Matter over Thread means a smart plug uses Matter as its control language and Thread as the low-power mesh network carrying that traffic. It is not the same as saying “Matter uses Thread” in every case: Matter can also run over Wi-Fi or Ethernet. To use a Matter-over-Thread plug, your home needs both a Matter controller and a Thread border router; one hub or smart-home device may provide both functions.
Matter and Thread do different jobs
Matter is the device-control standard
Matter defines how compatible smart-home devices, controllers and platforms describe capabilities and exchange commands. A Matter controller can discover a plug, identify it as an on/off device, send an on or off command and receive status using the common Matter model. Matter is the application layer, not a radio network.
The Connectivity Standards Alliance (CSA), which maintains Matter, specifies that Matter devices can communicate over Thread, Wi-Fi or Ethernet. Therefore, a plug advertised as “Matter” is not automatically a Thread product. The transport named in the individual product specification matters.

Thread is an IPv6-based, low-power mesh networking technology. In a Matter-over-Thread plug, Matter messages travel through the home’s Thread network rather than directly through Wi-Fi. Thread devices can form a self-organising network with alternative paths; those design features can help a network adapt, but they do not guarantee a particular range, speed or reliability in every house.

Thread Group describes Thread and Matter as solving different parts of the connectivity problem. A Thread border router connects the Thread mesh to the home IP network so controllers and devices using Wi-Fi or Ethernet can reach one another. This is why a Thread plug can work with a phone or hub that is not itself a Thread radio, provided the home has a functioning border router.
What you need before buying a Thread plug
A Matter controller
The controller is the authority that adds the device, stores its Matter fabric credentials and sends automations or manual commands. Depending on the ecosystem, the controller may be built into a smart-home hub, speaker, display or another always-available device. Confirm that the specific platform supports Matter devices over Thread, not merely Matter devices over Wi-Fi.
A Thread border router
A border router forwards traffic between Thread and the rest of your home network. Thread connectivity on its own does not provide Matter control, and a Matter controller without Thread-border-router capability cannot reach a Thread-only plug. Some hubs combine both roles, while others provide only one. Check the specifications for the exact model and software version you plan to use.

An IPv6-capable home network
Google’s consumer Matter guidance says IPv6 is required for Matter to work properly across home networks. Before troubleshooting the plug, verify that your router, access points and internet service do not disable the IPv6 functions your platform needs. Do not change router settings blindly; the correct steps depend on the equipment and provider.
Electrical compatibility
Thread and Matter do not tell you whether a plug fits a wall outlet or can safely switch your appliance. Check the local plug format, voltage, frequency, maximum current and wattage, and whether the product is rated for indoor or outdoor use. Ratings belong to a particular regional model, not to the Matter brand in general.
How a Matter-over-Thread plug works day to day
- Your Matter controller receives a command, such as “turn the desk lamp on.”
- The command is carried over your home IP network to the Thread border router when the controller is outside the Thread mesh.
- The border router passes the Matter traffic into Thread.
- The plug receives the command over its Thread connection and switches its internal relay.
- Status travels back through Thread and the border router so the controller can show the new state or trigger another automation.
A mains-powered plug remains connected to power while the appliance is off, unlike a battery sensor that must conserve energy. That power arrangement can make a plug suitable as a routing node, but only if the manufacturer implements the product as a Thread router-capable device.

Commissioning: why Bluetooth may appear during setup
Commissioning is the onboarding process in which the controller gives a new Matter device the credentials it needs to join the household network. Google’s Matter documentation describes Bluetooth as a way to commission Thread or Wi-Fi devices. A setup app may therefore use your phone’s Bluetooth connection to identify the plug and transfer network information.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchBluetooth during commissioning does not mean the plug normally operates as a Bluetooth smart plug. After setup, a Matter-over-Thread product communicates through Thread. The CSA certification entry for Eve Energy, for example, lists both Thread and Bluetooth as transport interfaces; that combination describes available interfaces, including onboarding, rather than proving that all normal control traffic remains on Bluetooth.
Typical commissioning sequence
- Prepare the infrastructure. Turn on the Matter controller and Thread border router, place them on the same home network and update their software if the platform requires it.
- Install the plug safely. Insert it into a suitable outlet without exceeding the local rating. Keep the appliance switched off until the plug has been configured if that is safer for the load.
- Open the platform’s add-device flow. Use the ecosystem’s option for adding a Matter device. Labels and screens differ between platforms, so follow the instructions shown by your controller.
- Scan or enter the Matter code. Use the QR code or numeric setup code supplied with the plug. Keep the code in a secure place for future resets or additional ecosystems.
- Allow nearby-device permissions. If the app requests Bluetooth or local-network access, grant it for the commissioning session. The phone is helping transfer credentials; it is not replacing the Thread border router.
- Wait for network assignment. The controller should add the plug to its Matter fabric and Thread network. Do not unplug the border router or phone while this is in progress.
- Test both directions. Toggle the relay, confirm that the physical appliance responds and check that the app reports the correct state. If the plug includes power measurement, verify that the platform exposes those readings before relying on them in an automation.
Concrete example: Eve Energy
The CSA certification database lists Eve Energy as “Smart Plug & Power Meter with Matter & Thread.” Its certification identifies Thread and Bluetooth transport interfaces and classifies it as an on/off plug-in unit. Eve’s product materials also describe Eve Energy as a smart plug and power meter with Thread connectivity.

Regional electrical ratings
Eve publishes different limits for different markets. The figures below are manufacturer-published maximum ratings for the listed regional variants; they are not interchangeable specifications for every Eve Energy product.
| Market variant | Published maximum | What to verify |
|---|---|---|
| United States and Canada | Up to 15 A / 1,800 W | Local outlet format, voltage and appliance load |
| United Kingdom | Up to 13 A / 2,900 W | UK plug version and the load’s continuous current |
| European version | Up to 11 A / 2,500 W | Correct European model and applicable local electrical rules |
Use the rating printed on the product and its local documentation when the label and a general product page differ. Motors, heaters and other loads with high startup current deserve particular caution; staying below the wattage number alone does not replace following electrical-safety guidance.
Routing capability is product-specific
Eve identifies its always-powered Eve Energy as a Full Thread Device (FTD) that can act as a Thread router node and relay packets. That statement applies to this product and its supported firmware. It does not establish that every Matter-over-Thread plug extends Thread coverage. If mesh routing is important, look for an explicit FTD or router-capability specification for the exact candidate.

In a March 28, 2023 company announcement, Eve Systems CEO Jerome Gackel said: “We set off on our journey towards Matter in fall 2020 by introducing Thread technology to our product line, starting with Eve Energy.” The quote describes Eve’s product-history timeline, not a guarantee about current compatibility or electrical ratings.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Matter over Thread versus Matter over Wi-Fi
Neither transport is universally better. Choose according to the infrastructure already installed, the physical location of the plug and the features you need.
| Decision point | Matter over Thread | Matter over Wi-Fi |
|---|---|---|
| Required home equipment | Matter controller plus Thread border router | Matter controller plus suitable Wi-Fi coverage; no Thread border router for the plug |
| Network type | Low-power IPv6 mesh | Existing home Wi-Fi network |
| Interoperability | Confirm the controller supports Matter-over-Thread devices | Confirm the controller supports the Matter device and your Wi-Fi security settings |
| Potential mesh role | Some mains-powered products are FTD router nodes; verify the model | Wi-Fi plugs do not become Thread routers |
| Best fit | Homes already using Thread and wanting a low-power mesh transport | Homes with strong Wi-Fi coverage and no Thread infrastructure |
A Thread plug can reduce dependence on adding another Wi-Fi client, while a Wi-Fi plug may be simpler if your home has no border router. The practical choice is the one whose controller, transport, electrical rating and required features all match your installation.
Buying checklist for any Matter smart plug
- Transport: Is the exact model Matter over Thread, Matter over Wi-Fi, or capable of both?
- Controller: Which specific hub or platform will commission and control it?
- Border router: If it is a Thread model, does your home already have a Thread border router, and does the platform support that combination?
- IPv6: Can your home network provide the IPv6 connectivity the Matter platform requires?
- Electrical fit: Does the regional plug, voltage, current and wattage rating suit the appliance?
- Power measurement: Is energy monitoring built in, and does your chosen platform expose those readings?
- Thread role: Is the product explicitly a Full Thread Device or router-capable, or is it an end device only?
- Physical environment: Is it approved for the intended indoor or outdoor location, and does it leave enough clearance for the appliance’s plug and cable?
- Reset and recovery: Are the setup code and factory-reset procedure available if you move the plug to another Matter fabric?
Troubleshooting a Thread plug that will not add or respond
The plug is not discovered
- Confirm that the product is actually a Matter-over-Thread model, not a Matter-over-Wi-Fi model.
- Check that a Thread border router is powered and connected to the same home network used by the Matter controller.
- Move the phone close to the plug during commissioning and allow Bluetooth and local-network permissions when requested.
- Use the original Matter QR or numeric code and make sure the plug is in its pairing state.
Commissioning starts but fails
- Check for current software on the controller, border router and plug.
- Verify IPv6 support on the home network rather than assuming that an internet connection alone is sufficient.
- Temporarily reduce distance between the plug and a Thread-capable device or border router, then retry. A weak initial path can prevent onboarding even when the final location might work.
- If the plug was previously assigned to another Matter fabric, follow the manufacturer’s factory-reset procedure before attempting to add it again.
The plug joins but later appears offline
- Check power at the outlet and make sure a switched wall socket has not been turned off.
- Confirm that the border router remains online and that the controller has not been moved to an isolated guest network.
- Test the plug closer to the border router. Thread is a mesh, but walls, metal enclosures and appliance placement can still affect a particular path.
- Do not assume that adding another plug will fix coverage unless that model explicitly supports Thread routing and the new location can reach the existing mesh.
The relay works but power readings are missing
On/off control and energy measurement are separate capabilities. Confirm that the product includes a power meter, that the platform supports the relevant Matter data and that the app has enabled energy display. A certification or product page describing metering does not guarantee identical screens or historical data in every controller.
Bottom line
Matter over Thread is a division of labour: Matter supplies a common smart-home control language, while Thread supplies the device’s IPv6 mesh transport. A compatible controller and Thread border router are both required, Bluetooth may be used only to commission the device, and electrical ratings and routing features must be checked for the exact regional model. Once those conditions match, a Thread plug can be controlled as a Matter device without being tied to one brand’s app or cloud service.
