Humanoid robots are difficult because they must solve locomotion, dexterity, and intelligence at the same time. A machine may walk across a factory floor yet fail to pick up a soft object, or recognize an object yet lose balance while reaching for it. Sensors, actuators, batteries, control software, artificial intelligence, and safety systems form one tightly coupled system; improving one part can make another part harder to control.
The short answer: a humanoid is three hard robots in one
The U.S.-China Economic and Security Review Commission (USCC) defines the core capabilities of a humanoid as locomotion, dexterity, and intelligence. Locomotion means moving through spaces designed for people. Dexterity means controlled physical interaction, such as grasping an object without crushing it. Intelligence means perceiving the world, choosing actions, and engaging with people and objects independently. The combination of hardware and software that senses, learns from, and acts in the physical world is often called embodied AI (USCC, 2024).
These capabilities are interdependent rather than separate features. A robot cannot reliably carry a tray if its balance controller does not compensate for the shifting load. It cannot open a door if its hand cannot estimate contact force and its legs cannot resist the resulting torque. It cannot learn a household task if its cameras, motors, and safety systems cannot execute the learned motion consistently.

Why humanoid hardware is a systems problem
Every design choice affects the rest of the robot
A humanoid contains many joints, sensors, processors, communication links, batteries, structural parts, and safety mechanisms. The 2025 Wiley review describes systems with hundreds of parts and real-time operating and communication layers that must keep multiple joints synchronized. Mechanical tolerances, software timing, thermal limits, and power delivery all influence whether a movement succeeds.
Adding a stronger motor can increase lifting ability, but it also adds mass. That mass raises the torque required from the legs, increases energy consumption, and makes falls more dangerous. A larger battery can extend operating time, but its weight changes the robot’s center of mass and demands stronger support structures. A lighter arm saves energy, yet may flex under load and reduce positioning accuracy. There is no independent “best” component: the useful specification is the one that works in the complete body.
Human spaces are less predictable than industrial workcells
Factories can constrain lighting, floor conditions, object locations, and task sequences. Homes, offices, hospitals, and public spaces cannot be controlled so tightly. Furniture moves, floors vary, people walk into the robot’s path, objects are partly hidden, and a task can change halfway through. A robot optimized for one repeatable station may therefore show impressive performance without being a general-purpose machine.

Internal state estimation
The robot must continuously estimate its own pose, joint angles, velocity, center of mass, and which parts of its feet are touching the ground. These estimates support low-level stability and dynamic control. An error of only a few degrees at one joint can place the foot in the wrong location or shift the center of mass outside the support area.
The perception review in Current Robotics Reports (2024) notes that mobile humanoid sensors are exposed to jerky, unstable motion caused by the body’s many articulable joints. Cameras vibrate, images blur, and the viewpoint changes as the torso twists. An inertial measurement unit (IMU) measures acceleration and rotation, but those readings contain vibration and must be combined with other measurements. Joint encoders report motor or joint position, while foot sensors and leg odometry provide evidence about contact and movement.

External perception
At the same time, the robot must understand its surroundings. It needs to recognize places, objects, obstacles, surfaces, and people; build or update a map; and identify which surfaces can support a foot or a hand. Occlusion is normal: a cup can be partly hidden behind a plate, and a person’s arm can block the robot’s view of a handle. Lighting, reflective materials, transparent objects, and clutter make visual recognition less reliable than a demonstration in a clean laboratory.
Sensor fusion and timing
Practical architectures fuse cameras, IMUs, joint encoders, and leg odometry. The 2025 review describes centimeter-level localization and pose outputs above 1 kHz (sub-millisecond latency) as demanding engineering targets, not universal performance guarantees. A controller must receive a sufficiently fresh estimate; a highly accurate measurement that arrives too late can be less useful than a slightly noisier one available immediately.

Perception and control therefore cannot be designed independently. The robot’s own motion changes the measurements that the controller depends on, while the controller’s movement choices determine what the sensors can see and how much they vibrate.
Walking is a continuous balance-and-recovery problem
Why a biped is under-actuated
A bipedal robot is inherently unstable compared with a wheeled platform. Its feet alternate between contact and non-contact, so there are moments when only one foot supports the body and moments when neither foot is firmly planted during a step. The available support area is narrow, and the center of mass must be kept within a changing dynamic margin.
Legged locomotion is also under-actuated: the robot cannot directly command every force acting on its body. Ground friction, compliance, impact, and the exact timing of foot contact all matter. The controller must predict how a planned movement will affect the whole body, then correct errors as the movement unfolds.

A concrete walking example
- Plan a foothold. The robot chooses where to place its next foot based on terrain, obstacles, and the desired direction.
- Shift the center of mass. Before lifting one foot, it moves the torso and hips so the remaining foot can support the body.
- Lift and swing the leg. Joint controllers coordinate hip, knee, and ankle motion while avoiding an obstacle.
- Detect contact. Foot force sensors, encoders, and inertial data determine whether the foot landed where expected and whether the surface is stable.
- Recover or continue. If the ground is uneven or the foot slips, the controller changes the next step, adjusts the torso, or uses the free leg and arms to prevent a fall.
Every stage is affected by model error, uneven terrain, changing loads, and interaction with people. A person brushing the shoulder can create a torque that was absent from the original plan. A carried box can move the center of mass. The robot must handle these disturbances within real-time limits, not merely replay a precomputed animation.

Actuators must be strong, light, precise, efficient, and safe
What an actuator does
An actuator converts a control command into joint force and motion. In a humanoid, actuators drive the hips, knees, ankles, shoulders, elbows, wrists, fingers, neck, and often additional joints in the torso. Each one must produce the requested torque while reporting its position and, in many designs, its force or current.
The unavoidable trade-offs
| Requirement | Why it matters | What makes it difficult |
|---|---|---|
| Torque and payload | Allows the robot to climb, recover from pushes, and move objects. | Higher-capacity motors and gearboxes add mass and heat. |
| Precision and compliance | Supports accurate foot placement and gentle contact with objects and people. | Rigid transmissions can be difficult to control safely; compliant mechanisms can reduce positioning accuracy. |
| Efficiency and endurance | Determines how long the robot can work between charges. | Every kilogram carried by the legs increases energy demand; batteries have limited storage capacity. |
| Reliability | Prevents failures in joints that are difficult to access or repair. | Continuous impacts, vibration, dust, and thermal cycling stress motors, seals, bearings, and gear trains. |
| Human safety | Limits injury risk during unexpected contact. | A powerful actuator must be able to react quickly and limit force without making the robot too weak to perform useful work. |
The USCC identifies limited battery storage and current actuator limitations as obstacles to useful humanoids. The Wiley review treats mobility, flexibility, reliability, load capacity, battery life, component size and weight, and hardware-software fusion as one integration problem. A lighter body may save energy but sacrifice payload or robustness; a stronger body may spend too much energy simply standing and balancing.
Why walking does not imply useful hands
Manipulation depends on contact physics
A reach that looks correct on camera can fail when the hand actually touches an object. Friction determines whether fingers slide. Object compliance changes how much the fingers must close. A small pose error can turn a centered grasp into a fingertip contact. Occlusion can hide the object’s true edge, and a flexible bag or thin container can deform under force.
Dexterity combines many joints with contact-force control. The robot must select a grasp, approach without collision, close the fingers with an appropriate force, detect whether the object moved, and coordinate its arm and torso so the balance system is not disturbed. Fragile objects require enough force to prevent slipping but not enough to crush them, the fine-motor distinction emphasized by the USCC.

Why a simple household task is hard
Consider picking up a mug from a cluttered counter. The robot must identify the mug’s handle, distinguish it from nearby objects, choose a collision-free approach, account for its own changing viewpoint, establish contact, verify the grasp, and lift without spilling liquid. If the mug is heavier than expected, the arm movement changes the body’s balance. If a person reaches toward it, the robot must yield or stop safely. A scripted demonstration may work when the mug, lighting, and hand position are fixed; general use requires handling the variations.
What AI contributes—and what it cannot solve alone
Learning instead of programming every motion
Generative AI and other learning methods can help robots acquire tasks from demonstrations, simulation, language instructions, or trial and error. The USCC reports increased use of generative AI to learn new tasks and more complex interaction with people and environments. Models can help identify objects, infer a goal, plan a sequence, or select a previously learned skill.
The physical execution gap
An AI model can propose “pick up the bottle,” but it does not by itself guarantee a stable grasp, a safe force, or a successful recovery when the bottle rolls. The robot still needs state estimation, trajectory generation, actuator control, collision checking, contact sensing, and emergency limits. These lower-level systems operate on millisecond timescales and must remain reliable when the AI is uncertain.
The USCC says substantially more progress is needed before humanoids can reason through an unexpected situation and act on it. The Wiley review identifies generalized intelligence as an open problem involving semantic perception, object and environment understanding, and learning human-like skills across varied tasks. In practice, useful autonomy is a closed loop: sense the world, estimate uncertainty, choose an action, move, feel the result, and correct the error.
Integration, safety, and deployment are part of the engineering challenge
Real-time integration
Joint commands, sensor data, power management, communication, planning, and safety monitors must remain synchronized. A delayed encoder reading can destabilize a leg. A congested communication link can make a hand controller act on stale contact information. Thermal throttling can reduce available torque during a task. Engineers must test the complete stack, including failure and recovery behavior, rather than optimizing isolated subsystems.

Human interaction and safety
A robot working near people must detect them, predict motion, limit contact forces, communicate its intent, and stop or retreat when confidence falls. Safety also includes mechanical pinch points, falling mass, battery hazards, software faults, and recovery after a collision. The UK assessment identifies standards, privacy, ethics, public acceptance, and inequality as deployment issues beyond the mechanics.
Commercial readiness
The USCC states that no general-purpose, autonomous humanoid robots constituted viable products for consumer, commercial, military, or law-enforcement use in its 2024 assessment, while noting announced prototypes and near-term offerings with major limitations. The UK assessment reports substantial uncertainty about improvement timescales, cost-effectiveness, and how organizations and the public will respond compared with other forms of automation. A prototype completing a staged task is evidence of a capability under those conditions, not proof of reliable general-purpose autonomy.
How to judge a humanoid demonstration
Look past a single successful video and ask what conditions were controlled, how often the task succeeds, and what happens after an error. These comparison axes are more informative than a headline claim:

A repeatable factory operation and a household task should not be treated as equivalent evidence. The latter generally contains more environmental variation, contact uncertainty, and dexterity demands.
What remains uncertain
Humanoid research is advancing, but the hardest problems are coupled and the evidence is not yet comparable across every system. The major open questions are how quickly robots can become dependable outside structured settings, whether their economics will beat specialized machines, and what safety and social rules will govern widespread use. Government assessments report divergent expert views and substantial uncertainty about those timelines.
The practical reason progress is slow is not one missing algorithm. It is the need to make perception, balance, actuation, power, manipulation, learning, and safety work together through thousands of ordinary variations. A robot that succeeds only when every condition is favorable has demonstrated a controlled capability. A general-purpose humanoid must also notice when conditions changed, adapt its plan, and recover without harming people or itself.
