An AI agent should be treated as software operating under a distinct identity, an accountable owner, and a deliberately limited authority. Before a firm-approved agent reads client files, calls an internal API, edits a document, or initiates a transaction, you should be able to answer four questions: What can it access? Who approved that access? Can we tell exactly what it did? Who reviews the resulting records?
For U.S. financial institutions, existing authentication, access-control, monitoring, and accountability principles provide the practical foundation. They are not a complete agent-specific rulebook. The safest approach is to apply least privilege and layered controls to the agent, record consequential activity, and follow your institution’s own approval and escalation procedures.
What an AI agent is in a banking control environment
An AI agent is software that uses data and algorithms to perform tasks with some degree of autonomy. Unlike a passive search tool, it may retrieve information, choose a next step, call tools or APIs, update records, send messages, or initiate workflow actions. Its technical identity might be a service account, application identity, workload identity, or another non-human account.

That identity does not make the agent an employee. It means the institution must establish which legal entity, team, or individual is accountable for the account, what authority has been delegated, and how the agent’s actions can be distinguished from actions by people or other systems.

The Federal Reserve and other federal banking agencies’ interagency authentication and access guidance says institutions should account for employees, third parties, service accounts, and other users when designing access controls. Applying that principle to an agent is a practical extension, not a statement that the guidance contains agent-specific legal language.
What can this AI agent access?
Start with an inventory, not with the model’s advertised capabilities. The inventory should identify the systems, components, applications, APIs, data stores, and environments the agent could reach. Then map the identity used to reach each resource and the actions permitted there.
Build an access map
- Identity: Record the agent’s account or workload identity, its accountable owner, sponsoring business unit, and technical administrator.
- Resources: List databases, file shares, email or messaging systems, model endpoints, ticketing systems, market-data feeds, document repositories, and APIs in scope.
- Data: Classify the information the agent can read, such as public research, internal documents, client information, nonpublic personal information, trading information, or credentials.
- Actions: Separate read, create, modify, delete, transmit, approve, and transaction-initiation capabilities. A tool that can submit an instruction has materially different impact from one that can only summarize a document.
- Boundaries: Note network zones, production versus test environments, geographic restrictions, time windows, transaction limits, and dependencies on other service accounts.
Do not infer that an agent needs every permission exposed by a connected application. Provision only the resources related to the specific role and task. Remove unused permissions and review them when the use case, data, or workflow changes.

Who approved its access?
Public guidance cannot tell you whether your firm requires a business-owner sign-off, information-security review, model-risk review, privacy assessment, legal review, or a change-management ticket. Those routes are institution-specific. Use the approved internal channel and preserve the resulting decision with the agent’s identity record.

A useful approval record states the business purpose, accountable owner, systems and data in scope, permitted actions, prohibited actions, control conditions, testing evidence, review frequency, and the person or committee that accepted the residual risk. If the permission is temporary, record its expiration and the removal process.
How much authority should an agent have?
Risk should determine control strength. An agent that searches a public-information repository presents a different control problem from one that can access customer data or submit a payment instruction. The interagency guidance describes layered security and least-privilege access rather than reliance on one safeguard.
| Risk characteristic | Illustrative control response | Practical question |
|---|---|---|
| Read-only access to low-sensitivity material | Limit the account to named repositories, use a separate non-production environment where possible, and monitor use. | Can the agent retrieve anything outside the approved corpus? |
| Access to confidential or client information | Use stronger authentication, narrow data scopes, network segmentation, time-outs, hardened configurations, and heightened monitoring. | Can one prompt expose data from unrelated clients or teams? |
| Ability to alter records or send information | Require explicit tool permissions, transaction or volume limits, approval gates, and review of outbound destinations. | What prevents an unintended or manipulated instruction from being transmitted? |
| Ability to initiate a high-impact transaction or administer a critical system | Use the strongest available authentication and layered controls, separate duties, restrict time and amount, and require human confirmation or another independent control where firm policy calls for it. | Could a single compromised identity cause material harm? |
Examples named in the interagency guidance include multifactor authentication, time-outs, system hardening, network segmentation, monitoring, transaction limits, and least-privilege provisioning. The point is layering: if one control fails, another should reduce the chance or impact of misuse.
Prompt injection is a permission problem too
An agent may treat instructions found in a document, web page, email, or retrieved record as if they were trusted directions. NIST’s current work on software-agent identity and authority specifically raises prompt-injection mitigation alongside identification, authorization, auditing, and non-repudiation. Restricting tools and data reduces the damage a manipulated instruction can cause; it does not make the model’s output inherently trustworthy.

What should an AI-agent audit trail show?
Logs are useful when they support investigation and accountability, not merely when they exist. The Federal Reserve and other agencies state that “Transaction and audit logs assist with identification of unauthorized intrusion or suspicious internal activities, help reconstruct adverse events, and promote employee and user accountability.” Read the full guidance at the Federal Reserve’s interagency guidance page.
For a practical review, records should let an authorized reviewer connect an event to the agent identity, its owner, its permission set, and the consequential action. A useful checklist includes:
- Agent or service-account identifier and the environment in which it operated.
- Date and time, with a consistent time basis across related systems.
- Human requester, workflow, or upstream system that invoked the agent.
- Prompt, instruction, or job reference sufficient to understand the request, subject to privacy and security rules.
- Tools, APIs, files, records, and data classifications accessed.
- Action attempted, result returned, and any transaction, case, or document identifier.
- Authorization decision, approval step, policy block, exception, or human override.
- Errors, retries, unusual-volume indicators, and alerts generated for review.
- Evidence that records were protected from unauthorized alteration and can be retrieved by the appropriate reviewers.
This is an editorial review checklist, not a universal log schema prescribed by a regulator. Your institution’s policy may require different fields, retention periods, masking, or access restrictions. Logs can also contain sensitive prompts and customer information, so protect the logs themselves.

Ownership should be explicit. The agent owner may understand the workflow, while security, operations, compliance, internal audit, or another independent function may be responsible for monitoring or escalation. Compare proposed deployments on whether review is independent of the person who benefits from the agent’s activity. Independence helps reduce the risk that an owner overlooks an exception or treats an unauthorized action as normal behavior.

NIST’s archived Privileged Account Management for the Financial Services Sector resource describes monitoring, auditing, and authentication as complementary controls for detecting unapproved privileged use. NIST marks that resource archived and says further development of its draft ceased, so use it as a reference rather than as current mandatory guidance.
A practical control process before enabling an agent
- Define the use case and impact. Write down the task, the decisions the agent may influence, the data involved, and the worst credible outcome if it is wrong or compromised.
- Assign identity and accountability. Create or designate a non-human identity that is not shared with people. Name the business owner, technical owner, and escalation contacts.
- Inventory access. Map every system, API, data set, environment, and downstream tool reachable through direct or inherited permissions.
- Design least privilege. Grant only the operations required for the task. Separate read-only functions from write, transmit, approval, and transaction functions.
- Add layered controls. Select authentication strength, time-outs, segmentation, hardening, monitoring, rate or transaction limits, and human approvals according to risk.
- Plan for hostile or untrusted instructions. Define which retrieved content is data rather than authority, constrain tool calls, validate destinations and parameters, and provide a safe way to stop execution.
- Configure and protect logs. Capture enough context to reconstruct consequential actions, restrict who can view or change records, and align retention with internal policy.
- Test failure modes. Check denied permissions, expired credentials, malformed inputs, prompt injection, duplicate submissions, excessive retries, unavailable dependencies, and attempted access to out-of-scope data.
- Obtain the firm’s required approval. Use the institution’s designated risk, security, compliance, legal, model, and change-management processes rather than creating an informal shortcut.
- Operate and review. Monitor alerts and access patterns, review permissions on the schedule set by policy, investigate exceptions, and disable or amend the agent when its purpose or risk changes.
How to review an event or suspected misuse
When an agent behaves unexpectedly, preserve evidence before changing the configuration if doing so is safe and consistent with incident procedures.
- Record the agent identity, owner, environment, time window, affected workflow, and the person who noticed the issue.
- Locate the invocation record and correlate it with identity-provider, API-gateway, application, transaction, and network logs.
- Determine what the agent was authorized to do at that moment and whether a permission, credential, policy, or prompt was changed.
- Trace the data and tools touched, the outputs produced, and any messages, files, or transactions sent onward.
- Separate model error, ordinary workflow failure, unauthorized use, and malicious manipulation; the response may differ for each.
- Apply the firm’s containment and notification procedure, which may include disabling the identity, revoking tokens, blocking a destination, or placing a transaction on hold.
- Document the timeline, decisions, approvals, and corrective actions so another reviewer can reproduce the analysis.
Logs help reconstruct events and support timely response, but they do not prevent misuse by themselves. Prevention depends on the combination of identity, authorization, separation of duties, technical restrictions, monitoring, and trained reviewers.

What U.S. guidance currently does—and does not—say about agents
NIST is exploring identity and authority for software agents
On February 5, 2026, NIST’s National Cybersecurity Center of Excellence announced interest in a project to demonstrate identity standards and best practices for software agents. NIST describes agents as software systems that use data and algorithms to perform tasks autonomously and highlights their access to diverse data, tools, and applications. The announcement asks how identification, authorization, auditing, non-repudiation, and prompt-injection controls should work. NIST’s statement is: “The National Cybersecurity Center of Excellence is interested in launching a project to demonstrate how identity standards and best practices can be applied to software agents, with a focus on agentic AI applications.” See the February 5, 2026 NIST announcement. This is an active standards and implementation effort, not a finalized agent standard.
The OCC model-risk revision is not an agent rulebook
The OCC’s 2026 revised model-risk guidance says generative AI and agentic AI models are novel and rapidly evolving and outside that guidance’s scope. It also states that the document is not enforceable or prescriptive. Do not cite it as settling the permission, logging, or approval requirements for an agent.
Federal Reserve observations are not binding requirements
In an April 4, 2025 speech, Federal Reserve Governor Michael S. Barr discussed possible uses of generative AI in document analysis, customer service, and capital-markets analytics. He also identified plausible but inaccurate outputs, difficulty achieving precision and reproducibility, security exposure when agents access customer data or authorize transactions, and privacy risks when information appears in outputs. He warned: “To the extent that a Gen AI-powered agent is accessing sensitive customer data and authorizing transactions, it becomes an attractive target for malicious actors.” Read the speech at the Federal Reserve Board website. These are attributed observations, not a standalone agent regulation.
Common mistakes junior bankers should avoid
- Using a shared credential: Shared identities make ownership and attribution ambiguous. Ask for a distinct non-human identity and a named owner.
- Granting broad access for convenience: Start with the smallest useful scope and expand only through the firm’s approval process.
- Assuming a successful response was an authorized response: Verify the identity, tool call, data scope, and policy decision in the records.
- Treating logs as a preventive control: Logging supports detection and reconstruction; it does not replace permission limits, authentication, or human review.
- Ignoring indirect access: An agent may inherit rights through an API, plug-in, network path, or downstream service. Include those paths in the inventory.
- Trusting retrieved instructions: Documents and messages can contain hostile or misleading instructions. Treat external content as untrusted input unless a control explicitly establishes authority.
- Assuming a regulator has approved the design: The cited U.S. materials provide access-control principles, an emerging NIST project, an archived reference, and scope statements—not a complete agent-permission standard.
- Bypassing internal channels: Public material cannot substitute for your institution’s required review, escalation, retention, and incident procedures.
A workable standard for daily practice
Before relying on an AI agent, be able to identify its account and owner, enumerate every system and data set it can reach, explain why each permission is necessary, and show which layered controls limit high-impact actions. The audit trail should connect requests, tools, data, decisions, and outcomes well enough for an authorized reviewer to investigate an exception and reconstruct an adverse event. When any of those answers is missing, pause and use the firm’s approved escalation path rather than assuming the agent is safe because it is convenient or because its output looks plausible.
