NERC CIP is a family of cybersecurity reliability standards for applicable Cyber Systems supporting the North American Bulk Electric System (BES)—not a product or a single security control. It supports cyber resilience through connected requirements for identifying and categorizing systems, protecting them, preparing personnel, responding to incidents, recovering, protecting information, and managing supply-chain risk. The exact requirements depend on the standard version, the entity and systems in scope, the jurisdiction, and the applicable implementation schedule.
What does CIP mean in the electric-power context?
CIP stands for Critical Infrastructure Protection. NERC’s CIP Reliability Standards address cybersecurity for relevant BES Cyber Systems. Their purpose is to support reliable operation of the bulk-power system by managing risks that could compromise covered systems.
The standards are a coordinated set, not one universal checklist. NERC describes CIP-007-6, for example, as specifying selected technical, operational, and procedural requirements to protect BES Cyber Systems against compromise that could lead to misoperation or instability in the BES. That is the purpose stated in the standard itself; it is not a quantified claim that compliance prevents a particular number of incidents.
How does the CIP family contribute to resilience?
Resilience depends on more than blocking an intrusion. CIP addresses connected parts of a program, from determining which systems are covered through protection, incident handling, and recovery. A practical way to understand the coverage is by the questions each area helps an organization address:

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- What is in scope? CIP-002 addresses identification and categorization of BES Cyber Systems. Categorization is foundational because it helps establish which requirements apply to which systems.
- Who is responsible, and how are people prepared? CIP-003 covers security management controls, while CIP-004 covers personnel risk assessment and training.
- How are systems and access protected? The family includes electronic or logical security perimeters, physical security, and system security requirements. These areas appear across CIP-005, CIP-006, and CIP-007.
- How are changes and weaknesses managed? CIP-010 addresses configuration change management and vulnerability assessment.
- How is sensitive information handled? CIP-011 addresses information protection, and CIP-012 addresses communications between control centers.
- What happens when an incident occurs? CIP-008 covers incident reporting and response planning; CIP-009 covers recovery plans for BES Cyber Systems.
- How are external risks addressed? CIP-013 covers supply-chain risk management, and CIP-014 addresses physical security of certain transmission facilities.
- How is network activity observed? CIP-015 covers internal network security monitoring.
These areas are related, but the standards and versions have distinct scopes and enforcement dates. Treating them as one static control set can obscure which requirements apply to a particular system or compliance date.
Which CIP versions are currently subject to enforcement?
NERC’s CIP index, accessed October 7, 2026, separates standards marked “Mandatory Subject to Enforcement” from newer versions marked “Subject to Future Enforcement.” The lists below report that index snapshot. They are not a substitute for confirming the effective date and jurisdictional implementation plan applicable to an entity.

Do not infer that a standard is enforceable everywhere simply because it appears in a NERC status category. Applicable dates and implementation plans can vary by jurisdiction. Before making a compliance decision, verify the current NERC index, the relevant implementation plan, and the status recognized by the applicable regional or jurisdictional authority.

Order No. 919 also directed NERC to develop criteria for entities invoking a “per system capability” exception, mandatory reporting requirements for entities using that exception, and an annual report to FERC. Approval is a regulatory milestone, not proof that every approved version is already enforceable. For implementation, check the applicable standard’s effective date, NERC implementation plan, and jurisdictional status rather than relying on the approval date alone.
How should an organization apply CIP to its resilience program?
Use the applicable requirements as the organizing framework, then map them to the systems, people, and evidence in scope. The following sequence is a practical planning aid, not a replacement for the standards or jurisdiction-specific compliance guidance.

- Establish applicability. Identify the entity, BES Cyber Systems, and other assets or functions in scope under the applicable standard. Confirm the relevant categorization and any associated applicability criteria.
- Fix the version and compliance date. Record each exact standard and version, its enforcement or effective status, the jurisdiction, and the applicable implementation-plan milestones. Do not substitute an approved future version for the enforceable version without checking its effective date.
- Map requirements to controls and owners. Connect each applicable requirement to the responsible function, the system or process it covers, and the evidence used to demonstrate implementation. Include personnel, physical and electronic boundaries, system security, incident response, recovery, information protection, communications, supply chain, and monitoring where applicable.
- Coordinate operational dependencies. Make sure the people responsible for security, operations, incident response, recovery, and supplier risk can work from compatible plans. Resilience relies on those functions being connected, not just on isolated control documentation.
- Prepare evidence against the right materials. Use the applicable standard, implementation plan, audit worksheets, and compliance guidance. NERC’s standards hub links these resources along with FERC orders and jurisdictional status materials.
- Recheck when versions or circumstances change. Revisit applicability and evidence when a new version approaches enforcement, a system changes, or the jurisdiction’s implementation schedule changes.
Why does supply-chain risk belong in a CIP resilience plan?
Cyber risk can involve products and services obtained from outside an organization, so CIP supply-chain risk management belongs alongside internal security and recovery planning. NERC’s Board adopted CIP-005-6, CIP-010-3, and CIP-013-1 on August 10, 2017, as supply-chain standards addressing cybersecurity supply-chain risks. That date is historical context, not a statement of the current requirements.

What CIP can—and cannot—tell you about resilience outcomes
The CIP standards define requirements and compliance expectations; the official material cited here does not establish a percentage improvement in resilience, a number of incidents prevented, or a guarantee that a compliant entity cannot be compromised. A sound program uses CIP to structure risk management and demonstrate applicable controls, while recognizing that compliance status alone is not an outcome measure.
Because version and enforcement status can change, confirm NERC’s current index and the relevant jurisdictional implementation plan before using a status snapshot for operational or compliance decisions.
