Building a semiconductor fabrication plant (fab) is a multibillion-dollar industrial program that combines a highly controlled cleanroom with power, water, chemical, gas, waste-treatment, software and logistics systems. A building can be finished years before its tools are qualified and its process reaches high-volume production. The practical job is to plan the site, construct and service the facility, install and qualify process equipment, train a specialized workforce, secure materials and suppliers, then operate the plant continuously while controlling water use, emissions, maintenance and yield.
What a semiconductor fab actually includes
A fab manufactures integrated circuits on silicon wafers through hundreds of tightly controlled process steps. It is not simply a cleanroom filled with machines. The project includes the cleanroom and support buildings, electrical substations, cooling systems, ultrapure-water (UPW) plants, chemical and gas distribution, exhaust abatement, wastewater treatment, automated material handling, laboratories, warehouses, offices, roads and emergency systems.
Scope determines almost every headline number. A proposal may cover one fab module, several modules on a campus, packaging and test, research space, or common utilities shared by multiple buildings. Capacity, wafer size, process technology, local construction costs and the equipment mix also change the investment. Comparing two projects by their announced dollar totals without checking these boundaries can produce a misleading result.
How much does it cost to build a semiconductor fab?
| Reference | What the figure covers | Reported amount or timing | How to interpret it |
|---|---|---|---|
| Intel, “Global Manufacturing at Intel” press kit, August 8, 2024 | A fully equipped new fab | About $10 billion; about three years; about 6,000 construction workers | An Intel company benchmark, not a fixed industry price. The wording “about” matters, and the scope is a fully equipped fab. |
| U.S. Government Accountability Office (GAO), GAO-26-107882, accessed 2026 | Construction of a new facility, including labor and utilities | Several billion dollars; about 2–5 years to become operational | The range includes approvals, construction, utility connections and equipment installation. It does not mean every project reaches volume output at the same point. |
| U.S. Department of Commerce Office of Inspector General program overview | CHIPS Act authorization for facilities and related semiconductor activities | $39 billion in direct-assistance authorization | This is a program-level authorization, not a grant or reimbursement covering one company’s entire project. Individual awards have their own terms and milestones. |
The costliest items are usually the process tools and the infrastructure that keeps them stable. A leading-edge lithography system, deposition and etch equipment, metrology, material handling and support utilities can represent a large share of the total. Land, cleanroom construction, financing, permitting, contingencies and the cost of qualifying tools add to the program. Existing site utilities or a shared campus can lower incremental cost, while a remote site or a new technology node can increase it.

How long does it take to build a chip factory?
GAO estimates roughly two to five years for a new facility to become operational, counting approvals, construction, utility connections and equipment installation. Intel’s benchmark for a fully equipped new fab is about three years and approximately 6,000 construction workers. Those figures describe a broad project window, not a promise that the plant is immediately producing saleable wafers.
A realistic schedule separates milestones that are often collapsed into the phrase “the fab is complete”:
- Site and approvals: acquire or prepare land, obtain building and environmental permits, secure utility commitments and establish construction logistics.
- Facility construction: build the shell, vibration-controlled floors, cleanroom envelope, mechanical and electrical rooms, chemical storage, waste systems and offices.
- Utility commissioning: energize substations, start cooling and UPW systems, validate air handling, pressure cascades, gas detection, fire protection and waste treatment.
- Tool delivery and installation: move heavy equipment into the cleanroom, connect power, chilled water, gases, chemicals, exhaust and data, then verify safety interlocks.
- Qualification: run equipment acceptance tests, establish process control, qualify materials and suppliers, and demonstrate repeatable wafer results.
- Pilot and high-volume production: increase lots, improve yield and cycle time, and reach the capacity and quality targets set in the business plan.
GAO’s project reviews treat facility construction, equipment installation and qualification, and minimum production levels as distinct milestones. A finished building therefore does not establish that a fab is operating at intended scale.

Site selection starts with risk analysis rather than architectural preference. The owner must verify dependable electricity, industrial water, wastewater discharge or reuse options, transportation, telecommunications, emergency response, labor availability and room for expansion. Geological stability, flood and seismic exposure, air quality, permitting requirements and proximity to suppliers can affect both the schedule and the design.
Electricity, cooling and resilience
Process tools require stable power with carefully managed voltage quality. The site may need new substations, redundant feeders, backup generation, uninterruptible power for control systems and power-conditioning equipment. Cooling systems remove heat from tools, pumps, compressors and air handlers. Their capacity must cover peak loads and planned process upgrades, not merely the first production configuration.

Water and wastewater
Water enters the process as UPW, cooling water, cleaning water and other utility streams. NIST’s 2024 environmental assessment reports a median UPW use of 1.16 million gallons per day across 29 facilities in a dataset for 2021. That is a dataset-specific median, not a universal requirement for one fab; technology, facility size, local supply and recycling determine actual demand.
Water planning includes intake treatment, UPW production, storage, distribution, monitoring, cooling-tower management and segregation of incompatible waste streams. Treatment plants must handle acids, solvents, metals, fluorinated compounds and other process-specific contaminants. Reuse can reduce freshwater demand where local permits and treatment technology allow it. TSMC’s 2024 annual report, for example, says reclaimed-water supply for its Tainan fabs exceeded 67,000 cubic meters per day and that more than 19.65 million cubic meters had been used there cumulatively by the end of 2024. That is a facility-specific result, not a standard target for every site.
Cleanroom air and flexible utilities
Air handling controls particles, temperature, humidity and pressure differences between rooms. Filters, recirculation, monitoring and maintenance must support the process’s cleanliness class and chemical-safety requirements. EPA semiconductor permitting guidance describes flexible arrangements for cleanroom utilities, including power, UPW, waste and wastewater removal, feed lines and air-pollution-control devices. Its practical point is that utilities must be integrated with the tools and remain adaptable when process lines change.
Chemicals, gases and exhaust
Bulk and specialty gases, acids, solvents, photoresist-related materials and cleaning chemicals require segregated storage, compatible piping, leak detection, automatic shutoff and controlled delivery. Exhaust systems capture corrosive or hazardous vapors at the tool and route them to scrubbers, thermal or other abatement equipment. Fluorinated gases are used to create circuit patterns and to clean chemical-vapor-deposition chambers; abatement performance and emissions monitoring therefore belong in both the facility design and the operating plan. Exact controls and permit conditions vary by process and jurisdiction.
What equipment is installed in a fab?
The tool set follows the product, process technology, wafer size and planned capacity. A mature-node analog fab, a memory plant and a leading-edge logic fab do not use identical equipment. At a high level, the equipment performs these jobs:

- Patterning and lithography: transfers circuit patterns to a wafer using photoresist and exposure systems.
- Deposition: adds thin films of dielectric, metal or semiconductor material.
- Etch: removes selected material to form features and interconnect structures.
- Cleaning: removes particles, residues and contaminants between process steps.
- Polishing: planarizes layers using chemical-mechanical polishing and associated slurry, pads or disks.
- Inspection and metrology: measures dimensions, alignment, film properties, defects and process drift.
- Wafer transport and storage: moves lots between tools in sealed carriers, often with automated material-handling systems.
Installation is an engineering exercise in its own right. Each tool needs qualified power, chilled water, gases, chemicals, exhaust, floor loading, vibration control, network connections and safety interlocks. Tools are accepted individually and then proven as part of a process flow. The sources available for this overview do not establish a universal tool-by-tool bill of materials, so a specific fab requires a process-specific equipment plan.
Materials, suppliers and qualification
Production depends on more than the machines. TSMC’s 2025 annual report lists raw wafers, chemicals, lithographic materials, gases, and slurry, pads and disks among supply categories. Each material must meet tight specifications and remain consistent from lot to lot. Qualification can include laboratory testing, trial lots, process monitoring and formal approval before a supplier is allowed into volume production.
Supply management includes supplier audits, incoming inspection, traceability, inventory policies and contingency plans. Multiple sourcing for wafers and other critical inputs can reduce the effect of a single disruption, but dual sourcing is not always immediately possible because changing a material can require a new process qualification. Teams also monitor shortages, defects, transportation risks and geopolitical or regulatory constraints.
Automated material handling can improve efficiency and capacity flexibility by routing carriers between tools, stockers and inspection points. Its controls must be integrated with manufacturing execution software so that the correct lot, recipe and priority are maintained without introducing contamination or mix-ups.
People required to build and run the plant
The construction phase uses civil, structural, mechanical, electrical, cleanroom, piping, controls and tool-installation trades. Intel’s benchmark of about 6,000 construction workers illustrates the scale of a fully equipped project, but staffing varies with site, schedule and scope.

Once production begins, the workforce shifts toward semiconductor engineers, process and yield engineers, equipment engineers, technicians, computer scientists, facilities operators, industrial hygienists, quality specialists, planners and maintenance teams. They must be able to work around hazardous chemicals, high-voltage systems, vacuum equipment, compressed gases, robotics and strict contamination controls.
GAO cites a July 2023 industry estimate that more than half of projected U.S. semiconductor job growth through 2030 could go unfilled if education rates at that time persisted. That is a dated projection, not a current measured vacancy rate. In practice, owners build partnerships with universities, technical colleges, apprenticeship programs, equipment suppliers and local emergency services before the first production lot.

From first wafer to repeatable process
After tools pass installation checks, engineers establish recipes, calibrate sensors, run monitor wafers and characterize variation. Early lots expose interactions among tools, materials and environmental conditions. Statistical process control, defect inspection and metrology guide adjustments. Yield usually improves as engineers identify sources of defects and stabilize recipes; the available sources do not provide one comparable yield or utilization benchmark across manufacturers.
Keeping production moving
Operations teams schedule lots, balance bottleneck tools, maintain preventive and predictive-maintenance plans, manage spare parts and coordinate supplier deliveries. Facilities staff continuously watch power quality, air pressure, temperature, UPW quality, gas purity, exhaust flow and wastewater treatment. A short utility interruption can damage wafers or force a controlled shutdown, so alarms, redundancy and documented recovery procedures are part of normal operations.

Environmental and safety responsibilities
Environmental work continues after construction: operators track water intake and reuse, segregate and treat waste streams, verify abatement efficiency, report permitted emissions and maintain chemical-storage and emergency systems. Process changes can alter wastewater chemistry or gas emissions, triggering new permit reviews or equipment upgrades. Energy efficiency, heat recovery, leak detection and higher-reuse rates can lower operating impact, but the feasible design depends on local infrastructure and regulations.

Current project examples and why dates matter
Company disclosures show why project status must be tied to a date. TSMC’s 2025 annual report says its N2 technology entered high-volume production in the fourth quarter of 2025. The same report says its first Arizona fab entered high-volume production in the fourth quarter of 2024, while later Arizona modules were described as under construction or planned. These statements describe those specific programs and dates; they are not a universal schedule for every new fab or process node.
How to compare two proposed fabs
Use the same scope and milestone definitions before comparing projects. The following checklist exposes differences hidden by headline investment figures:
| Comparison axis | Questions to ask |
|---|---|
| Product and process | Which products, node or specialty process, and design rules will the fab support? |
| Wafer and capacity | What wafer diameter and planned monthly wafer starts are included? |
| Capital scope | Does the investment cover one module, several modules, packaging, research space, shared utilities or an entire campus? |
| Site readiness | Are power, water, wastewater, roads, telecommunications and permits already available? |
| Schedule | What are the dates for shell completion, utility commissioning, tool qualification, pilot output and high-volume production? |
| People and suppliers | Can the region provide engineers, technicians, construction trades, critical materials and emergency support? |
| Environmental controls | What are the water source, reuse plan, waste-treatment capacity, emissions limits and abatement systems? |
Only after these questions are answered does a cost-per-capacity or schedule comparison become meaningful. A lower announced investment may simply exclude equipment, later modules or common infrastructure that another project includes.

Common reasons a fab project struggles
- Utilities lag the cleanroom: Mitigation requires commissioning power, UPW, cooling, exhaust and wastewater systems early enough to support tool installation and qualification.
- Scope changes late: Reserving utility corridors, floor loading and connection points for process upgrades reduces disruptive rebuilding.
- Materials fail qualification: Maintain approved alternates, supplier reviews, traceability and controlled change procedures rather than switching inputs informally.
- Workforce arrives too late: Train facilities, equipment and process teams during construction and involve them in tool acceptance.
- Construction completion is mistaken for production readiness: Track qualification, pilot lots, yield, cycle time and minimum production as separate gates.
- Environmental systems are treated as add-ons: Design abatement, monitoring, reuse and waste treatment with the process tools and update permits when the process changes.
A semiconductor fab succeeds when the building, utilities, equipment, materials, software and people are qualified as one production system. The investment is measured in billions, the buildout in years, and the operating discipline continues for as long as wafers run.
