Quantum computers are a future threat to some public-key cryptography, not a reason to assume that today’s encrypted data can already be read. No one knows when a cryptographically relevant quantum computer will exist, but organizations must plan now because sensitive data captured today could be decrypted later. The practical response is to inventory cryptography, prioritize systems and data with long security lifetimes, and move through a tested transition to post-quantum cryptography (PQC).
NIST finalized three PQC standards in 2024. They provide standardized building blocks, but deploying them still requires changes to products, protocols, certificates, applications, vendors and operational processes.
What quantum computing changes for cybersecurity
Quantum computing creates a specific cryptographic risk: a sufficiently capable machine could undermine important public-key techniques used to establish shared keys and authenticate digital communications. That does not mean current quantum computers can break the encryption used by deployed systems, nor does it mean every security control will fail at once.
Public-key cryptography appears in services such as TLS connections, virtual private networks, SSH, certificates, software signing and encrypted email. It helps two parties establish keys or verify who created a message, program or certificate. If a future quantum computer can defeat the public-key algorithms in those systems, an attacker could impersonate services, forge signatures or recover protected session keys.

The risk is different for every environment. A system holding data that must remain secret for decades has a longer exposure window than a service whose information loses value quickly. Replacement cycles, vendor support and protocol compatibility also determine how quickly an organization can migrate.
NIST summarizes the uncertainty directly: no one knows when a cryptographically relevant quantum computer will be built. Its post-quantum cryptography explainer notes that some people believe such a machine might be possible in less than 10 years, while predictions vary widely. Those views are not a consensus forecast or a deadline.
Why “harvest now, decrypt later” matters today
An attacker does not have to wait for a quantum computer to create a future problem. In a harvest-now, decrypt-later attack, encrypted traffic or files are copied now and stored until technology becomes capable of decrypting them. The data may still be valuable when that happens.
Examples include confidential research, personal records, government information, intellectual property, long-lived credentials and communications that must remain private for many years. The relevant question is not only whether data is protected today, but how long its secrecy must last and how long migration will take.
NIST’s guidance treats this as a planning issue rather than a prediction about a particular year. If information must remain confidential longer than the organization can confidently migrate its systems, it deserves early attention. The same applies to systems with expensive hardware replacement, long software-certification cycles or many external dependencies.

What the major dates actually mean
| Date or period | What it represents | How to use it |
|---|---|---|
| Less than 10 years | Some estimates for when a cryptographically relevant quantum computer might be possible; forecasts differ widely. | Use as a reason to assess exposure, not as a promised arrival date. |
| 10 to 20 years | NIST’s historical observation about how long integrating a newly standardized algorithm into information systems can take. | Allow substantial lead time; this is not a guaranteed PQC migration duration for every organization. |
| 2024 | NIST finalized the first three PQC Federal Information Processing Standards. | Use the finalized standards as the baseline for architecture and vendor discussions. |
| 2035 | NIST’s target for deprecating and ultimately removing quantum-vulnerable algorithms from its standards, with high-risk systems moving earlier. | Treat it as a standards-transition milestone, not a forecast that a quantum computer will arrive in 2035. |
The NIST PQC program page describes the transition plan. Waiting until 2035 to begin discovery would leave little time for systems that need redesign, procurement, testing or regulatory approval.
The three finalized NIST post-quantum standards
In August 2024, NIST approved three standards for different cryptographic jobs. Their existence does not automatically make a product or network quantum-safe; implementations must be integrated, configured, tested and maintained.

| Standard | Algorithm | Primary role | What it does |
|---|---|---|---|
| FIPS 203 | ML-KEM | Key encapsulation and key establishment | Provides a method for establishing a shared cryptographic key. |
| FIPS 204 | ML-DSA | Digital signatures | Supports authentication of messages, software and other signed content. |
| FIPS 205 | SLH-DSA | Stateless hash-based digital signatures | Provides a distinct digital-signature approach based on hash functions. |
The approval announcement is documented in NIST’s FIPS standards notice. A migration may use more than one standard because key establishment and signatures solve different problems, and different systems have different compatibility and performance constraints.
What an organization should do now
1. Build a cryptographic inventory
Start with visibility, not a product purchase. Record the algorithms, protocols, certificates, keys and services used throughout the environment. Include TLS, SSH, VPNs, code signing, email encryption, application programming interfaces, databases, mobile applications, embedded devices and cloud services where they apply.
For each item, capture ownership, location, algorithm and configuration, certificate or key lifecycle dates, dependent applications, data protected and replacement process. Do not place secret key material in the inventory. The goal is to know where cryptography is used and what would have to change, not to create another repository of secrets.

Rank systems using factors that affect urgency:
- How long the protected information must remain secret.
- Whether an attacker could capture it now and exploit it later.
- The impact of a compromise, forged signature or service impersonation.
- How long the system, device or software takes to replace or upgrade.
- Whether the system is externally exposed or depends on many counterparties.
A high-impact system with long-lived data and a slow replacement cycle should move ahead of a low-impact service whose information has a short useful life. Document the reasoning so priorities can be revisited as standards and supplier support change.
3. Map dependencies and assign ownership
Cryptography rarely belongs to one team. Applications may inherit algorithms from operating systems, libraries, hardware security modules, identity platforms, cloud services or network appliances. Certificates may be issued by a separate team, while a supplier controls the underlying implementation.
For every inventory entry, identify the technical owner, business owner, supplier, upgrade path and decision authority. Ask vendors which NIST standards they support, in which product versions, through which protocols and with what migration or rollback process. The CISA, NSA and NIST Quantum-Readiness fact sheet emphasizes that a successful migration takes time to plan and conduct.
4. Define a staged migration architecture
Set a sequence that matches your risk ranking. A practical plan commonly separates discovery, laboratory testing, pilot deployment, broader rollout and retirement of vulnerable configurations. Decide which systems can use a new algorithm directly and which need an interim design that preserves compatibility with legacy counterparts.

Keep a documented rollback path for each change. Rollback should restore a known-good configuration without silently reintroducing an unmanaged cryptographic dependency. Record certificate issuance, key rotation, software-signing and incident-response procedures alongside the technical design.
5. Test interoperability and performance
Run controlled tests before changing production. Verify that clients, servers, identity systems, gateways, libraries, hardware and external partners agree on the same protocol behavior. Measure connection setup, message sizes, memory use, CPU load, latency, certificate handling and failure recovery in the environment where the system will operate.
Testing must include negative cases: unsupported peers, expired certificates, interrupted handshakes, failed signature validation, key rotation and rollback. A standards-compliant algorithm can still fail operationally if one dependency rejects its parameters or cannot process its larger objects.
6. Coordinate with suppliers and counterparties
Ask suppliers for a written PQC roadmap, supported standards, release timelines, compatibility boundaries, testing guidance and end-of-support dates for quantum-vulnerable options. Include these requirements in procurement and renewal discussions.

7. Track standards and sector requirements
Review current NIST publications and applicable government or industry requirements as the transition develops. Update architecture decisions when implementation guidance, approved algorithm profiles or protocol support changes. Do not treat the 2035 target as permission to defer preparation, and do not select an algorithm solely because it appears in a marketing claim.

Common mistakes and how to avoid them
- Predicting a breaking year: No reliable arrival date exists. Use scenario planning and data-lifetime analysis instead of a single deadline.
- Replacing every control at once: The threat is concentrated on certain public-key functions. Scope work from the inventory and risk ranking.
- Assuming a standard equals a deployment: FIPS 203, 204 and 205 are building blocks. Products, protocols, dependencies and operating procedures still require implementation.
- Ignoring signatures: Key establishment and authentication are separate migration problems. Include software signing, certificates and signed updates, not only encrypted connections.
- Testing only the happy path: Interoperability failures often appear during rotation, expiration, peer downgrade or recovery. Test those conditions before rollout.
- Putting secrets in the inventory: Track locations, owners and lifecycle metadata without copying private keys or other secret material.
- Waiting for a vendor announcement: Supplier readiness is a dependency. Ask for roadmaps now and include PQC requirements in contracts and renewals.
What “ready” looks like
An organization is making credible progress when it can answer five questions for every important system: which cryptographic algorithms and protocols it uses; what data and business functions they protect; who owns each dependency; how long migration would take; and how the change has been tested and can be reversed.
That evidence supports a risk-based sequence rather than a rushed, organization-wide switch. It also lets security, engineering, procurement and leadership make decisions from the same inventory while standards and product support continue to evolve.
NIST mathematician Dustin Moody, who leads the standardization project, advises organizations to begin transitioning immediately so data remains secure in the quantum era. Starting with discovery and prioritization turns an uncertain future threat into manageable engineering work.
