An indie game is not defined by one official team-size, budget, or sales threshold. The most useful test asks how independent the project is financially, creatively, and in publishing. A game can be self-funded but released through a publisher, funded by a publisher while its developer keeps creative authority, or made by a small studio that is organizationally independent but commercially dependent on outside financing. “Indie” describes a combination of relationships and control, not a single visual style or business model.
What makes a game an indie game?
The word indie is a contested, context-sensitive label. No regulator, standards body, or universally accepted industry rule sets a maximum budget, employee count, revenue level, or publisher relationship for an indie game. Academic work discussed in the University of Geneva open archive separates three kinds of independence that are often blurred together:
- Financial independence: who pays for development and what obligations or control rights come with that money.
- Creative independence: who has authority over the game’s design, story, technology, schedule, and other creative decisions.
- Publishing independence: whether the developer also handles the work of releasing, marketing, selling, and supporting the game.
These dimensions can point in different directions. A studio may retain creative control while accepting outside financing. It may pay for development itself but use another company to distribute and market the finished game. Conversely, a studio may call itself independent while a funding agreement gives an investor or publisher extensive approval rights. The contract and ownership arrangement matter more than the label printed on a store page.
Financial independence
Financial independence concerns the source and conditions of development money. Self-funding from a studio’s founders, revenue from earlier work, or income from contract jobs gives a team a different level of financial autonomy than a production budget supplied by a publisher, investor, platform, or co-development partner. The important questions are who supplied the money, whether it must be repaid, who owns the resulting intellectual property, and what decisions the funder can approve or veto.

Funding is not automatically equivalent to control. A publisher can finance a project under an agreement that leaves day-to-day design decisions with the developer, or it can require milestones, content changes, platform commitments, and budget approvals. Without reliable information about those terms, it is inaccurate to infer a game’s financial independence from its credits, marketing language, or team size.
Creative independence
Creative independence is about decision-making authority. A developer is more creatively independent when it controls the core vision and can make substantial design choices without another organization’s approval. A funded project can still be creatively independent in this sense, although milestones, ratings requirements, platform policies, or commercial targets may narrow the available choices.
Creative control can also be shared. For example, a publisher may have approval over branding, launch timing, or market positioning while the developer controls mechanics and narrative. Describing that arrangement precisely is more informative than declaring the entire project simply independent or non-independent.
Publishing independence
Publishing independence asks who gets the game to players. Self-publishing means the developer, rather than an outside publishing company, takes responsibility for tasks such as store submissions, age ratings, localization, pricing, marketing, customer support, community management, and sales reporting. It does not necessarily mean the developer created the game without outside money or assistance.
Likewise, using a publisher does not by itself settle the indie question. A publisher may provide only marketing and distribution, or it may fund production and control major business decisions. Publishing is one dimension of independence, not a substitute for the financial and creative dimensions.
Which traits are associated with indie games, but not required?
Indie games are often associated with small teams, modest budgets, digital-first distribution, experimental mechanics, unusual subjects, and retro or deliberately stylized presentation. Those characteristics help explain how the term is commonly used, but they are not a checklist.
- A small team can make a project for a large company under a tightly controlled contract.
- A larger independent studio can make a game with substantial production values and a sizeable budget.
- A game can look polished and conventional while remaining financially or creatively independent.
- A retro visual style may be an artistic choice rather than evidence of a studio’s business structure.
- Digital distribution is common among independent developers, but a physical release or a platform deal does not automatically remove independent status.
The “indie mindset” sometimes used in discussions of the term is similarly descriptive rather than legal. It may refer to experimentation, unusual scope, direct communication with players, or a willingness to avoid established formulas. None of those qualities proves who funded or controlled a particular game.

Is “indie” a binary status?
In practice, “indie” works better as a profile than as a yes-or-no certification. Compare a project on the same axes before reaching a conclusion:
| Axis | Questions to answer | What the answer tells you |
|---|---|---|
| Financial independence | Who paid for development? Are there repayment duties, milestone requirements, or approval rights? | Shows how dependent production is on outside capital. |
| Creative independence | Who can change the design, story, scope, technology, or schedule? | Shows where creative authority sits. |
| Publishing independence | Who submits the game, markets it, sets distribution plans, handles support, and reports sales? | Shows whether the developer publishes or delegates those functions. |
| Ownership and organizational control | Who owns the studio, intellectual property, trademarks, and relevant rights? | Distinguishes an independent company from an independent project made for someone else. |
| Scope and presentation | How large is the team and budget? What production and aesthetic choices are visible? | Provides context, but does not establish independence by itself. |
A project can therefore be independent along one axis and dependent along another. Saying “financially independent but published by a third party” is more precise than forcing the game into a single category.
Can an indie game have a publisher?
Yes. A publisher relationship is compatible with indie status in some arrangements because publishing, financing, and creative authority are separate questions. The exact deal determines how much independence remains.
Marketing and distribution only
A developer may complete the game with its own money and retain ownership, then hire a publisher to manage store relationships, marketing, localization, physical manufacturing, or customer support. In that case, publishing independence is limited, while financial and creative independence may remain high.

Publisher-funded development
A publisher may advance the production budget in return for repayment from sales, a revenue share, an exclusive window, ownership of the intellectual property, or approval over milestones. The developer could still control much of the creative work, but it is not financially independent in the same way as a self-funded project. Whether people call the result indie depends on the contract, the speaker’s context, and which dimension they mean.
Platform or co-development support
A platform holder or another studio may fund prototypes, provide technology, or assign engineers and artists. Such help can make a project possible without transferring every creative decision. Describe the support and the remaining rights instead of treating the presence of assistance as automatic disqualification.
Does publisher funding mean a game isn’t indie?
No universal rule says that publisher funding makes a game non-indie. Funding is evidence about financial dependence, not a complete answer about creative or publishing independence. Before classifying a funded game, establish:

- Which entity supplied the money and whether it is an advance, investment, grant, loan, or service exchange.
- Whether the funder owns the game, the studio, or only specific distribution rights.
- Which decisions require approval, including milestones, scope, launch date, platforms, pricing, and marketing.
- Who bears overruns, refunds, support costs, and other production risks.
- Who publishes and who controls the relationship with players and storefronts.
If public information does not establish those terms, say that the arrangement is unclear. A game’s store description or a developer’s use of “indie” cannot substitute for evidence about a private agreement.

A developer creates the game: it plans and implements mechanics, art, audio, narrative, tools, testing, and production. A publisher helps bring the game to market. One company can perform both roles, and responsibilities can be divided among several organizations.
| Function | Developer commonly handles | Publisher may handle |
|---|---|---|
| Production | Design, programming, art, audio, writing, testing, builds, and technical development. | Milestone review, production funding, external quality assurance, or additional development resources. |
| Commercial release | Submitting builds and store information when self-publishing. | Store relationships, release scheduling, ratings coordination, localization, and physical distribution. |
| Audience and sales | Community communication and direct marketing when resources allow. | Campaigns, public relations, advertising, influencer outreach, sales forecasting, and reporting. |
| Rights and risk | May retain intellectual property and carry development costs. | May finance production, receive revenue share, or receive territorial, platform, or ownership rights. |
“Indie developer” usually describes a studio that is not an internal team of a large publisher and has meaningful organizational autonomy. “Indie publisher” describes a smaller publishing company that signs and supports games from developers. Neither phrase, on its own, proves the financial, creative, or publishing independence of a specific title.
How do indie games get funded?
There is no single indie funding model. The GDC’s 2014 session description by Jason Della Rocca treated publishing as a broad superset of ways to get a game into players’ hands, including traditional development deals, crowdfunding, self-publishing, incubator assistance, angel investment, and marketing-only distribution. That framing is useful because a “publishing” route can involve money, services, distribution, or a mixture of all three.
Self-funding
Founders may use savings, revenue from earlier games, freelance income, or a second job to pay for development. Self-funding preserves control but concentrates financial risk in the team. It can also extend schedules if the studio must keep contract work running to finance the project.
Publisher or project-based funding
A publisher may pay an advance or fund milestones in exchange for a revenue share, recoupment, distribution rights, exclusivity, or ownership. The practical value depends on the contract’s scope, payment schedule, approval process, and consequences if the project changes.
Government grants and public programs
Government funding or grants can reduce repayment pressure, but eligibility, geography, cultural tests, matching requirements, and reporting duties vary. A grant may support a prototype or specific production phase rather than the entire game.

Venture capital and private investment
Investors can provide larger sums for a studio or a portfolio of projects. In exchange, they may receive equity, governance rights, or a claim on future returns. This can increase resources while changing who participates in strategic decisions.
Co-development contracts
A team may build part of a larger project for another developer or publisher. The contract can provide predictable income and production experience, but the work may be owned or directed by the commissioning party rather than remaining the studio’s independent intellectual property.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCrowdfunding
Crowdfunding asks future players or supporters to finance development, often in return for a copy, rewards, or updates. It can validate demand and preserve ownership, but it creates communication obligations and delivery risk. Funds are not guaranteed until a campaign succeeds, and a successful campaign does not remove production uncertainty.
Accelerators, incubators, and prototype support
Incubators and accelerators may offer mentoring, workspace, technical help, introductions, or limited capital. Prototype programs can help a team demonstrate a concept before seeking a larger deal. The assistance may be non-equity, equity-based, or tied to later negotiations, so the terms should be read carefully.
Friends, family, seed funding, and loans
Personal networks and seed investors can fund early development when a studio has little commercial history. Bank loans and other debt provide capital without necessarily transferring ownership, but repayment obligations remain even if the game underperforms. Availability depends on the developer’s location, credit, collateral, and business structure.

How self-publishing differs from being independent
Self-publishing is a route to market, not a complete definition of indie status. A self-publishing developer may still rely on investors, grants, contractors, a platform program, or a marketing agency. Conversely, a developer can work with a publisher while keeping ownership and substantial creative authority.
Publishing also covers more than pressing a “release” button. It can include certification, ratings, localization, store metadata, pricing, sales-tax handling, regional launches, marketing, customer support, patches, refunds, and analytics. The more of those responsibilities a developer retains, the stronger its publishing independence may be, but the workload and risk increase as well.
ID@Xbox: one platform-specific self-publishing example
Microsoft’s ID@Xbox program illustrates how a platform can offer a self-publishing route without defining “indie” for the whole industry. Microsoft describes developer tools and support, promotional opportunities, conventional publishing pitches, and the Developer Acceleration Program (DAP), which has offered education, porting, and prototype support. A 2023 Microsoft article described some DAP assistance as non-recoupable funding; availability and terms can change, so developers should check the current program conditions before relying on that support.

Microsoft Learn’s onboarding guidance, last updated August 7, 2026, gives Xbox-specific requirements:
- Submit at least one game concept for approval.
- After approval, sign the Title Licensing Agreement and a Game Development Kit license agreement.
- Complete onboarding before receiving full development and publishing permissions.
- After joining, pitch relevant opportunities such as Xbox Game Pass or the Developer Acceleration Program when eligible.
Microsoft’s wording is explicit: “An approved game concept is required for all XBOX games and to continue your application to ID@XBOX, you must submit at least one game concept for approval.” This is a requirement of that program, not a general test for whether a game is indie and not a process that automatically applies to other platforms.
A practical way to classify a particular game
When a reader asks whether a named title is indie, use an evidence-first worksheet rather than guessing from appearance.
- Identify the developer. Establish which studio performed the core development and whether it is an internal team, a subsidiary, or an independent company.
- Trace the money. Look for statements about self-funding, advances, grants, investment, crowdfunding, or co-development. Distinguish a confirmed source from an assumption based on the game’s size.
- Check rights and ownership. Determine who owns the intellectual property, trademarks, sequel rights, and publishing rights where reliable public information exists.
- Map creative authority. Find evidence about who approved design changes, milestones, scope, platforms, and launch timing.
- Map publishing duties. Identify who handled storefront submissions, marketing, localization, physical distribution, customer support, and post-launch updates.
- Describe the result by dimension. For example, write “self-funded and creatively controlled by the studio, but released through an outside publisher” if that is what the evidence supports.
- State uncertainty honestly. If the contract is private or sources disagree, say that the project’s exact independence profile is not publicly established.
Common mistakes when using the word indie
- “Small team equals indie.” Team size is an associated trait, not a universal threshold.
- “A publisher automatically ends indie status.” A publisher can provide one service, several services, or extensive financing and control; the arrangement must be described.
- “Self-published means self-funded.” A developer can self-publish after receiving investment, a grant, or platform support.
- “A large budget cannot be indie.” Budget size can affect perceptions and risk without settling ownership or creative control.
- “Retro graphics prove independence.” Aesthetic choices do not reveal a contract.
- “An indie publisher and indie developer are the same role.” Development and publishing are different functions that may be performed by one company or separate companies.
- “A platform program defines the whole industry.” ID@Xbox requirements apply to Xbox participation, not to every store or studio.
- “Survey percentages are market laws.” The GDC figures describe respondents in its 2025 survey and should be dated and attributed.
Why the distinction matters
For players, the label can signal expectations about experimentation, direct developer communication, or unusual scope, but it does not guarantee quality, originality, or a particular art style. For developers, the distinction affects negotiations, ownership, risk, and how a project is presented to partners and audiences.
Calling a game “indie” without explaining its arrangement can hide important facts. A studio deciding whether to accept funding needs to know who controls milestones, sequel rights, platform exclusivity, recoupment, and termination. A player or journalist deciding how to describe a game should avoid turning a marketing category into a factual claim about a private contract.
How to describe an indie game accurately
A useful description names the evidence and the dimension being discussed. Examples of precise wording include:
- “The studio is organizationally independent, self-funded for the reported production period, and self-published.”
- “The developer retained creative control but used an outside publisher for financing and distribution.”
- “The project is commonly called indie because of its independent studio and experimental scope; its funding and ownership terms are not publicly clear.”
- “The team self-published on the platform, while platform-specific support helped with development or promotion.”
Avoid claiming that a game is definitively independent when the available evidence establishes only its team size, visual style, or storefront category. “Indie” is most informative when it is accompanied by the financial, creative, publishing, and ownership facts that explain why the label fits.
