Short answer: PJM’s proposed Large Load Registry is intended to give planners better information about very large electricity users, including data centers, before PJM commits to capacity and transmission decisions. It could improve forecast accuracy and make cost responsibility easier to assess, but the available record does not show that creating the registry will lower household electricity bills. PJM’s filing was accepted in part and rejected in part by the Federal Energy Regulatory Commission (FERC) on October 9, 2026, so the registry’s final fields, reporting rules, confidentiality protections and public-access terms still must be read in the operative tariff and order.
What PJM proposed—and what FERC has decided
PJM’s proposal appears in FERC docket ER26-3515. The August 13, 2026 filing proposed two related changes: an Interim Resource Adequacy Service and a Large Load Registry, with a proposed effective date of October 12, 2026. The registry is therefore part of a reliability and tariff proceeding, not a confirmed consumer-facing website or a finished public database.
FERC’s docket index records an October 9, 2026 order accepting tariff revisions in part and rejecting them in part. That summary confirms the outcome but does not identify every provision that survived. It would be inaccurate to describe a specific data field, megawatt threshold, reporting deadline, confidentiality rule or public-search function as final unless it appears in the issued tariff and order.
Why a registry is being considered
Data-center projects can be enormous, geographically concentrated and scheduled on timelines that do not match traditional utility demand growth. A project may be announced years before construction, revised several times, delayed, downsized or cancelled. If the same speculative request appears in several planning processes, PJM could overstate future demand; if a viable project is omitted, it could underbuild resources or transmission.

A registry can provide a common record of large-load requests and their maturity, allowing planners to distinguish an early expression of interest from a project with permits, financing, interconnection studies and a credible energization date. The concept is useful precisely because the consequences of counting the wrong load can run in both directions: unnecessary infrastructure can impose costs, while missing real load can create reliability shortfalls.
How PJM’s load forecast affects the grid
PJM describes its long-term load forecast as a 15-year projection available for each zone, each load-deliverability area and the regional transmission organization as a whole. The forecast is not a single prediction used for one program. PJM says it is a major input to the Reliability Pricing Model, commonly called the capacity market, and to the Regional Transmission Expansion Plan.
Capacity-market decisions
The capacity market pays resources for being available to serve demand in a future delivery year. Forecast peak demand helps determine how much capacity PJM must procure, the reserve margin required for reliability and the amount of capacity each area needs. A higher forecast can increase the quantity that must be secured or make a constrained zone more valuable; a lower forecast can reduce procurement needs. The forecast is one input among several, not an automatic order to build a particular power plant.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsTransmission planning
PJM’s Regional Transmission Expansion Plan evaluates high-voltage transmission enhancements as far as 15 years forward. Forecasted growth helps planners test whether existing lines, substations and interfaces can deliver power under expected conditions and contingencies. A large load that appears in a different zone, arrives earlier than expected or has a distinctive hourly shape can change which upgrades are studied.

Forecasts are updated, not guarantees
PJM’s official 2026 forecast materials include the 2026 Long-Term Load Forecast, supporting tables and data, a 2026 mid-year update labelled informational only, and a Data Center Accuracy Report dated May 29, 2026. Those products show an evolving estimate. A forecasted megawatt is not the same as a customer taking service, and a projected need does not guarantee that any named generation or transmission project will be approved, built or paid for.
What the current growth figures show
The available PJM and FERC materials describe unusually strong expected demand growth. The figures below retain their original scope and measurement context.
| Figure | What it measures | Qualification |
|---|---|---|
| 2.4% annualized growth | Summer peak-load growth over the next 20 years | PJM’s 2026 forecast, as reported in its 2027/2028 Shortfall Paper. PJM’s 2025 forecast reported 2% over the same horizon. |
| Approximately 82 GW | Projected summer peak increase, reaching about 239 GW over 15 years | PJM projection reported in the 2027/2028 Shortfall Paper; it is a forecast, not realized consumption. |
| 6.7%–12% by 2028 | Estimated share of total U.S. electricity generation associated with data centers | Berkeley Lab estimate published in 2024 and cited by PJM; it is national, not a PJM-only projection. |
| 32 GW by 2030 | PJM-estimated PJM peak-load growth | Figure recounted in a FERC filing dated May 7, 2026; approximately 30 GW was attributed to data centers. |
These numbers explain why PJM is treating large-load information as a planning issue rather than a narrow customer-service matter. They do not prove that every proposed data center will operate, that all projected demand will arrive simultaneously or that one registry will resolve the forecast uncertainty.
How data-center demand can influence capacity-auction prices
The PJM Independent Market Monitor estimated that data-center load increased prices by more than $6.5 billion in the most recent PJM capacity auction and by more than $23 billion across the three preceding auctions. Those estimates were published January 5, 2026 and recounted in the May 7, 2026 FERC filing.

The figures describe estimated effects on capacity-auction prices. They are not a bill surcharge, not a calculation of what an individual household paid and not evidence that the proposed registry caused the increase. Capacity costs are recovered through regulated retail rates and contracts in ways that vary by state, utility, customer class and billing period. A household may see capacity-related costs indirectly, but the cited auction estimates cannot be converted into a uniform dollar amount per customer.
The possible registry mechanism
Better information could affect prices indirectly. If PJM can remove duplicate requests, update projects as they mature and separate firm demand from speculative demand, it may procure a more accurate quantity of capacity. More accurate transmission studies could also reduce emergency or inefficient upgrades. Conversely, documenting credible growth could reveal that additional resources really are needed, which would not make the underlying cost disappear.
Nothing in the accessible record demonstrates that establishing the registry itself lowers auction prices or retail rates. Any claim about prices should identify the specific auction, delivery year, market rule and customer class involved.

Who should pay for new capacity and transmission?
Forecast accuracy is inseparable from cost allocation. A project that creates a new substation, line or capacity requirement can impose costs beyond the project’s immediate connection. If the project is cancelled after infrastructure is committed, other customers may bear costs that were based on an optimistic forecast. If costs are spread broadly even though one load drives them, customers with no connection to the project may object to paying.

In June 2026, FERC directed all six regional transmission organizations and independent system operators under its jurisdiction to justify or reform large-load tariff rules. The release identified several issues: more efficient applications and studies for transmission service; prevention of cost shifting and greater transparency into transmission costs; co-location and behind-the-meter generation; flexible-load transmission service; and generation serving electrically proximate large loads.
FERC Chairman Laura V. Swett described the June 18 action as “setting the stage for a resilient, reliable, and forward-thinking grid” while changing how large energy users access the grid. That broad statement accompanied specific directives; it is not a technical description of the PJM registry.
Separate commissioner views
Commissioners Rosner and See issued separate statements on September 29, 2026, in a PJM reliability-backstop proceeding. Their comments emphasized zone-level cost responsibility, forecasting and the roles of states and retail authorities. Commissioner See wrote that “customers that drive new costs should bear appropriate responsibility for them.” This is a commissioner’s policy statement in a separate action, not the complete holding of the October registry order.
What to look for in the final registry rules
The central practical question is whether the registry produces planning-quality information rather than another list of unverified intentions. Readers evaluating the final tariff should check these dimensions:
Best Value
- 【No Drill Mounted】Cable management tray can be assembled in as little as 3 minutes or less-simply. Side clips easily clampe the edge of desk, pass through the holes on the sides, and secure excess cables with baskets. Desk cable management supports inward or outward installation to meet your needs in different scenarios, and provides you with great convenience when collecting and organizing wires.
- 【Rubber Pad Protects Desk】Wire organizer under desk built-in soft rubber pads on the clamp protect your desk from scratches, so you will not damage your furniture or office.

- 【Space Saving & Keep Organized】Desk cable management tray holds all your power cords, outlet strips, USB hubs and computer transformers hidden from your feet, and the data cables will not enter the vacuum cleaner to keep your desk clean and tidy. Desk wire organizer is also suitable for use in the kitchen and outdoors.
- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
| Planning question | What a strong rule would clarify | Status in the accessible record |
|---|---|---|
| Forecast quality | How requests are counted once, updated as projects mature and checked against observed load | Need to verify in the operative tariff; final procedures are not established by the docket summary. |
| Cost causation | How capacity and transmission costs are assigned to the customers or zones that drive them | Part of the broader FERC large-load review; the registry-specific allocation method is not stated. |
| Reliability and flexibility | Whether timing, hourly load shape, co-location and credible load reduction or shifting are recorded | Not established in the accessible registry description. |
| Transparency and confidentiality | Which fields are public, which are protected as commercially sensitive and who may access them | Not established; do not assume a public searchable database. |
| Planning lead time | Whether reported energization dates align with the time needed to permit and build generation and transmission | Requires the final reporting and update schedule. |
Until those points are published, “PJM’s data center database” is shorthand for a proposed tariff mechanism, not a specification that readers can independently audit.
How to read future PJM and FERC announcements
- Identify the document type. A tariff filing is a proposal; a commission order is a decision; a commissioner statement explains one view and may not define the legal rule.
- Check the effective date and scope. Confirm whether a provision applies to all large loads, only new requests, a particular zone or a defined service.
- Separate forecast inputs from observed load. Look for language describing project status, energization, cancellations and actual meter data.
- Trace the cost assignment. Determine whether costs are allocated to a project, zone, customer class or the wider PJM footprint, and which state or retail authority ultimately sets customer rates.
- Match price claims to a market product. Capacity-auction results, energy-market prices, transmission charges and retail bills are different measures and should not be combined.
- Look for updates. PJM’s forecast products and data-center accuracy reporting can change as projects move from requests to operating load.
What the registry means for different electricity stakeholders
Households and small businesses
The registry does not provide a published estimate of how much any household bill will change. Its relevance is indirect: large-load forecasts influence capacity procurement and transmission planning, while state regulators and utilities determine how wholesale costs flow into retail rates. A headline about billions of dollars in auction impact should not be read as a matching charge on every bill.
Data-center developers and other large loads
More formal reporting can make project status, timing and network requirements harder to leave ambiguous. Developers should expect that the final rules may require consistent updates and clearer evidence of readiness, but the accessible record does not establish the exact threshold or documentation.

Better project information can support decisions about distribution upgrades, retail procurement and economic-development commitments. State and retail authorities remain important because PJM market outcomes do not by themselves set every customer’s tariff.
Generators, transmission owners and investors
Forecast revisions can change the timing and location of procurement and network investment. A registry that improves confidence may reduce speculative signals, while a registry that confirms rapid growth could strengthen the case for new resources. Neither outcome is guaranteed by the proposal alone.
Common misreadings to avoid
- “The database will lower electricity prices.” The evidence supports a potential planning benefit, not a demonstrated price reduction.
- “Every projected data center is guaranteed to connect.” Forecast figures include uncertainty and do not equal realized load.
- “The $6.5 billion is a household bill increase.” It is an Independent Market Monitor estimate concerning the most recent PJM capacity auction.
- “FERC approved the entire registry unchanged.” The October 9 order accepted tariff revisions in part and rejected them in part.
- “The registry’s fields and public access are known.” The accessible summaries do not establish those mechanics.
Bottom line
PJM’s proposed Large Load Registry matters because data-center growth is large enough to affect both the capacity market and long-range transmission studies. A reliable, regularly updated record could help PJM avoid counting speculative projects twice, identify genuine reliability needs and make cost allocation more transparent. The October 9, 2026 partial approval and rejection means the final design must be verified in the operative tariff. Until then, the registry is best understood as a planning-information tool whose possible effect on wholesale prices is indirect—and whose effect on household bills has not been demonstrated.
