India has no single, all-India “wind-farm permit.” A developer must assemble a project-specific approval matrix covering land and state permissions, MNRE/NIWE siting checks, Defence and aviation safeguards, environmental and biodiversity triggers, construction and electrical safety, and grid evacuation. The route changes materially with the state, onshore or offshore location, forest or protected-area exposure, inter-State or intra-State evacuation, pooling-station design, and the intended power-sale model.
The safest sequence is to screen the site first, secure land and route rights, obtain conditional environmental and local approvals, apply for the correct transmission connection, and only then lock turbine coordinates and civil works. A project that is clear on private non-forest land may face a substantially different process if even part of its access road, collector line or substation crosses forest, an eco-sensitive zone or a wildlife habitat.
Start with an approval matrix, not a single permit application
Before spending on detailed civil design, divide the project into approval workstreams and identify the authority, trigger, application, prerequisite and evidence required for each. At minimum, the matrix should contain:
- Land and state permissions: ownership or lease, land-use conversion where applicable, access, internal roads, collector-line rights of way, pooling-substation land and local construction permissions.
- Siting and safeguarding: MNRE/NIWE wind-potential and siting checks, turbine-coordinate validation, Defence NOC requirements, radar and airfield safeguarding, and any map-cell restrictions.
- Environmental and biodiversity: EIA screening, forest diversion, wildlife and protected-area scrutiny, eco-sensitive-zone restrictions, coastal regulation-zone (CRZ) requirements and water permissions.
- Construction and safety: structural and fire-safety approvals, electrical inspector or CEIG approvals, and pollution-board consents where the project activities trigger them.
- Grid connection: CTU/CTUIL or STU application, system studies, pooling and transmission design, bay and protection data, metering, commissioning tests, and connection or transmission agreements.
- Commercial operation: PPA or other sale route, scheduling and forecasting, operating-code compliance, and continuing SLDC, CTU or RLDC obligations.
Run these workstreams in parallel, but keep their dependencies explicit. A grid application may require a defined injection point and technical data; those in turn depend on land control and a feasible pooling-station site. A Defence or wildlife constraint discovered after turbine coordinates are fixed can force redesign, so those checks belong near the beginning.

Decision tree: which approvals apply to your site?
- Is the project onshore or offshore? Onshore projects follow state land, environmental, safety and transmission procedures. Offshore projects additionally require the Offshore Wind Energy Lease Rules, 2023 and maritime, seabed, port, navigation and offshore-transmission approvals.
- Is any component on forest land? If a road, foundation, cable, collector line, substation or other component diverts forest land for a non-forest purpose, forest clearance is required. Do not treat a privately held parcel as automatically free of forest-law issues; verify the legal classification and the complete linear route.
- Is the site in or near a protected area, wildlife habitat or eco-sensitive zone? Triggered projects may need National Board for Wildlife or state wildlife approvals and prior scrutiny. Map the entire project footprint and its access and evacuation corridors, not just turbine pads.
- Does the project fall within a coastal or offshore regulatory area? Add CRZ and coastal permissions where applicable. Offshore developments also require the separate lease route described below.
- Will power move across state boundaries? Apply under the Central Electricity Regulatory Commission (CERC) Connectivity and General Network Access Regulations, 2022, as amended, through the Central Transmission Utility (CTU/CTUIL). For an intra-State connection, use the relevant State Transmission Utility (STU), State Load Despatch Centre (SLDC) and state-regulator procedures.
- How will electricity be sold? Align the connection and scheduling design with a PPA or competitive-bid award, captive or open-access use, or a merchant route. The sale structure affects injection, metering, forecasting and open-access approvals.
1. Secure land, route rights and state permissions
Control every parcel and corridor
Secure ownership or a lease for turbine locations, internal roads, the electrical collector system, the pooling substation and any operations facilities. Obtain legally usable rights of way for roads and collector lines; a turbine lease alone does not grant the right to build a line across a neighbouring parcel. Record access rights for construction traffic, cranes and later maintenance.
Check land-use conversion and local permissions
States differ on agricultural-to-non-agricultural conversion, revenue permissions, registration, building approvals and local-body requirements. Confirm the applicable state statute and portal, forms, fees and sequencing before financial close. A project can have a valid private lease and still lack permission to construct a substation, widen an access road or use agricultural land for a non-agricultural installation.
Keep a parcel-level evidence file
For each parcel and linear route, retain title or lease instruments, cadastral maps, encumbrance information, conversion orders, right-of-way consents and local approvals. The same map should be used in environmental, Defence and grid submissions so that turbine coordinates and evacuation corridors do not drift between applications.

Use NIWE wind-potential information
The National Institute of Wind Energy (NIWE) publishes wind-potential map packages for Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Tamil Nadu; the listed packages include updates dated 5 June 2024. Treat the maps as an initial siting and resource-screening input, then verify the exact proposed coordinates and applicable state requirements.
Determine whether a Defence NOC is needed
Apply the current general conditions for Ministry of Defence NOC and check turbine coordinates against radar, airfield-safeguarding and map-cell restrictions. A Defence issue can affect turbine height, location, lighting or the viability of a parcel. Complete this check before ordering foundations, signing an irreversible equipment contract or starting civil works. Keep the coordinate set, turbine dimensions and any revised layout synchronized across all submissions.

Do not infer clearance from map coverage
Being inside a state map package does not itself grant permission to build. Siting information, land rights, Defence review, environmental screening and grid feasibility are separate decisions. Obtain written confirmation from the relevant authorities where a state procedure requires it.
3. Environmental, forest, wildlife and CRZ approvals
Understand the general EIA position
A 2018 Forest Advisory Committee record stated that wind projects, irrespective of size or capacity, did not require EIA studies under the cited schedule. That is a general rule, not a blanket exemption from every environmental approval. Screen the current project and every associated facility under the law and procedures in force at the site before relying on it.
Forest diversion is a separate, high-impact trigger
If non-forest use involves diversion of forest land, obtain forest clearance under the Forest (Conservation) Act, 1986. The Government of India condition is explicit: “The project proponent shall obtain forest clearance under the provisions of the Forest (Conservation) Act, 1986, in case of the diversion of forest land for non-forest purpose is involved in the project.” This can apply to linear infrastructure even when turbine foundations are on non-forest parcels. Map roads, underground and overhead lines, substations and temporary construction areas before filing.
Protected areas, wildlife and eco-sensitive zones
Projects in or near protected areas, eco-sensitive zones or wildlife habitats can require National Board for Wildlife and/or state wildlife approvals and prior scrutiny. The trigger is site-specific, so obtain an authoritative boundary and buffer assessment rather than relying on a visual map or a broker’s representation. Design alternatives should be evaluated before land is locked if a corridor approaches a protected area.
Use PARIVESH for applicable applications
PARIVESH is the government platform used for environment, forest, wildlife and CRZ applications and tracking. Submit the correct category and keep the application geometry, land records, component list and mitigation commitments consistent. An approval for the turbine pad does not automatically cover a new transmission corridor or an expanded substation.

Water and pollution permissions
Construction activities can trigger State Pollution Control Board Consent to Establish and Consent to Operate, and water-abstraction permissions where applicable. MoEFCC compliance conditions also refer to structural safety, fire protection, pollution consents and water permissions. Determine whether batching plants, worker facilities, diesel storage, wastewater, drilling or groundwater abstraction create additional consent requirements in the selected state.
4. Construction, electrical and fire-safety approvals
Building and structural approvals
Obtain approvals under the applicable building regime for substations, control rooms, stores and other structures, together with structural-safety certification for foundations and associated works. Confirm fire-safety requirements for electrical rooms, transformers, battery areas, fuel or oil storage and emergency access. The exact authority and document set are state and local matters.
Electrical inspector or CEIG approval
Plan inspection and energisation approvals from the competent Electrical Inspector or Chief Electrical Inspector to Government (CEIG), as applicable. Prepare single-line diagrams, equipment ratings, earthing and lightning-protection details, protection settings, test certificates and as-built drawings. Coordinate the state safety approval with the transmission owner’s commissioning protocol; energising a private collector system is not the same as receiving permission to export to the grid.
Control changes before commissioning
Any material change in turbine model, transformer rating, protection scheme, bay arrangement or export capacity should be routed through the relevant approval and grid-review process. Keep a controlled revision register so the equipment installed at site matches the data submitted to the inspector, CTU/STU and SLDC.
5. Inter-State grid connection: CTU and GNA route
Apply under the CERC connectivity framework
For an inter-State connection, apply under the CERC Connectivity and General Network Access Regulations, 2022, as amended, to the CTU/CTUIL. The application should identify the injection point, requested capacity, pooling arrangement, project milestones, land and route status, and the technical configuration needed for the system studies.

Prepare the technical package
- Resource and generation profile, installed and contracted capacity, and the proposed commissioning sequence.
- Pooling-station location, collector-system voltage, transformer data and the transmission route to the point of connection.
- Load-flow, short-circuit, stability and other feasibility or system studies required by the CTU.
- Bay layout, protection and control philosophy, communication links, metering scheme and revenue-metering locations.
- Harmonic, fault-ride-through, reactive-power, voltage-control and model data required under applicable standards.
- Land, right-of-way and construction evidence for the connection facilities and any dedicated transmission asset.
Meet CEA standards before interconnection
The Central Electricity Authority’s connectivity standards set minimum technical requirements. The Ministry of Power states that compliance by renewable-energy plants is “verified jointly by Central Transmission Utility (CTUIL) and Grid-India/RLDCs before granting connectivity/interconnection to the national grid.” Treat that verification as a commissioning gate, not a paperwork exercise. Test protection, controls, metering, communications and plant models against the approved settings and submit the required reports before energisation.
Execute the connection and transmission agreements
After the applicable studies and approvals, complete the connection, transmission and implementation agreements, including responsibility for bays, dedicated lines, outage coordination, testing, metering, protection maintenance and cost allocation. Confirm who builds and owns each asset and the handover point before procurement.
6. Intra-State evacuation: STU, SLDC and state rules
For a project injecting within one state, follow the relevant STU and SLDC procedure and the state electricity-regulator and open-access rules. The state route still requires technical studies, an approved injection point, protection and metering data, commissioning tests and operating-code compliance. State procedures also determine application forms, security or charges, scheduling and forecasting obligations, banking or wheeling treatment where available, and the process for energising a dedicated line.
Do not assume that an intra-State project is simpler merely because it avoids the CTU. A remote site may need a long dedicated line, a new bay or reinforcement at the receiving substation. Obtain written confirmation of available capacity and the implementation responsibility before finalising the sale structure.

8. Offshore wind: a separate approval framework
Offshore projects use the Offshore Wind Energy Lease Rules, 2023, notified on 19 December 2023 and administered by MNRE. The MNRE description states: “The administration of these rules shall be done by Ministry of New and Renewable Energy.”
In addition to the lease, an offshore project must plan for seabed and maritime permissions, coastal and environmental approvals, port and navigation clearances, offshore construction logistics, cable landfall and onshore substation rights, and transmission connection. The selected sea area, cable route and landfall determine which authorities and environmental processes are triggered. Do not apply an onshore land-lease assumption to an offshore block.
Compare sites and connection routes before committing
| Decision axis | Lower-complexity starting point | Additional exposure to investigate |
|---|---|---|
| Location | Onshore, private, non-forest land with clear access | Offshore lease, coastal areas, forest parcels, protected areas or eco-sensitive zones |
| Evacuation | Existing substation with confirmed spare capacity and a short route | New pooling station, long dedicated line, uncertain bay capacity or major reinforcement |
| Grid jurisdiction | Intra-State STU/SLDC route with a defined injection point | Inter-State CTU/GNA route requiring CTUIL and Grid-India/RLDC verification |
| Power sale | Contract with clear injection and scheduling obligations | Captive, open-access or merchant route with additional state and settlement requirements |
| Site constraints | No Defence, aviation, wildlife or CRZ trigger identified | Radar or airfield safeguarding, wildlife scrutiny, forest diversion or CRZ review |
Use the same scored site comparison for land cost, route length, substation capacity, approval triggers and redesign risk. A site with slightly weaker wind resource can be preferable if it avoids a long transmission corridor or an uncertain wildlife and Defence process.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPractical sequence from prospecting to energisation
- Screen constraints: map wind resource, land ownership, forest and protected-area boundaries, eco-sensitive zones, CRZ exposure, Defence and aviation constraints, and nearby substations.
- Secure conditional site control: sign leases and rights of way with conditions tied to approvals and grid feasibility where possible.
- Freeze a preliminary layout: identify turbine coordinates, roads, collector lines, pooling station and export corridor without starting irreversible civil work.
- Run siting and environmental checks: complete NIWE/MNRE and Defence reviews; submit forest, wildlife, CRZ or PARIVESH applications when triggered.
- Choose the grid route: determine CTU/GNA or STU/SLDC jurisdiction, injection point, capacity and responsibility for bays and dedicated lines.
- Submit studies and agreements: provide system models, protection, metering, communication and commissioning data; execute required connection and transmission documents.
- Obtain construction and safety permissions: complete local building, fire, pollution, water and CEIG requirements for the actual facilities.
- Build and test: construct only against approved coordinates and drawings; perform factory, site, protection, metering, communication and control tests.
- Pass interconnection verification: satisfy CTUIL and Grid-India/RLDC checks for an inter-State connection, or the corresponding STU/SLDC process for an intra-State connection.
- Commission and operate: energise under the approved procedure, begin scheduling and forecasting, and maintain operating-code, environmental and safety compliance.
Common failure modes and how to prevent them
- “Wind projects need no environmental approval.” The general EIA position does not remove forest, wildlife, eco-sensitive-zone, CRZ, pollution or water permissions. Screen every component and corridor.
- Defence review after foundations are poured. Validate coordinates, turbine dimensions and map-cell restrictions before civil works or equipment lock-in.
- Land secured but evacuation route unresolved. Obtain rights of way for collector lines and dedicated transmission assets, not just turbine parcels.
- Applying to the wrong grid authority. Establish whether the injection is inter-State or intra-State and obtain written confirmation of CTU/CTUIL or STU jurisdiction.
- Mismatch between approvals and installed equipment. Control revisions to turbine, transformer, protection, metering and export capacity data; resubmit material changes.
- Treating connectivity as commercial authorisation. Pair the grid approval with the PPA, open-access, captive or merchant scheduling and settlement arrangements.
What to verify before financial close
- Every parcel, road, cable, substation and export corridor has a documented land or right-of-way path.
- NIWE/MNRE siting information and Defence or aviation safeguards have been checked for the actual coordinates.
- Forest, wildlife, eco-sensitive-zone, CRZ, pollution and water triggers have written determinations.
- The grid authority, injection point, capacity, bay responsibility and study requirements are confirmed.
- Protection, metering, communication, plant-model and commissioning requirements are budgeted and reflected in contracts.
- The power-sale route matches connectivity, scheduling, forecasting and state open-access rules.
- Offshore projects have a lease strategy under the 2023 rules plus maritime, port, navigation, coastal and onshore landfall plans.
Frequently Asked Questions
Does every wind farm in India need an environmental clearance under the EIA notification?
Not as a blanket rule. A 2018 Forest Advisory Committee record said wind projects irrespective of size or capacity did not require EIA studies under the cited schedule, but site-specific forest, wildlife, eco-sensitive-zone, CRZ, pollution and water permissions can still apply and must be screened under current law.
When is a Defence NOC required for a turbine?
The requirement depends on the coordinates and applicable Ministry of Defence general conditions, including radar, airfield-safeguarding and map-cell restrictions. Check before fixing turbine locations or beginning civil works.
Who verifies technical compliance before an inter-State wind plant connects?
For renewable-energy plants, CTUIL and Grid-India/RLDCs jointly verify compliance with the applicable CEA technical standards before connectivity or interconnection to the national grid is granted.
Is offshore wind handled through the same land and grid process as onshore wind?
No. Offshore projects use the Offshore Wind Energy Lease Rules, 2023, administered by MNRE, and add seabed, maritime, port, navigation, coastal, offshore-construction, cable-landfall and transmission approvals.
