Short answer: Oracle AI agents do not share one universal permission level, and Oracle does not require a person to approve every action by default. In Fusion AI Agent Studio, an agent can retrieve, create, update, or delete business records, send email, and call external REST or MCP tools when an administrator exposes those tools. The action still runs with the Fusion identity and role permissions of the executing user. A human approval step is an additional workflow control that administrators must configure where it is needed.
Therefore, the real boundary is the combination of the product, configured tools, execution identity, data permissions, and approval gates on the specific workflow path. Authorization determines what the agent is allowed to access; approval determines whether a person must review a configured action before the workflow continues.
There is no single “Oracle AI agent” permission model
Oracle uses agent technology in more than one product. The clearest controls for business-record actions are documented for Fusion AI Agent Studio. Oracle Integration provides a separate human-in-the-loop orchestration pattern. You should not assume that a behavior documented for one product automatically applies to every Oracle agent, assistant, or integration.

Fusion AI Agent Studio
AI Agent Studio lets a builder select tools for an agent. Business-object tools can be configured to retrieve, update, create, or delete Fusion records, with the relevant objects and fields exposed to the agent. Other documented tool types include email, deep links, External REST connections, and MCP connections. The agent can only attempt capabilities that its configuration makes available.

Oracle Integration
Oracle Integration supports a different pattern: a workflow and form can create a human review task, and that integration can then be exposed to an agent as an agentic tool. The person may review a high-stakes purchase order, help when the agent is uncertain, or resolve a tool failure. This is an orchestration design, not the same control surface as a Fusion AI Agent Studio human approval node.
What a Fusion agent can do when tools are exposed
Within Fusion AI Agent Studio, capability is conditional rather than automatic. A builder decides which tools, business objects, fields, connections, and services the agent can use.
Read business data
A business-object tool can retrieve records that the running identity is authorized to see. This may include searching an object, reading selected fields, or using retrieved information in a later step. A read operation does not become unrestricted merely because an AI agent is involved.

Configured business-object tools may create new records, update existing records, or delete records. These are consequential changes, but the documentation describes them as available capabilities, not as actions that always stop for a person. Whether a change pauses for review depends on the workflow and controls an administrator configured.
Send messages and call connected services
An agent may be given an email tool, an External REST tool, or an MCP connection. It may also use deep links to direct a user to an application location. External calls can have effects outside Fusion, so administrators must evaluate the endpoint, credentials, payload, and recovery behavior rather than treating an external call as an ordinary informational response.
Use only the objects and fields selected by the builder
Tool configuration is part of the security boundary. If an object, field, connector, or MCP server is not exposed, the agent has no documented route to use it through that tool. Conversely, exposing a powerful tool gives the agent an opportunity to attempt the operations that tool supports, subject to the executing identity’s authorization.
Authorization is not the same as human approval
Fusion’s native role-based access controls govern what the agent can do on behalf of the running user. Oracle’s security guidance says the Fusion token for that identity carries native row- and data-security enforcement into Fusion actions. Agent use does not itself grant a user new Fusion privileges.

An authorized action can still proceed without human review if no approval checkpoint is present. Conversely, adding an approval node does not give the approver or the agent additional Fusion privileges. Both controls must be designed together.
When human approval can be required
Fusion AI Agent Studio supports adding a review step at a point in a process. Oracle describes this as oversight for key actions such as sending an email or updating a record. A workflow human approval node can pause execution while it waits for a human outcome.
Approval, rejection, or change request
The node can wait for an approval, a rejection, or a request for changes. The workflow resumes only after the required outcome is received. The result can determine whether the agent continues, stops, or follows a correction path designed by the workflow author.
A reusable approval process
Instead of hard-coding every reviewer in one workflow, an administrator can publish an approval process and associate it with the human approval node. That process can define:

- The outcome required before the workflow resumes
This lets an organization route different requests according to configured business rules. The workflow remains paused while the request is routed and waits for the required outcome.
Feedback, retries, and errors
Administrators can configure feedback or retry behavior and an error handler for the approval node. These settings matter when a reviewer requests a correction, a notification fails, a task expires, or the approval service returns an error. They define what happens next; they do not make approval universal across unrelated workflows.
What Oracle agents cannot be assumed to do
The following assumptions are not supported by Oracle’s documented model.

They cannot be assumed to require approval for every action
There is no blanket rule that every email, record update, API call, or deletion must stop for a person. Approval is a configurable workflow control. If the relevant path has no review node or approval process, an authorized action may continue according to that workflow’s design.
They cannot bypass Fusion role security
An agent does not automatically become an administrator. A running user’s Fusion token carries native row- and data-security checks into Fusion actions. If the identity lacks permission, exposing an agent tool does not legitimately expand that access.
They cannot use tools that were not made available
The model may generate a request for an operation, but the agent still needs a configured tool and connection for that operation. A prompt alone does not create a business-object permission, an API credential, or an MCP connection.
They cannot create an approval checkpoint by implication
An action may be high impact, but the platform does not infer your organization’s approval policy from the wording of a prompt. The workflow author or administrator must place the human approval node or connect a published approval process on the path that needs review.
They cannot guarantee a safe outcome merely because approval exists
An approval gate protects the path where it is configured. It does not automatically cover another agent, another tool, a direct integration, or an alternate branch. Reviewers also need sufficient context and a defined response to rejection, timeout, or tool failure.

How to decide whether an action needs a human in the loop
Use the following administrator checklist for each agent and workflow rather than assigning one blanket rule to the entire environment.
1. Classify the action’s impact
- Informational read: usually lower impact, but still subject to data-security rules.
- Record creation or update: evaluate financial, legal, operational, and personal-data consequences.
- Deletion: treat as destructive and define recovery before enabling it.
- External communication: verify recipients, content, sender identity, and whether a mistaken message can be recalled.
- External transaction or API call: assess the side effects, idempotency, credentials, and downstream systems.
2. Identify the execution identity
Determine whether the agent runs as an end user, a delegated identity, or another service identity. Confirm the Fusion roles, row security, and data security attached to that identity. The identity should have the minimum access needed for the tools and workflow.

3. Inspect tool scope
List every business object and field exposed, plus email destinations, REST connections, MCP servers, and credentials. Remove unused tools and narrow fields where possible. A smaller tool surface reduces the number of actions the agent can attempt.
4. Place the approval gate on the actual path
In AI Agent Studio, add a human approval node where the consequential action is about to occur, or associate a published approval process with that node. Specify who can approve, what conditions apply, which notification channel is used, and what rejection or change-request outcome does.

Decide what happens if no one responds, an approver rejects the request, a tool fails, or a reviewer asks for changes. Configure feedback or retry behavior and an error handler where the node supports them. Do not let a timeout silently become an approval unless that is an explicitly reviewed policy.
6. Test and monitor the complete run
Check the agent’s run traces and monitoring signals, including the identity used, tools called, records touched, approval outcome, and errors. Confirm that operators can stop, retry, or recover a run. Oracle’s shared-responsibility guidance places these configuration and operational decisions with the customer.

Choose the mechanism that matches the system boundary. A Fusion workflow may need native business-object authorization and an approval process. A cross-system scenario may be better represented by an Oracle Integration form and task, with the resulting integration exposed as the agent’s tool.

Mistake: treating “authorized” as “approved”
Fix: document both the executing identity’s permissions and the workflow’s approval requirement. Test an authorized request with and without the approval path so the difference is observable.
Mistake: gating one branch but leaving another unreviewed
Fix: map every route to the consequential operation, including retries, exception handlers, alternate tools, and manually invoked integrations. Put the checkpoint before the side effect on each route.

Mistake: exposing broad tools to simplify setup
Fix: limit objects, fields, endpoints, and credentials to the minimum needed. Review MCP and REST connections as carefully as native business-object tools.
Mistake: having no plan for rejection or timeout
Fix: configure explicit rejection, change-request, retry, escalation, and error-handler outcomes. A reviewer should know what evidence to inspect and what the workflow will do next.
Mistake: assuming a successful demo proves production safety
Fix: test with realistic roles, row-level restrictions, denied operations, failed connectors, duplicate submissions, and missing approvers. Verify run traces and recovery procedures before deployment.
What the current Oracle documentation establishes
Oracle’s Fusion AI 26B documentation describes the agent tools, native role-based access, optional human review, and testing and deployment model. Fusion AI 26C documentation describes publishing and associating an approval process with a human approval node and explains the pause-and-resume behavior. The Fusion Center of Excellence security guidance dated July 27, 2026 describes execution identity, role enforcement, transactional approval options, and monitoring.
Oracle’s workflow-agent enhancements for release 26A describe human approval as a workflow control that pauses for human action. Oracle Integration documentation describes assigned users, forms, workflow configuration, and agentic-tool exposure for human-in-the-loop scenarios. Oracle’s Cloud Infrastructure guidance dated July 31, 2026 emphasizes shared responsibility: customers choose identities, data access, tools, permissions, approval gates, monitoring, and recovery.
These materials establish configurable capabilities and design patterns. They do not establish that every customer deployment has enabled approval, that every action is gated, or that a particular deployment is safe without reviewing its configuration.
Frequently Asked Questions
Can an Oracle AI agent update a Fusion record without a person approving it?
Yes, it can be configured to do so when the business-object tool is exposed, the running identity is authorized, and the workflow has no approval checkpoint on that path. A human approval gate is available but is not universal by default.
Does human approval give the agent more permissions?
No. Approval is a workflow checkpoint. Fusion role-based access and the running user’s token still determine what the agent may access or change.
Are email, REST, and MCP calls always reviewed?
