Start by checking your merchant category code (MCC), payment type and single-transaction amount with your acquiring bank or payment provider. Under the Ministry of Finance’s 15 September 2026 explanation, person-to-person (P2P) UPI remains free, merchant payments up to ₹2,000 remain free, and eligible small merchants classified as P2PM that receive up to ₹1 lakh per month through UPI QR codes retain zero merchant discount rate (MDR) on all transactions. MDR can apply to specified person-to-merchant (P2M) transactions above ₹2,000. The fee is charged within the merchant-payment ecosystem, not added to the customer’s billed price.

Provider schedules can differ by MCC, payment rail, cap and tax treatment. Google Pay for Business says its published schedule starts on 15 October 2026 for direct bank-account P2M payments above ₹2,000, but that schedule is not a universal category lookup. Use the framework below to verify your own account before changing prices, QR material or checkout procedures.

What the 2026 UPI fee change means for merchants

The policy distinguishes between who sends the money, who receives it and how much each payment is. A customer sending money to another individual is making a P2P payment. A customer paying a shop, professional, utility or other business is making a P2M payment. The P2PM label covers eligible small merchants in the government’s zero-MDR protection.

The Ministry of Finance’s 15 September 2026 explanation says:

#1 Best Overall
Square Terminal - Credit Card Machine to Accept All Payments | Mobile POS
  • With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
  • Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
  • Process chip cards in just two seconds.
  • Get your money as soon as the next business day.
  • Use it cordlessly with the built-in battery, designed to last all day.
  • All P2P UPI transactions remain free, regardless of amount.
  • P2M payments up to ₹2,000 remain free.
  • Eligible P2PM small merchants receiving up to ₹1 lakh per month through UPI QR codes retain zero MDR on all transactions.
  • For other eligible merchants, MDR applies only to specified P2M transactions above ₹2,000.

The government estimates that approximately 96% of P2M transactions remain unaffected because they are below the threshold or covered by the zero-MDR framework. That is an aggregate estimate, not a promise about your own sales mix.

Google Pay for Business says its implementation begins 15 October 2026 and lists a 0.40% rate, capped at ₹300, for standard businesses; ₹5 for its listed essential and special-industry categories; and 0.02%, capped at ₹300, for capital-market transactions. Its list of categories does not exactly match the Ministry’s summary, so your provider’s assigned MCC and statement are controlling for your account.

Check whether a particular payment can attract MDR

1. Confirm the merchant classification

Ask your acquiring bank or payment provider for the MCC and merchant category recorded on your account. Request written confirmation of whether you qualify for the P2PM small-merchant exemption and what monthly-volume evidence is used. If the category is wrong, ask what documents or account changes are needed to correct it. Fees are applied using the provider’s classification, not the description printed on your storefront.

2. Identify the payment rail

The Google Pay for Business schedule described here is for direct bank-account UPI payments. Do not automatically apply it to RuPay credit card on UPI, credit lines on UPI, prepaid wallets or UPI AutoPay; those products follow their respective current fee rules. A single QR code may accept several rails, so ask how each rail appears in settlement reports.

3. Apply the single-payment threshold

The Ministry’s free threshold is ₹2,000 per P2M payment. A customer making two separate ₹1,500 payments is not making one ₹3,000 payment for threshold purposes, but splitting invoices solely to avoid a fee can create accounting, fraud and provider-terms issues. Record the actual invoice and payment relationship.

4. Keep security limits separate from fee rules

Daily bank and NPCI transaction limits, generally ₹1 lakh to ₹5 lakh depending on category, are security and risk safeguards. They are not MDR thresholds. A payment being allowed or declined by a daily limit does not tell you whether MDR applies.

Published rates and boundaries

Payment or merchant case Ministry of Finance explanation Google Pay for Business published guidance
P2P UPI Free, regardless of amount Not a merchant MDR category
P2M up to ₹2,000 Free Schedule described for payments above ₹2,000; verify account treatment
Eligible P2PM small merchant, up to ₹1 lakh monthly through QR Zero MDR on all transactions Confirm eligibility and evidence with the provider
Specified standard P2M above ₹2,000 0.4%; capped at ₹300 on transactions of ₹75,000 and above 0.40%, capped at ₹300 for standard businesses
Railways, telecommunications, insurance, fuel and agricultural inputs ₹5 flat MDR above ₹2,000 ₹5 for Google’s broader listed essential and special-industry categories; confirm MCC
Capital-market transactions 0.02%, capped at ₹300 0.02%, capped at ₹300
RuPay credit card on UPI, credit lines, prepaid wallets, UPI AutoPay Not covered by the direct bank-account summary Each follows its current product fee rules

The different category descriptions are important. The Ministry’s sector examples and a provider’s “essential and special industry” list may not produce the same result for every business. Do not select a rate from a generic web article; obtain the MCC, rate, cap, GST treatment and effective date attached to your account.

Calculate the real deduction before changing prices

Model fees using actual invoice amounts and the provider’s written schedule. For a percentage rate, the basic calculation is gross payment × MDR rate, subject to the stated cap. Add GST only if the provider charges it on the MDR. The customer’s invoice remains the gross amount.

Google’s published ₹3,000 example

For a ₹3,000 standard-category payment, Google Pay for Business illustrates ₹12 MDR (0.40% of ₹3,000) and ₹2.16 GST at 18% of the MDR. The total deduction is ₹14.16, leaving ₹2,985.84 for settlement. This is an example under Google’s published schedule, not a universal quote for every provider or MCC.

Google’s published ₹1,00,000 example

At ₹1,00,000, 0.40% would be ₹400, but the ₹300 cap applies. Google’s example adds ₹54 GST, producing a ₹354 deduction and ₹99,646 net settlement. Check whether your provider uses the same cap and whether the transaction is in a category with a different rate.

Build a transaction sample

Use at least one amount below ₹2,000, one just above ₹2,000, a typical high-value payment and an amount above ₹75,000 if your business accepts such payments. For each row, record payment rail, MCC, gross amount, MDR, GST on MDR, other stated deductions and net settlement. Compare the model with the first live statement after the effective date.

Action plan for the fee change

  1. Obtain your account facts. Contact the acquiring bank or payment provider and request your MCC, merchant category, P2PM status, monthly QR volume used for eligibility, applicable rate, cap, GST treatment and effective date.
  2. Ask for the rule in writing. Save the provider notice, tariff sheet or support response. A call-centre description that omits the payment rail or MCC is not enough to reconcile a deduction later.
  3. Export recent transactions. Take a representative period of sales and group payments by amount band, payment rail and category. Separate P2P receipts from customer payments if your account receives both.
  4. Run the fee model. Apply the exact rate and cap to each group, then add the provider’s stated GST treatment. Estimate the monthly rupee impact rather than multiplying one percentage by total turnover.
  5. Reconcile settlements. For each payout, match gross collections to MDR, GST and net credit. Investigate any deduction that lacks a transaction reference or differs from the written tariff.
  6. Review acceptance controls. Ask whether the provider can disable UPI acceptance above ₹2,000 while leaving payments up to that amount enabled. Google Pay for Business says its merchants have this control; other providers may not. Check the customer message, invoice workflow and account terms before enabling it.
  7. Update staff and accounting. Give cashiers a short script explaining that the billed amount does not change. Tell the bookkeeper which settlement fields represent MDR and GST so they are posted consistently.
  8. Recheck after the effective date. The Ministry’s explanation is dated 15 September 2026 and Google lists 15 October 2026 as its implementation date. Verify the first statements on or after the provider’s stated date instead of assuming a deduction occurred before then.

Customer pricing and compliance

The Ministry says banks should ensure merchants do not pass MDR to customers. Its wording is explicit: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” Google Pay for Business likewise says customers must pay the exact billed amount and that MDR is not a Google platform fee.

Do not add a line such as “UPI surcharge,” increase the invoice only when a customer chooses UPI, or display a separate percentage at the QR stand. If your prices need to change for broader business reasons, publish the same price for the product or service regardless of the customer’s permitted payment method and obtain professional advice on sector-specific rules.

Decide whether to limit high-value UPI acceptance

Turning off payments above ₹2,000 can reduce exposure for a provider that offers that setting, but it also removes a convenient payment option and may push customers toward cash, cards or another rail. Before using a threshold control, check:

  • Whether the setting applies per payment or to the entire QR account.
  • Whether recurring, wallet or credit-based UPI products are affected separately.
  • What error message the customer sees at checkout.
  • Whether staff can accept a permitted payment without manually splitting an invoice.
  • How refunds and failed payments are reported.
  • Whether the provider’s terms allow the restriction and whether it changes settlement timing.

If your modeled MDR is small and high-value UPI is important to customers, retaining acceptance may be preferable. If the fee materially affects a low-margin category, a controlled restriction can be evaluated after testing the customer experience and alternative payment methods.

Do not replace functioning QR equipment automatically

Google Pay for Business says its existing QR standees, stickers and SoundPods continue to work and that its schedule update is automatic. A fee change alone is therefore not evidence that you need a new QR sign, soundbox, POS terminal or receipt printer. Confirm separately if your provider or hardware arrangement is different.

Before replacing equipment, verify the QR’s linked account, displayed merchant name, refund process and settlement reporting. A new device can create duplicate QR codes or route payments to the wrong account if onboarding is not completed correctly.

How to compare providers without assuming a cheaper headline rate

Comparison point Question to ask
Eligibility and MCC Which MCC is on file, and does P2PM zero MDR apply to this account?
Rate and cap What rate applies above ₹2,000, what cap applies, and are category-specific flat fees used?
GST and net settlement Is GST charged on MDR, at what rate, and where is it shown on the payout statement?
Payment rails Are bank-account UPI, RuPay credit card on UPI, credit lines, wallets and AutoPay priced separately?
Reporting Can you export transaction-level gross, MDR, GST, refunds and net settlement data?
Controls Can you restrict payments above a threshold without disabling all UPI acceptance?
Support and corrections How are MCC errors, disputed deductions and retroactive adjustments handled?

A provider advertising a low percentage may still cost more if its cap, flat category fee, GST presentation or classification differs from another provider’s. Compare the net rupee deduction for your own transaction distribution, not a rate in isolation. These sources do not establish that switching providers removes an industry-wide MDR.

Practical scenarios

Small QR-led retailer

First verify monthly QR receipts and P2PM status. If the provider confirms receipts of no more than ₹1 lakh per month and the account meets the small-merchant definition, the zero-MDR protection may cover all transactions, including those above ₹2,000. Keep the provider’s confirmation and monitor monthly volume because eligibility can change.

Service business with occasional large invoices

Separate invoices below and above ₹2,000 in the model, identify the MCC and calculate the capped deduction on the few large payments. Do not add a UPI surcharge. Decide whether a provider acceptance control is worthwhile only after measuring how many customers would be affected.

Fuel, insurance or another listed special category

Do not assume the Ministry’s sector wording maps directly to your account. Request the exact MCC and the provider’s category tariff. Google’s published ₹5 list is broader than the Ministry’s examples, so the written provider schedule is essential.

Capital-market merchant

Check that the transaction is actually classified in the capital-market category before applying 0.02%. The ₹300 cap still matters on high-value transactions, and GST treatment should be confirmed separately.

Troubleshooting unexpected deductions

The provider charged MDR on a payment below ₹2,000

Check whether the payment was actually a P2M transaction, whether it used a different rail, and whether multiple records were combined in settlement. Send the transaction ID, amount, date, rail and MCC to support and request a written explanation or reversal where appropriate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Your account is not marked as P2PM

Ask what eligibility test failed: monthly QR volume, merchant size, account type or documentation. Submit the requested evidence and ask when a corrected classification will take effect. Do not assume a later correction automatically refunds earlier deductions.

GST looks higher than expected

Compare GST with the MDR line, not with the customer’s invoice. Google’s example applies 18% GST to its MDR, so ₹12 MDR produces ₹2.16 GST. Your provider may display tax differently; request the tax invoice or detailed payout record.

The rate on the statement does not match the tariff

Check the effective date, MCC, payment rail, cap and refunds first. Preserve the tariff version and statement, then escalate with transaction-level evidence. A generic support answer that omits these fields cannot establish that the deduction is correct.

Why the policy is changing

The Ministry’s 8 August 2026 statement described a proposed amendment under which any MDR would be limited and threshold-based, pending Parliament’s passage. The later 15 September statement describes the framework and rates. Treat the September explanation as the operative policy description in this article, while still confirming the provider’s implementation notice.

The Prime Minister’s Office says zero MDR for RuPay debit cards and BHIM-UPI began in January 2020 through changes to the Payment and Settlement Systems Act and Income-tax Act. It reports government incentive payouts of ₹957 crore in FY2021-22, ₹1,802 crore in FY2022-23 and ₹3,268 crore in FY2023-24. Those historical incentives explain the policy context but do not determine the fee on a particular merchant account today.

Final operating checklist

  • MCC and merchant category confirmed.
  • P2PM eligibility and ₹1 lakh monthly QR condition checked.
  • Payment rail identified for every modeled transaction.
  • ₹2,000 threshold, percentage rate, flat fee and cap applied correctly.
  • GST on MDR included in the net-settlement calculation.
  • First post-effective-date payout reconciled to transaction records.
  • No UPI surcharge added to customer bills.
  • Any above-threshold acceptance control tested with the provider.
  • Existing QR hardware retained unless the provider confirms a technical need to replace it.

Merchants do not need to react by changing every price or replacing every QR sign. The defensible response is account-specific: verify classification and payment rail, model the exact deduction, reconcile settlements, keep customer pricing unchanged for UPI, and use provider controls only when the measured cost and customer impact justify them.
