For ordinary Windows 11, Microsoft requires a supported 64-bit processor running at 1 GHz or faster with at least two cores, 4 GB of RAM, 64 GB of storage, UEFI firmware with Secure Boot capability, TPM 2.0, DirectX 12 graphics with a WDDM 2.0 driver, and a display larger than 9 inches with at least 720p resolution. Windows 11 Home and personal-use Pro also require an internet connection and Microsoft account during initial setup.
Those figures are installation floors, not comfortable buying targets. A current Copilot+ PC has a much higher bar: a supported processor or system-on-chip with a neural processing unit (NPU) rated at 40 or more trillion operations per second (TOPS), 16 GB of DDR5 or LPDDR5 memory, and at least 256 GB of SSD or UFS storage. You do not need Copilot+ hardware to run Windows 11 or use cloud-based Microsoft Copilot, but hardware-dependent experiences such as improved Windows Search and Click to Do require it.
Start by choosing the capability you actually need
There are two separate hardware questions. The first is whether a computer can install and support Windows 11. The second is whether it qualifies for Microsoft’s newer on-device AI experiences.
Windows 11 compatibility
The standard requirements let you install and run Windows 11. They cover processor architecture, memory, storage, firmware security, graphics APIs and display size. Meeting them does not guarantee that every optional feature will work, nor does it make a low-end configuration pleasant for multitasking.

Copilot+ capability
Copilot+ is a class of Windows 11 AI PCs built around an NPU that can perform more than 40 TOPS. Microsoft pairs that NPU threshold with 16 GB of DDR5 or LPDDR5 RAM and 256 GB of SSD or UFS storage. A computer that has only one of those characteristics is not automatically a Copilot+ PC.
Microsoft’s minimum Windows 11 requirements
| Component | Minimum requirement | What it means in practice |
|---|---|---|
| Processor | Supported 64-bit CPU, 1 GHz or faster, at least two cores | The processor must also be on Microsoft’s supported-processor lists. Clock speed alone cannot make an unsupported model eligible. |
| Memory | 4 GB RAM | This is enough to meet the installation floor, but leaves little room for modern applications, browser tabs, security tools and updates. |
| Storage | 64 GB | The operating system and future updates consume space. Microsoft warns that storage needs can increase over time. |
| Firmware | UEFI firmware with Secure Boot capability | Legacy BIOS-only systems generally cannot satisfy this requirement without a supported firmware conversion or replacement. |
| Security module | TPM 2.0 | TPM provides hardware-backed security functions used by Windows. It may be built into the processor or exposed as a firmware setting. |
| Graphics | DirectX 12 compatible graphics with a WDDM 2.0 driver | The graphics processor and its Windows driver must support the required API and driver model. |
| Display | 720p or higher, larger than 9 inches | The display-size rule applies to the built-in or connected screen used for the installation. |
| Initial setup | Internet connection and Microsoft account for Windows 11 Home and personal-use Pro | These requirements apply during setup, even if you later use a local workflow for some tasks. |
Why the minimum is not a sensible buying target
Four gigabytes of RAM and 64 GB of storage satisfy the stated floor but provide little headroom. Windows updates, temporary installation files, applications and user data all compete for the same space. A nearly full system drive can also make updates fail or reduce performance.
Treat the minimum table as a compatibility test, not a recommendation. For a new general-purpose PC, choose more memory and storage than the floor allows. If you want Copilot+ features, 16 GB RAM and 256 GB storage are mandatory starting points, not optional upgrades. For heavier multitasking, creative work or games, evaluate the application’s own requirements and the graphics processor rather than relying on the Windows minimums.

Check firmware and security before replacing a computer
TPM 2.0
On many systems, TPM 2.0 is present but disabled in firmware. Manufacturers may label the setting as TPM, firmware TPM, a platform security processor or a similar vendor-specific term. Before changing it, record the current firmware settings and check the computer maker’s documentation. Enabling or changing security settings can affect encryption and boot behavior.
UEFI and Secure Boot
Windows 11 requires UEFI firmware with Secure Boot capability. A machine that starts in legacy BIOS mode may need a supported conversion to UEFI, and the conversion should be planned around backups and disk-partition compatibility. Secure Boot capability is not the same as Secure Boot being enabled; verify both the firmware mode and the setting.
Supported processor status
A 64-bit CPU running at 1 GHz is not sufficient by itself. Microsoft maintains supported processor families, and eligibility can vary by exact model. Check the model number rather than assuming that every processor from a particular generation qualifies.

How to verify an existing PC
- Run Microsoft’s PC Health Check. Install the current utility from Microsoft and use its Windows 11 eligibility assessment. It reports whether the processor, TPM, Secure Boot and other requirements are detected.
- Check Windows Update. On an eligible installation of Windows, open Settings, choose Windows Update, and look for the compatibility or upgrade assessment. Windows Update can reflect eligibility information that is specific to the current installation.
- Inspect firmware. If the result flags TPM or Secure Boot, enter the firmware setup using the manufacturer’s documented key, confirm UEFI mode, locate the TPM setting and check Secure Boot capability. Do not change settings until you have a current backup and understand any disk-encryption implications.
- Confirm free space. The 64 GB requirement is total capacity, not the amount currently available. Keep additional free space for updates, applications and recovery files.
- Record the exact processor and graphics models. Use those model numbers when checking Microsoft’s supported lists and the graphics manufacturer’s Windows driver information.
If the assessment says the PC is unsupported
- TPM or Secure Boot missing: Check whether the feature is disabled, whether the system is booting in legacy mode, and whether a firmware update is available from the manufacturer.
- Unsupported processor: Firmware changes cannot turn an unsupported CPU into a supported one. Replacement hardware may be required.
- Insufficient storage: Free space or install a larger drive, but remember that capacity alone does not fix processor, firmware or TPM failures.
- Conflicting results: Re-run PC Health Check after firmware changes and updates. Eligibility and feature availability can change as Microsoft updates its support lists.
What a 40 TOPS NPU means
TOPS means trillion operations per second. An NPU is a processor specialized for AI workloads, allowing supported tasks to run locally instead of sending every operation to a cloud service. “40+ TOPS” describes the NPU’s rated throughput, not the speed of the whole computer and not a guarantee that every AI application will run equally fast.
Microsoft describes Copilot+ PCs as Windows 11 AI PCs powered by an NPU capable of more than 40 TOPS for AI-intensive processes such as real-time translation and image generation. The rating is therefore a capability threshold. It should not be treated as a direct benchmark for application performance, battery life or graphics performance.
Copilot+ hardware requirements
| Requirement | Copilot+ threshold | Why it matters |
|---|---|---|
| Processor or SoC | Compatible family with an NPU capable of 40+ TOPS | Provides the local AI acceleration required by Copilot+ experiences. |
| Memory | 16 GB DDR5 or LPDDR5 | Supplies the system memory needed alongside the NPU for supported local AI workloads. |
| Storage | 256 GB SSD or UFS | Provides room for Windows, applications, updates and AI-related data. |
| Supported families listed by Microsoft | AMD Ryzen AI 300/400, Intel Core Ultra 200V/300V and Snapdragon X families | The exact model still matters; not every chip with a similar product name necessarily has the same NPU capability. |
All three thresholds matter. A laptop with a 40 TOPS NPU but 8 GB of RAM or 128 GB of storage does not meet the stated Copilot+ configuration. Conversely, 16 GB of RAM and a 256 GB SSD do not create Copilot+ status if the processor lacks the required NPU.

Which Windows AI features need Copilot+ hardware?
| Feature or use | Hardware situation |
|---|---|
| Cloud-based Microsoft Copilot | Can be used on a Windows 11 PC that meets ordinary Windows requirements; Copilot+ hardware is not required. |
| Improved Windows Search | Requires Copilot+ hardware according to Microsoft’s feature guidance. |
| Click to Do | Requires Copilot+ hardware. |
| Real-time translation and other local AI processing | Designed for the NPU acceleration provided by Copilot+ PCs; availability can depend on the specific Windows release and region. |
| Image-generation workloads | Can use the NPU on supported Copilot+ systems, but the application and Windows version still determine availability. |
This distinction prevents an expensive mismatch. If your goal is simply asking questions through cloud Copilot, a normal Windows 11 computer may be adequate. If you specifically want the newer local experiences, start with the Copilot+ thresholds and then verify the feature’s current regional and software requirements.

Windows 11 eligibility does not imply that every optional capability is available. Microsoft identifies additional dependencies for particular features:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- DirectStorage: requires an NVMe SSD plus DirectX 12 graphics and Shader Model 6.0 support.
- Voice features: need a compatible microphone, and quality depends on the microphone’s placement and drivers.
- Video effects and communication tools: may require a supported camera, microphone and graphics capability.
- Biometric sign-in: requires the appropriate fingerprint reader or infrared camera hardware.
- HDR: depends on a compatible display, graphics support and suitable content.
- Wireless functions: require the relevant radio hardware, drivers and, in some cases, a compatible network.
When a feature is important, check its individual requirements rather than inferring support from the Windows 11 logo or from the presence of an NPU.

How to compare PCs before buying
Use the following comparison axes for every candidate. Record exact model numbers and capacities; broad labels such as “AI-ready” are not enough.
| Comparison axis | Questions to answer |
|---|---|
| Windows 11 eligibility | Is the exact processor supported? Does the system have TPM 2.0, UEFI and Secure Boot capability? |
| NPU | What is the NPU rating, and does it reach 40+ TOPS? |
| RAM | Is there at least 16 GB for Copilot+? Is the memory DDR5 or LPDDR5, and is it replaceable or soldered? |
| Storage | Does it have at least 256 GB of SSD or UFS storage for Copilot+? Is there an upgrade slot? |
| CPU and applications | Will the processor family and operating-system architecture support the applications, drivers and peripherals you use? |
| Graphics | Does the GPU meet your gaming, editing or 3D requirements in addition to Windows’ DirectX 12 floor? |
| Display and input hardware | Are the panel, camera, microphone, biometric sensors and wireless radios suitable for the features you need? |
| Practical ownership | Can you upgrade memory or storage? What are the battery, price, regional-support and warranty conditions? |
For a basic Windows 11 upgrade
Run PC Health Check before shopping. If the existing computer passes and your applications run acceptably, buying a Copilot+ machine is unnecessary solely to obtain cloud Copilot or standard Windows features.
For modern on-device AI
Search listings with the phrase Copilot+ PC laptop 16GB 256GB 40 TOPS NPU, then verify the exact processor family and all three thresholds in the manufacturer’s specification. Do not rely on a headline that mentions AI without naming the NPU capability.

For gaming or creative work
Start with the application’s CPU, GPU, RAM, storage and display requirements. Copilot+ status can add local AI capability, but it does not replace a discrete graphics requirement or guarantee application compatibility.
Quick Recap
Common buying and upgrade mistakes
- Confusing Windows minimums with a comfortable configuration: 4 GB RAM and 64 GB storage are floors. Plan headroom for updates and applications.
- Assuming every new processor is Copilot+: Confirm the NPU rating and the listed processor family.
- Ignoring memory type: LPDDR5 is commonly soldered, which can limit future upgrades; check the service documentation.
- Counting total storage instead of usable space: A 64 GB drive leaves substantially less room after Windows and recovery data are installed.
- Overlooking peripherals: A missing camera, microphone, biometric sensor or compatible display can block a feature even when the PC itself passes Windows 11 checks.
- Assuming availability is universal: Windows features can vary by release, region, language and account status. Verify current Microsoft requirements before purchase.
A concise decision checklist
- Decide whether you need ordinary Windows 11, cloud Copilot or Copilot+ local AI.
- For an existing PC, run PC Health Check and Windows Update eligibility assessment.
- Confirm the exact CPU model, TPM 2.0, UEFI/Secure Boot capability, RAM and free storage.
- For Copilot+, verify a 40+ TOPS NPU, 16 GB DDR5/LPDDR5 and 256 GB SSD/UFS together.
- Check feature-specific hardware such as NVMe storage for DirectStorage and cameras or microphones for voice and video functions.
- Evaluate graphics performance, application compatibility, upgradeability, battery, price and regional support separately from Windows eligibility.
