A sufficiently capable, fault-tolerant quantum computer could break widely used public-key systems such as RSA and elliptic-curve cryptography with Shor’s algorithm. That is a conditional future risk, not a capability of today’s quantum machines. Symmetric encryption such as AES faces a different, more limited theoretical attack through Grover’s algorithm, and NIST says AES-128, AES-192 and AES-256 remain usable under current guidance.

What can quantum computers break?

The direct quantum threat is to public-key cryptography whose security depends on mathematical problems that Shor’s algorithm can solve efficiently on a sufficiently large, reliable quantum computer. The two important problem families are integer factorization and discrete logarithms.

RSA and other factorization-based systems

RSA security relies on the difficulty of factoring a large composite integer into its prime factors. Classical computers have no known practical way to do that for properly generated keys at recommended sizes. Shor’s algorithm changes the computational picture: a cryptographically relevant quantum computer could factor those integers far more efficiently than known classical methods and then recover private keys from public information.

If that capability becomes practical, RSA could no longer safely provide public-key encryption, key transport or digital signatures. The risk applies to certificates and protocols that use RSA, not only to a particular application that happens to expose an RSA key.

Elliptic-curve cryptography and discrete-log systems

Elliptic-curve cryptography (ECC) uses the difficulty of solving a discrete-logarithm problem on an elliptic curve. Shor’s algorithm also targets this problem. That places elliptic-curve key exchange and signatures—including systems commonly described as ECDH and ECDSA—within the same future risk category as RSA.

Other public-key systems based on discrete logarithms, such as finite-field Diffie–Hellman and DSA, are likewise considered quantum-vulnerable in NIST’s transition planning. A quantum attack would not merely make these systems a little weaker; it would undermine the mathematical assumption that lets a public key be shared safely while keeping the private key secret.

Digital signatures are affected too

Public-key signatures authenticate software, documents, certificates and messages. A sufficiently capable quantum computer could forge signatures made with vulnerable RSA, ECDSA, DSA and related schemes by deriving the signing key or otherwise defeating the underlying discrete-logarithm or factoring assumption. Quantum migration therefore has two separate jobs: replacing public-key key establishment and replacing public-key signatures.

Cryptographic use Examples at quantum risk Relevant quantum algorithm What the risk means
Public-key encryption and key establishment RSA, finite-field Diffie–Hellman, elliptic-curve Diffie–Hellman Shor’s algorithm A future cryptographically relevant machine could recover private keys or derive shared secrets.
Digital signatures RSA signatures, DSA, ECDSA and other discrete-log signatures Shor’s algorithm An attacker could forge signatures, impersonate signers or invalidate certificate trust.
Symmetric encryption AES-128, AES-192, AES-256 Grover’s algorithm offers a theoretical quadratic search speedup The effect is more limited and constrained by hardware, circuit depth and attack parallelization; NIST’s current guidance continues to allow these AES key sizes.
Hashing and password protection Depends on the hash, construction, password entropy and implementation Not the same direct break as Shor’s attack on public-key mathematics Quantum computing does not make every hash, password or symmetric system fail at once. Security still depends on the specific design and parameters.

What quantum computers cannot break today

Current quantum processors are experimental, noisy and limited in scale. They do not have the number of error-corrected logical qubits, reliability, circuit depth and supporting infrastructure needed to run Shor’s algorithm against deployed RSA or elliptic-curve keys at cryptographically relevant sizes. Claims about a future machine must not be confused with demonstrations on today’s small devices.

Quantum computing is also not a universal decryption button. It does not automatically reveal plaintext from every encrypted file, defeat every password, or bypass access controls. The outcome depends on the primitive being attacked, the algorithm available, the key or parameter size, and whether a machine can execute the required fault-tolerant circuit.

Can quantum computers break AES?

Grover’s algorithm is the reason AES appears in quantum-risk discussions. In an idealized model, Grover’s algorithm searches an unstructured key space in roughly the square root of the number of trials required by exhaustive classical search. That is a quadratic speedup, not Shor’s efficient solution to factoring or discrete logarithms.

The idealized result does not mean that a quantum attacker simply “halves every AES key” in a practical attack. A full-scale Grover search requires a very large fault-tolerant machine, deep and reliable circuits, and substantial error-correction overhead. The speedup is difficult to parallelize in the same way as independent classical guesses, so the real resource advantage can be substantially smaller than the headline square-root expression.

NIST’s current FAQ guidance says AES with 128-, 192- or 256-bit keys can continue to be used. It also says that algorithms offering less than 112 bits of classical security should not be used. That guidance is not a promise that AES is permanently immune; it reflects the present assessment of key sizes, quantum costs and practical constraints.

Hashes and passwords need separate analysis

Hash functions are not public-key encryption, and a hash digest does not contain a private key that Shor’s algorithm can directly recover. Quantum search can change the cost of some brute-force problems in theory, but the relevant attack, security level and implementation must be examined separately for each hash construction.

Password security is similarly determined by password entropy, rate limiting, salted storage, a suitable password-hashing function and the attacker’s available resources. A quantum computer does not turn a long, high-entropy password into an instantly guessable one, nor does it repair a weak password policy.

When will quantum computers break encryption?

No dependable arrival date for a cryptographically relevant quantum computer is established. NIST describes major technical challenges and uncertainty about when—or whether—machines with the required scale and reliability will exist. Predictions that assign a particular year should therefore be treated as forecasts, not settled facts.

The relevant threshold is not a laboratory demonstration of a quantum algorithm on a toy problem. It is a fault-tolerant system able to sustain the enormous number of operations needed to attack real RSA, elliptic-curve or Diffie–Hellman parameters. Engineering progress, error-correction efficiency, hardware architecture and algorithmic improvements all affect that threshold.

What “harvest now, decrypt later” means

“Harvest now, decrypt later” describes an attack that can begin before a quantum computer exists. An adversary records encrypted traffic or copies encrypted archives today, stores the ciphertext, and hopes to decrypt it after a capable quantum machine becomes available.

This matters when information must remain confidential for many years. Examples can include government records, medical information, intellectual property, diplomatic communications and long-lived credentials. A system can therefore face quantum exposure even if its current connections have never been attacked and even if no quantum computer can decrypt them today.

Data with a short useful lifetime may have less urgency than data that must stay secret beyond the expected transition period. Organizations should calculate confidentiality lifetime, not just ask whether a quantum computer exists this year.

Post-quantum cryptography standards available now

NIST finalized three Federal Information Processing Standards on August 13, 2024. They are designed to replace vulnerable public-key functions with algorithms intended to resist known classical and quantum attacks.

Standard Algorithm Function Status and description
FIPS 203 ML-KEM Key-encapsulation mechanism A module-lattice-based method for establishing a shared secret over a public channel.
FIPS 204 ML-DSA Digital signatures A module-lattice-based signature standard for authentication and detecting unauthorized changes.
FIPS 205 SLH-DSA Digital signatures A stateless hash-based signature standard, providing a different mathematical basis from the lattice-based signature.

These standards address both sides of the public-key problem: ML-KEM handles key establishment, while ML-DSA and SLH-DSA handle signatures. They do not require replacing AES simply because a public-key migration is under way.

HQC is a selected backup, not a finalized FIPS standard

On March 11, 2025, NIST selected HQC as a backup algorithm for general encryption. HQC uses a different mathematical basis from ML-KEM. The announcement kept ML-KEM as NIST’s recommended choice for general encryption and told organizations to continue migrating to the standards finalized in 2024.

That selection should not be described as a fifth finalized FIPS standard. NIST’s announcement discussed an expected draft and later finalization process for HQC; those were plans, not proof that the final standard already existed. Check NIST’s current publication status before treating any future HQC document as mandatory or production-ready.

Transition guidance is still a draft

NIST IR 8547, “Transition to Post-Quantum Cryptography Standards,” is identified by NIST as an initial public draft published November 12, 2024. It describes an approach for moving from quantum-vulnerable algorithms to post-quantum key-establishment and signature schemes. It is useful transition context, but it is not a final universal deadline for every organization.

How to prepare for the quantum transition

Migration is a program of inventory, design, testing and replacement rather than a single software update. The following sequence keeps the work tied to actual exposure.

  1. Inventory cryptography. Record where RSA, ECC, Diffie–Hellman, DSA and related algorithms appear in certificates, TLS configurations, VPNs, application protocols, device firmware, code-signing systems, identity infrastructure, backups and archived data. Include cryptographic libraries supplied by vendors.
  2. Classify data by confidentiality lifetime. Mark information that must remain secret for years or decades. Prioritize systems where captured ciphertext could still be valuable when a future quantum capability appears.
  3. Separate key establishment from signatures. Identify which components negotiate or wrap keys and which authenticate software, users, certificates or documents. A replacement for encryption does not automatically replace a signature scheme.
  4. Prefer finalized standards for new designs. Evaluate FIPS 203 ML-KEM for key establishment and FIPS 204 ML-DSA or FIPS 205 SLH-DSA for signatures according to the application’s interoperability, assurance and performance needs. Do not treat the HQC selection announcement as permission to postpone migration.
  5. Build cryptographic agility. Keep algorithms and parameters configurable through well-defined interfaces so another approved scheme can be deployed without rewriting an entire protocol or replacing every device.
  6. Test real deployments. Measure message sizes, handshake latency, certificate sizes, memory use, hardware acceleration, firmware limits and failure recovery. Post-quantum algorithms can have different key and signature sizes from classical algorithms, so a design that works in a laboratory may fail in a constrained device or protocol field.
  7. Plan interoperability and rollback. Test communication among the actual browsers, servers, gateways, mobile clients, hardware security modules and vendors in the environment. Define how a failed negotiation is detected and how the system returns to a supported configuration without silently downgrading security.
  8. Track standards and suppliers. Record the exact implementation, parameter set, validation status and update path. Recheck NIST publications because draft guidance, selected algorithms and implementation requirements can change.
  9. Document residual risk. State which classical algorithms remain, which data is protected against harvest-now-decrypt-later collection, and what assumptions still depend on future standards or vendor updates.

Common misconceptions

“Quantum computers will break all encryption.”

They threaten particular public-key assumptions directly. Symmetric encryption and hashing face different analyses, and NIST’s current guidance continues to permit AES-128, AES-192 and AES-256.

“A quantum computer can break RSA now.”

No established capability allows today’s experimental quantum devices to factor deployed RSA keys at useful sizes. The RSA warning concerns a future, sufficiently capable fault-tolerant machine.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Grover’s algorithm means AES-256 becomes AES-128 overnight.”

The square-root result is an idealized algorithmic speedup. Circuit depth, error correction, hardware cost and limited parallelization affect whether an attack is practical. NIST has not withdrawn current AES key-size guidance.

“Post-quantum migration can wait until a machine is announced.”

Long-lived ciphertext can be collected now. Certificates, firmware, embedded devices and globally distributed protocols can also take years to inventory and replace, making preparation relevant before a cryptographically relevant machine exists.

“HQC is already a required standard.”

NIST selected HQC in March 2025 as a backup algorithm for general encryption. ML-KEM remains the recommended general-encryption choice in that announcement, and HQC’s later standardization was still a planned process rather than a finalized FIPS publication.
