Network identity management is the administration of identities and access privileges for people, devices, and processes that use networked systems. It helps an organization associate a network request with the correct subject and determine what that subject is allowed to access.
What network identity management includes
NIST defines identity management broadly as administering identities within a system. In enterprise IT, that includes establishing and managing roles and access privileges for network users. The phrase “network identity management” is a useful description of this work, rather than a separate NIST glossary term. NIST glossary: identity management
The identities involved need not belong only to people. They can represent employees and other users, as well as devices and processes that interact with networked systems. NIST SP 800-63-4 describes digital identity services for users, while NIST’s identity-management and authentication material also recognizes devices and processes as entities.

How identification, authentication, and authorization differ
These related activities answer different questions as a network request is handled:
#1 Best Overall
- Compact and Efficient Design: The FortiGate 40F is designed for small to mid-sized businesses and enterprise branch offices, featuring a compact, fanless desktop form factor that ensures quiet operation and minimizes space usage.
- Robust Connectivity Options: Equipped with 5 GE RJ45 ports, including 1 WAN port and 4 internal ports, this model provides essential connectivity and flexibility for various network configurations in a small-scale environment.
- High-Performance Security: Offers up to 1 Gbps IPS throughput and 600 Mbps threat protection throughput, using Fortinet’s purpose-built security processor technology to deliver industry-leading performance and protection for SSL encrypted traffic.
- Advanced Threat Protection: Integrated with Fortinet’s AI-powered FortiGuard Labs, the FortiGate 40F offers comprehensive cybersecurity, identifying and mitigating both known and unknown threats to maintain robust security across your network.
- Simplified Management and Deployment: Features a user-friendly management console that provides comprehensive network automation and visibility, coupled with Zero Touch Integration with Fortinet’s Security Fabric for easy deployment.
- Identification: What identity is being claimed or assigned? A presented identifier points to a subject, but does not by itself prove that the subject is genuine.
- Authentication: Is the claimant the subject they say they are, or do they control the required authenticator? The method and evidence used determine the strength of that verification.
- Authorization: Given the established identity and applicable policy, which resources or actions are permitted?
Identity management administers identities and their roles or privileges; identification, authentication, and authorization are activities that help connect those identities to access decisions. NIST glossary: authentication
How identity management applies to network devices
Organizations may need to identify and authenticate devices before allowing them onto a local or wide area network. NIST SP 800-171 Rev. 3 (2024) names IEEE 802.1X with EAP and RADIUS with EAP-TLS as examples of solutions for device identification and authentication. These are implementation examples, not a universal architecture prescription. NIST SP 800-171 Rev. 3

- HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
- UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
- OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
An address such as a MAC or IP address can help identify a device in a network context, but an identifier alone should not be treated as strong proof that the device is authentic. The authentication method matters.

How network identity management relates to NAC and federation
Network access control (NAC)
NAC is an access-enforcement function, not another name for identity management. A NAC capability may grant or deny access based on credentials and client-health checks. It can use identity and device information when enforcing a network-access decision. NIST glossary: network access control

- 【Up to 1100 Mbps VPN Speed 】 Hardware-accelerated WireGuard and OpenVPN-DCO deliver up to 1100 Mbps VPN throughput, over 3× faster than Brume 2 for smooth remote access and file transfers.
- 【Three 2.5G Ports & Multi-WAN】Tri-port 2.5GbE design with flexible WAN LAN configuration supports multi-gigabit wired setups, dual-ISP Multi-WAN and failover to keep home and SOHO networks online.
- 【Stealth VPN Obfuscation】VPN obfuscation disguises VPN traffic as regular HTTPS, helping you evade blocking, bypass restrictive networks and maintain stable, private connections.
- 【DPI protection】Deep Packet Inspection with visual dashboards blocks adult/gambling/malicious sites, while SQM and QoS prioritize gaming, calls, and video when bandwidth is tight
- 【OpenWrt & USB 3.0 Expansion】OpenWrt with 1GB DDR4 and 8GB eMMC lets you install plugins and build VPN, ad-blocking or NAS, while USB 3.0 Type‑C connects high-speed storage or 4G/5G dongles
Federated identity management
Federation conveys identity and authentication information between networked systems, allowing systems to rely on information established by another system under an agreed arrangement. It is one part of digital identity, alongside areas such as identity proofing and authentication. NIST SP 800-63-4 covers these services for users interacting with government information systems over networks; it supersedes SP 800-63-3 and should not be read as prescribing every enterprise deployment. NIST SP 800-63-4
Quick Recap
Why the distinctions matter
- A claimed username, device name, or network address identifies a subject but is not necessarily sufficient authentication.
- Successful authentication establishes confidence in a claim; it does not automatically grant permission to every resource.
- Authorization depends on roles, privileges, and applicable policy, while NAC can enforce a resulting access decision and incorporate device-health context.
- Device-authentication mechanisms such as 802.1X/EAP or RADIUS with EAP-TLS address particular access needs; they do not, by themselves, constitute a complete identity-management program.
