A PC game launcher is the software that connects a game with a digital store, your account, and the services needed to install, update, and run it. Steam and Epic Games Launcher can all perform those jobs, but a launcher is not automatically the same thing as a storefront, a publisher account, an online-service account, or DRM. Those layers can be bundled into one application or split across several.
That is why buying one game can involve a store client, a second publisher login, and a separate multiplayer service. The exact combination depends on the game and the agreements behind its PC release.
What a PC game launcher actually does
At the simplest level, a launcher is an access point for games. It can show your library, authenticate your account, download files, install prerequisites, apply patches, and start the game. Larger platforms add services around that basic function.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsStorefront, client, and account are different roles
A storefront is where you discover and purchase a game. A client or launcher is the installed application that manages access to the library and game files. An account service identifies you to the store or to the game’s publisher. One application may handle all three roles, but they remain conceptually separate.

For example, a store can sell a game while the game uses a publisher account for friends, matchmaking, or downloadable content. A title can also open a second client after you click Play. That does not necessarily mean the first launcher failed; it may reflect separate ownership and online-service systems.
Installation, updates, and starting the game
Launchers commonly choose an installation folder, download large game files in pieces, verify or repair those files, and keep the version current. They may schedule updates, limit download bandwidth, pause transfers, and install redistributables such as graphics or audio components.
When you select Play, the launcher checks the entitlement associated with your account and starts the executable with the settings or services the game expects. Some games then start another launcher or display an additional sign-in window. The game’s own requirements determine whether that second step is necessary.
Optional services around the library
Platform features can include cloud saves, friends lists, chat, achievements, reviews, controller configuration, mod distribution, refunds, parental controls, and offline modes. Steam’s developer documentation lists services such as payments, supported languages, update publishing, cloud saves, reviews, and optional DRM. Valve also describes Workshop support for games that choose to use it, rather than promising mods for every title.
Epic’s developer materials describe tools for store pages, pricing and offers, builds, updates, backend services, player support, and analytics. These descriptions establish what a platform can provide; an individual game may use only a subset of those features.
Why the same game can use different launchers
Different distribution and account systems
Every store has its own catalog records, payment processing, download infrastructure, entitlement database, and account system. A publisher may release a game through several stores while maintaining a separate account service for online features. Connecting those systems requires technical integration, and the result differs by game.
Platform decisions can involve audience reach and discovery, payment and distribution tools, update pipelines, cloud and multiplayer services, analytics, support workflows, and commercial terms. Official Steamworks and Epic developer documentation describes these capabilities, but it does not prove one universal reason for every publisher’s choice. A publisher may weigh several of them at once.

Publisher services may add another layer
A game can require a publisher account even when you bought it from a third-party store. That account may control cross-device progression, friends, matchmaking, downloadable content, or anti-cheat services. In other cases, the game runs entirely through the store account.
Requirements are title-specific and can change after launch. Check the game’s current store listing and support documentation before assuming that a publisher login is optional or mandatory.
DRM is a choice, not a definition of every launcher
Digital-rights-management technology can verify that a copy is authorized, but a launcher should not automatically be described as DRM. Steam’s developer information presents DRM as an option: developers can use the platform’s tools, implement their own system, or omit DRM. Whether a particular game performs an online check, permits offline play, or starts another protection service is a decision made for that title.
Does buying a game on one store unlock it on another?
Usually, a purchase entitlement belongs to the storefront where you made it. Epic’s support guidance gives a specific example: a game purchased on Steam, Origin, or Ubisoft Connect cannot be played through Epic Games Launcher unless it is also purchased through the Epic Games Store. Treat that as Epic’s documented rule for its launcher, not as a universal legal rule that automatically describes every store.

Cross-store multiplayer, friends, and progression are separate features
Seeing the same game listed in two stores does not prove that players from those stores can play together. Cross-store multiplayer must be implemented by the game and its online services.
Epic Online Services describes cross-platform tools that can connect players from different PC stores. Epic’s guidance also discusses account linking and the expectations around cross-store friend features. Those tools make interoperability possible; they do not enable cross-play automatically for every game.

- Cross-save: save data can move between devices or stores.
- Cross-progression: a game account retains progress, unlocks, or purchases across versions.
A title can support one capability without supporting the others. Consult the game’s own support page for the exact combination.

Cloud saves are conditional, not a guarantee that every save will synchronize perfectly. Epic support documents a common conflict: you play offline on one device, then use cloud saves on another device, and the service detects different versions of the save.
When a conflict prompt appears, identify which device contains your newest progress before choosing an upload or download option. If you are unsure, make a manual backup of the local save folder when the game supports that approach. Do not assume that the file with the newest timestamp is always the most advanced save; some games maintain several profiles or slots.
Offline behavior also varies. A launcher may allow a previously authenticated game to start without a connection, while the game itself may still require online authentication, multiplayer services, or a publisher account. Test offline access before travelling rather than discovering the limitation after disconnecting.
Steam and Epic Games Launcher: a practical comparison
The table separates platform-level capabilities from guarantees that only the game developer can make.
| Question | Steam | Epic Games Launcher | What the individual game decides |
|---|---|---|---|
| Store and library | Storefront and client with a managed library | Storefront and client with a managed library | Whether the title is sold, regionally available, or tied to another account |
| Installation and updates | Client can download, patch, verify, and launch supported games | Client can distribute builds and updates supplied by the developer | Patch schedule, required prerequisites, and whether another launcher opens |
| Cloud saves | Available when the game enables Steam Cloud | Available when the game enables Epic cloud saves | Save format, synchronization behavior, and conflict handling |
| Mods | Steam Workshop exists for supported games | Mod workflow depends on the game or a separate tool | Whether mods are supported, curated, or safe to use online |
| Controller features | Steam provides controller-related platform features | Controller behavior depends on the launcher, game, and input APIs | Supported devices, layouts, and in-game remapping |
| Multiplayer and friends | Platform networking can be used by a game | Epic services can provide account and cross-store tools | Cross-play, invitations, matchmaking, and required accounts |
| DRM | Optional developer choice | Depends on the game and its protection system | Online checks, offline rules, and additional anti-cheat software |
Neither column is a promise that every game uses every listed feature. Read the specific title’s documentation for controller support, operating-system compatibility, accessibility, offline behavior, and account requirements.
What happens when you install and launch a game
- Choose the storefront. Confirm that the edition, region, language, and operating-system requirements match your system.
- Sign in to the purchasing account. The launcher uses this account to confirm the entitlement and display the game in your library.
- Install through the client. Select the destination drive and allow the client to download the game and any listed prerequisites.
- Read the first-run prompts. The game may ask you to create or link a publisher account, accept a separate license, or install anti-cheat software.
- Complete the online-service setup. Use the account you intend to keep. Linking the wrong profile can affect friends, progression, or downloadable content.
- Test a save and a second launch. Confirm where saves are stored, whether cloud synchronization is enabled, and whether the game can start under your expected offline conditions.
Common launcher problems and the right fix
The game opens a second launcher
Check the title’s requirements before reinstalling anything. If a publisher client is required, keep both clients updated and sign in to the account that owns or is linked to the game. Starting the game from the purchasing store may still be necessary because that client verifies the entitlement.

The game is installed but appears unowned
Verify that you are signed in to the account that made the purchase. A shared computer can contain files from another Windows user or another store account. Reinstalling will not move the entitlement between accounts.
Friends or invitations are missing
Confirm which identity the game uses for friends: the store account, a publisher account, or an in-game profile. Then check whether the title explicitly supports cross-store friends or cross-play. Two people owning the same game on different stores may still need to add one another through the game’s own account system.

A cloud-save conflict appears
Stop and identify the newest local progress before selecting a sync direction. If both saves matter, copy the local save folder first where the game permits it. After choosing the correct version, launch the game once and verify the expected character, campaign, or settings.
The game will not start offline
Reconnect once, sign in, and allow the launcher and game to complete any first-run authentication. Then use the client’s offline mode if available. Multiplayer, account checks, and some protection systems can still require a connection even when the launcher supports offline startup.
How to choose between stores for a specific game
Do not choose solely by the logo on the shortcut. Compare the practical consequences for the title you intend to play.
- Entitlement: identify which account owns the copy and whether another account must be linked.
- Install path: determine which client downloads patches and whether a second client opens.
- Multiplayer: verify cross-play, cross-store friends, matchmaking, and voice-chat support separately.
- Saves: check cloud-save support, cross-save or cross-progression, and what happens after offline play.
- Mods: see whether the game uses an integrated Workshop, a built-in mod browser, or a manual process.
- Controls and access: confirm controller support, accessibility options, operating-system requirements, and offline rules.
- Current commercial terms: check the store’s current price, refund policy, regional availability, and edition contents directly; these change over time.
Why publishers may list the same game in several stores
Multiple stores can provide additional discovery, payment methods, regional reach, distribution capacity, support tools, analytics, and platform-specific services. A publisher may also want a direct relationship with players through its own account or online infrastructure.

Commercial terms are one possible factor, but they are not universal proof of a publisher’s motive. In a 2023 self-publishing announcement, Epic said publishers would receive 88% of revenue from games sold through the Epic Games Store and could use their own or a third-party payment solution for in-app purchases. That was Epic’s published term in 2023; revenue shares and payment conditions can change, so it should not be treated as a current promise or as a comparison with every other store.
Key misconceptions to avoid
- “A launcher is only a shortcut.” It may manage entitlement checks, downloads, updates, cloud saves, accounts, and social services.
- “Every game needs a publisher launcher.” Requirements differ by title and can change.
- “Buying the game once works everywhere.” Store purchases are normally platform-specific unless an explicit arrangement says otherwise.
- “Cross-play means shared saves.” Multiplayer interoperability and save synchronization are separate implementations.
- “Every launcher is DRM.” DRM can be optional, custom, or absent depending on the game.
- “The same game listing guarantees identical features.” Editions, patches, mods, account links, and offline behavior can differ by store release.
The useful way to think about launchers is as a stack of services rather than a single category. The storefront sells access, the client installs and starts software, the game account identifies you, and online services handle features such as multiplayer or progression. Sometimes one application provides the whole stack; sometimes several applications cooperate. Checking those layers for the specific game tells you what you actually need to install, which account owns your copy, and what will or will not carry across stores.
