describes infrastructure topology and does not prescribe one particular technology.

A Tier level does not state a contractual availability percentage. Uptime Institute’s 2021-updated explanation says the current Tier Standard does not assign availability predictions to tiers. Obtain the provider’s SLA and analyze it independently rather than translating Tier III or Tier IV into a number of permissible outage minutes.

Ask for the exact site, certification stage, and scope. Certification may separately cover:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Design documents: whether the proposed topology meets the relevant requirements.
  • Constructed facility: whether the completed installation matches the certified design.
  • Operational sustainability: whether procedures, staffing, maintenance, and operations support the intended performance.

Confirm the certificate’s current status and expiration, the buildings and systems included, and whether your leased area and interconnection rooms fall inside the scope. A tier designation also does not by itself evaluate regional hazards, cyber risk, physical security, or your application’s ability to fail over.

Ask for independent security assurance

Request the report, not just the badge

Ask which independent audits or assurance reports are available and obtain the report or an appropriate customer version. For each report, capture:

  • the examination period and report date;
  • the legal entity, facilities, systems, and services in scope;
  • carve-outs for subcontractors or customer responsibilities;
  • exceptions, qualified opinions, and management responses;
  • the auditor and the type of report (for example, a design-only report versus an operating-effectiveness report).

If the provider cites SOC 2, ask which AICPA Trust Services Criteria are included: security, availability, processing integrity, confidentiality, privacy, or a stated combination. A SOC 2 report covering security alone does not establish that availability or privacy controls were examined. Read the system description and complementary user-entity controls to see what your organization must configure or operate.

Use control frameworks as evidence prompts

NIST SP 800-53 Rev. 5 is useful for constructing an evidence request, not for assuming that a commercial facility is certified. Its audit guidance includes physical access, environmental conditions, and equipment delivery or removal. Ask the provider to show how those events are recorded, protected from alteration, reviewed, and retained, and how records can be supplied to you during an investigation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For corrective actions, request a summary of material findings from independent reviews, their owners, due dates, and closure evidence. The provider may need to redact sensitive details, but a refusal to describe the process, severity, and status leaves you unable to judge residual risk.

Probe physical access and equipment handling

Perimeter fences and cameras are only one part of physical security. Ask these operational questions:

  • Who can authorize employee, contractor, and visitor access, and how is least privilege enforced?
  • Are badges, biometrics, keys, and temporary credentials logged and reviewed?
  • How quickly are access rights revoked after a role change, termination, or contract end?
  • Are visitors escorted, identified, and restricted to approved zones?
  • How long are entry, exit, camera, alarm, and cage-access records retained, and can they be preserved for an investigation?
  • How are delivery drivers, couriers, and maintenance technicians verified before reaching equipment areas?
  • What chain of custody controls cover receiving, inventory, removal, sanitization, and disposal of disks, servers, and replacement parts?
  • How are emergency entries approved and reviewed afterward?

Ask whether the provider has undergone a specialist assessment such as Uptime Institute’s Facility Security Review. If so, verify the date, facilities, topology, operational plans, findings, and remediation status; the existence of a named review does not prove that your site or service was included.

Understand detection, notification, and incident handling

Set a notification standard

Ask what events trigger customer notice: suspected unauthorized access, confirmed data exposure, loss of availability, physical intrusion, malware, supply-chain compromise, or a material control failure. Clarify the notification clock, communication channels, named escalation contacts, and the information supplied in the first notice and subsequent updates.

Ask who investigates, who preserves logs and video, and whether the provider can support your forensic team without compromising other tenants. Confirm how evidence is shared, how confidentiality is protected, and when a final root-cause and corrective-action report is issued.

Test escalation paths before an emergency

  • Obtain a 24-hour security and operations contact, an executive escalation route, and an alternate method if the primary portal is unavailable.
  • Ask how incidents are classified and who can declare a major incident.
  • Confirm whether your staff can participate in a bridge, receive status updates at a chosen frequency, and approve emergency changes affecting your systems.
  • Ask how lessons learned are documented and tracked to closure.

Examine continuity, recovery, and geographic dependence

Translate objectives into your business impact analysis

Request recovery time objectives (RTOs) and recovery point objectives (RPOs) for the exact service. RTO is the target time to restore a function; RPO is the acceptable age of data after recovery. Compare both with your own business-impact analysis rather than accepting a provider-wide target.

NIST contingency-planning guidance calls for defined recovery objectives, restoration priorities, assigned roles, and plans for maintaining essential functions after disruption, compromise, or failure. Ask the provider to identify:

  • which services are restored first and what dependencies must be available;
  • who can authorize failover, degraded operation, or shutdown;
  • how configuration, identity, encryption keys, backups, and monitoring are recovered;
  • what customer actions are required and which are performed by the provider.

Find hidden concentration risk

Ask what happens if a site, utility source, cooling plant, network route, critical supplier, or support team is unavailable. Is alternate capacity in a separate flood, seismic, fire, power, and telecommunications risk zone? Does it depend on the same carrier, cloud region, fuel supplier, software control plane, or staff?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a hyperscale cloud service, ask separately about the provider’s service-level objectives and your application’s resilience: multi-zone deployment, load balancing, database replication, failover automation, and status reporting. Google Cloud, for example, emphasizes target availability and application-level resilience rather than relying only on data-center tiering; that model is specific to its services and is not a universal rule for colocation or other clouds.

Demand exercise evidence

Ask how often continuity, disaster-recovery, backup restoration, generator operation, and security-response plans are exercised. Request the exercise scope, date, participating teams, observed recovery time, failures, corrective actions, and retest results. A tabletop discussion demonstrates coordination; it does not prove that equipment can be restored at scale. Ask for evidence that matches your service and dependencies.

Compare providers with the same evidence set

Use identical questions and document requests for every candidate. A simple comparison matrix prevents a polished presentation from outweighing a weaker contract or narrower audit scope.

Decision area Evidence to compare Why it matters
Contractual availability Definition, measurement period, exclusions, reporting method, credits, termination and other remedies Shows what the provider is actually obligated to deliver
Facility capability Exact site, Tier level if applicable, certification stage, scope, current status, maintenance topology Separates a site-specific certification from a general marketing claim
Independent assurance Audit period, systems and locations covered, Trust Services Criteria, exceptions, complementary controls Reveals whether the report addresses your risk and current operations
Physical security Authorization, logging, review, revocation, visitor controls, equipment chain of custody Tests day-to-day control, not just perimeter design
Incident response Triggers, notification deadline, contacts, evidence handling, root-cause and corrective-action process Determines how quickly you can contain and understand an event
Continuity and recovery RTO, RPO, restoration order, geographic separation, dependencies, exercise findings Shows whether recovery is achievable for your business impact requirements

Weight the rows according to the workload. A payment platform, clinical system, public website, and archival repository do not have identical tolerance for downtime, data loss, latency, or geographic concentration. A higher Tier level is not automatically a better fit; Uptime Institute notes that tier choices align with different business functions and requirements.

Turn answers into contract and renewal controls

  1. Build a requirements sheet. Record maximum tolerable downtime, data-loss tolerance, recovery sequence, jurisdictions, retention periods, encryption requirements, notification deadlines, and audit rights.
  2. Issue the same questionnaire. Ask each provider for the SLA, exclusions, site certifications, audit reports, diagrams or control summaries, incident plan, recovery objectives, and exercise evidence.
  3. Validate scope. Match every document to the legal entity, facility, service, reporting period, and subcontractors in your proposed order.
  4. Resolve exceptions. Have the provider explain gaps, compensating controls, and remediation dates. Do not mark a requirement satisfied because a related control exists elsewhere.
  5. Negotiate measurable terms. Put availability definitions, maintenance notice, incident deadlines, audit cooperation, data return or destruction, recovery assistance, and remedies in the agreement or an incorporated schedule.
  6. Test before production. Verify contacts, access procedures, restore paths, failover assumptions, and evidence delivery with a tabletop or controlled exercise.
  7. Review at renewal. Request current certificates, the latest audit period, material changes, incident summaries, exercise results, and updated dependency maps. Re-score the provider when your workload or risk profile changes.

Red flags that require follow-up

  • A provider quotes a tier as if it were a guaranteed uptime percentage.
  • Certification is presented without the site, stage, scope, or current status.
  • An audit badge appears without the report period, covered systems, criteria, or exceptions.
  • The SLA excludes maintenance or third-party events so broadly that the commitment cannot be tested.
  • Incident notification is described as “prompt” with no trigger, deadline, channel, or required content.
  • Recovery objectives are stated without restoration priorities, dependencies, assigned roles, or exercise results.
  • Physical security focuses on cameras and guards but says nothing about access logs, revocation, visitor escort, or equipment movement.
  • The provider cannot identify single points of failure or shared suppliers between primary and alternate capacity.
  • Evidence is limited to a sales presentation and cannot be tied to your exact facility and service.

Questions to ask internally before choosing

Provider answers are only useful when your organization knows what it needs. Confirm who owns application failover, backup testing, key management, network diversity, and incident decisions. Decide which risks you will accept, transfer, or mitigate yourself. Then select the provider whose documented controls and contract meet those requirements—not the provider with the most impressive label.
