A suitable long-term Moon-base site is not simply the place with the most sunlight or the most likely ice. It must function as an integrated operating area: landers need safe approaches and repeatable touchdown zones, crews and robots need traversable ground, power systems need dependable illumination, communications must work throughout each mission, and infrastructure must have room to grow without destroying scientific targets. The lunar south pole is attractive because sunlit high ground can lie close to permanently shadowed regions that may preserve water ice, but that combination also creates severe terrain, lighting, thermal and logistics challenges.

A Moon base needs a site that works as a system

Site selection is a mission-specific engineering decision. A location that is scientifically exceptional may be unusable for a particular lander, trajectory, communications architecture or surface-stay duration. Conversely, a site that is practical for an early sortie may not have enough room, power access or resource reach for a settlement that operates for decades.

NASA has not announced a final permanent Moon-base location. Its public planning describes studying multiple areas near the south pole and evaluating illumination, terrain, communications, landing safety, infrastructure operations and access to science and resources together. NASA’s 2025 Artemis III technical update lists nine candidate regions for that mission’s architecture; it says the downselection does not declare removed regions unsuitable for later exploration and does not select sites for Artemis IV or subsequent missions.

Why the lunar south pole is the leading region

The poles experience unusual lighting because the Moon’s axial tilt is only about 1.5 degrees, compared with Earth’s much larger tilt. Near the south pole, the Sun remains very low above the horizon. Ridges and crater rims can receive sunlight for long intervals, while nearby crater floors remain in near-constant darkness.

That geography creates a valuable pairing. Sunlit terrain can support solar arrays, thermal control and communications equipment, while permanently shadowed regions (PSRs) may preserve water ice and other frozen volatiles. NASA chief exploration scientist Jacob Bleacher summarized the potential utility of lunar ice this way: “Lunar water ice is valuable from a scientific perspective and also as a resource, because from it we can extract oxygen and hydrogen for life support systems and fuel.”

The pairing is not automatically convenient. A base may need to operate on a ridge, descend into a shadowed crater by robot, and maintain communications across obstructed terrain. The Sun’s elevation in the south-polar landing regions described in NASA lighting guidance does not rise above approximately 7 degrees. Local relief can therefore block light, cast long shadows and make visual navigation difficult. A serious assessment uses time histories of illumination at specific sites rather than calling an area “permanently lit.”

Core criteria for a long-term site

1. Illumination, power and thermal stability

Solar availability is a first-order constraint. Engineers need the duration, timing and direction of sunlight at the exact locations proposed for arrays, habitats, communications masts and landing pads. They also need to model how crater rims, boulders and slopes change those values over a lunar day and across the mission’s planned seasons.

Long illumination intervals reduce the energy-storage burden, but no candidate should be treated as uniformly sunlit. A ridge may provide power while a nearby depression is dark. The base layout may therefore separate power-generation zones from habitats and use cables, wireless links or mobile assets to bridge the terrain. Thermal models must account for direct sunlight, long low-angle shadows and radiative cooling into space.

2. Water-ice access and scientific value

PSRs are important because they may contain water ice and other volatiles, and because their darkness can preserve a record of the lunar environment. “May contain” is not proof of an extractable deposit at a proposed base location. Mapping missions are needed to establish where material occurs, its concentration, depth, physical form and accessibility.

Distance should be measured in safe, repeatable traverses rather than a straight line on a map. NASA’s Artemis criteria included walking distance to shadowed regions. A useful site offers routes that crews and robots can follow without crossing unstable crater edges or exposing equipment to unnecessary thermal extremes. The design should also keep undisturbed terrain available for sampling and observation; resource operations must not erase the very evidence scientists need to study.

NASA lunar science lead Sarah Noble described the value of the region as follows: “Several of the proposed sites within the regions are located among some of the oldest parts of the Moon, and together with the permanently shadowed regions, provide the opportunity to learn about the history of the Moon through previously unstudied lunar materials.”

3. Landing safety and surface mobility

A base requires more than one safe point on a map. Landers need approaches and touchdown areas with acceptable slopes, limited boulder fields, manageable crater rims and enough visibility for hazard-detection systems. Cargo flights must be able to return repeatedly without placing plumes, debris or navigation hazards beside habitats.

Surface mobility is equally important. Science targets, ice deposits, power sites, storage areas and landing zones are spatially separated. The site plan should identify traverses for crewed vehicles, autonomous robots and emergency return, with alternatives if a route becomes blocked. In many cases the practical “site” will be a network of functional zones rather than a single ideal coordinate.

4. Communications and mission geometry

Command, telemetry, navigation and crew support depend on Earth visibility or a relay network. A crater wall that blocks a direct line of sight can interrupt operations even when a lander can physically reach the ground. Candidate assessments should map communications coverage for every major work area and include backup paths.

End-to-end mission geometry can eliminate an otherwise attractive location. Launch windows, translunar transfer, rendezvous opportunities, lander propellant margins, descent lighting, abort options and the time available on the surface all interact. NASA’s current approach emphasizes opportunity analysis across the complete mission rather than ranking locations on one environmental measure.

5. Room for infrastructure and expansion

A long-lived outpost needs habitats, power generation and storage, communications, radiation protection, mobility systems, landing and cargo operations, maintenance areas, waste handling and logistics routes. Those functions may conflict. Landing plumes can damage equipment; traffic can contaminate experiments; power cables and pressurized lines need protected corridors.

NASA describes an incremental campaign in which robotic missions explore and prepare the area, pre-deploy equipment and check systems before longer crew stays. A suitable site therefore has serviceable routes and staging areas from the beginning, plus enough adjacent terrain for later modules, spare landing zones and expanded power capacity. Expansion should not force construction through scientifically protected areas.

6. Scientific and environmental stewardship

The south pole contains ancient terrain and permanently shadowed environments that may preserve volatile deposits and records of lunar history. Site selection must treat preservation as an engineering requirement, not an optional public-relations measure. Planners should model plume effects, dust transport, rover traffic, drilling locations and the separation needed to keep observations uncontaminated.

A base can be scientifically productive only if it leaves valuable targets accessible. Routes, exclusion zones and operating rules should be defined before heavy traffic begins. In some cases, a slightly less convenient landing area may be preferable if it protects a unique shadowed deposit or an undisturbed ancient surface.

How to compare candidate regions

When several candidates remain, compare them on the same evidence and show the trade-offs. A single composite score can hide a decisive weakness, such as excellent lighting paired with no safe route to a PSR or strong science value paired with no communications coverage.

Comparison axis Questions to answer
Landing and traverses Are there broad, low-slope touchdown areas, hazard-free approaches and redundant routes for crew and robots?
Illumination and darkness What are the measured sunlight and shadow durations at proposed power, habitat and work locations on the actual mission dates?
Communications Is Earth line of sight available, or is relay coverage needed? Are there blocked sectors and backup links?
Science and resources How close are accessible shadowed targets, and what evidence exists for the location, depth and composition of volatiles?
Mission feasibility Do the intended lander, trajectory, launch window, descent profile and surface-stay duration provide adequate margins?
Repeated operations Can cargo and crew landings recur without damaging infrastructure, and can traffic be separated from protected science areas?
Growth capacity Is there space for habitats, power, storage, maintenance, waste handling and future modules with practical utility corridors?

Each score should identify its measurement date, resolution, uncertainty and mission assumptions. “Best” must always mean best for a defined architecture and objective, not universally best for every future mission.

A practical site-selection workflow

  1. Define the mission. Set the crew size, surface-stay duration, lander capabilities, cargo mass, power demand, communications architecture and science objectives before ranking terrain.
  2. Build high-resolution terrain and lighting models. Calculate slopes, roughness, boulder and crater hazards, horizon blockage, direct sunlight and shadow duration at candidate work zones.
  3. Map resources and protected science. Combine orbital observations with ground-truth plans. Mark uncertain ice estimates as uncertainties, and designate areas that must remain undisturbed.
  4. Design traverses and zones. Lay out landing pads, habitat locations, power fields, relay stations, storage, maintenance areas and emergency routes. Test crewed and robotic travel time under realistic conditions.
  5. Run communications and trajectory analysis. Check Earth visibility, relay handoffs, launch windows, descent lighting, abort options and propellant margins for the actual vehicle and date.
  6. Stress-test operations. Examine failures such as a blocked route, a failed relay, a shortened illumination interval, a delayed cargo landing or dust around a power system.
  7. Choose a network, not just a point. Select a primary operating zone and reserve areas that permit repeated landings, repairs and expansion while preserving scientific targets.
  8. Validate with robotic precursors. Use precursor missions to measure terrain, lighting, communications, dust behavior and resource accessibility before committing to permanent hardware.

What current NASA planning does—and does not—establish

NASA announced 13 candidate Artemis III regions within six degrees of the south pole in 2022. A technical update issued in 2025 describes nine regions after more than two years of assessment. The change reflects evolving Artemis vehicle, trajectory, communications, illumination and terrain constraints; it is not a declaration that the other regions can never support exploration.

NASA’s Moon Base FAQ, accessed in October 2026, describes phases beginning in 2026 and extending through the 2030s and beyond. The agency says robotic missions will explore and prepare locations before foundational infrastructure is deployed. Its 2026 overview also reports announced commercial selections involving lunar terrain vehicles and landers, along with demonstrations related to power, autonomous robotics, dust mitigation and communications. These are planned or developing capabilities, not completed lunar infrastructure.

One historical figure illustrates why dates matter: NASA’s 2022 Artemis III announcement said all 13 regions included sites with continuous sunlight during the planned 6.5-day surface mission. That was a mission-plan condition, not a permanent property of every location or a guarantee of the current mission duration.

Can a lunar atlas identify a safe base site?

A detailed lunar atlas can help readers understand crater rims, ridges, shadowed interiors and regional geography. It is an educational orientation aid, not a substitute for landing-safety analysis, illumination time series, subsurface-ice measurements or communications modeling. Consumer telescopes, decorative globes and models cannot establish those engineering properties. Actual selection requires mission-grade orbital data, terrain models, vehicle analysis and on-site robotic measurements.

The decision in one sentence

The most promising long-term location is a connected, expandable operating zone where measured illumination supports power, terrain supports safe landing and mobility, communications remain available, shadowed science and resource targets are reachable, and repeated construction can proceed without sacrificing the Moon’s most valuable evidence of its history.
