Upskilling strengthens or extends skills you already use, usually so you can perform better or progress in your current line of work. Reskilling develops a substantially different skill set so you can move into another role or function. The destination and the amount of skill overlap—not whether the learning is online, classroom-based, or on the job—determine the practical distinction.

That difference matters when you choose training, plan a career move, or decide whether an employer’s program is closing a real capability gap. The guide below gives you a test you can apply to borderline cases, shows how workplace surveys measure training, and explains how to turn either type of learning into demonstrable job readiness.

Upskilling and reskilling: the essential difference

These are common workplace-learning terms rather than classifications set by a universal standards body. In the terminology used by LinkedIn Learning, upskilling expands an employee’s existing skill set and enhances performance in the current role, while reskilling teaches skills outside the employee’s existing set, often for a different role or function. The practical distinction is summarized below.

Question Upskilling Reskilling
What changes? Capabilities used in the current occupation are deepened, broadened, or modernized. A substantially different capability set is acquired.
Intended work outcome Better performance, greater responsibility, or progression along the current career path. Readiness for another occupation, function, or redesigned role.
Relationship to current work Usually continuous with existing duties. Often adjacent to the current function, but can be a larger lateral move.
Typical evidence of readiness Higher-quality output or capability in current-role tasks. Successful performance of the new role’s core tasks.

“Current role” does not have to mean an unchanged job description. A role may absorb new tools or responsibilities and still be an upskilling destination. Conversely, a move to an adjacent team can be reskilling if the person must learn a fundamentally different set of skills.

Concrete examples

A production designer who learns motion design is extending a design capability into a related role; that is a typical upskilling example. A painter who retrains as a computer-aided-design (CAD) specialist after an employer automates painting must build a different technical skill set; that is a typical reskilling example. Both examples come from LinkedIn Learning’s explanation and illustrate tendencies, not rules that every employer must apply.

Why the boundary is sometimes untidy

Modern jobs are frequently redesigned. A promotion can require unfamiliar leadership or analytical skills while retaining the same occupational identity, and a move to a neighboring function can reuse substantial domain knowledge. Classify the plan by the capability gap and the work the learner is preparing to perform, not by the job title alone.

How to classify a learning plan

Use this decision rule: if the learner is strengthening or extending capabilities used in the current occupation, call it upskilling; if the learner must acquire a substantially different skill set to enter another occupation or function, call it reskilling. This is a practical interpretation of the cited definitions, not a formal legal or statistical standard.

  1. Name the destination work. Write down the role, function, or set of duties the learner is expected to perform after training. “Complete a data course” is not a destination; “produce the team’s weekly forecast” is.
  2. List the skills already used. Include technical skills, tools, processes, and domain knowledge that the person can demonstrate today.
  3. Describe the gap. If the missing capabilities are extensions of current work—such as advanced analysis in the same profession—the plan is generally upskilling. If the core tasks and methods change, it is generally reskilling.
  4. Check the evidence required. Decide how proficiency will be shown in the destination work. Course attendance or a completion badge does not, by itself, establish that the gap was bridged.

Fast classification examples

Plan Likely label Reason
An accountant learns automation features in the firm’s existing finance system. Upskilling The person remains in the same occupational work while extending a tool-related capability.
A customer-support specialist learns advanced service analytics to improve support operations. Upskilling The new analysis supports and broadens the current function.
A warehouse operative trains for a network-administration position. Reskilling The destination requires a different technical skill set and work process.
A production designer learns motion design and takes on motion projects. Usually upskilling The design foundation carries into a related role, although an employer may define the redesigned job differently.

Training format does not decide the category

Upskilling and reskilling can both happen on the job or off the job. The UK Employer Skills Survey 2024 defines on-the-job training as training at an individual’s work position that staff recognize as training. Off-the-job training takes place beyond normal duties and may occur at the employer’s premises, at a training provider, at home, or elsewhere. A supervised project during working hours could therefore be upskilling, reskilling, or a mixture; an evening course could serve either purpose.

Delivery choices should follow the skill and access requirements. A new physical process may require supervised practice, while a role transition may combine instruction, simulations, mentoring, and a temporary placement. “Online” and “classroom” describe delivery, not the intended work outcome.

What workforce figures can—and cannot—tell you

Workforce surveys provide context, but broad training rates are not direct counts of upskilling or reskilling. Keep the geography, year, population, and measure attached to every figure.

Measure Figure and scope How to interpret it
Employers providing training 59% of UK employers funded or arranged training in the preceding 12 months, according to the UK Department for Education’s 2024 Employer Skills Survey. A general employer-training rate; it does not separate upskilling from reskilling.
Employees receiving training 63% of UK employees received training in 2024, in the same survey. A participation measure, not proof that a particular skill gap was closed.
Total training expenditure £53.0 billion in the UK in 2024, as reported by that survey. Total reported expenditure across training activity, not a price for an individual course or a split between the two categories.
Workforce skills gap 4.0% of the UK workforce was judged to have a skills gap in 2024. The survey’s assessment of gaps; it does not identify which gaps require upskilling or reskilling.

Employer expectations versus observed outcomes

The World Economic Forum’s 2023 employer survey estimated that, in a representative 100 employees, 18 would be upskilled in their post by 2027 and 16 would be reskilled and successfully redeployed to growing roles within their organization. Those are employer expectations, not a universal observed outcome. The same report says 41% of current workers had completed training that respondents said had effectively bridged skills gaps; that is respondents’ assessment of effectiveness, not an independently verified pass rate. Details appear in the World Economic Forum Future of Jobs Report 2023 workforce-strategies section.

The WEF’s 2025 Future of Jobs report says 50% of the workforce represented by its survey respondents had completed training as part of learning-and-development initiatives. That figure comes from a different report edition and survey context than the 41% measure above, so the two should not be treated as a like-for-like time series. The later skills outlook is available at Future of Jobs Report 2025: Skills Outlook.

How to design an effective upskilling or reskilling plan

Whether the label is upskilling or reskilling, a useful plan links a documented gap to work that matters. The following sequence keeps the destination visible.

  1. Define the business or career outcome. Specify the work that must improve or the role the learner should be able to enter. Include timing, decision rights, and any safety, compliance, or access requirements.
  2. Assess current capability. Use work samples, observation, structured interviews, task metrics, or a skills inventory. Record what the person can do independently, with support, and not yet at all.
  3. Map the target skill set. Break the destination work into knowledge, repeatable tasks, tool use, judgment, and collaboration. Mark which elements transfer from the current role and which are new.
  4. Choose learning methods that fit the gap. Combine instruction with practice. A learner moving into a different function may need foundational study, a realistic project, shadowing, and a supported transition; someone extending a current skill may need advanced exercises embedded in normal work.
  5. Set a proficiency demonstration before training starts. Define the artifact, task, service level, or observed behavior that will count as competent. For a new role, use a realistic work simulation or supervised assignment rather than relying only on a quiz.
  6. Provide time, access, and feedback. Protected learning time, appropriate systems or equipment, a knowledgeable coach, and timely feedback often determine whether learning transfers to the job. These are plan-design decisions, not features of the upskilling or reskilling label.
  7. Review results and adjust. Compare performance with the agreed measure, ask what blocked application, and update the learning path or role support. A completed course is an input; demonstrated performance is the outcome.

Comparison axes for two real plans

When an employer or learner is choosing between development options, compare them on the same four axes rather than on course marketing language.

Axis Questions to ask
Skill overlap How much of the target capability is already used, and which foundations transfer?
Destination Is the expected result better performance in the current role, an adjacent role, or a different function?
Proof of readiness What task, portfolio, assessment, or supervised period will demonstrate proficiency?
Delivery and access What time, cost, equipment, coaching, and scheduling constraints affect completion and practice?

No universal scoring system for these axes is established. Their value is that they force a plan to connect learning with a real work outcome.

Common mistakes and how to correct them

  • Labeling by course format. An online certificate can support either category. Correct it by naming the destination role and capability gap.
  • Calling every promotion upskilling. Promotion may involve a completely different function. Correct it by checking whether the core work changed.
  • Treating a neighboring role as automatically reskilling. Significant transferable expertise may make the plan an extension of current capability. Examine overlap instead of relying on department names.
  • Counting completion as competence. Attendance and certificates show participation. Add a work sample, observed task, or measured result to show readiness.
  • Using a broad statistic as proof of a local result. UK or global survey percentages describe their surveyed populations. Keep the date, geography, and measure with the number and collect local evidence for the individual plan.
  • Ignoring support after training. A person may know the method but lack system access, authority, time, or feedback. Remove those barriers during the transition period.

How the distinction helps different readers

For an individual planning a career move

Start with the job you want to perform, then compare its requirements with your demonstrated skills. If the gap is mainly a deeper version of your current work, seek an upskilling path and opportunities to apply the advanced tasks. If the target relies on unfamiliar methods and outputs, treat it as reskilling and plan for foundational learning, practice, and evidence that you can perform the new function. This framing also makes conversations with a manager or hiring team more concrete: you can show which capabilities transfer and which still need proof.

For an employer allocating development resources

Use separate pathways when the time to proficiency, coaching load, or redeployment risk differs. An upskilling program may fit into existing workflows; a reskilling program often needs a staged transition, a host team, and a defined role at the end. In either case, document the skill gap, give people a realistic chance to practice, and measure the work result rather than reporting only enrollment.

Why context matters

Skills language is used differently across industries and labor markets. A World Economic Forum commentary published August 12, 2026, makes that contextual point explicitly: “Skilling, upskilling and reskilling are often used interchangeably but each drives human development in distinct ways and requires different approaches according to local context and market needs.” The statement is attributed commentary, not a regulatory definition; it reinforces why a plan should be tied to local roles, available work, and the learner’s starting point. Read the commentary at Why must we approach skills development more holistically?

A practical one-sentence test

Ask: “After this learning, will the person perform a more capable version of their current work, or perform substantially different work?” The first answer points to upskilling; the second points to reskilling. If the answer is unclear, specify the target tasks, the transferable skills, and the evidence of readiness before assigning either label.
