Building a modern submarine is a coordinated industrial program, not a job performed by one shipyard. Final-assembly yards must synchronize specialist suppliers, qualified trades, inspection systems, facilities, training pipelines, and procurement decisions made years before a boat is delivered.

U.S. Navy industrial-base material illustrates the model clearly: capacity efforts combine supply-chain investment, advanced manufacturing, workforce development, shipyard infrastructure, and strategic outsourcing. The result is a production system in which a shortage of castings, a missing welding qualification, or a late command-and-control component can affect the whole schedule.

What “building a submarine” actually involves

A submarine program has at least two intertwined outputs. The first is the vessel: hull sections, propulsion, electrical and control systems, habitability equipment, weapons-related systems, and thousands of inspected joins and interfaces. The second is the industrial capacity that makes repeated construction possible. That capacity includes people, supplier factories, tooling, test equipment, quality records, facilities, and contracts that remain available throughout a long build cycle.

The U.S. Navy’s Submarine Industrial Base Program Office describes these efforts as connected rather than separate projects. Supply-chain resilience, advanced manufacturing, workforce development, shipyard infrastructure, and strategic outsourcing are all intended to support final assembly, integration, and delivery.

The Navy states an industrial-base objective of producing one Columbia-class and two Virginia-class submarines per year. This is a capacity target the program is building toward, not evidence that this annual rate has already been achieved.

Which shipyard skills are needed?

No single trade builds an entire submarine. Work is divided among specialists whose tasks are linked by engineering drawings, process qualifications, inspection requirements, and configuration control.

Welding and fabrication

Welders join pressure-hull and internal structures, fabricate piping and supports, and work on equipment foundations and other assemblies. Because a submarine’s structure and systems must withstand demanding operating conditions, weld procedures, welder qualifications, material traceability, and inspection records are part of the product—not paperwork added afterward.

Machining and pipefitting

Machinists produce or finish precision parts using conventional equipment and computer numerical control (CNC) machines. Pipefitters route and install fluid, air, and other services through crowded spaces while maintaining alignment, access, cleanliness, and inspection requirements. The Navy’s accelerated training material specifically identifies CNC machining and pipefitting as relevant capabilities.

Quality assurance and nondestructive testing

Quality inspectors verify that work matches drawings, procedures, and acceptance criteria. Nondestructive testing (NDT) looks for defects without damaging the part; the Navy lists NDT in its training and supplier activities. Depending on the component and approved procedure, inspection may involve methods such as radiographic, ultrasonic, magnetic-particle, or liquid-penetrant examination. The exact method is determined by applicable specifications and qualification rules, not by a generic “submarine inspection” credential.

Additive-manufacturing technicians

Additive manufacturing can support tooling, prototypes, and selected replacement or production parts. Technicians must understand powder or feedstock control, machine operation, post-processing, dimensional verification, and the documentation required to release a part. The Navy treats additive manufacturing as one element of a broader industrial system, not as a substitute for every conventional process.

Why training has to be interconnected

A worker may be highly qualified in one operation without being authorized to perform another. A welder’s qualification does not automatically confer inspection authority; an NDT technician is not thereby qualified to machine a pressure-containing component. Programs therefore combine trade training with process qualifications, safety instruction, supervision, and continuing inspection. The Navy’s workforce-development framing covers welding, CNC machining, additive manufacturing, quality assurance, and NDT as mutually supporting capabilities.

What facilities and quality systems make the work possible?

Shipyards need more than a large assembly hall. They require controlled areas for welding and fabrication, precision machining capacity, lifting and handling systems, inspection equipment, material storage, engineering support, and test infrastructure. The facilities must also support the sequence in which modules are built, inspected, joined, and integrated.

Quality systems connect those physical spaces. Materials need identification and traceability; welds and machined parts require approved procedures; nonconformances must be documented and resolved; and changes to drawings or software-controlled equipment must be controlled so that the installed configuration is known. In high-consequence applications, additive-manufactured parts remain subject to applicable quality requirements and inspection, just as conventionally produced parts are.

Infrastructure investment can therefore remove a bottleneck without increasing the number of final-assembly berths. A new inspection capability, trained night shift, qualified machine shop, or better material-handling route can allow existing facilities to sustain more work—provided the associated procedures and workforce are also in place.

How large is the supplier network?

The final shipbuilders depend on a wide network of specialist companies. Navy-listed supplier categories include raw materials, castings and forgings, valves and fittings, electronics, machining, welding and fabrication, and nondestructive testing.

The Navy’s Submarine Industrial Base Program Office FAQ says small and mid-size businesses make up approximately 95 percent of the submarine supplier network. That figure describes the composition of the network identified by the Navy; it does not mean that 95 percent of spending, employment, or production capacity comes from those firms, and it should not be generalized to every country’s submarine industry.

Many suppliers do not deliver a finished submarine subsystem. One may provide a certified forging, another a valve body, another a machined bracket, and another an inspection service. Prime shipyards must integrate these outputs while preserving configuration control and evidence that each item met its requirements.

Strategic outsourcing

The Navy describes strategic outsourcing to qualified partners as a way for shipyards to concentrate on final assembly, integration, and delivery. Outsourcing does not remove responsibility from the shipbuilder: suppliers still need qualification, surveillance, documentation, schedule coordination, and a path for resolving defects or late deliveries.

Why submarine components have to be ordered so early

Submarine construction is modular, so a component’s required date may be far earlier than the date the finished boat leaves the shipyard. In its FY2016 budget book, the Navy explained that Virginia-class reactor-plant components had to arrive earlier than in previous classes because the reactor plant was assembled and tested before installation in the hull. The same document discussed advance procurement for long-lead propulsion equipment and command-and-control module material.

This is a historical, class-specific illustration rather than a complete current schedule. It shows why procurement planning begins while design, supplier qualification, and facility preparation are still active.

The Navy’s FY2025 budget justification identifies shipbuilder-procured long-lead material for Columbia-class construction, including weapons-handling equipment, air-conditioning units, diesel-generator sets, non-nuclear propulsion equipment, and reverse-osmosis units. The document says these and other components are needed early in construction to meet the delivery schedule.

It also identifies limited foundry capacity and long lead times for castings and forgings as schedule risks. The document does not establish one universal duration for those items. Actual timing depends on design maturity, material, size, qualification status, supplier capacity, inspection, and the availability of alternate sources.

A practical way to understand the construction sequence

Every class has its own design and contractual details, but the industrial logic can be understood through the following sequence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Freeze enough design to buy critical material. Engineers and program managers identify components whose manufacturing or qualification takes so long that waiting for every drawing to mature would threaten delivery.
  2. Qualify suppliers and processes. The shipyard and contracting authorities verify that a supplier, machine, weld procedure, inspection method, or software-controlled process can meet the applicable requirements.
  3. Place advance and long-lead orders. Material is funded or ordered early, sometimes before the corresponding module is ready for installation. This is where propulsion, command-and-control, weapons-handling, air-conditioning, generator, water-treatment, casting, and forging decisions can affect later work.
  4. Fabricate and inspect modules. Specialist suppliers and shipyard trades produce structures, piping, machinery, electrical assemblies, and equipment. Inspections and nonconformance resolution occur throughout fabrication rather than at the end.
  5. Assemble and integrate. Modules are joined, systems are connected, and interfaces are checked. A late or dimensionally incorrect component can force rework because access becomes harder after surrounding structure is installed.
  6. Test the configured submarine. Functional tests, inspections, and trials verify that systems operate together and that the delivered configuration matches approved records. The precise test program varies by class and contract.

This sequence explains why a supplier’s problem can become a shipyard problem months later: the affected item may sit on the critical path for a module, a test, or a planned installation window.

How programs respond to bottlenecks

Targeted investment and risk assessment

The Navy describes targeted investment, supply-chain risk assessment, alternate sourcing, and direct supplier support as tools for reducing industrial-base risk. These measures can include helping a supplier expand equipment or skills, qualifying a second source, or addressing a fragile upstream material such as a casting or forging.

Risk assessment is not limited to the largest contractor. A small machine shop may be the only qualified source for a particular geometry, material, or inspection process. Losing that capability can matter even when the part itself is inexpensive.

Advanced manufacturing as a focused intervention

The Navy reports one specific valve-body example from its Additive Manufacturing Center of Excellence. The original manufacturer quoted nine months; the center produced a replacement in about eight weeks. The Navy says the case saved roughly 32 weeks and $500,000.

That is a reported individual case, not a general promise that printed parts can replace qualified conventional supply. Parts used in high-consequence applications remain subject to applicable quality requirements and inspection. Before an additive process is used, the design, material, machine, post-processing, testing, and approval route must all be acceptable for the intended service.

How the U.S. approach compares with two other programs

The United States, United Kingdom, and Indonesia examples below illustrate different industrial arrangements. They are not a complete ranking of submarine-building nations, and the available figures are plans or program statements rather than a comparable productivity study.

Program Shipyard and supplier organization Workforce or skills approach Early procurement Production figure
U.S. Navy industrial base Two final-assembly shipyards supported by a broad supplier network, infrastructure investment, advanced manufacturing, and strategic outsourcing. Training emphasis includes welding, CNC machining, additive manufacturing, quality assurance, NDT, and related trades. Virginia-class reactor-plant and propulsion examples; Columbia-class long-lead material includes weapons handling, air conditioning, diesel generators, non-nuclear propulsion, and reverse-osmosis units. Objective of one Columbia-class and two Virginia-class submarines per year; a stated capacity target, not achieved output.
United Kingdom The Ministry of Defence’s 2026 annual update describes planned capacity investment at Barrow, Rolls-Royce Submarines’ Raynesway facility, and the supporting supply chain. The update presents industrial-capacity investment; it does not establish a cross-country workforce productivity comparison. Specific item-by-item lead times are not stated in the cited update. Ambition for one SSN-AUKUS submarine every 18 months; a government production-cadence plan, not a reported achieved rate.
Indonesia Scorpène Evolved program Naval Group’s 2025 announcement says two submarines are to be built at PT PAL under an international industrial partnership. The announcement includes technology transfer, welders trained in France, and experts supporting Indonesian engineer training. The contract provides for advance long-lead purchases. No delivered production rate is established by the announcement.

What the comparison does—and does not—show

The U.S. example emphasizes a large, distributed industrial base tied to recurring fleet production. The UK example emphasizes planned investment in named facilities and a stated future cadence. The Indonesian contract illustrates how technology transfer, training abroad, resident expertise, and advance procurement can be combined when construction is shared between an established contractor and a local shipyard.

These sources do not support a quantitative comparison of cost, total build duration, labor productivity, or reliability. They show organizational choices, not equivalent performance measurements.

How to read submarine production claims accurately

  • Separate capacity from output. A target such as one Columbia-class and two Virginia-class submarines per year describes what the industrial base is intended to support, not what has necessarily been delivered.
  • Separate a case study from a rule. The nine-month versus eight-week valve-body example demonstrates one intervention under stated conditions; it is not a universal additive-manufacturing lead time.
  • Keep dates and classes attached to budget evidence. The Virginia-class reactor-plant example comes from the FY2016 budget book, while the Columbia-class long-lead list comes from the FY2025 justification.
  • Do not turn supplier percentages into spending statistics. Approximately 95 percent refers to the Navy-described supplier network’s small and mid-size businesses.
  • Ask who made the claim. The UK cadence is a Ministry of Defence ambition, and the Indonesian construction and training details come from Naval Group’s contractor announcement.

The central lesson

A modern submarine emerges from a managed network of trades, suppliers, facilities, inspections, and procurement decisions. Final assembly is visible, but the less visible work—qualifying a forging source, training a pipefitter, preserving NDT capability, ordering a generator early, or documenting an additive process—often determines whether the assembly line can maintain its schedule.

That is why submarine-building capacity is measured in industrial depth as much as in shipyard space. A program can add a target berth or announce a future cadence, but sustained delivery depends on the entire chain being ready at the same time.
